The Marin Builders Association is committed to helping individuals train for and find rewarding careers with local construction firms.

NORTH BAY CONSTRUCTION CORPS

- CLASS OF MARIN addresses the high demand for construction workers in our community. This program enables students to explore a variety of construction-related careers and prepares adults for positions with local Marin Builders Association firms at the end of each class cycle.

The program typically spans several months and includes hands-on training, classroom instruction, and mentorship from industry professionals. Participants learn about different construction trades, safety protocols, basic construction skills, and job site etiquette. They also receive guidance on resume building, job interviews, and workplace professionalism.

Industry partnerships help ensure that students receive relevant and up-to-date training and potential job placement opportunities upon completion of the program.

EDUCATION-TO-CAREER (E2C) CONSTRUCTION

SKILLS is a program designed specifically for residents of the Canal neighborhood that offers specialized training and connects individuals with career opportunities in the construction industry. The E2C Construction Skills program aims to address the workforce needs of the construction sector and provide individuals with pathways to meaningful and sustainable careers in construction.

The College of Marin, Canal Alliance, and Marin Builders Association welcome students including our local Marin immigrant communities that desire to enter the construction industry.

TAKING ON A CONSTRUCTION PROJECT AS A HOMEOWNER CAN BE AN EXCITING, YET DAUNTING, TASK—NO MATTER THE SIZE OF THE PROJECT. AT THE SAME TIME, HOMEOWNERS HAVE THE CLEAREST VISION OF THEIR DESIRED RESULT, WHETHER IT'S AN ENTIRE DREAM HOME, THE IDEAL SPACE TO SERVE AS AN OFFICE, OR A CUSTOM-BUILT KITCHEN THAT WOULD MAKE EVEN GORDON RAMSEY JEALOUS.

Turning a vision into reality requires homeowners to undertake careful planning, crucial decision-making, and oversight of the whole process. Owners play a specific and integral role in each phase of a construction project—starting with the first stages of preparation, all the way to final walkthroughs, and every step in between.

Here is a guideline to make the road from vision to reality go smoothly.

CRUCIAL ROLE OF OWNERS IN CONSTRUCTION PROJECTS

BEFORE CONSTRUCTION BEGINS: LAY THE GROUNDWORK

The work a homeowner does in the early stages of a construction project will pay heavy dividends throughout the process. Owners should complete the following tasks before breaking ground:

1 SELECT THE RIGHT CONTRACTOR

Finding a general contractor you can trust is one of the most important decisions—and homeowners will typically want to vet anywhere from 3 to 4 potential contractors before narrowing it down to the final 3 for bid requests.

Here are the important questions to ask each candidate:

• Are you licensed, insured, and bonded? (This protects you from liability should anything go awry).

• Can you provide references from past clients? (Speaking to previous customers is invaluable.)

• Do you have experience with projects similar to mine? (Specialized expertise is preferred, but not a dealbreaker).

• What is your work philosophy and approach to customer service? (Keeping in mind you will be working closely together, so it’s important to align here).

• How much work do you self-perform? (Note that self-performing key areas, such as framing and finish carpentry, give the contractor greater control of the final product.)

• How do you plan to staff and manage the project? (Having full-time onsite management ensures continuity between trades and allows consistent quality control.)

• How large is your company, and how many employees and/ or subcontractors do you have? (A builder needs to have the "horsepower" to get the job done in an efficient and timely manner).

ESTABLISH A REALISTIC BUDGET

Have an honest discussion with your chosen contractor about what you can afford. Experienced contractors can guide you in creating a budget that achieves your project goals without nasty surprises down the road.

3 DEFINE THE PROJECT SCOPE

It's imperative to provide detailed information to your contractor about what you want to build or renovate before drawing up the design plans. Be crystal clear and precise when communicating your vision, non-negotiables, and preferences–and offer this information in writing too as a follow-up to any verbal discussions.

