‘Cooking from scratch’ By Mac Deaver, MBA President
Every spring, you are likely to hear me comment about how busy “we” are at the MBA. With the Legislature in session, two conventions (“Junior Bankers” in March and “Senior Deaver Bankers” in May), the Mississippi School of Banking in April, and all of the “regular stuff” going on, our association schedule is crowded from January through May each year. Adding to the fun is the start of a new budget year and the transition to new MBA leadership at the convention. (And this year is election year in Mississippi.) Yes, it is a busy time at the ol’ association. The MBA has always relied on its staff to manage association events and activities; we don’t retain outside firms to do this. This “cooking from scratch” approach can create a downright hectic pace for the staff, but there is a method to our madness. I have long observed that by planning and executing our own programs, the MBA is more responsive and effective for its members. This approach requires our staff to work closely with each other – and with our bank members. It fosters teamwork and cooperation, and it creates an accountability factor among team members. I believe it results in a more member-driven and successful association. Virtually everything we do is “cooked from scratch” in the MBA kitchen. This includes our conventions, conferences and schools, publications, committee and membership meetings, lobbying, administering our group insurance program, consumer education, and many other activities. The MBA benefits tremendously from the involvement and guidance of our bank members. Our staff spends lot of time 2
communicating with you to make sure our activities focus on what is important to you. We are blessed to have association leaders who willingly serve, and who have great support from their banks in doing so. The working relationship between our leadership, membership and staff serves our association very well. One example of “cooking from scratch” is The Mississippi Banker. For over 100 years, this magazine has been published regularly to keep our Mississippi bankers informed about issues and news in our industry and association. Since 1914, every issue has been written, edited and produced by the staff, with the support of bankers, Affiliates and advertisers. I am convinced that this helps make The Banker a better publication that is responsive to our member banks. Another example is the MBA’s government relations program. On a continuous basis, the leadership and staff work to stay abreast of banking issues and to learn which issues are most important to our member banks. We stay in touch with legislators and other officials in Jackson and Washington, and we conduct meetings with our Board, committees,

and membership to set our government relations agenda. Then, with the help of our bank members, the staff advocates MBA positions directly to policymakers. We do not rely on outside lobbyists to speak for us. Lobbying this way – “from scratch” – requires involvement from by a lot of people, but this has proven to be very effective. Right now, a major focus is preparation for the 2015 MBA Convention. Our entire staff is busy gearing up for the MBA’s 127th annual “family reunion” May 13-17 at Sandestin. The office is buzzing with activity as we plan events, take registrations, sign up sponsors and exhibitors, make arrangements for speakers and entertainers, and produce convention materials – among other things. We are getting great support from our members and Affiliates in dealing with a myriad of matters. Excitement is in the air as we “cook up” another great convention. I hope you will be joining us in Destin to see what we’ve “cooked up” for this year’s convention! I look forward to seeing you there as we celebrate the past year and prepare for a great future.

Cannon nominated For election to BancorpSouth’s Board of directors BancorpSouth, Inc. recently announced the Company’s Board of Directors has nominated Deborah M. Cannon of Houston, Texas for election as a director of BancorpSouth at Cannon the annual meeting of shareholders. Cannon serves as President and CEO of the Houston Zoo, Inc., and is a former Executive Vice President of Bank of America. Dan Rollins, BancorpSouth Chairman and Chief Executive Officer, commenting on Cannon’s nomination for election, said, “BancorpSouth is extremely proud to have this highly respected business and public service leader stand for election to the BancorpSouth Board of Directors.” Hassell Franklin, BancorpSouth Lead Director and Chairman of the Nominating and Corporate Governance Committees, added, “We are pleased that Deborah Cannon, upon her election to the board, will be providing her business acumen, leadership and counsel to BancorpSouth.” Prior to being recruited to bring a business focus to the Houston Zoo, Cannon served 30 years with Bank of America in a range of management positions. Cannon attended Georgetown University and graduated from Southern Methodist University with a BBA and a major in finance. Active in community service, she has served on more than 16 nonprofit boards.
First American National Bank of Iuka Names Brown interim CEO The board of directors of First American National Bank of Iuka recently named Lugie Brown as interim CEO. Brown brings experience as a lender, credit administrator, Brown chief risk officer, business resumption, appraiser, core system security, mortgage origination and physical security officer to the position of CEO. Brown has been in banking 36 years and began his career with First American in 2003. He holds a master’s degree
from the University of Tennessee and a bachelor’s degree from Mississippi State University. He is also a graduate of Mississippi School of Banking, Tennessee Consumer Lending School and Mississippi Appraisal Institute. Brown is currently Chairman of the Board of Directors for Baptist Memorial Hospital – Union County. He and his wife Helen live in New Albany and have 2 children and 5 grandchildren. The Browns are members of First Baptist Church in New Albany where Brown is a deacon and Sunday School teacher.
Neely joins Magnolia State Bank’s As board member, consultant Magnolia State Bank welcomes Joseph (Joe) H. Neely as a member of the board of directors and as a consultant. Neely brings extensive experience as a banker and state and federal Brown regulator to Magnolia State Bank. Neely attained both a bachelor of science in business administration, majoring in finance, and a masters in business administration from The University of Southern Mississippi. Neely is the only Mississippian ever appointed to serve on the board of directors of the Federal Deposit Insurance Commission in Washington, D.C. Following his appointment by President Bill Clinton, he served on the FDIC board from January 1995 to October 1998. He was confirmed by the U. S. Senate, with the support of Mississippi Senators Thad
Cochran and Trent Lott. Prior to assuming his FDIC board duties, he served as Commissioner of the Mississippi Department of Banking and Consumer Finance, by appointment of Governor Kirk Fordice in April 1992. After leaving his position with FDIC, Neely returned to Mississippi where he was the founding CEO of Mississippi National Bankers Bank in 2000. In 2011, FNBB consolidated its operations in four states, and Neely continued to serve as president of the Mississippi Region. Neely announced his retirement in 2014. Thomas Brown, Chairman of the Board of Magnolia State Bank, stated, “It is a unique opportunity for our bank to have someone of Joe Neely’s qualifications and experience serve both on our board and as a consultant. In today’s banking environment, with increasing governmental imposed regulatory issues, it is an absolute necessity that a bank surround itself with professional bankers.” MARCH/APRIL 2015

