WELCOME! On behalf of the Marin Builders Association Board of Directors, welcome to the 2020-2021 Marin Home Resource Guide (MHRG). In this year’s guide, you will find a wealth of inspiration, ideas and professional resources to help make any upcoming home or business project a success. For each annual issue of the MHRG, we tailor the theme to address the most relevant questions and concerns from Marin homeowners based on new trends, important policies, and emerging concerns of the day. When we set this year’s theme – Building and Planning for the Unexpected – we could never have anticipated what would soon turn our entire planet upside down, in the blink of an eye. We write this letter in the middle of a statewide shelter-in-place mandate for the coronavirus which has brought unprecedented change in our neighborhoods and has heavily impacted construction related businesses in our communities. Like so many others, our industry is facing uncertainty on a multitude of levels and we have limited ability to forecast what’s on the horizon. Throughout this challenge, the Marin Builders Association is standing firm in our leadership role with the help of dedicated, local and civic-minded professionals. We will continue to be a unifying force and beacon for our local industry to persevere through these difficult times. The now overused but poignant phrase “we’re in this together” has never felt more true. At the Marin Builders Association, we define success by helping to bring communities together to solve problems for the benefit of all and we remain steadfast in our goals. We are continuing our efforts to streamline and improve the permitting process for contractors and homeowners across Marin. In an effort to support the next generation of builders, we look forward to continuing our work with the Mario Ghilotti Family Foundation to prepare high school students and adults to enter the construction workforce. North Bay Construction Corps – Marin Class: Sponsored by Mario Ghilotti Family Foundation This program places high school seniors directly into the construction industry with local Marin Builders Association firms. Each cohort concludes with a 2-week, onsite construction bootcamp followed by a hiring fair and possible job placement.

BEFORE HIRING A CONTRACTOR Check to see if the contractor is a member of the Marin Builders Association in good standing at marinbuilders.com. Check the contractor license number at www.cslb. ca.gov to make sure it is current and in good standing. Ask to see the contractor’s pocket license and a current photo ID.

In light of Covid-19 and out of concern for the health and safety of our members, employees, industry and community — we sadly do not plan to host any events in any capacity for the foreseeable future. Even beyond this next period, the guidance from health authorities is to avoid having large groups get together for a while. Given this, we're postponing any large in-person events we had planned including Member Mornings, Scholarship Awards Reception and our Annual Golf Classic Fundraiser. Some of these we may hold as virtual events instead and we'll share more details on that soon. Please visit marinbuilders.com/events/calendar/ for the most up-to-date information. The most important thing we can do is focus our attention on helping our members protect their businesses amidst the new challenges we all face. Ask for a list of current contact information (telephone number and business address) for the contractor, subcontractors, and suppliers. Find out from your local building department whether your project needs a building permit and confirm that your contractor will obtain all necessary permits. Bring in a contractor early, but retain them with a contract with which you are comfortable. This will help you design a project that is low stress and within your budget. Get at least three contractor bids and references, and check out, in person, each prospective contractor’s recent similar projects.

Ask whether your contractor carries general liability insurance for employees in case accidental damage occurs during the project, and workers’ compensation insurance for employees. Make sure all project materials and expectations are spelled out and signed in a written contract, including clean-up, debris removal, and site security. Ask your contractor if he or she understands your project expectations. Schedule and document each phase of your project and the corresponding payment schedule. Do not let payments get ahead of the work. Pay no more than 10% down or $1,000, whichever is less. Avoid paying in cash. Keep all of your project documents, including payments and photographs, in a job file. Try researching your contractor’s name online for additional reviews.

LOOKING TOWARD A FIRE-RESISTANT FUTURE Growing up in the Sierra Nevada Foothills, wildfire has always been a fear in my family’s heart. In 1988 our home was uncomfortably close to Northern California’s infamous 49er fire and we witnessed the destructive and life-threatening potential that fires can have on a community. Back then however, the annual fire season was not as long or severe as it is today.