4 AGREE ON A TIMELINE

Construction projects involve many moving parts, so delays and hiccups aren't uncommon. Build room into your schedule by setting reasonable deadlines.

5 UNDERSTAND PERMITS AND REGULATIONS

Your contractor or architect should handle obtaining permits. Still, you should understand the basics of local zoning laws, building codes, HOA rules, and other regulations. Have open conversations with your project team to reduce future surprises.

6 WORK WITH THE RIGHT DESIGN PROFESSIONALS

Architects, engineers, interior designers, and other pros can ensure your plans are accurate, complete, and meet code requirements. Hire only licensed, credentialed consultants. Just like choosing a contractor, make sure to ask for references.

7 THOROUGHLY REVIEW AND APPROVE ALL PLANS

Once the design plans and specs have your stamp of approval, they can be submitted to the planning and building departments, and the permitting process can begin. Depending on the jurisdiction, this can take several months, so make sure to plan well in advance. Your architect and contractor can help guide you through this process; the key is ensuring you are happy with the agreed upon plans before submitting for a permit and signing any contracts with your builder.

AFTER CONSTRUCTION: INSPECT, CERTIFY AND CELEBRATE!

Congratulations—your project is complete!

As an owner, you still have a few final responsibilities to address:

1 DO A THOROUGH WALKTHROUGH WITH YOUR CONTRACTOR

Meticulously inspect all finished work before signing off. Ensure it matches the plans and that the quality of work matches the expectations defined at the beginning of the project.

COMPILE AND COMPLETE A PUNCH LIST

Compile a punch list, in writing, of any incomplete or faulty work the contractor must remedy before getting final payment, along with a timeline of when that work will be completed.

OBTAIN CERTIFICATES AND PERMITS

Your contractor assists in acquiring final municipal permits, certificates of occupancy, and other approvals. Although a good contractor will handle this, the owner is the legally responsible party for the permits. Make sure this doesn't get skipped, as there can be severe fines for ‘incomplete’ projects.

4 PROVIDE CONTRACTOR FEEDBACK

Let your contractor know what you were satisfied and unsatisfied with in terms of the project. Your testimonial helps them win future business; plus, a reputable contractor wants you to be delighted with their work.

EIGHT STEPS TO ELECTRIFY YOUR HOME

A Guide for Single Family Home Owners

YOU’VE LIKELY HEARD about the state of California’s push towards electrification in both new and remodeled homes. Electrified homes not only reduce emissions and improve indoor air quality—they also serve to lower your energy bills. Electrification can range from simple appliance and equipment upgrades to an overhaul of your whole home system.

The following are steps meant to guide you in undergoing an electrification project. Note that the steps may or may not be addressed in the same order for every project, and some steps may need to be revisited more than once.

STEP 1 DO A HOME ENERGY ASSESSMENT PROGRAM

Using a home energy assessment allows you to understand your home’s energy usage and receive personalized recommendations on increasing both efficiency and energy savings.

 HomeIntel (corp.hea.com/hintel) is a free program for PG&E and MCE customers with smart meters who have lived in their homes for at least a year. It provides a report of your energy usage, along with energy reduction recommendations and monthly progress reports.

 QuitCarbon (quitcarbon.com) is another free program funded by contractor referrals that provides an advisor to review your home and priorities to help you build an electrification plan to increase energy savings. They will then refer you to a vetted contractor and assist with any questions you have as you develop your project.

 BayREN (bayren.org) Home Energy Score conducts an in-person home energy assessment for a fee, typically between $200 to $500. Each Home Score report details what upgrades can be made to increase efficiency. BayREN provides a $200 rebate towards a HES assessment. >>

STEP 2 DETERMINE YOUR ELECTRICAL CAPACITY

Determining whether you can work with your home's current capacity or need an electrical panel upgrade is an important step for electrification. Most homes will have 100 amps or more, which is usually sufficient for electrifying. The Watt Diet Calculator (redwoodenergy.net/wattdiet-calculator) can help you find ways to optimize capacity and calculate your load to determine whether a panel upgrade is necessary.

