Another good year in the books

As each year comes to a close, and we experience the joy and excitement of the Holidays, I always keep one eye ahead on the approaching “start-finish line.” With my other eye, I look back to assess how we did in the past 12 months. I am pleased to report that the MBA had another good year in 2014. And we end the year with plenty on our “to do” list Deaver for 2015. The past year was highlighted by the MBA’s 125th birthday, which we celebrated in May at the Annual Convention. Odean Busby presided over the party, as we saluted the many men and women who have contributed to our association and its great history. Thanks to great participation by bankers and the support of our sponsors, the MBA Convention was again one of the largest state bankers association gatherings in the country. Among the things we did at the convention was to unveil the Special 125th Anniversary Issue of The Mississippi Banker magazine. (Copies of this issue, including a hard-cover edition, are available for purchase from the MBA office. And it really does make a great Christmas gift!) As usual, we stayed busy throughout the year on legislative and regulatory matters. We end the year, as we began it, working with the ABA and other state associations in an effort to represent our member banks in dealing with the continuing wave of bank regulation. During 2014, the MBA was involved in a long list of federal issues. We actually made progress on several of them. Major change did not occur, but we are optimistic that 2015 will present more opportunity for action. In September, our annual Washington Visit gave bankers the opportunity to express their views directly to regulators and legislators. We thank our Mississippi Congressional delegation for their support, individually and collectively, on a number of issues during the year. At the State Capitol, the MBA worked overtime to see a long-standing construction lien issue finally resolved in the 2014 session. Our grassroots network of bankers played a 2
big part in helping educate state legislators on the lien legislation, and other important issues. We thank everyone for their assistance – and encourage you to stay involved as we gear up for the 2015 session (that begins January 6). MBA Chairman Freddie Bagley will preside over our annual membership and board meetings on January 14, at which the association will consider positions on state legislative issues. The staff is now working with the Legislative Committee and other bankers to develop recommendations for the January meetings. MissBankPAC was heavily involved in the 2014 Congressional elections, as all six Mississippi incumbents were re-elected with our support. Our PAC coordinated with ABA BankPac to increase our industry’s voice in these elections. Another important factor in this year’s Congressional elections was the Financial Education and Advocacy Initiative (FEAI), a new organization that provided additional resources to educate the public (and candidates) on bank-related issues. We congratulate and thank our own John Hairston, who chaired FEAI and spearheaded its positive impact on this year’s elections. Throughout 2014, the MBA conducted ongoing activities to communicate with our members, and to provide effective education and service. Our communications program marked a special anniversary in July, when The Mississippi Banker celebrated 100 years of publication. In September, we entered the world of social media, as we began communicating via Twitter, Facebook and Instagram. Throughout the year, we sought to increase the involvement of our MBA Affiliates. Thanks to the record number of firms and companies who support our association in this meaningful way. (They are listed in this issue). After a great year in banker education in 2013-14, we are striving to see that the coming year is equally good. We count on our committees, and all bank members, to make sure this happens. The Mississippi School of Banking and the Graduate School of Banking at LSU continue to be a huge part of the MBA-sponsored education program. In November, the MBA held its fourth annual “A Banker in Every Classroom” Week,

with bankers making a record 470 classroom presentations on personal finance. In just four years, “BIEC” has reached over 45,000 Mississippi students in grades K through 12, and we are seeing relationships develop between bankers and teachers that will benefit young Mississippians for years to come. The project’s focus to connect teachers and bankers at the local level is working! We appreciated State Treasurer Lynn Fitch’s assistance in promoting BIEC this year. Special thanks to all bankers and teachers who took time to make presentations. In the service area, the MBA Group Medical Insurance Program continued its record of success. The program just completed a year in which premiums were reduced because of positive experience, and it ends 2014 with over half of all MBA member banks participating. The MBA Education Foundation continues to grow as it fulfills its mission of supporting scholarships and financial education. George Marx, president of the Foundation, led the fundraising efforts this year, which resulted in gifts of over $30,000 (and counting) in just the Foundation’s second full year of fundraising. We thank everyone who is helping us make a difference through the Foundation. And please keep us in mind for future giving. Mississippi Young Bankers, like the MBA, is one of the most successful state groups of its kind in the nation. In 2014, this continued as the MYB convention and leadership conference were well supported. Young Bankers continued to support the MBA Education Foundation, BIEC and other worthwhile projects. This coming year, plans are in the works for a “MYB Day at the State Capitol” which will provide another opportunity to involve young bankers in industry activities. Of course, it is impossible to mention all MBA activities – just as it is impossible to personally thank everyone who contributes to their success. But I want to express appreciation to all bankers and others who have supported the MBA in 2015. I especially thank our leadership team – led by Freddie Bagley – and our association staff for their good work and support. As I’ve said many Continued on Page 3

