All or part of this project will be paid from the proceeds of a NAD Bank grant. Bidding will be conducted in accordance with NADB and Texas Municipal Policies and Procedures. This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Invitation for Bids (IFB) or Request for Qualifications (RFQ) are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are, or will be, a party to this IFB, RFQ, or any resulting contract. This contract is subject to the Environmental Protection Agency’s (EPA) “fair share policy,” which includes EPAapproved “fair share goals” for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms in the Construction, Supplies, Equipment, and Services procurement categories. EPA’s policy requires that applicants and prime contractors make a good faith effort to award a fair share of contract, subcontracts, and procurement to SMWBE’s. Although EPA’s policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps. The successful bidder will be required to furnish a Performance Bond and a Payment Bond, each in the amount of the contract, written by a responsible surety company authorized to do business in the State of Texas, as located in Chapter 2253 of the Texas Government code, and satisfactory to the City of La Feria. Bidders are expected to inspect the site of the work and to inform themselves of all local conditions. To be qualified for the award of a contract, Bidders must satisfy the following minimum criteria: (a) The bidder must demonstrate successful completion during the last five (5) years of at least one project comparable in nature and scope to this project. (b) At least two key personnel, and their potential alternate, employed by the Bidder must have a minimum of five (5) years experience in similar construction projects. (c) The Bidder must have an employee to be dedicated to this project, who is experienced in scheduling with demonstrated ability in employing scheduling techniques similar to those to be used for this project. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, age, handicap, or national origin. Bidders on this work will be required to comply with the President’s Executive Order No. 11246, as amended by Executive Order 11375, and as supplemented in Department of Labor regulations 41 CFR Part 60. Bids may be held by City of La Feria for a period not to exceed ninety (90) days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders qualifications prior to the contract award. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. French-Canadians Hold Annual Valleywide Festival Event Marks The End Of A Great Winter Texan Season
These French-speaking Canadians have obviously developed a love-affair with the Valley. Their numbers are soaring higher each winter as they take the advice of their fellow-Canadians who spend the winter in the Rio Grande Valley. Among the group were some 12-15 visitors from La Feria RV Parks: Notably, Kenwood RV Park, La Feria RV Park and Yellow Rose RV Park. This lively, fun-loving segment of our Winter Visitor population is making a perceptible impact felt all over the Valley. LA FERIA NEWS accepted an invitation to join these fun-loving people at their End-of-Season cultural bash at Encore Sunshine RV Park in Harlingen last week. You couldn’t miss it--the sign said: La Fete des Franco-Canadiens de la Vallee. She has been named the Valley Liaison Coordinator for this special family of Winter Vistors. Micheline and her husband, Gilles Ouimet, are retired and are very active in RV events in Canada and Texas. They are from Montreal, Quebec. She is quick to say she is a “Frenchspeaking Canadian.” These people know how to party in French and Cowboy. Some of their Texan exposure has rubbed off on our Canadian friends. That became evident when their favorite music-maker took the stand and led off with French tunes and alternated with some “boot- skootin” pretty good Country and Western. The leader of the band is Jean Guy. Jean is from Quebec and also spends the winter in the Valley. You have to hear “Cotton-eyed Joe” ” in French. The lines formed up, and everybody on the floor knew what to do, and did it well. There was plenty of food and refreshments. Their party started at 2 P.M and lasted till whenever. Ouimet explained why the numbers keep increasing each year. “They love the warmth and culture of Mexico, they love the climate and people of the
Texas. In the Valley we feel welcome,” she explained. It was fascinating to hear French being spoken as they twirled and did their line dances to rhythms of pure Texas Country and Western. They also belted out some native songs of Canada and France, along with some Cha-Cha-
Cha and Tangos. Finally, she said, “We love the international atmosphere we find here-We find the same emotional warmth and openness among the Valley people that we have in Canada. We are proud to call ourselves “Winter Texans.” “People down here remember you and recognize you--they
shake your hand and mean it,” she said with a smile. “That is why we like it-it’s like back home.” Maybe next year you can add a touch of French to your Country and Western. Just stop a car with a Quebec license plate and follow it to SUNSHINE ENCORE RV RESORT and ask: “Where’s the party?