STEP 4 DEVELOP A PROJECT SCOPE

Which equipment do you want to upgrade to be electric? Do you need to replace an appliance, or do you simply want to make your house more energy-efficient? What is your budget? Mapping out a plan on paper lets you get specific with the scope of work needed to reach your goals.

STEP 7

FIND A LICENSED CONTRACTOR

Unless you use QuitCarbon, it's best to get price quotes from at least three licensed contractors before choosing the one for your job. To find contractors, ask for referrals from people you know, or use a site like Switch is On (switchison.org) to find leads. The CA Contractor License Check (cslb.ca.gov/OnlineServices/CheckLicense) lets you verify the license status of each contractor.

STEP 5 DECIDE ON YOUR APPLIANCE OPTIONS

STEP 3 LOOK AT INCENTIVES AND REBATES

There are numerous incentives available for electric equipment upgrades. Switch is On (switchison.org) offers a comprehensive list of incentives and rebates in your area; Electrify Marin (marincounty.gov/ departments/cda/sustainability/electrifymarin) is a source for local rebates for replacing gas appliances with efficient electric appliances in Marin County. You can also discuss how to apply for these rebates with your contractor, and, in some cases, it’s possible to combine incentives for even greater savings.

It’s important to note that energy usage varies from model to model in appliances. Select several models you are interested in before talking to contractors—by doing so, this will also help you determine whether you can use your existing capacity or will need a panel upgrade.

Tools to help with appliance selection include the EnergyStar product finder (energystar.gov) and PG&E’s guide (guide. pge.com)

STEP 6 CREATE A LIST OF QUESTIONS TO ASK POTENTIAL CONTRACTORS

Before reaching out to contractors, prepare a list of questions to ask them about their past experience with electrification, their workflow process and specifically about your project.

In the vast majority of cases, you will need a permit (or several permits) to proceed with your project. HOME HARDENING STRATEGIES TO BETTER YOUR HOME’S FIRE SAFETY NET

WHILE WILDFIRES HAVE long been a concern in California, their severity and frequency have intensified over the past decade or so, mostly due to climate change, drought, and increased urbanization in fireprone regions.

Aside from the worries homeowners have about property loss due to a fire, there’s another ugly side effect of increased wildfire threats: a greater number of insurance companies are reevaluating their wildfire risk exposure, and as a result, either steeply raising their rates for homeowners living in high-rise zones, or worse, or dropping them as insured customers altogether.

But there’s hope for homeowners to take measures that will protect their homes from wildfire damage while also meeting the concerns of insurance companies. It’s referred to as “home hardening”—a term used by fire prevention officials to describe the practice of vegetation management on a property, combined with the use of resilient building materials to withstand the threat of flames or embers propelled by wildland fires.

Home hardening techniques can be used on existing homes, new construction homes and properties undergoing a remodeling or retrofitting project. It’s shown to help mitigate wildfire risks, make affected areas more appealing to insurers and potentially curb the trend of non-renewals.

Common home hardening recommendations include:

 establishing a five-foot noncombustible perimeter around the house and decks, replacing flammable fencing within a five-foot radius;

 maintaining roofs and cleaning gutters;

 installing ember-resistant vents and multi-paned windows;

 ensuring a six-inch vertical clearance on exterior walls;

 enclosing the undersides of decks and eaves; and

 implementing fire-smart landscaping to create defensible space.

These discounts include a 10% reduction for protecting the structure and a 5% decrease for safeguarding the immediate surroundings of the dwelling. TOP THREE REMODELING PROJECTS THAT ADD VALUE TO YOUR HOME

YOU KNOW YOU want to remodel certain areas of your home, but maybe you’re not sure where to start. Every renovation has its pros and cons.

One of the questions to ask yourself: “How can I get the best return on my investment?” If you have an allocated budget and several areas of your home need to be remodeled, it’s smart to consider which rooms will add the most value to your home.