Charlotte Corley named Banking Commissioner On November 10, Governor Phil Bryant announced his appointment of Charlotte Corley to be Commissioner of the Mississippi Department of Banking and Consumer Finance. As Banking Commissioner, Corley will direct the state agency with regulatory oversight of financial institutions chartered under state law, as well as other entities under supervision of DBCF. In announcing Corley’s appointment, Gov. Bryant noted her vast experience with the department. “Her almost 30 years of experience at DBCF will serve her well in this position,” he said. “I know she will maintain the high standards of the department and ensure our banking institutions operate properly within the state’s laws.” The new commissioner previously served as the DBCF Deputy Commissioner, where she directed department activities and worked in coordination with federal agencies in supervision and regulation of Mississippi’s licensed and chartered institutions. She also successfully reorganized the Banking Division of DBCF. “I want to express my gratitude to Governor Bryant for his confidence in my ability to lead the Department of Banking and Consumer Finance as Commissioner,” Corley said. “DBCF is accredited by the Conference of State Bank Supervisors and is ranked among the best in the country. This ranking is a direct reflection on our excellent staff. I am truly honored by this appointment and look forward to continuing my work with the agency and serving the State of Mississippi.”

Prior to becoming Deputy Comm i s s i o n e r, Corley was the Director of the department’s Banking Division for 13 years. During this time, she oversaw $47 billion in regulated as- Corley sets and led the division during recession and financial crisis. “The MBA congratulates Commissioner Corley on being chosen to lead the state bank supervisory agency,” said Association Chairman Freddie Bagley. “She has played a major role in making the department one of the nation's most respected state bank supervisory agencies, and we look forward to supporting Commissioner Corley and her staff in working together to keep a strong and successful banking industry in Mississippi.” Bagley expressed appreciation to Gov. Bryant and his staff for considering the views of the MBA leadership and membership during the appointment process. Commissioner Corley holds a Bachelor of Business Administration degree from Mississippi State University, and she is a graduate of the Graduate School of Banking at Louisiana
State University and the American Bankers Association National Graduate Trust School at Northwestern University. She is married to Aubrey Corley and they have three children. The new commissioner succeeds Jerry Wilson, who retired as Commissioner on September 30. Commissioner Corley’s appointment is for the completion of the current term, which expires June 30, 2016. The appointment is subject to confirmation by the State Senate.
Department of Banking and Finance announces staff appointments Charlotte Corely, Bank Comissioner, has appointed Rhoshunda Kelly as Deputy Commissioner. The appointment has been approved by the Banking Board. Kelly has served the past year as Director of Bank Supervision. Sam Hubbard has also been promoted to Director, Bank Supervision. The former Chief Examiner, Hubbard is active in the CPM program and recently completed CSM. These promotions were effective December 1, 2014.

Carl Chaney retires from Hancock Bank John Hairston appointed President and CEO Hancock Holding Company’s Board of Directors has accepted the retirement and resignation of President and CEO Carl J. Chaney. The Board is also announcing the appointment of John. M. Hairston, current CEO and Chief Operating Offi- Chaney cer, to the role of President and CEO. “The dual CEO role has been a key factor in the company’s succession planning process, and over the years, both Carl and John’s vision and strategic leadership have helped shape Hancock,” said James B. Estabrook, Jr., Chairman of the Board. “Now that the merger, integration and strategic direction of the new company are successfully completed, Carl has decided the time is right for him to meet his personal goal of early retirement, and permit Hancock to move towards a more streamlined executive structure that eliminates the dual CEO role and brings us in line with our peers. The Board would like to thank
Carl for his commitment and dedication to Hancock for the past 17 years. We wish him and his family the best in the future.” John M. Hairston was named Chief Executive Officer of the company in 2006 and then CEO and Chief Operating Officer in 2008. He served as EVP and Chief Operations Officer from 1994 to 2006. “Carl and I have worked as partners for the better part of two decades. We’ve had a tremendous ride along the way, growing the organization from $2 billion to $20 billion in total assets,” said Hairston. “I will miss the camaraderie of daily interaction with Carl, but at the same time, I am very happy for him and his wife, Jinx,” Hairston continued. “I look forward to capitalizing on the positive momentum our company has enjoyed over the past several quarters,” said Hairston, “and we will continue to aggressively execute the initiatives in the company’s current strategic plan under streamlined executive management. Our near-term outlook remains the same, and any future plans and decisions will be designed and implemented with the ultimate
goal of continuing to enhance shareholder value and achieving our strategic goals.” In order to continue streamlining its processes and organization, and successfully achieve its efficiency goals, the company will operate with a single Hairston CEO going forward. Additionally, D. Shane Loper will assume the role of Chief Operating Officer from John Hairston. Joseph S. Exnicios will assume the role of Whitney Bank President from Carl Chaney. Michael M. Achary will continue as the company’s Chief Financial Officer. All management changes are effective immediately, except Chaney will retain the title of Chief Executive Officer and Holding Company director until his effective retirement date of December 31, 2014. Chaney is a Past Chairman of Mississippi Bankers Association.
Regions Bank earns top ranking from J.D. Power In Small Business Banking Satisfaction Study Regions Bank was recognized by J.D. Power as the highest-ranked bank in the South for customer satisfaction in small business banking. Regions earned the ranking as part of J.D. Power’s 2014 U.S. Small Business Banking Satisfaction Study . The annual study measures how satisfied small businesses are with a variety of services they receive from their bank. “Small businesses are vital to the strength of our communities and our economy,” said Grayson Hall, chairman, president, and chief executive officer of Regions Financial Corporation. “Each small business faces its own unique challenges and opportunities. At Regions, our associates focus on providing financial services and solutions designed to help small businesses succeed and grow.” SM