Guaranty Bank & Trust Company Elects Gorton to board of directors Huey Townsend, Chairman of the Board of Guaranty Bank & Trust Company, announced that Dr. S. Carlton Gorton has been elected to the Board of Directors of Gorton the bank and its holding company, Guaranty Capital Corporation. According to Townsend, “Dr. Gorton has always been an ardent supporter and promoter of the bank. As an active citizen in the community, I am confident he will be a great addition to the Board and will
add significantly to the direction of the company going forward.” Dr. Gorton, a lifelong resident of Belzoni, graduated from the University of Mississippi. He completed his medical training at the University of Mississippi Medical School and currently practices at Gorton Clinic in Belzoni where he is certified in Internal Medicine and Pediatrics. Married to the former Mary Katherine Turner, they have two children, Caleb and Olivia Grace. Dr. Gorton attends First Presbyterian Church in Belzoni where he serves as a deacon.

Trustmark Announces the Retirement of Vaughn-Furlow Tr u s t m a r k has announced the retirement of Executive Vice President and Human Resources Director, Rebecca (Becky) Vaughn- Vaughn-Furlow Furlow. She has dedicated more than 50 years of service to Trustmark. Vaughn-Furlow was named Trustmark’s Human Resources Director in 1995. Prior to this role, she held several positions in the company throughout her career. “We are grateful to Becky for her years of service to Trustmark. During her tenure, she provided exemplary leadership and made significant contributions to the operations of the company,” Trustmark CEO Jerry Host stated. “Her work has provided a strong foundation for our continued growth and success.” Vaughn-Furlow was recognized as one of Mississippi’s 50 Leading Business Women and was a finalist for the Mississippi Business Woman of the Year award. She was also a recipient of the Woman of Achievement Award from the Girl Scouts of America. Vaughn-Furlow graduated from the University of Colorado School of Bank Marketing, studied at the Graduate School of Banking at the University of Wisconsin and completed the Graduate School of Banking at LSU.

17 Mississippi banks share $18,000 in distributions From ABA Insurance Program $1.1 Million distributed to banks nationwide
American Bankers Mutual Insurance Ltd., the reinsurer for the D&O and bond insurance program endorsed by the American Bankers Association and the Mississippi Bankers Association, will distribute $1.1 million to be shared by qualified ABA member banks insured through ABA Insurance Services Inc. 17 Mississippi banks will share nearly $18,000. This declaration marks the 25th consecutive year that the industry’s leading professional liability insurance provider has declared distributions to eligible ABA member banks, bringing the total to $80.1 million in declared distributions since the program’s inception. Over $2.4 million of that has been shared with Mississippi banks. Banks that purchase their directors and officers, bond and related insurance

from this program and are current members of the ABA are eligible to receive a distribution. “The ABA-endorsed insurance program is a unique and valuable ABA member resource,” said Frank Keating, ABA president and CEO. “It’s the banking industry’s only professional liability insurance mutual company owned by the insureds – our participating ABA member banks. Further, they can have peace of mind with coverage from an A+ rated insurance carrier (A.M. Best), and the

