John Drawe Appointed to the La Feria Planning & Zoning Commission

NEW HEART PROCEDURES, EQUIPMENT BENEFITTING VALLEY PATIENTS HARLINGEN – New procedures which are now available in Harlingen are benefitting Valley patients needing various treatments for heart conditions and stroke. A second “bi-plane� Cardiac Catheterization Laboratory recently opened at Valley Baptist Medical Center in Harlingen, giving the Valley increased capacity to treat heart patients, including those needing “electrophysiology studies� for problems with their heartbeat. The “G.E. Innova IGS 630� bi-plane lab also enhances treatment for stroke patients; including through“3D road mapping�of the brain. With the addition of the second bi-plane suite, the growing Harlingen-La Feria area now has the ability to treat two heart or two stroke patients at the same time using advanced dual-camera technology (Valley Baptist has a total of four cath labs, and two of those labs are now “bi-plane� suites). Dr. Frank Mazzola and Dr. Luis Eguia, Cardiac Electrophysiologists, conduct specialized electrophysiology studies – to help determine how to treat problems with the rhythm of the heart -- in Valley Baptist’s first bi-plane lab. During these procedures, electrodes on the end of a flexible tube are threaded into the heart, to gather information on the electrical activity of the heart, and to treat abnormal heart rhythms. Dr. Farley Neasman, Cardiologist, said the catheterization laboratory is able to

It’s a fun way to find hidden “caches� (prize-filled containers) that are placed all over the world by fellow geocachers. Using a free, easy-to-use app on your Smartphone, you’ll receive satellite signals that show the latitude and longitude of where a cache is hidden along with easy-tofollow directions of how to get there – to within a distance of 12 feet! You can also use a Global Positioning System (GPS) Device, but it is not necessary. Equipment used in “bi-plane� cardiac catheterization laboratories at Valley Baptist Medical Center in Harlingen feature two camera arms instead of one, which allows physicians to see inside tiny blood vessels from two angles. better serve Valley patients not only because of advanced technology, but because of an experienced support staff of nurses and cardiovascular technicians. Earlier this year, Dr. Neasman inserted the Valley’s first miniature heart monitoring device -- about the size of a “triple-A� battery -- into a heart patient, in Valley Baptist’s cath lab. In another case, in April, a 62-year-old Harlingen man became the first patient in the Valley to undergo a procedure using a new type of technology, in which a waxy substance called plaque and calcium deposits are “sanded away� from inside his blood vessels by a new type of high-speed spinning device. Dr. Charles Mild, Cardiologist, performed the Valley’s first procedure using a “Diamondback 360Ž Coronary Orbital Atherectomy System� at Valley Baptist. For stroke treatment, the Valley’s only two endovascular neurologists, Dr. Ameer Hassan and Dr. Wondwossen Tekle, use Valley Baptist’s bi-plane lab to perform treatments of stroke and brain aneurysm patients with stroke-reversing medications and tiny medical devices delivered through a catheter (thin tube inserted through the blood vessels going to patient’s brain). A Pair of Verified Fishin’ Tales This is a confirmed “BIG fish tale”! TWO TIFT CARES (Catch A Redfish Educational Scholarship) tagged redfish were caught August 8, 2014! Prior to this year’s 75th anniversary of the Texas International Fishing Tournament (TIFT), tagged redfish were released into the Laguna Madre between the Brownsville ship channel and Port Mansfield. The first five of the tournament’s registered junior anglers who catch a TIFT tagged redfish from now until 5:00 p.m. May 31, 2015 will be awarded a $10,000 college scholarship. Hector Perez (show) caught the first fish, #18 tag, 500 feet from where it was released. He was so excited that he called it in while he was still on the water and then graciously released it so one of TIFT’s registered junior anglers would have the opportunity to catch it and win one of the five $10,000 scholarships. Manuel Ochoa, a South Padre Island police officer, caught the second tagged redfish, tag #19. Hunger got the best of Manuel, so tag #19 was served up for dinner. These confirmed “BIG fish tales” are a great incentive for our TIFT 2014 registered junior anglers. Head out to the Laguna Madre and “catch” a scholarship! New Pilot Reporting Program Aims to Ensure Texas Anglers Get Share of Red Snapper

AUSTIN– Red snapper are a favorite among anglers for its tenacious fight and, arguably, as the tastiest fish in the Gulf. But management of the species over the years has been challenging and controversial. In light of those challenges, Texas Parks and Wildlife Department Coastal Fisheries Division staff is asking recreational anglers for assistance to help manage red snapper. Beginning June 1, Texas anglers (with the exception of party boat anglers) have been asked to report their red snapper landings via a short online survey at www.tpwd. texas.gov/snapper. At the end of each day’s trip or soon afterwards, parties that land red snapper are asked to submit basic information about the trip’s total red snapper catch, the date it occurred, number of fish landed, etc. Only one person needs to report for the entire angling party. Anglers fishing from party boats are exempt from reporting as the captain reports for then. Party boats are generally larger boats where people pay per person, as opposed to paying a single fee (for one or more persons) for a guided trip. This data will be used in conjunction with current harvest monitoring programs, and will be useful in designing future harvest monitoring programs. It will also serve as an indicator of the health of the red snapper fishery off Texas shores. “Anglers are strongly encouraged to report their landings,” said Robin Riechers, TPWD Coastal Fisheries Division Director. “Not only does it help manage the fishery, but it allows all red snapper anglers to get involved in the management of the species.” Texas state waters (less than 9 nautical miles from shore) are open year-round for red snapper with a four fish bag limit and a minimum size limit of 15 inches. Regulations in federal waters (greater than 9 nautical miles from shore) may differ from state regulations. This year, the recreational season in federal waters will run June 1-9 with a two fish daily bag limit and 16-inch minimum length limit. As needs and responsibilities expanded, another major step in river water management was worked out in the 1944 Treaty, which provided for a United States Section and a Mexican Section. The name was changed to the International Boundary and Water Commission (IBWC). That treaty was to apply equitably the rights and obligations of both nations to benefit their citizens socially and economically, and to make friendlier relations between all parties signing the Treaty. Falcon Dam was a direct result of that inter-

national agreement. Historically, the Treaty of Guadalupe Hidalgo signed in 1848 ended the Mexican War and designated the main channel of the Rio Grande as the official boundary between the United States and the Republic of Mexico. Thus, with the Convention of 1899 and the Treaty of 1944 there finally existed a legal reference point to settle obligations, benefits and disputes arising along the river originally known by Mexicans as the Rio Bravo.