To develop its overall satisfaction rankings, J.D. Power analyzed responses from thousands of small business owners or their financial decision makers. Financial institutions were ranked based on a variety of factors such as product offerings, credit services, problem resolution and more. The J.D. Power ranking is the latest recognition of Regions’ continuing efforts to deliver an exceptional customer experience. Earlier this year, Regions was the highest-ranked bank in the 2014 Temkin Experience Ratings compiled by customer experience research and consulting firm Temkin Group. Temkin asked individual consumers to rate their experiences with various companies across 19 industries. Regions was listed as the top bank in the national survey and among the highest-rated

companies across all industries represented in the study. Regions also received six Naitonal Greenwich Excellence Awards in Middle Market Banking. Cleveland State Bank announces retirement of R. Calvin Dye, Chief Executive Officer Cleveland State Bank announced the retirement of R. Calvin Dye, Chief Executive Officer, on September 30, 2014, after 25 years of service to the bank. He will remain an active member of the Dye bank’s Board of Directors. A graduate of Delta State University and the Mississippi School of Banking, Dye spent the early years of his career with the Federal Land Bank. He joined CSB in 1989 as Senior Vice President and became a member of the Board of Directors in 1993. On January 10, 1996, Dye was elected President and Chief Executive Officer of Cleveland State Bank/ Cleveland State Bancorp, Inc. Dye grew up in Vardaman; he is married to the former Charlotte Armstrong, also of Vardaman. The couple has 3 daughters: Em-
ily Elliott of Guntown, Valerie Norton of Corinth, and Claire Boyles of Minter City, and three grandchildren: John Coley Elliott, 5, Scottie Elliott, 22 months, and Avery Boyles, 1. The Dyes are members of the First Baptist Church of Cleveland. A veteran of the United States Army, 1970 - 1972, Dye served his country in Okinawa. When Dye came to CSB, his initial responsibility was to bring the bank’s traditional lending procedures into compliance with new underwriting standards being implemented across the banking industry. These regulatory changes, especially in the area of loan documentation, required not only changes in the way officers and staff processed loans, but it was also imperative to usher the bank’s customers into the inevitability of these new regulations as well. Historically, Dye’s role as the face of change was pivotal; a role he carried out with patience and steadfast resolve. Going
forward, Dye’s leadership was enhanced by his ability to recognize and hire exceptionally talented people to mesh with the skills and aptitudes of the team already in place. As a result, CSB continued to reflect its legacy as Cleveland’s hometown bank and to benefit from its long-term reputation as a strong and stable institution. Consequently, Dye was instrumental in growing CSB’s footprint by expanding its brand of independent, homeowned banking into the Grenada market; a move that has proved insightful. Now at the culmination of his career, it can be said that Dye has made a significant difference at CSB, and that he has reached this distinction with humility. Retirement will allow time for the Dyes to pursue their interests. Dye will remain a member of the Board of Directors; therefore, the former CEO will remain a vital member of the CSB team.

