The push for the 25 units came after Layton discovered, at the latter half of the application process, that Build Toronto hadn’t been delivering on its memorandum of understanding, which planned to build 1,000 units of affordable housing and 250 units of affordable ownership housing. This agreement was made in partnership with the city five years ago. “I was reading over the conditions of transfer and it jumped out of me that the first condition of transfer is that they fulfill the obligation of the memorandum of understanding,” Layton told

we were happy to incorporate housing in the second phase of the development.” According to CFO David Fume, the company is looking to continue to partner with Habitat for Humanity on future affordable housing projects. He added Build Toronto would have “been happy to include more than 25 units” in this project had it been brought up in earlier stages of the application process. However, Layton said it’s up to Build Toronto to start providing those options earlier. “It’s a great step in the right direction for Build,” said Layton. “It’s showing that they can fulfill this obligation without taking away from the profitability of these things, but we definitely need to see more.”

That’s why I pressed a little bit more.” Since 2010 Build Toronto has constructed only 12 affordable housing units, roughly a year and a half ago. Layton was hoping for more progress. According to the councillor, noticing the lack of affordable housing forced Build Toronto to go back to the developer that owned part of the land and came back with 25 units. This project would bring Build Toronto’s affordable housing to a grand total of 37. “It is a goal of Build Toronto to attempt to incorporate affordable housing into our projects where it makes financial sense and neighbourhood sense,” said Build Toronto president Bill Bryck. “We try to do that and at Ordnance

Queen West bike parking study will serve as blueprint HILARY CATON hcaton@insidetoronto.com This past summer cyclists travelling along Queen Street West between Markham Street and Gladstone Avenue may have noticed it was easier to find a spot to park their bike and it’s not because people were cycling less. The Cycling Infrastructure and Programs Unit with the City of Toronto conducted a bike parking study in the Queen West area over the last two years as part of its development of a new bike parking strategy. According to Jacquelyn Hayward Gulati, the manager of cycling infrastructure and programs with the city, Queen Street West was the ideal spot for the study. “Queen West was chosen because it has a lot of potential for space on the bou-
levard for additional bike parking,” Gulati explained. “It also includes some of the highest cycling mode share in Toronto. So Ward 19 has over 10 per cent of trips under five kilometres done by bike. So it’s quite a high percentage.” The aim of the study was to evaluate the impact of the increased bike parking options in two areas: availability and security through periodical online surveys “pre and post wave” of the installation of bike parking. The city plans to use the data and apply to other parts of the city in need of the same treatment. To address the availability issue, the study increased bike parking by 30 per cent in the area and included a wide range of different types of bike parking options, as well, from on-street corrals

that took up boulevard parking space to an increase of the traditional post and ring parking. Prior to the study the catchment area had 631 city spots and during the project an additional 128 parking spots were installed. Despite the increase the study found cyclists were still
using informal locations to park their bikes – 69 per cent still chose to use fences, trees and gas pipes. Convenience and proximity proved to be a key factor for cyclists deciding where to park – the study found 20 per cent of those who parked informally did so because of location.
While the spaces were being used, the city still had to address the issue of security, especially overnight. Only 22 per cent reported feeling comfortable locking up their bikes for an extended period of time overnight post-wave, which stayed relatively the same pre-wave. However, during the day 86 per cent said they felt comfortable locking up their bikes and only 17 per cent rated their experience as poor when it came to bike security. Even half of the noncyclists who were open to taking the survey know someone who has had their bike stolen and 55 per cent say it’s an important reason as to why they chose not to ride a bike in the city. It’s a hurdle the city still has to work on, but is
addressing as best they can to some extent, but the problem remains with older residential areas, said Gulati. “The challenge is that if people are leaving their bike overnight it’s likely because they live in the area and it’s the only bike parking they have,” she said. “So one thing the city has in place, and this can only change over time, is that the city has in place zoning bylaws to require that multiresidential buildings and offices provide indoor bike parking within their development.” The study will help the city develop bike parking targets for similar retail and commercial areas in the future. Real Food for Real Kids serves up made-from-scratch lunches HILARY CATON hcaton@insidetoronto.com At the corner of Dovercourt Road and Sudbury Street the smell of food wafts through the air, and it’s not coming from a nearby restaurant or condo window left open. The smell is coming from the white and blue industrial building that houses the kitchen of Real Food for Real Kids, a catering program started by David Farnell and his wife Lulu Cohen-Farnell that feeds more than 15,000 kids daily in the Greater Toronto Area (GTA). “It’s been amazing; part of the growth and the awareness of Real Food for Real Kids, came from this location,” said David, who added they’ve been in the Parkdale location since 2009. “There’s an interesting group of eclectic wellinformed, well-educated parents (in the area). We also have new immigrant populations from countries that value real food. They don’t want processed food.” The business was created in 2004, when David and Lulu’s son Max began daycare at a nearby YMCA Family Development Centre in Toronto, and they realized the food the ‘Y’ was serving
wasn’t up to par. It was frozen processed food, not fresh. “Our son was our inspiration. The daycare was good, but the food was crap. This whole thing was bred out of frustration,” Lulu said. So, she began packing him her own homemade foods and snacks and staff were consistently impressed, so much that Lulu began volunteering to make snacks at the Y herself. “It was my little project of me helping them and volunteering for the daycare,” said Lulu. Not long after, David and Lulu began having conversations with the director of the child-care centre and staff at the time, whom he said made a world of a difference to get the ball rolling. “She was very smart and no one there was comfortable with the status quo and instead of being defensive, she said I agree with you, how can we make it better?” David said. From there their catering business was born. Over time, it grew to its current size with more than 100 employees and 20 vans dispatched from their Dovercourt location transporting healthy meals to hungry children, about an hour and half away from

