The Brownsville native grew up doing farm labor. His career in Law Enforcement began when he began working as a Police Officer. Eventually over time, Juarez decided to pursue a career as a lawyer. 33 years later, the hard work and values displayed have gotten him this prestigious award.

Currently the Prosecutor with the Harlingen Municipal Court, Juarez has also been the Chief Prosecutor at the Los Fresnos Municipal court for

many years.

Robert "Bobby" Garcia, the Presiding Judge of the Harlingen Municipal court spoke highly of his friend and associate ‘’I am grateful to work with a Prosecutor that has a strong sense of justice and fairness as I do’’ said Garcia. “He believes in being fair and listening to people’’.

Alongside being a prosecutor, Juarez has a long history of service to the community. Juarez has served as the President of the Police Officer, a Board Member of the Texas Combined Law

Enforcement Association, Major Crimes Investigator, and as a Labor Relations manager. ‘’He has always cared about people. I respect his caring and compassionate passion for justice’’, said Garcia. ‘’Mr. Juarez lives by the motto ‘I seek not to convict, but that justice be done.’’’

‘’ As a lawyer and judge, it is important that I work with professionals that use their education and power to make outstanding contributuions, and Mr. Juarez does all that and more”, said Juarez.

Expanding Capabilities at the Port of Brownsville

After years of effort, planning and success, the Port of Brownsville is ready to begin one of its most important infrastructure projects to date, the Brazos Island Harbor (BIH) Channel Improvement Project.

The U.S. Army Corps of Engineers and the U.S. Congress have authorized the deepening of the port’s channel from 42 feet to 52 feet. The project may cost upwards of $300 million and construction, divided into two phases, is expected to commence at the end of 2022. Deepening the port’s channel means bigger ships, more cargo, and more jobs for the Rio Grande Valley.

The port expects to pay for the project with a combination of public, private and federal funds. Demonstrating confidence in the public-private partnership (P3) strategy, NextDecade, owner of the proposed Rio Grande LNG natural gas liquefaction plant (largest of the proposed LNGs at the port), announced a landmark agreement with the port in April 2019, agreeing to pay 100 percent of Phase One

of the deepening project from the western boundary of its lease site along the ship channel to the channel’s offshore origin (more than nine miles) –or more than half of the deepening project.

In March 2022, the federal government announced the allocation of $68 million to the project. The funds, to be utilized for Phase Two, are provided under the Infrastructure Investment and Jobs Act (IIJA) Appropriations Law. The BIH project was identified as part of the IIJA to strengthen port and waterway supply chains and climate resilience. Once the project is complete the Brownsville Ship Cannel will be one of the deepest ship channels in the Gulf of Mexico.

The Rio Grande LNG and Texas LNG projects have received approval from the Federal Energy Regulatory Commission and await final investment decisions (FID) for construction at the Port of Brownsville, leveraging the port’s unique location, capabilities and land availability as a center for natural gas from West

Texas, the Permian Basin and beyond. NextDecade’s Rio Grande LNG project, which includes the Rio Bravo Pipeline, is on target to announce FID on a minimum of two of its proposed five trains in the second half of 2022. The company has taken a number of steps to lower its project’s carbon footprint with plans to achieve carbon neutrality in Brownsville. Texas LNG also is on track to announce FID in 2022. Together, these multi-billion dollar projects could add thousands of construction jobs and hundreds of permanent good-paying industrial jobs to the local economy.

Other continued investments include the completed rehabilitation of Bulk Cargo Dock, improving access to the 3-million-bushel grain elevator operated by WestPlains LLC. In 2020, the U.S. Maritime Administration awarded the port a $14.5 million grant to improve railroad, road and ship-loading infrastructure at the Bulk Cargo Dock and further expand WestPlains’ grain

handling operations at the facility. The company and the port are partnering to modernize and enhance the operational capacity of the specialized dock, with shared investments of more than $13 million to date, in an effort to create a new cost-efficient port option for all U.S. farmers to load outbound international vessels from the Port of Brownsville.