BankPlus wins Empowerment Award for Program offering Alternative to Payday lending BankPlus of Jackson is the winner of the inaugural Empowerment Awards, which recognize promising projects that provide or encourage access to safe, fair financial services in underserved communities. BankPlus won in the Community Development Banking category for its innovative alternative to payday lending. The awards, which are sponsored by Promontory Financial Group, highlight the unique promise of responsible financial services to empower communities and deliver consumer- and community-oriented financial innovations. The projects were evaluated based on their effectiveness, innovation, impact, and sustainability, as well as for leadership and governance. The Community Development Banking category targets banks that are registered community development financial institutions (CDFIs), while the Access category targets financial and technology firms with less than $10 billion in assets. BankPlus received a financial award of $100,000 and a pro bono consultation with Promontory. BankPlus was recognized for its Credit Plus program, a small-dollar, short-term loan alternative to payday lending in a state with the nation’s highest concentration of payday lenders. Loan recipients must complete a financial education seminar to be considered for reasonably priced loans of up to $1,000. More than 18,000 people have participated since the program was introduced in 2008, with over 17,404 individual loans totaling more than $13.3 million. Participants are also taught how to save, which is reflected by the related 11,673 deposit accounts totaling over $3.8 million. CreditPlus has produced significant improvement in the credit scores of its participants.
Barnes elected to the ICBA Federal Delegate Board The Independent Community Bankers of America® (ICBA) announced that Robert Barnes, President and CEO of PriorityOne Bank, was elected to the ICBA Federal Delegate Board. ICBA is the nation’s voice for community banks. “I am honored to be elected to this position,” Barnes said. “It gives me a chance to work for community banks across the country that practice trusted, relationshipbased lending and offer hands-on personal service and invaluable financial expertise to local consumers and small businesses.” In addition to helping shape and advocate ICBA’s national policy positions and programs, Barnes’s duties include being a liaison between independent community bankers in Mississippi and ICBA staff and leadership in Washington, D.C. He will also work to recruit new members to ICBA.

Farmers and Merchants Bank begins Operations In Corinth Farmers and Merchants Bank announced its purchase of the former SOUTHBank branch locations in Corinth on Friday October 17, 2014. The branche is at 515 North Fillmore Street, in the historic old post office building in downtown Corinth and at 2222 South Harper Road, across from Wal-Mart, will operate as branches of FMBank. “On behalf of the FMBank Board of Directors,” stated Paul Haynes, Jr., Chairman “We are excited to add Corinth to our community bank network, making us truly the Heartbeat of North East Mississippi banking from Tupelo and now to Alcorn County.” FMBank Director, Jim Nanney reinforced: “FMBank is a proven banking leader that enjoys one-onone banking and will continue the development of Alcorn County.” John D. Haynes, Sr., President and CEO of Farmers and Merchants Bank, announced the appointment of Brian McCullen as the Manager of the Corinth Market; Sheron Ten-

Regions’ Brown presented 2014 Distinguished Citizen Award by Boy Scouts of America On November 13, the Chickasaw Council, Boy Scouts of America presented the 2014 Distinguished Citizen Award to Jimmy Brown of Grenada. The award was established by the Boy Scouts of America Brown to recognize noteworthy and extraordinary leadership of citizens in communities across the United States. Honoring distinguished citizenship delivers a message to our youth that character counts. A dinner and reception was held at the Greenwood Country Club. Dr. Dan Jones, Chancellor of the University of Mississippi, delivered the keynote address and paid a special tribute to Brown. Brown has been
very supportive of the scouting movement for many years. He has served on the District Committee of Malmaison District as steering committee chairman, Friends of Scouting chairman, and nominating chairman for the board. Brown also currently serves on the Executive Board of the Chickasaw Council. Brown oversees banking operations in the North Mississippi region for Regions Financial Corporation. He earned a bachelor’s degree in General Business from the University of Mississippi. Brown has been heavily involved in many organizations in our community, state and nation. He currently serves as President of the Ole Miss Alumni Association. In addition, he has served on the Rust College Board of Directors, as Past President of the Grenada
Kiwanis Club, on the Forward Grenada Campaign, Grenada Chamber of Commerce, Kirk Academy’s Capital Campaign co-chair, and as a member of the Mississippi Bankers Association Board of Directors. He is a member of the First United Methodist Church in Grenada, where he has taught Sunday School for many years.

TEAM financial literacy initiative important for Mississippi As your State Treasurer, I manage the state government’s bank, and my office handles nearly $26 billion in transactions annually on behalf of Mississippi taxpayers. Managing state finances in a fiscally conservative way is an important job. The application of personal finance is key to the success of financial health for Mississippians. It is critical to provide personal finance education and improve our financial literacy. The Financial Industry Regulatory Authority has named Mississippi among the least financially capable states in the country. That is unacceptable! We must change Mississippi’s financial culture. Just consider these numbers. The average Mississippian has credit card debt in excess of $15,000. Students are graduating from college with an average student loan debt of over $33,000. And 67% of Mississippians have no emergency savings. These statistics must be improved. The Treasurer’s Education About Money, or TEAM, was launched this year as a financial literacy initiative. Through a statewide public-private partnership, TEAM aims to leverage private dollars to provide enhanced teacher training and personal finance tools for students in every Mississippi high school. TEAM relies on the Mississippi Council for Economic Education and EverFi for implementation. MCEE will offer enhanced financial literacy professional development seminars that encourage teachers to incorporate personal finance into their curriculum. EverFi, a company that has a successful track record nationwide of implementing its computer-based financial literacy program, is working with schools to offer its personal

