CITY OF LA FERIA ADVERTISEMENT and INVITATION TO BID Sanitary Sewer System Improvements The City of La Feria will receive Competitive Sealed Bids for Unit B “Sanitary Sewer Improvements for West Colonias Phase I” at City Hall located at 115 E. Commercial Ave., La Feria, TX 78559 until 2:00 PM on Tuesday August 4, 2015. Bids will be publicly opened and read aloud at 2:00 PM on Tuesday August 4, 2015. Summary of Work: The proposed project involves construction and installation of approximately 6,300 L.F. linear feet of SDR 35 / SDR 26 pipe for sanitary sewer collection ranging in size from 6" to 15" diameter. The project also requires construction of a lift station with 12’ diameter FRP monolithic wet-well, factory made duplex 4” horizontal self-prime pumps with skid and factory made control panel, 150 kw generator, odor control unit, and building all as specified in the plans and specifications. Bidders must be well acquainted with the rules and regulations established by 30 TAC Chapter 217 and must be able to demonstrate past experience with construction of sanitary sewer collection facilities. Bid/contract documents may be examined and/or obtained at the office of Sigler, Winston, Greenwood & Associates (SWG), 611 Bill Summers Intl., Blvd., Weslaco, TX 78596. Copies may be obtained by depositing $100 with SWG for each set of documents. The deposit will be refunded to each document holder of record who returns a complete set of Bidding Documents in good condition within 10 days following the bid opening. Bidder must be registered as a “plan holder” with SWG to ensure receipt of any addenda issued. Each Bid shall be submitted in a sealed envelope bearing the name of the Project in accordance with the Instruction to Bidders and shall be accompanied by a Bid Bond in the amount of five percent (5%) of the bid issued by an acceptable surety. A certified check or bank draft payable to the City of La Feria or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The Bidding firm must be able to furnish a 100 percent Performance Bond and a 100 percent Payment Bond issued by a U.S. Treasury certified surety company acceptable to the Owner with the signed Contract. Bidders must submit two (2) complete bid packages as noted in the “Instructions to Bidders”. The project to be constructed pursuant to this contract will be financed with assistance from the Texas Water Development Board (TWDB). This contract is subject to all TWDB applicable Federal and State laws and regulations and contingent upon release of funds by Texas Water Development. The Texas Water Development Board's (TWDB) Clean Water State Revolving Fund programs receive federal funds from the U. S. Environmental Protection Agency (EPA). As a condition of federal grant awards, this contract is subject to the EPA “fair share goals” for Minority Business Enterprise (MBE), and Womenowned Business Enterprise (WBE) firms in the construction, supplies, equipment, and services procurement categories. EPA’s policy requires that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to MBE and WBE owned firms. Although EPA’s policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps.