The port held a ribbon cutting ceremony March 4, 2022, for the latest commerce route of the Rio Grande Valley, the 1.9 mile-long South Port Connector Road. The $25.6 million project is a partnership of the BND, Cameron County, the Cameron County Regional Mobility Authority, the Rio Grande Valley Metropolitan Planning Organization and the Texas Department of Transportation. The port connector offers direct access to the southside of the Brownsville Ship Channel and an alternate route to nearby commercial lanes at the Veterans International Bridge. It also facilitates the flow of cargo and other goods related to

the space industry from port docks to SpaceX’s neighboring facility Starbase.

The expansion of additional outside storage capacity continues at the port, now totaling more than 62-acres of purpose-built facilities to accommodate heavy point-load-bearing cargo, like wind energy nacelles –some weighing more than 112 tons each. Along with hubs, tower sections and windmill blades (the largest reaching 265-feet-long), the Port of Brownsville ranks among the leading U.S. ports capable of receiving, storing and moving these massive components. And due to the prevailing winds of south Texas, combined with the abundance of available land on both sides of the U.S. Mexico border, windmill farms are growing across the region.

Other important infrastructure developments, driven by the demands of growing industries at the port, include rehabilitation of docks and internal roads, utility infrastructure, among others.

Cool weather, comfy blankets, pumpkin spiced lattes, and a good book are usually on my mind at this time of year, but one other thing is too, spring. Spring? Really? Yes, there are a number of things you can do in the fall to make your spring gardens beautiful. With the cooler temperatures arriving this season, it’s much more enjoyable to work on your garden for a delightful look now and an even better one in the spring. Audrey Hepburn quoted, “to plant a garden is to believe in tomorrow,” so let’s plan today for a garden you’ll love in the spring.

One sure sign of spring is the sight of colorful flowering bulbs. Bulbs are shortened, compressed, underground stems surrounded by fleshy scales (leaves) that envelop a central bud at the tip of the stem.

(Texas Master Gardener Handbook, pg. 34-35) Many bulbs must be exposed to low temperatures for a period

before they begin to send up the new plant. Therefore, you need to choose bulbs that are best used in our area. Since our winters are rather warm and mild, we need to choose bulbs that originate from warmer climates and do not require much if any cooling. There are a number of bulbs to choose from – early, mid, and late season bulbs. This will provide a succession of blooms to enjoy in your garden. The optimum time to plant is October 1 st through December 31 st . Many garden stores and nurseries sell bulbs for all types of gardens – full sun, shade, butterfly and hummingbird, xeriscape, containers, and more. Be sure to plan accordingly to make sure you purchase the correct bulbs for your garden to burst with color.

Some varieties known to do well in our area are: Anemones, Narcissus family, Amaryllis and Lilies.

You don’t need a large area to create one, just a little corner or stretch of land on your property. Fall is a great time to plant wildflower seeds to enjoy an abundance of colors in the spring because wildflowers are cool-weather plants that germinate when temperatures drop below 70 degrees. According to “Texas Highways” magazine article, “Wildflower Growing 101,” Daniel Blue Tyx states, “most Texas gardeners should plant around September or October although those in tropical South Texas might wait until November or December.” Therefore, we have plenty of time this fall to create our own wildflower garden.

As with all gardening projects, do your research for best results, but

following these steps will help you get a great start.

1. Prepare the ground for your wildflower garden by clearing the area of grass and weeds.

2. Buy native seeds from reputable sources, mix them with sand or potting soil for even distribution. Scatter the mixture on top of the soil to make good contact and walking across the patch will help press the seeds into the soil.

3. Give the area a good soaking and keep it moist for germination to occur. That’s when the magic begins.

Manuela Garza Gamez 93, of Los Fresnos passed away at her residence on Tuesday, September 27, 2022. Manuela was born in Smithville, Texas on April 18, 1929 to Federico Garza and San Juana Garcia Garza. Manuela received her Texas G.E.D. and her Retail Sales Certificate in Akron, Ohio. She enjoyed sewing and was a member of St. Cecilia Catholic Church.