As an example, a garage conversion might seem like a good idea for your family. However, most potential home buyers want a garage, when buying, so a garage conversion may not be the best return on investment (depending on square footage and other factors). Other projects, such as a swimming pool, may add little value and not be worth the investment.

If increasing your home's value is your ultimate goal, weigh your options and select home renovation projects that have the potential to positively impact its worth and resale value.

Here are 3 remodeling projects proven to offer a solid return on investment. >>

1. SIMPLE ADDITION

Adding square footage to your home is a surefire way to increase its value; the key is finding the most efficient way to do it. Every home and every lot is different, so there is no “one size fits all” type or style of addition. New bedrooms, offices, gym rooms, master closets, breakfast nooks, etc. are all types of simple additions that can make big differences at a relatively low cost per square foot of construction. Sometimes, even just small bump outs, such as installing bay windows, sun seats or a building out a little extra space in the primary bedroom can completely transform the feel of the room. Talk with your contractor about what can be achieved without significant modifications.

2. BATHROOM AND/OR KITCHEN RENOVATION

When planning a kitchen or bathroom renovation, your return on investment should guide your budget. Although tempting, don’t go overboard on these remodeling projects, as a little goes a long way. New countertops, sinks, flooring, cabinets, and appliances will allow you to recoup between 60 to 80% of your renovation investment. You should also consider the overall cost of your property.

For example, if you purchase a house for $800,000, it probably isn’t a financially sound investment to plan an $250,000 kitchen remodel.

3. THE “FACELIFT” REMODEL

Although a term not usually associated with construction, the “facelift” remodel is, in essence, a relatively simple way to increase your home’s value. It typically entails making easy-to-reach updates such as skim coating walls and ceilings (removing any textured drywall), installing new carpets and flooring, modernizing casework details, freshening up hardware and accessories, updating electrical and lighting trims, and painting throughout the space. Even though it’s a simple remodel, it’s critical to get it done correctly and with professional help, otherwise it could turn into a “lipstick on the pig” remodel which may end up devaluing your home.

OVERCOMING OBSTACLES TO CHOOSING YOUR PAINT COLORS

GIVING YOUR HOME a fresh coat of paint feels a lot like taking a big breath of fresh air. It’s invigorating and makes you feel warmer about the space you live in.

As someone who has worked in the professional painting business for 18 years, time and time again I’ve seen homeowners get stuck on the same issue: selecting paint colors. Color selection can be the most challenging part of the entire process. All homeowners want to get it right and not end up with a disappointing result.

Here are some tips to get you unstuck and on your way to refreshed and rejuvenated walls.

CHOOSING EXTERIOR COLORS

As a starting point, take stock of the style of your home. What works for a midcentury modern home may not work for a Tudor-style cottage or a Mediterranean house. Fortunately, many of the major paint manufacturers—Benjamin Moore, Sherwin Williams, and Dunn Edwards, for example— have developed color palettes to complement architectural styles and can be used as a basic guide.

Next, take a close look at your landscaping, especially if you plan to paint your home’s exterior. Do you have a lot of flowers in your yard? Greenery? How about natural elements like rock? What does your pavement look like? All those pieces can shape your options in terms of picking an exterior color.

Consider your home’s exterior-facing windows and doors. Which materials are they made of and what color are they? You want an exterior finish that complements them.

Once you’ve narrowed down your choices to your final three selections, paint a small section of all three colors in different areas around the exterior. Take a look at those spots over the next two to three days, during the morning, afternoon and evening hours, to see how they show up.

MAKING INTERIOR PAINT SELECTIONS

As with an exterior painting project, you will first want to consider the style of your home when it comes to selecting interior paint colors.

Next, look down! What are the colors of your floors, as well as the texture? Are your floors hardwood, tile, carpeted or a combination of those? Also consider other elements, such as the presence of natural light throughout the home. You will also want to consider your existing furniture and window coverings, unless you plan to replace them after the paint job is complete.