ABA provides information on new web domain Thousands of new domains – including .BANK – are making their way to the Internet. The American Bankers Association partnered with banking industry participants to establish fTLD Registry Services to operate .BANK and ensure that it is governed in the best interests of banks and their customers. Only verified members of the banking community will be able to register .BANK domains. According to the ABA, the .BANK domain will be “the recognized global platform for growth and innovation in the financial services industry” from which “banks can securely and effectively communicate with customers, stakeholders and regulators.” The ABA website – www.aba.com – provides detailed information about .BANK. On the website, bankers can view a webinar entitled “Are you ready for .BANK?” and see a timeline for registration and activation, a list of registrars, and see answers to frequently asked questions. ‘MYB Day at the Capitol’
Providing young bankers with opportunity to better understand The importance of the legislative process to banking industry On February 24, the MBA’s Mississippi Young Bankers Section held the first ever “MYB Day at the Capitol.” More than 20 young bankers representing 18 individual banks braved ice and inclement weather to spend a day at the State Capitol in Jackson learning about how the legislative process can impact the banking industry and how the MBA works to express industry concerns to state lawmakers during the annual legislative session. The day started with a briefing at the MBA office, where MBA Chairman Freddie Bagley explained the importance of banker involvement in government relations and grassroots activism to attendees. Chairman Bagley encouraged attendees to work to build relationships
of Government Relations Gordon Fellows discussed a number of priority issues for the association expected to be debated by the legislature in the coming days. In particular, bankers were told that due to legislative deadlines that would be coming up that week, much of the talk at the Capitol that day would be centered on tax cut proposals. After the briefing concluded, the MYB group walked to the State Capitol and observed the morning session of the State Sen. After the Senate adjourned, some of the bankers were able to meet with their local legislators before attending a press conference held by Speaker of the House Philip Gunn to introduce his income tax cut package. Following the press conference, the group had a private meeting with Speaker Gunn to learn more about the legislative process and the importance of political involvement. Senator Jackson and Representative Hank Zuber, Chairman of the House Committee on Banking and Financial Services, joined the group for lunch. Afterwards, the group attended a Senate Finance Committee meeting. During the meeting, the committee debated and approved a proposed franchise tax cut bill, a priority bill for the MBA. Bankers then moved to the House gallery and watched the House debate
a number of different bills, before attending the final meeting of the day with Commissioner of Banking and Consumer Finance Charlotte Corley and Deputy Commissioner Rhoshunda Kelly. Bankers discussed a number of recent regulatory developments with the commissioner and deputy commissioner. The MBA and MYB hope to continue to host similar events coinciding with future legislative sessions. Senior Crimestoppers Program Since 1999, the Memphis-based Senior Housing Crime Prevention Foundation has served as a conduit for banks to earn no-risk Community Reinvestment Act credit while achieving above-market yields and helping to fight a problem that plagues our society - the exploitation and abuse of nursing home residents. The mission of SHCPF is to promote a safe, crime-free, high quality of life for residents of nursing homes and other senior housing facilities through its Senior Crimestoppers Program. Banks support this mission by making CRA-creditworthy loans and investments in their communities. By participating in the Senior Crimestoppers Program, Mississippi’s banks can join the banks of 45 other states where this program has proven to reduce crime against nursing home residents by over 14

FraudNet FraudNet is a secure online network that serves as a valuable tool for financial institutions and law enforcement in fighting financial crimes. MBA-Sponsored Insurance Group Programs The MBA-sponsored medical insurance program provides a stable source for member banks in providing health benefits to their employees. Coverage is provided by the Mississippi Bankers VEBA Plan & Trust, a self-funded program which offers individual, two-party and family coverage through five different plans, each different benefits, deductibles and premium levels. MBVEBA is governed by a Board of Trustees, made up of senior executives of Mississippi banks participating in the program. The MBA provides administrative support to participating banks, while Blue Cross and Blue Shield of Mississippi handles claims administration. “Mardi Gras Mambo” draws almost 500 to MYB Convention and Study Conference Almost 500 attended the 2015 MYB Convention and Study Conference, held March 7-11 at Marriott’s Grand Hotel in Pt. Clear, Alabama. The theme of this year’s convention was “Mardi Gras Mambo with the Krewe of MYB.” MYB President Michael Schloegel of Hancock Bank in Gulfport presided over the convention, which was highlighted by the election of new officers and councilmen and the presentation of scholarships sponsored by MYB and MBA Education Foundation. The 2015 convention featured a number of fun and theme-related events designed to promote fellowship among the bankers and families in attendance. The convention opened with an Inspirational Morning on Sunday, March 8. This session featured a performance by Magician Dorian LaChance and a
presentation by Patricia “Sister Schubert” Barnes. Additional general session speakers included MBA Chairman Freddie Bagley, Apollo 13 Astronaut Fred Haise, and FHLB of Dallas’ Kalyan Madhavan. During the convention, two annual scholarships were awarded. Tanner Shaw of The University of Southern Mississippi was named the 2015 Swayze Scholar and was presented a $5,000 award. The Merit Scholarship was awarded to Riley Davis. The scholarship awards were presented at the Annual MYB Banquet by Marc Petro, chairman of the MYB Scholarship Committee. Parker England of Planters Bank & Trust Company was elected MYB President for 2015-16 during the annual business session on Monday, March 9. The