She attended the University of Mississippi, where she earned both a Bachelor of Business Administration and a Juris Doctorate. Fitch also attended Harvard’s Business School of Management and Leadership Program. The EverFi program has already been piloted in about 100 Mississippi schools, with great results. Students who have completed the interactive modules have shown a 40% knowledge gain in financial literacy. Students complete nine online modules, learning basic concepts such as how to build good credit, save for college, get a mortgage, and invest for their futures. They learn to avoid common personal finance mistakes when they overuse credit cards, fail to plan long term, and neglect to save for the inevitable rainy day. I have been encouraged as I travel the state and talk to teachers and students who have participated in this program. Teachers are grateful to have another way to teach their students how to become better managers of their own finances. Students are surprised to learn how many of these financial lessons truly
impact their lives. Banks, businesses, educators, and parents are all important TEAM members. While we are about 80% of the way to fully funding both teacher training by MCEE and availability of the EverFi programs in all high schools, there is plenty of room for additions to our TEAM roster! A Banker in Every Classroom Governor Phil Bryant proclaimed November 3-7, 2014, to be ‘A Banker in Every Classroom’ week in Mississippi. During that week, bankers across the state joined with local teachers in an effort like never before to present lessons in personal finance. As a result a record number of 470 presentations were made, reaching a record number of students. ‘A Banker in Every Classroom’ is a project sponsored by the Mississippi Bankers Association to bring financial education to students in grades K through 12 in Mississippi’s public and private schools. In the project’s four years, more than 1,500 classroom sessions have reached approximately 45,000 students statewide. The project was developed by the MBA in response to the critical need for more financial education in Mississippi schools and communities. “We are finding that, by bringing teachers and bankers together in the local schools, they can reach more students in a meaningful way,” said Mac Deaver, MBA president. “We do not dictate what topics are covered; that is up to the teachers and bankers to decide,” he added. “They are best equipped to know what information is most important to make a difference in the lives of young people in their community.” A major objective of ‘A Banker in Every Classroom’ is to develop relationships between bankers and teachers. These relationships have already resulted in many ongoing joint efforts to benefit students, Deaver said. This year to kickoff ‘A Banker in Every Classroom’ week, State Treasurer Lynn Fitch and local banker Kevin Silence of Community Bank came together with Michael Brewer of Pearl High School to provide his ninth grade class with a financial literacy presentation. Treasurer Fitch addressed the students by stating, “Mississippi Bankers Association believes in you (students). They invest in your future by putting professional bankers in your classrooms.” Following the presentation by Fitch and Silence, Brewer said, “This was the perfect opportunity for our students to hear first hand from professionals in the field on the importance of financial literacy. Our goal is to equip our students with the skills they will need to manage their personal finances. In the process, we help them recognize the financial value of a high school education.” Continued on Page 13

Numerous media outlets from across the state covered local this year’s ‘A Banker in Every Classroom’ presentations. The Hattiesburg American ran a great piece on ‘A Banker in Every Classroom’ featuring comments from two local bankers, Wes Rouse of BancorpSouth and Jerome Brown of The First, A National Banking Association, both of whom provided presentations to classrooms in Hattiesburg. In Columbus, WCBI-TV featured Dean Smith and Ralph Carter of BankFirst Financial Services on their MidMorning with Aundrea segment. These are just a few examples of the coverage that was received during ‘A Banker in Every Classroom’ and the many bankers who helped us spread the word through their local media. All of this publicity brought a greater awareness to the MBA sponsored financial education project. It also highlighted the great need for additional education on financial literacy in classrooms across the state of Mississippi. The MBA hopes that this awareness and publicity surrounding this year’s ‘A Banker in Every Classroom’ will help to catapult the project to even higher numbers next year. Amy Davis, MBA senior vice president, originated the idea for ‘A Banker in Every Classroom’ and, in just four years it has become one of the largest personal finance projects ever in Mississippi schools. The MBA supports the project, first, by pairing teachers and bankers in local areas and, then, by providing materials and other assistance. Grade-specific materials are available on saving, credit, budgeting and many other personal finance subjects. To participate, bankers and teachers register separately with the MBA, which works to schedule classroom sessions throughout ‘A Banker in Every Classroom’ week. In addition, teachers and bankers are encouraged to make presentations throughout the year. Legislature convenes 2015 Regular Session on January 6 The 2015 Regular Session of the Mississippi Legislature will convene on Tuesday, January 6. As the session approaches, the MBA leadership and staff have been busy preparing to present industry positions on all bank-related legislation. The MBA Legislative Committee met on October 15 to begin studying issues expected to come before the Legislature in the coming year. Following that meeting, MBA leadership and other association committees have joined the staff in developing positions and priorities for consideration by the MBA Board. In recent weeks, MBA Legislative Committee Chairman Robbie Barnes and MBA Chairman Freddie Bagley have joined association staff in meetings with legislative leadership including Lt. Governor Tate Reeves and Speaker Philip Gunn. On January 14, Chairman Bagley will convene a meeting of the MBA Board of Directors in Jackson to make decisions on positions and priorities. In that meeting, Barnes will present his committees recommendations to the Board. Prior to the Board meeting on