As an architect serving families who have gone through this trauma in the Tubbs and Camp Fires, I have admired their incredible, unbreakable spirit as they skillfully navigate the rebuilding process with a vision of their family’s future in mind. My first task is to listen with care so that I can tactfully guide discussions on ways to rebuild and upgrade from previous structures. My second task is

to do everything I can to defend their new home from the threat of fire so they can feel secure at home again. The good news is that the California Residential Code (CRC) demands much better fire-resistant design than previous decades. The bad news is that there is no fire-proof construction. So, where do we start? We start with life safety. ››

THE NEW STANDARDS FOR FIRE SAFE CONSTRUCTION

Install fire-resistant materials on the exterior of your home. Siding such as fiber

The following are all current, standard construction requirements of the CRC (California Residential Code) for newly built or substantially remodeled homes that are in endangered areas. The code calls this the Wildland Urban Interface zone (or WUI zone). Essentially, these are the areas that are most at risk for wildfire. These required upgrades will need to be documented in your construction plans when you pull a permit with your city or county. Your architect will be the one documenting these and can walk you through the reasoning behind each requirement.

There is an added cost to constructing your home this way, which varies based on your particular project’s layout and features. Work with your contractor early in the process to understand the rough costs. This is money well invested, as these requirements resist fire far better than the standard construction techniques used when many homes in California were built. ››

8 MEASURES THAT GO ABOVE AND BEYOND In addition to the previously listed measures, there are other construction “best practices” that go above and beyond to reduce the possibility that fire will catch, or at the very least, slow it enough to allow escape from your home.

Construct your home with a ventless roof assembly, essentially removing attic vents in favor of a tightly sealed assembly. This eliminates one path that is common for ember entry. While fire resistant vents are great, they do not completely eliminate the possibility of ember intrusion.

Construct your home with a slab on grade foundation, which eliminates crawl space and crawl space venting. By eliminating vents, even fire-resistant ones, you remove possible entry points for fire.

Construct the bones of your walls out of fire-resistant materials. This includes rammed earth, insulated concrete forms or concrete.

Opt out of wood. Build trellises, fences, decks or other accessories out of steel or fire-resistant materials.

As fires are now an annual reality for Californians, it is essential to create a plan with your lovedones and make sure you have an emergency bag packed.

Turning your neighborhood into a “firewise neighborhood,” a term used by the National Fire Protection Association and many jurisdictions. This includes preparation such as creating a defensible community, alert systems, and coordination for evacuation.

Please keep in mind that while these tactics are very effective, they will not make your home fire-proof. They will, however, protect your life and increase the chances that the fire will move past your home with minimal damage. For an existing home, the best way to determine which strategies to implement is to discuss the options with your architect, builder and local fire department. As a team you can evaluate the costs and benefits, and decide which strategies are right for your home.

Thousands of us were suddenly plunged into darkness for days, even weeks, impacting our lives at home and at work. Unfortunately, these lengthy power outages are now the new normal to keep us safe during fire season. ››

›› Having worked in the solar industry for a decade, I’m often asked my opinion about the best solution to outlast the next PSPS. When evaluating your options for emergency power, there are a number of factors to consider in the decision-making process. Here are some observations from a solar industry insider to ensure you aren’t left in the dark:

Optimize solar with battery power: For many homeowners who have switched over to solar, the financial and environmental benefits far outweigh the cost. But last fall many solar customers were surprised to find they were in the dark, along with their neighbors. Why? For safety reasons, solar systems shut off when the PG&E power goes off. The missing piece is having solar batteries, which are used to store solar-produced energy to recharge your battery and power your home day or night.

Be smart with your battery use: Once considered a nice-to-have backup measure for the occasional blackout, solar battery storage is now considered a primary mitigation tool to power your home. A properly sized solar system and battery can power your home indefinitely – if there is plenty of sun. The more energy you require during an outage, the more battery capacity you’ll need. While the combo should work well during sunny days, solar battery systems will provide limited support during a rainy week or storm-related outage. Many elect to power some parts of their home by designating ‘dedicated loads’ to be judicious during times of need.