Manuela is preceded in death by her parents Federico & San Juana Garcia Garza, her husband Ramon Gamez, her siblings: Angelita Killebrew, Elvira Silva, Julian Garza, and Armando Garza. Grandson Justin Gamez.

Left to cherish her memory will be her children: Yolanda (Walter) Miranda, Sylvia (Michael) Coonradt, Mary (Daniel) Montes, Diana (Francisco) Rodriguez, Cynthia (Jose) Montes, and Raymond (Linda) Gamez, Jr. Her grandchildren: Christopher Miranda, Amanda Miranda, Michelle Coonradt, Melissa Coonradt, Ana Lisa Hendrickson, Clarissa Tovar, Santiago “Jimmy” Rodriguez, Rumaldo Rodriguez III “Jr.”, Richard “Ricky” Rodriguez, and 17 great grandchildren. Keep on Rolling! Los Fresnos Volleyball remains unbeaten in 32-6A

The Los Fresnos Lady Falcons continue to tear through 32-6A, as the number one team in the district. Sitting with a 4-0 record in district and 30-5 on the season, The Lady Falcons continue to remain hot.

Los Fresnos sits 4-0 in 32-6A play as the lone unbeaten team. Big offense

and defense has propelled the Falcons to this 4-0 start. 32-6A play started off with a sweep over Brownsville Rivera. Los Fresnos then swept Weslaco, Brownsville Hanna and San Benito.

During non-district, The Lady Falcons have knocked off some big names such as PSJA, McAllen Rowe, Edinburg Vela, Mission Veterans, McAllen Memorial and many others.

Los Fresnos finished 326A play in 2021 as the 3rd seed in 32-6A. Los Fresnos reached the area round before losing to Laredo United. In 32-6A play, Los Fresnos went 11-3.

This season, the Lady Falcons have been led by Shiloh Jones, Olivia Parra, Cory Reyes, Addyson Vega, Dakota Martinez and Marcela Tijerina. The Lady Falcons continue to steam roll through 32-6A.

Now knee deep in the 2022 Football season, The Los Fresnos Falcons are back to work as we are set to kick off 32-6A play, but how did they get there?? Week one saw the Los Fresnos Falcons defeat Weslaco East 28-7 on pure offense. Week two Los Fresnos went to battle with PSJA North in which the Raiders won 41-20. After the loss in week two, The

Falcons have been on a tear, winning the next three games over PSJA 36-33, La Joya 45-0 and Mission 42-13.

Returning to action week seven, Los Fresnos will begin 32-6A play with their first district game at Sams Stadium against the Rivera Raiders. Week eight, Los Fresnos will go back to Lackey Stadium as they will face off against the Weslaco Panthers.

Week nine will see Los Fresnos host the Hanna

Golden Eagles. Week ten will see the San Benito Greyhounds come into Los Fresnos for the final home game of the season. To wrap up the regular season, Los Fresnos will take on the Harlingen Cardinals at Boggus Stadium.

Gladys Porter Zoo Unveils Master Plan

African savanna large enough to accommodate a pride of lions, and a reimagined Small World where children of all abilities create music, enjoy imaginative play, become part of animal habitats and enhance all of their senses. It also includes a zip line that will take guests over 100 feet above the treetops before an exhilarating 35 mph return to the loading deck. A new boardwalk will lead from the Events Center out to a pavilion within the greater kudu exhibit, allowing a 360 degree view into multiple animal exhibits. New visitor amenities include a themed indoor café.

Development of the Zoo’s Master Plan involved a two-year series of interactive planning workshops that were conducted on site and over web-based platforms. They were attended by the consultant team headed by PJA Architects, Zoo staff and board, city representatives and community members.

“The Gladys Porter Zoo has been an integral part of the City of Brownsville for over 50 years. It has been a place that has entertained and educated for generations. This Master Plan not only

represents the future of the Zoo, but it reinforces its place in Brownsville and a commitment from the city to help make it even better,” said Mayor Trey Mendez.