For the past few years, whites or off-whites have been the leading paint trends. Before that, the trend tended towards shades of gray. Most homeowners want an on-trend color that has some staying power for at least 5 to 7 years, which is what we recommend in terms of a paint job’s shelf life. I generally advise our customers to lean towards light to moderate tones of whichever color they choose. Deep base tones can pigeonhole homeowners into a look that is too trendy and with a shorter shelf-life.

Pinterest and Houzz can be great resources for homeowners who need a little help with paint colors. Perhaps they know they want a light color on their walls but need help narrowing it down to the right shade. Many interior designers post their work on those

two sites, which can show the bigger picture of how paint complements furniture and other design elements.

For more personalized help, many painting companies as well as paint manufacturers offer color consulting services. For a small fee, a color expert will come out to your home to help you think through your strategy and either help you choose your colors, or at least bring you much closer to making your own final decisions. Going this route can save homeowners from the headaches of picking a color and having it applied, only to realize later that they missed the mark.

OTHER FACTORS TO CONSIDER

Practicality. When choosing an exterior house homeowners should consider the impact of that color. Darker colors fade faster in the sun, and they also trap more heat. If you are desiring a bright, airy interior, be careful of going dark on the exterior as well.

In the interior of your home, you will want to be choosy about colors in your ‘high-use’ areas such as kitchens and hallways, which may need to be repainted or touched up more frequently.

Ongoing Maintenance. On average, home exteriors need repainting every 8 to 10 years (with sunnier areas more frequently). Interiors should be repainted every 5 to 7 years, with high-traffic areas every 3 to 4 years.

The Marin Builders Association congratulates Dan McLennon as the 2024 recipient of the Peter Arrigoni Building Community Leadership Award. This award recognizes individuals for excellence in both industry leadership and community involvement. The award was established in 2018 in honor of the late Peter Arrigoni who served as General Manager of the Marin Builders Association from 1977 to 2003.

As an attorney by trade, Dan McLennon has counseled many in the construction industry during the past 35 years. Presently, Dan is a managing partner in the San Francisco Bay Area office of Smith Currie Oles (smithcurrie.com), a national, awardwinning construction law firm, where he specializes in construction law cases in California's state and federal courts.

Dan’s law career began in 1986 following a judicial clerkship with the 14th District Court of Appeals in Houston, Texas. He then managed McLennon Law Corporation until merging with Smith Currie Oles in January 2016.

Dan’s interest in construction began early in life. “Since childhood, I was always building something—multiple ‘forts’ and tree houses—and fascinated with construction sites, equipment, and processes,” he says. “Construction law was a natural fit for me when I first joined a firm after law school.”

His extensive list of clients have included project owners, contractors, suppliers, and other industry professionals. He has helped parties resolve hundreds of cases through

young people for construction careers. Dan has supported the Education-to-Career (E2C) Construction Skills Program, the North Bay Construction Corps (NBCC) and the Marin Builders Association Scholarship Program. In addition, when he was board president, he visited the Regional Occupational Program (ROP) at Redwood High School—and was so impressed with what he saw that he and his wife Nancy bought one of the program’s famous garden sheds.

In addition, he has experience in appellate cases, with four published opinions in California law books. His legal abilities and deep experience have earned him Martindale-Hubbell's highest "AV" rating and recognition as a Northern California construction "Super Lawyer" working in construction law for a decade or more.

Dan is proud to have been connected with the Marin Builders Association for the last 20 years. He began his affiliation as a committee member, then joined the board, and ultimately served as the board’s president.

He has supported the association’s workforce development initiatives to train

Dan enjoys writing and speaking, having edited a significant treatise and written articles for legal associations. He and his wife have been married since 1982, have two daughters, and are active in their church.

Dan is most proud of his 35+ year streak as a youth Sunday School teacher and volunteer—he notes that the kids keep him young, and he gets choked up recounting hugs from visiting former students. In his free time, he enjoys time with family, golfing, and hiking.
