TOWN OF COMBES, TEXAS NEIGHBORHOOD FACILITY/ RECREATION CENTER PROJECT TxCDBG Project #728490 The Town of Combes intends to utilize a grant from Texas Community Development Block Grant Program to construct a neighborhood facility/recreation center. The project is partially located in the 100-year floodplain; nevertheless, the proposed improvements cannot be undertaken in any other location, as acquisition costs would exceed available program resources. Failure to develop the project would result in the continuation of unsafe and unhealthy living conditions for the locality. The project is Phase 2 of a Neighborhood Facility/Recreation Center project and consists of the construction of a pre-engineered building 3,320 square feet in area, with a concrete slab foundation, masonry walls, and a metal roof. The project also includes site preparation for utilities, landscaping, and necessary appurtenances. Construction will take place at the site of the current Combes Community Park, and will constitute an extension of the existing Recreation Building that is Phase I of the development. All improvements will be constructed above grade. The project site is located in the area designated Flood Hazard Zone B, an area between limits of the 100-year flood and 500-year flood; subject to 100-year flooding with average depths of less than one (1) foot, or where the contributing drainage area is less than one square mile; or areas protected by levees from the base flood. Constructing the proposed facility above the indicated flood stage will help to ensure that damage from potential flooding will be avoided. A Floodplains and Wetlands Early Public Notice was published on March 5, 2009, and a public hearing to discuss the project was held on March 9, 2009. No comments were received. The following agencies were consulted regarding this project: Cameron County, Texas; the Federal Emergency Management Agency; the Texas Historical Commission; the Texas Commission on Environmental Quality; the Texas Water Development Board; the United States Department of Housing and Urban Development; the Natural Resources Conservation Service of the United States Department of Agriculture; the United States Corps of Engineers; the Texas Dept. of Health, the Texas Parks and Wildlife Department; the Lower Rio Grande Valley Development Council, the United States Environmental Protection Agency, the United States Fish and Wildlife Service. No objections were received from any of these agencies. Flood insurance will be provided for the facility. It is the judgment of the officials of the Town of Combes that the benefits of the facilities proposed have been determined to outweigh considerations of Executive Orders No. 11988 and No. 11990. A more detailed description of the project and copies of the FEMA Flood Maps are available for citizen review in the Combes municipal offices. The public may submit written comments concerning this project. In order to be considered, those comments must be received by the Town of Combes on or before April 10, 2009. (b) At least two key personnel, and their potential alternate, employed by the Bidder must have a minimum of five (5) years experience in similar construction projects. (c) The Bidder must have an employee to be dedicated to this project, who is experienced in scheduling with demonstrated ability in employing scheduling techniques similar to those to be used for this project. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, age, handicap, or national origin. Bidders on this work will be required to comply with the President’s Executive Order No. 11246, as amended by Executive Order 11375, and as supplemented in Department of Labor regulations 41 CFR Part 60.