Small generators are budget friendly: Small portable generators do well to keep your refrigerator running and cell phones charged. Look for EPA III and CARB compliant for low emissions. Larger generators are usually the loudest, carry the most risks, and are a neighborhood noise nuisance. All generators are carbon emitting devices, and last fall there were numerous carbon monoxide poisonings and generator– caused fires, so proceed with caution, no matter the size.

Permanent generator installation: External home generators that are permanently installed on a concrete pad and wired into your home offer the greatest convenience. They automatically switch on during an outage, and then power the home. They are middle range on decibels – you can tell which neighbors in your area have installed them – but they aren’t obnoxiously loud. This is the safest generator solution which is installed and maintained by certified professionals. To power through the next PSPS event, the winning combination is a balancing act between your family’s safety, the energy needs of your home during an emergency, noise and air pollution, your relationship with your neighbors, your budget, and the environment. Our home is one of our greatest assets, but for many of us, it is more than a financial investment. We pour sweat equity and emotion into creating a safe and healthy place for our families to shelter and rest. We build a sanctuary.

There are chronic and acute threats to every building, yet very few devote the necessary budget or planning for the proper maintenance of a home. To stay ahead of expensive and stressful setbacks, there are significant benefits to regular inspections, proactive home maintenance, and emergency preparedness. A good home stewardship program covers hundreds of items that should be inspected and serviced every year. A rule of thumb for budgeting is to allocate between 1–4% of the home’s value for annual home maintenance. For a $1 million house that is $10-40K/year on maintenance. This percentage may sound exorbitant, but this also considers the cumulative impacts of big projects like deck replacements, painting and new roofs (not to mention the unexpected). ››

Acute Threats These are threats we cannot prevent, but we can mitigate their harm and be prepared. The difference between quickly responding after a flood and waiting a week can result in significant mold growth, additional structural damages, and literally hundreds of thousands of dollars in mitigation expenses. Just like having a fire evacuation plan for your family, you should also have an emergency response plan for your home. To minimize the risks of fire, home hardening is a valuable proactive step. A good general contractor can provide an expert assessment and detailed estimate for upgrading attic and crawlspace vents, adding gutter guards and exterior sprinklers, thinning vegetation, and more. Earthquakes are included in acute threats and may include both flooding and fire. Include a kit of tarps and duct tape, have your home insurance contact info onhand, and identify best-in-class remediation contractors beforehand. Seismic upgrades and installing an earthquake shutoff valve also mitigate risk of catastrophic loss.

Chronic Threats Sun, water, temperature swings, debris accumulation, termites, and normal wear and tear all take a toll. These slow-moving threats may cause enormous damage over a building’s lifecycle. Good waterproofing details on new construction, and maintaining existing coatings and watercontrol systems on existing buildings, help minimize longterm expenses. Cleaning gutters and regularly testing downspouts and site drainage is a classic example. Enlisting a professional to proactively inspect and service 34

these water control systems greatly reduces your risk of flooding and water damage. Touch-up paint, replacing old caulk and weather-stripping, power-washing, staining old wooden decks and stairs are a few common maintenance items that go unnoticed until a significant (and expensive) problem develops. There are financial and emotional benefits to proactive home stewardship, too. Keeping your #1 asset in top condition allows you to take pride in your home and not worry about all the lengthy “to-do” lists that plague many of us. And should you have to sell your home unexpectedly, you will earn the highest return possible and be sale-ready immediately. As Industrial Hygienists and general contractors we regularly determine the cause and extent of damages to buildings. We see the difference in projects that were prepared vs. unprepared, and more than half of the identified problems can be traced back to deferred maintenance. By keeping your home in top condition through regular, proactive maintenance, you’ll yield the greatest financial and emotional rewards – the last of which can be priceless. THE HARDSCAPE SOLUTION FOR HOME PROTECTION As a Northern California homeowner it is important to consider construction features that help address unexpected events from fire, earthquakes, and water damage. Outdoor living spaces incorporating hardscapes are a great option – not only do they add curb appeal and increase property value, they provide safety and protection against the forces of nature. Hardscapes range from basic walkways and driveways to more complex installations incorporating retaining walls at varying elevations, steps leading into patios, and more. While these can be DIY projects, it is important to know that industry standard construction practices are required for durability and safety. If corners are cut to provide lower project costs, or the installation is done by someone lacking experience and knowledge, you may find yourself with problems in the short term and down the road, undermining the intended purpose of the hardscape in the first place.