Tanner Shaw named 2015 Swayze Scholar Tanner Shaw, a senior at the University of Southern Mississippi, was named the 2015 Swayze Scholar on March 10 at the Mississippi Young Bankers Convention. Shaw received the Swayze Medallion and a cash award of $5,000 from MYB and the MBA Education Foundation. The Orrin H. Swayze Scholastic Awards have recognized outstanding college seniors studying banking at Mississippi universities since 1979. The annual awards bear the name of Orrin H. Swayze, who was a widely respected Mississippi banker and a pioneer in banking education. Among other things, Swayze was the founding director of the Graduate School of Banking at LSU. Each year, college seniors studying banking and finance at Mississippi’s public universities are nominated by their professors as candidates for the Swayze Awards.
The MYB Scholarship Committee selects five finalists and, during the MYB Convention, conducts interviews and names the Swayze Scholar. This year’s Swayze Finalists included Jeremy Blackburn, Mississippi State University; Lisa Harbour, University of Mississippi; Kenneth McCarty, University of Southern Mississippi; and Nicolas Zogaib, University of Southern Mississippi. They were recognized at the MYB banquet on March 10 and awarded cash awards of $1,500 each. The Swayze Awards represent one of a series of scholarship awarded each year through the cooperative efforts of MYB and the MBA Education Foundation. A committee of bankers evaluates nominees and makes the awards. This year, Marc Petro of Community Bank, Jackson, served as chairman of the Scholarship

The Future Is in Good Hands

I’ve noticed a growing trend in Washington that bodes well for our industry: An increasing number of young bankers coming to the capital to participate in bank visits and industry confer- Keating ences oriented toward advocacy. This infusion of talent is a sign of great things to come, and it is largely attributable to the diligent work state associations have been doing to identify and develop emerging leaders. The presence of young bankers in the halls of Washington -- and at gatherings all around the country -- is reminiscent of ABA’s origins. In fact, 140 years ago, it was a young Missouri banker named James Howenstein, who at the age of 33 took the initiative to organize a gathering of bankers in New York that led to the formation of the American Bankers Association. He and 16 other bankers – many of them what we today would call “emerging leaders” -- gathered to “put their heads and hearts together to bring into a union of business interest and hearty affection the bankers of our country for a better bankerhood.” These bankers recognized the impor-
tance of networking and engagement, even if they didn’t call it that. Whether it’s participating in a panel discussion on “The 21st Century Banker” -- as Katie Boyd, from FirstCapital Bank in Texas; Tom Richards, from Owingsville Banking Company in Kentucky, and Siya Vansia, from ConnectOne Bank in New Jersey, did at ABA’s Annual Convention in Dallas last fall -- or participating in state young banker divisions and leadership programs -- these young leaders bring fresh energy and valuable insights to the debates shaping our industry. The 100plus that gathered for ABA’s Emerging Leaders Forum, which is a growing part of our annual Government Relations Summit in March, certainly proves that to be true. The trend is also evident in the number of emerging leaders participating in the ABA-State Association Washington Visit Program, which brings more than 1,400 bankers to the nation’s capital every year to advocate for the industry, and in grassroots programs. It’s especially important to encourage tomorrow’s leaders to engage in such activities since grassroots advocacy has become a core responsibility in a banking leader’s job description. Anyone who plans a future in banking needs to be developing relationships now with the very
people who could dictate it. That means Congress and regulatory agency leaders. And as the faces of Congress continue to change and become more diverse, our industry’s advocates must reflect that change. Remember that these officials are often advised by younger staffers -- staffers who, depending on how long their member of Congress has been in office, may know very little about banking. What better way to introduce them to our issues -- and how policies established in Washington affect banks’ customers and communities -- than through a conversation with a banker who is much closer to being their own peer. There is nothing but “upside risk,” as the Fed might say, to turning today’s young bankers into advocates for the industry. Between the state associations and ABA, we have abundant resources to help make it happen. From schools and conference planning committees to financial literacy and grassroots contact programs -- the demand for young banker talent is high. Let’s continue to develop that talent together.
