Invitation for Competitive Sealed Proposals Competitive Sealed Proposals for the purchase of Water Meters, Encoder Registers, Meter Radio Transmission Units (MTU), and the purchase and installation of other equipment all required for the development of a AMR/AMI (automatic meter reading) system, will be received at the City of La Feria, City Hall, 115 E. Commercial Ave., La Feria, TX 78559 until 2:00 PM, February 14, 2013. Contract Documents may be examined and/or obtained at the office of Sigler, Winston, Greenwood & Associates, SWG Engineering LLC., 611 Bill Summers Intl. Blvd., Weslaco, TX 78596. A payment of Fifty Dollars ($50.00) in cash, bank or certified check payable to the Engineer will be required for each set of the Contract Documents. No refund will be made. Each Proposal shall be submitted in a sealed envelope bearing the name of the Project in accordance with the Instruction to Bidders and shall be accompanied by a Bid Security or a bank or certified check in the amount of 5% of the bid. Proposers may not withdraw their proposal for a period of Ninety days (90), excluding Saturdays, Sundays and legal holidays after the actual date shown above for the receipt of the proposal. The Proposer firm must be able to furnish a 100% Performance Bond, a 100 % Payment Bond, and Warranty Bond with a surety company acceptable to the Owner together with the signed Contract when the contract is presented to the owner. The Owner reserves the right to waive any informality in or to reject any or all Proposals if deemed to be in its best interest. Award will be made to the lowest responsive, responsible proposer as determined from their proposal as well as the written and verbal response from the information section of the specifications. The contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Invitation for Proposals are expected to be funded in part by financial assistance from the Texas Water Development Board. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this Request for Proposal or any resulting contract. This contract is subject to the Environmental Protection Agency’s (EPA) “fair share policy’, which includes EPA-approved “fair share goals� for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms in the Construction, Supplies, Equipment, and Service procurement categories. EPA’s policy requires that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurement to Minority Business Enterprise and WomenOwned Business Enterprise firms. Although EPA’s policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of six affirmative steps. A Pre-Proposal conference is scheduled for January 29, 2013, at 10:00 AM, City of La Feria City Hall at 115 E. Commercial Ave., La Feria, 78559. Attendance is optional, however please attend if possible. The Contract will be awarded based on the lowest Proposal received from the lowest responsive, responsible, qualified firm who submitted a complete Proposal including all requested information on or before the time and date, and at the place stated in the Invitation for Proposal.