If taking on a project yourself, one misperception for paver or stone installations is that only the top layer of soil needs to be excavated and the existing soil will be sufficient for the base layer. This is a big mistake! To ensure the longevity of your project, soil subgrades must be inspected and any large stones, organic matter, and standing water removed. Ideally, the subgrade is machine compacted. Next, a layer of compacted Class II road base (6-10”) is installed followed by a 1 inch layer of bedding sand. This should be concrete sand; masonry sand or crusher dust are not recommended because they do not compact adequately, causing pavers to shift and settle.

These hardscape solutions are engineered to maintain your home’s integrity in the face of natural threats:

FIRES: To help protect against wildfires, FEMA encourages “defensible space” and recommends hardscapes to create firebreaks for Zone 1 (extends at least 30 feet from the structure in all directions and up to 100 feet in certain instances, like downhill lots). Concrete pavers, stone driveways and patios, along with concrete and stone walls help achieve this, while providing beautiful outdoor living spaces. EARTHQUAKES: In seismic areas where the ground tends to shift, concrete paver driveways are a great consideration because of their ability to shift with the ground rather than remain rigid and crack like other types of driveways can. Aside from the versatility in color and style, concrete paver driveways are easy to maintain, they can last a lifetime and they lend a look of elegance to any property.

FLOODS: Segmental concrete block and stone retaining walls are an excellent long lasting solution to prevent erosion. With stormwater management specifications being enforced, permeable paver installations are a good option to reduce impervious property area.

Prior to any excavation make sure to contact USA North 811 so that any underground utility lines (gas, electric, water, AT&T, etc.) are located and marked. Occasionally utility pipes/lines may have been installed without a permit and their locations not known, thus dig with caution! Hardscapes installed according to industry standards will last for many years, providing space to enjoy time with friends and family, while adding extra protection against nature’s unknowns. ›› For all their benefits, there’s a lot of misinformation leading consumers into thinking these units can be plopped-down anywhere and are ready to use. The good news is that in January 2020, California passed several new ADU laws to remove some of the red tape and even institute reductions in permit costs. So, how do you get started?

HAVE A REALISTIC BUDGET: Don’t be fooled by false advertising —those ads where you see kit homes for $50k? You still need to factor-in a full set of plans, permits, civil engineering, drainage, sewer line, plumbing and electrical, dig and pour for a new foundation, and assembly. Be prepared to have a budget of at least about $200k - $250k depending on size. For a higher-end unit, you could expect to pay even more, but there are plenty of great financing options available.

DETERMINE THE STRUCTURE TYPE: There’s something to be said for alternative ways of building prefab like SIPS and modular. SIPS (structurally insulated panels) are prefab

wall panels that click together like Lego and are cheaper and faster than traditional methods. Modular are prefab boxes that are completed in a factory and then shipped to a site. These methods enable building faster, greener, and for less money than traditional stick-frame construction. These building types are viable options for ADU’s, new homes, multi-family and commercial. Make sure you have a firm grasp on what kind of dwelling and construction process you’re willing to dive into.

DO THOROUGH VENDORVETTING: There are a lot of ADU vendors out there, and some have a great product and marketing. Be sure to ask how many units they’ve actually placed, and what’s included in their pricing. Another good question is to inquire if they’ve built any ADUs in your area that you could see in person. Be sure you know what you’re getting into with each vendor, and openly discuss their pre-construction procedures.

