malihis “MALIHIS” means to wander in Filipino. We wander to explore the great unknown, what could have been, and what we can create with our imagination. As some might not know, architecture can greatly affect a city’s environment, tourism, economy, and even status. May it be miniscule or substantial, these developments can greatly change how we perceive and experience a certain place. In the following pages, we see the details of the Pasig River, its effects on the planning of Makati City, and a vision of what it can be is illustrated.

As such, large road networks surround the riverside for interconnectivity between Mandaluyong and Pasig as seen from the connecting bridges: Makati-Mandaluyong, Gudalupe, Kalayaan, and Carlos P. Garcia. Green spaces are seen along the riverside and in between the residential zones. Pasig river’s lowest depth is at . effects of Pasig river in makati city As with any water body, Pasig river has also been the center for settlement, transportation, and commerce (Asian Development Bank, 2008). With the visible zoning in Makati, residential areas have concentrated at the sides of Pasig River. Due to this, water pollution increases as it constitutes 65% of the waste (Fitzgerald, 2019).

If poor waste and water control persists, residents along the riverside will eventually relocate as the stench from polluted waters waft along the residential areas. Moreover, poor river maintenance will be detrimental to the economic and tourism factor of a particular city; waterfront spaces boost profitability, if it is an undesirable vista people will not choose to lease or purchase lots near that spot. Another disadvantage is that it can be an eyesore rather than an attraction. It is crucial that these river systems and waterways be maintained and rehabilitated not only for the economic state but also for the environmental aspect as these act as ventilation strips that reduce the urban heat island effect present in megacities.

TRANSECT ANALYSIS OF MAKATI

C

onsidering the scale and magnitude of Makati, a transect analysis was performed to identify prominent characteristics present in one of the urban centers in Manila. Due to its concentration of residential areas along the line of Pasig river, making a transect analysis parallel to that would result in limited data. To compensate for this. at a span of more than 2000m (2km), an imaginary line traversed the city starting from Pasig river going inwards stopping at Ayala MRT.

ased on the methods used, it shows that there are five (5) identifiable features that made the transect study unique: these are the Natural Zone; High Urban Zone; Suburban Zone; Specialized District; and Mid-Urban Zone. The data gathered shows an accumulated amount of residential areas near Pasig river and around the city’s business districts. Scattered commercial and institutional sectors could be seen as it goes further away from the river, with the exception of Rockwell Club. A specialized zone of refuge, Urdaneta park, is located at the heart of the suburban zone. Adjacent to the residential areas is the Ayala MRT station which serves as one of the main transportation systems within Makati and to its neighboring cities. 14

T

he placement and zoning of spaces is evident in terms of defining the business and commercial district which is seen at the placement of the MRT station near the heart of Makati for connectivity, while residential and other related occupancies are at the periphery to separate residential traffic from the CBD traffic. Another striking observation is the smart and strategic location of the residential sector near the river for increased water frontage and tourism capabilities.

WHAT MAKATI CITY’S CLUP SAYS ABOUT PASIG RIVER? Makati City’s Comprehensive Land Use Plan discusses the city’s goal to sustain its title as a Global Center for Business and Finance. In line with this, the Makati City LGU aims to promote “Connectivity Internally and Externally” through the development of roads, walkways, rails and even waterways such as the Pasig River. The discussion of Pasig Riverside developments was emphasized on the CLUP under the “Riverside Development Zone”. The city’s plan is to recover the easements along the waterways and convert it to linear parks and landscaping along the main roads of the riverside. Also in the talks is the development of other transport projects within the city. This includes the currently existing river ferry that provides direct access to other portions of Metro Manila. The importance of these transit-oriented developments was also emphasized, given the aim of the city to withhold its title as a global business and financial center, therefore escalating the need for accessibility on different means. As a predominantly business-oriented city with the highest economy in the country, Makati City has quite a few open spaces. While some are usually located in malls in the center of Makati, only three linear parks are discussed in the CLUP namely: Población Linear Park, Valenzuela Linear Park and Carmona Linear Park. The largest – Población Linear Park, houses an amphitheater, playground, gazebos, sheds, and seating benches. It was designated as an Environmental Preservation Area and is located in Makati’s old downtown area, at the site of a former plantation house.

TOURISM IN MAKATI CITY PASIG RIVERSIDE?

Although there are existing linear parks along the riverside, the location continues to be detached from the main CBD as it is located away from the central cluster where all the activities happen. In addition, most of the people tend to explore the central portion of the city where the majority of the tourist spots are located, due to its proximity and accessibility. These riverside developments are usually adjacent to residential zones and few commercial establishments.

Makati City is divided into old Makati and the current CBD. The former, located near the Pasig river, used to be a common boundary between Makati and Mandaluyong where ferries used to operate (Castro, 2017). The CBD, on the other hand, located in the centermost portion of the city, is where the majority of the city’s vibrant life occurs.

Another factor is the absence of pedestrian accessibility and proper public transportation within the area. The Pasig River Ferry Service (PRFS) is still operational, even providing service to frontliners amidst the pandemic (Subingsubing, 2020). Additionally, the PRFS even received a donation of a new ferry boat for its operation according to Mangosing (2021). This means of transportation has a lot of potentiality especially in escaping the rigorous Metro Manila traffic; however, most people still are skeptical due to the current condition and smell of the river.

Tourism in Makati as a Financial Hub usually comprises shopping, recreational activities, and business-related endeavors. The most popular tourist destinations are usually focused on the central portion of the city where all infrastructures are located. Included in the list of most visited establishments are Ayala Triangle Gardens, Ayala Art Museum and Glorietta Mall Complex – most of which are shopping centers with incorporated open spaces (Recio,n.d.). As a growing Central Cluster with an estimated population of over 500,000 (Curran Daly + Associates, 2021), Makati prides itself primarily as a service-oriented city which markets tourism through the innovative infrastructures and its reputation as a marketing city. Stated in their CLUP, Makati city introduces itself as an urban tourist destination and over the years, the LGU plans to expand and enhance its facilities to be able to cater to more tourists. In the discussion of Pasig riverside as an addition to the known tourist spots in the city, there is a possibility, as part of the city’s CLUP includes the riverside development and rehabilitation of parks, yet there are no known impacts of the river to the tourism sector.

Once fully developed and operated with a proper system, the Pasig ferry in Makati as well as the linear parks can actually impact the city in different aspects: 1. Well- maintained and designed linear parks may attract tourists from other places asise from usually open spaces in malls. 2. The Pasig River Ferry System can contribute both to the economy and tourism aspect as providing a better system encourages more commuters and potential tourists. However, this is only possible if the river itself is cleaned and rehabilitated with full commitment by the LGUs and partner organizations. 3. The activity in the city will no longer be concentrated in the Central Business District, minimizing traffic and pollution. 4. As tourism increases, other developments may be introduced, therefore expanding the city’s CBD into its outskirts.