January 14, the association membership will meet to discuss issues and offer their input. Commissioner of Banking Charlotte Corley, who will be coming up for Senate confirmation this session, has been invited to address the membership meeting. Most proposed changes to Mississippi banking statutes will first be con- Jackson sidered by the “banking committees” of the State Senate and House of Representatives. In the Senate, the Business and Financial Institutions Committee will again be chaired by Sen. Gary Jackson of French Camp, and Sen. J.P. Wilemon of Belmont will serve as Vice Chairman. The House Banking and Financial Services Committee will continue to be led by Chairman Henry “Hank” Zuber of Ocean Springs and Rep. Joey Zuber
Hood of Ackerman will serve as Vice Chairman. Other bank-related legislation can be expected to be considered by the Judiciary committees in each chamber. 2014 Congressional election recap On November 4, Mississippians joined the rest of the nation in voting in federal mid-term congressional elections. Although the office of President was not on this year’s ballot, all 435 members of the US House of Representatives as well as 34 seats in the US Senate were up for election. In Mississippi, all of our incumbents – Thad Cochran in the Senate and Alan Nunnelee, Bennie Thompson, Gregg Harper, and Steven Palazzo in the House – all stood for reelection. Although there were competitive races in some of the party primaries earlier this summer - particularly the race for the US Senate Seat - each incumbent easily won reelection in November. At the national level, the Republican Party enjoyed strong election results across the country, gaining control of the U.S. Senate and growing its majority in the House of Representatives. This result gives the Republicans full control of Congress, which could have a substantial impact on the banking industry. The new Senate will now be composed of 54 Republicans and 46 Democrats. In the House of Representatives, one race in Arizona is still being contested, but current results have the Republicans 246 seats compared to 188 for Democrats. Once the new Congress is seated in January, the MBA anticipates working with the
Mississippi delegation and national banking trade groups to push for legislation that would enact regulatory relief and to address other issues. Several of the Mississippi Congressional delegates will also have opportunities to be involved in a variety of leadership roles in the new Congress. In the Senate, Thad Cochran is expected to assume the chairmanship of the Appropriations Committee, and Roger Wicker was recently elected to serve as Chairman of the National Republican Senatorial Committee, the political and election arm of the Republican Senators. Alabama Senator Richard Shelby will likely be named the new chairman of the Senate Banking Committee. In the House of Representatives, Mississippi’s senior member, Congressman Bennie Thompson, will be Ranking Member (lead Democrat) on the House Homeland Security Committee. Congressman Gregg Harper and Steven Palazzo will be serving as chairman or vice chairman of various sub committees of Congress. The MBA looks forward to working with the new Congress. We will work to keep our members up to date on legislative activities that could impact the banking industry in the coming year.