DON’T OVERLOOK PRE-CONSTRUCTION: To get from square one (no plans, no permit) to readyto-build is a big process. If you don’t want to handle this yourself, you’ll need a construction management company that can. Be sure to work with an established firm and always call references. Once plans are ready, bring up to three contractors in to bid. Using a design-build team might also be of preference. The nuts and bolts of ADUs might seem daunting, and if it were any easier or cheaper, there would be trucks lined-up around the county! The investment in time and energy pays off exponentially. And hey – when you’re ready to bite-off that kitchen or bath remodel, guess where you get to stay? Right in your own backyard! MARIN BUILDERS ASSOCIATION HONORS JIM SCHALICH WITH PETER ARRIGONI BUILDING COMMUNITY LEADERSHIP AWARD Jim Schalich has been selected by the Marin Builders Association as the 2020 recipient of the Peter Arrigoni Building Community Leadership Award. The award was established in 2019 in honor of the late Peter Arrigoni who was General Manager of the Marin Builders Association from 1977 to 2003 and served on the Marin County Board of Supervisors from 1968 to 1976. The award recognizes an individual for excellence in industry leadership and community involvement. Awardees are considered based on their dedication to industry, commitment to education, and their support of the Marin Builders Association. Jim is principal and co-founder at Schalich Brothers Construction, founded in 1980. They specialize in new custom home construction and remodels in both the residential and small commercial sectors in Marin, San Francisco and Sonoma Counties. They are family owned with long time employees, reliable sub-contractors and look forward to constructing great buildings for another 40 years. Jim is being recognized for his unwavering support of the Marin Builders Association through both smooth and challenging times. During his time as President, Jim led the Board through a leadership transition by helping to recruit, train, and introduce a new association CEO. Under Jim’s leadership the Marin Builders Association saw double digit-event attendance growth, the introduction of new benefit programs, and year-over-year membership expansion. His leadership brings with it a sense of belonging toward his fellow members and directors, regardless if they are long-time members or new to the association. Schalich Brothers joined the association in 1981 and Jim first joined the Board of Directors in 2007. He was elected as Vice President in 2012 and served as President 44

of the Board in 2013-2014. He has assisted with all the Marin Builders Association committees including Public Relations, Finance, Construction Education Advisory, Insurance, and the Builders Association

Jim Schalich said, “I am truly humbled to be recognized by a group of people so loyal to our industry and our community. It has been an inspiring, rewarding, and fun journey with an amazing group of dedicated leaders.” The Marin Builders Association is honored to present the 2020 Peter Arrigoni Building Community Award to Jim Schalich of Schalich Brothers Construction.

Political Action Committee. He has attended countless events including member mornings, networking events, educational seminars, hiring fairs, board retreats, golf tournaments, mixers, crab fests, and scholarship awards. For over 13 years, Jim has directly supported the association and the industry, regardless of the event, program, or initiative. He also helped remodel the Marin Builders Association offices in San Rafael. Jim is dedicated to the Marin Builders Association’s ongoing support of education. He has served on the Construction Education Advisory Committee since it relaunched in 2015. Under his watch, the scholarship fund awarded nearly $30,000 in scholarships to high school seniors in Marin. Since 1978 the Marin Builders Association has awarded nearly one million dollars in scholarships to deserving high school seniors. “I think Pete Arrigoni would be proud to know that Jim is being recognized in his honor. Avoid rushing into repairs, no matter how badly they are needed. Get at least three bids. Avoid hiring the first contractor who comes along. Be cautious about door-to-door offers of repair services and fliers or business cards that are left at your property. Ask friends, family, and Marin Builders Association for recommendations about contractors they have hired. Avoid paying in cash. Even for small jobs, get proof that the person you are dealing with has a contractor license for the type of work that needs to be done. Get a written contract that details every aspect of the work plan. OTHER CONSIDERATIONS With service and repair contracts that are $750 or less and meet other legal requirements, a consumer’s three-day right to cancel expires when the work begins. Check the paperwork before you sign to determine if it is a “home improvement” or a “service and repair” contract.