47 banks give support to MissBankPac in 2014 On December 31, MissBankPAC will officially wrap up its fundraising drive for 2014. Under the leadership of PAC Chairman Leslie Usher, MissBankPAC has had a successful fundraising year and is beginning now to focus on the upcoming Mississippi statewide elections in 2015. MissBankPAC is made up of two separate funds – a “State Fund” and a “Federal Fund.” 2014 was an exceedingly important year for the federal fund which, through its affiliation with the ABA BankPac, supports Mississippi candidates for the United States House of Representatives and the United States Senator. With federal elections held earlier this year, MissBankPAC was actively involved in each congressional race in Mississippi. MissBankPAC supported Senator Thad Cochran in his race for reelection, as well as Congressmen Alan Nunnelee, Bennie Thompson, Gregg Harper, and Steven Palazzo. Each of these candidates went on to win reelection. MissBankPAC-Federal Fund, which is governed by the Federal Elections Commission, can only accept individual contributions. Corporate contributions are not allowed. But 2014 has been a good fundraising year for the Federal Fund, which has achieved 99.7% of its fundraising goal. With outstanding contributions yet to arrive, the Federal Fund is expected to beat its fundraising goal in 2014. The MissBankPAC–State Fund, which is registered with the Mississippi Secretary of State’s office, also had a good fundraising year. Currently, the State Fund has achieved 98% of its fundraising goal, and more contributions are expected to arrive before the end of the year. In 2014, the State Fund contributed to a number of key legislators including Speaker of the House Philip Gunn, Lt. Governor Tate Reeves, chairmen of both banking committees and a variety of other legislators. With upcoming statewide elections, 2015 will be a very important year for the State Fund, and MissBankPAC will continue to focus on raising money for upcoming legislative races. Between the two funds, 47 banks have contributed to MissBankPAC this year. GSB at LSU: Developing bank leaders since 1950 School’s 66th annual session set May 24-June 5, 2015 Since Mississippi banker Orrin Swayze led the establishment of the School of Banking of the South at Louisiana State University in 1950, the school has become one of the most successful graduate banking schools in the country. In 65 years, the school – operated today as the Graduate School of Banking at LSU – has awarded diplomas to over 15,000 bankers. There were 100 students in the school’s first session over six decades ago. Seventeen of these students were Mississippi bankers. Today, the school annually has an enrollment in excess of 450 bankers, hailing from throughout the United States and a number of foreign countries. Many leaders in Mississippi’s banking industry have graduated from GSB, which has become a cornerstone of banking education for Mississippi bankers. GSB alumni include current MBA Chairman Freddie Bagley and MBA Treasurer Frank Sibley. Approximately 10 percent of the school’s graduates – over 1,500 – have been Mississippi bankers. When it was founded in 1950, GSB had the sponsorship of the Mississippi Bankers Association and 8 other state bankers associations. As the school grew and prospered, a number of other state associations joined in support. Today, 15 state bankers associations from Texas to Virginia are co-sponsors of GSB. Dr. Don Woodland is the long-time Director of GSB, and he works closely with the school's 33-member Board of Trustees to keep the curriculum current and meaningful, and
to maintain the highest standards among the school faculty. The GSB faculty is made up of senior bank officers, industry regulators, banking educators, and professionals. A number of faculty members are Mississippians, including past MBA chairmen George Schloegel and Carl Chaney, as well as Dr. Ken Cyree, holder of the MBA/Frank R. Day Chair of Banking. Max Yates, senior executive vice president of BankPlus, Ridgeland, recently joined the school’s Board of Trustees. A 2000 GSB graduate, Yates serves on the board with bankers and state bankers association executives from 15 Yates states. MBA president Mac Deaver currently serves as chairman of the Board of Trustees. Mississippi bankers and the MBA have long been active in the leadership of the school. Six bankers from our state – beginning with Orrin Swayze – have served as GSB president. Swayze was an officer of Jackson's First National Bank (now Trustmark) when he was the school's first president in 1950. Other GSB presidents from Mississippi have included Bob Gaddis, George Schloegel, Harry Walker, Clifton Fowler and Tommy Darnell. The three-year program of study at GSB at LSU includes three two-week sessions on the LSU campus and the successful completion of home study problems between sessions.
Banker interaction and networking is a valuable part of the GSB experience, as students work together on case studies and projects, and compete as teams in a computerized bank simulation exercise during their third year. In all, graduates of the school complete well over 100 hours of classroom instruction over three years. While maintaining the most intensive program of any graduate banking school in the nation, GSB continues to offer the lowest tuition. This makes the school a tremendous value for educating the up-and-coming bank leaders in Mississippi and the nation. Tuition for the 2015 session is $3,845. Enrollment open for Mississippi School of Banking 2015 Session will be held April 12-18 in Oxford
Applications are now being accepted for the 2015 session of the Mississippi School of Banking, which will be conducted April 12-18. Since 1970, the MBA-sponsored Mississippi School of Banking has provided Mississippi bankers with a two-year program covering all aspects of banking activity and bank management. The MSB program consists of two one-week sessions on the University of Mississippi campus, with home study problems completed by students between sessions. MSB works to foster academic and social interaction between its banker-students, which is conducive to problem solving during the school and in the bank. The school’s curriculum is presented by a distinguished faculty of bankers, educators, regulators and industry professionals. In their second year, teams of MSB students compete in a computerized bank simulation exercise. Gifts from banks, bankers support foundation’s mission To fund scholarships, financial education in Mississippi The Mississippi Bankers Association Education Foundation, a non-profit subsidiary of the MBA established in 2012, is completing its 2014 campaign to raise funds to support its mission of providing college, high school and banker scholarships and promoting financial education in Mississippi schools and communities. George Marx, CEO of Copiah Bank, N.A., and MBA vice chairman, serves as president of the Education Foundation. T h e Fo u n d a t i o n awards annual scholarships in conjunction with Marx the Mississippi Young Bankers section and supports personal finance education provided by the MBA, MYB and our member banks. The goal of the Foundation is to be a stable, long-term source of funding that will allow for the continuation, and enhancement, of these important activities. Current scholarships include the Orrin Swayze Awards, given to college seniors studying banking and finance; the Leadership Scholarship, given to a college junior studying banking; the Merit Scholarship, given to a high school senior who is the son or daughter of a Mississippi banker; and the Mississippi School of Banking Awards, given to the top students at the MBAsponsored banking school. (Each scholarship has specific rules governing eligibility and selection criteria). Through support of the Education Foundation, banks and bankers make possible activities which benefit our communities and state – and promote an accurate and positive image of our industry. In a letter to bankers earlier this year, Marx encouraged bankers to consider making a gift before the end of 2015 and putting the Education Foundation in their budgets going forward. As a charitable organization, the foundation may accept taxdeductible gifts under state and federal law. Marx chairs an eight-member board of directors which governs the foundation. The board is composed of bankers who serve as members of the MBA Executive Committee and officers of the Mississippi Young Bankers. MBA treasurer Frank Sibley of Marks is vice 22
president of the Foundation. Other board members are Freddie Bagley of Brandon, Odean Busby of Magee, Parker England of Greenville, William Freeman of Newton, Michael Schloegel of Gulfport, and Alan Walters of Jackson. Mac Deaver, MBA president, serves as secretary-treasurer of the Foundation. Since it began fundraising in November 2012, the Foundation has received 72 cash gifts from 37 corporate and individual donors. A number of these are recurring annual gifts. Presently, after awarding $15,500 in scholarships in 2014, the Foundation has a fund balance of $120,538. Since its inception, the Foundation has awarded a total of $37,750 in scholarships. Under policies set by the board, cash gifts to the foundation’s general fund can be accepted without restriction. Any non-cash gifts or gifts designated for a particular purpose require approval by board action. The board has established five levels of recognition for those making gifts to the foundation. Bankers are encouraged to make gifts in memory or recognition of persons who have made notable contributions to Mississippi banking. It’s Time to Reform the Farm Credit System By Gov. Frank Keating, American Bankers Association President and CEO
In a recent radio interview in San Antonio, Texas, Michael Mauldin – regional president of First Financial Bank, Hereford, Texas – described how the Farm Credit System has used its government guarantee to finance loans outside of its mission. Keating Case in point: A $725 million loan for Verizon to buy out a European telecom company. The incredulous response from the show’s host: “What does that have to do with farming and ranching?” Earlier, in Birmingham, Ala., Bob Jones – president and CEO of United Bank, Atmore, Ala., and a member of ABA’s Board of Directors – explained in another radio interview how the Farm Credit System has lost sight of its original mission. “In 2012, only 17 percent of the $247 billion in outstanding Farm Credit System loans went to small farmers,” he said. “It morphed, as many bureaucracies do, into a much more far-reaching enterprise.” Bankers across the country – even those in suburban areas – have compelling stories about how the tax-advantaged Farm Credit System unfairly tilts the competitive playing field while exposing American taxpayers and our nation’s economy to significant risks. ABA is helping you share these experiences. And with guidance from our special ABA Agricultural Credit Task Force, composed of bankers and state association executives, we’re elevating and expanding our advocacy on this
issue. In short, we're taking a more strategic and aggressive approach. That approach includes a new website – ReformFarmCredit.com – that will shine a spotlight on the Farm Credit System, the first and least-known of the government-sponsored enterprises. The website, set to go live in December, will help you tell your story to members of Congress and opinion leaders. It promises to be a powerful tool in getting the word out about FCS abuses and on-going mission creep. Taken together, the system is a $266 billion entity. If the Farm Credit System were a bank, it would be the ninth largest in the United States. In fact, it’s bigger than 99.9 percent of all banks in the country. These are facts policymakers need to know. They also need to know that as a GSE, the Farm Credit System represents a risk to taxpayers in the same way that Fannie Mae and Freddie Mac do. And, while it creates additional risk for taxpayers – it ironically benefits from significant tax breaks. In 2013, those tax breaks totaled $1.3 billion – that’s quite a competitive edge. Today, the Farm Credit System is making risky loans with government backing – formalized last year by the creation of a $10 billion line of credit with the U.S. Treasury. ABA and the state bankers associations are committed to exposing these truths. We need you to help, too. We’ll be asking you to “take a stand” and encourage your lawmakers to do the same. You need to let your lawmakers know that the FCS’ tax-free status and ever-expanding

We’ve been fighting long and hard to put an end to the FCS inequities. We’re making progress, but we need to keep pushing Earlier this year, for example, ABA and Kansas banker Leonard Wolfe testified before a House subcommittee that has oversight over the Farm Credit System, bringing some much-warranted focus on its activities. Shortly after the June hearing, Rep. Marlin Stutzman (R-Ind.), a member of the House Financial Services Committee, penned an op-ed urging that “Farming should be at the center of the Farm Credit System … Unless we return the Farm Credit System to its original mission, taxpayers could be on the hook for a bailout in the near future and farmers’ access to credit could be reduced.” Now, with the rollout of ReformFarmCredit.com – and your engagement and involvement – we will continue to up our game.