the city in all directions to schools and child-care centres. The husband and wife duo take food seriously. Everything they ship to elementary schools and child-care centres is either made fresh from scratch in the building, or is made by outside manufacturers that use organic ingredients that are sustainably grown. All the food made in their building is healthy, including lemon chicken, pumpkin roti, granola pucks and organic banana chips. The food is served to even the pickiest eaters. “We’re training kids palates and broadening the horizon of their food knowledge in terms of tastes and culture of food,” Lulu said. “A lot of people think healthy food is boring. It doesn’t have to be and it shouldn’t be. Healthy has nothing to do with boring.

Healthy, to me, means fresh and energy giving.” When most people think of healthy, organic food they associate it with having a high cost, but not with Real Food for Real Kids. The cost keeping the lunches healthy and organic is relatively low according to David. The price per child, with a 35 child minimum, at daycare centres is about $4.89, which includes a morning snack, a lunch and an afternoon snack, all with gluten free and vegetarian options. In elementary schools, with a 50 child minimum, the cost is $5 for a vegetarian lunch and $5.25 for a non-vege-
tarian lunch. It also comes with a Real Food Lunch Club Coach, who serves and educates the children about the food they’re eating, which, according to David, helps shift their perception of food and that begins with education and not just with the kids. “It starts young. I know people who still eat cornflakes every morning. Why? Because that’s what they had as children,” Lulu said. “We try to educate kids and empower parents without making them feel bad. You have to teach them without making them feel like they’re not doing the right thing. It’s
about creating new habits.” Lulu and David see the opportunity for growth as their business expands. They’re already planning to lease a new building in the Beach with the hope to move in July – a venture both are “very excited” about. They also plan on expanding their services to a wider audience. “We’re planning ahead to be integrated into hospitals and nursing homes, even prisons,” Lulu said. “Why not? Everyone needs good food.” It’s that mentality that fuels their passion for healthy food for everyone and pushes them to not only look ahead, but also created the Real Food for Real Kids Family Dinner catering service, and its Real Food Forward program, which accepts donations from parents and community members to help subsidize the cost of school lunches for students who need financial help. “I like to call us agents of change,” Lulu said. “We’re trying to influence every way we can so that there’s good food accessible to kids wherever they go.”

Countdown to Pan Am Games Y
esterday marked the start of the 100-day countdown to this summer’s Toronto 2015 Pan Am/ Parapan Am Games. Part of the celebrations held to mark the occasion at the Athletes’ Village in the West Don Lands included a citizenship court for 100 new Canadians, including North York boxer Arthur Biyarslanov who will be taking part in the Games. The past month has seen enthusiasm for the Games begin to build across not only the Greater Toronto Area, but the province and country as well. The March announcement of the Pan Am Games Torch Relay, which starts May 30, will see the Games’ torch visit communities across Canada before settling in to tour Toronto’s neighbourhoods just prior to the opening of the Games on July 10. A number of high-profile athletic events in the city are also helping raise excitement. That tourney saw the Canadian men’s team, the defending Olympic gold medal champs, in action at the court they will compete on in the Parapan Am Games. The Mattamy Centre will also host the Pan Am Games basketball, which should see a very strong Canadian men’s team including some top young NBA players from our country. There’s lots to get excited about as the Games approach. Mayor John Tory’s fortunes lie in hands of city’s provincial and federal cousins It may well be that when all the accounts are in, the success or failure of Mayor John Tory’s debut term as mayor will be decided by factors entirely beyond his control. To a degree this is so with most political leaders. A moribund federal government can be buoyed by a robust economy; a competent provincial government, sunk by a collapse in the markets. And a mayor, particularly in a city like Toronto, really succeeds or fails based on the actions of both of those levels of government. If goodwill flows from above, it will also rise from the electorate. Of course, a smart mayor can make lemonade with a stack of lemons from unfriendly governments. But Mayor Tory has through both the city’s circumstance and his own
david nickle the city declarations tied his own hands. Firstly, Toronto has great and immediate needs for moneys beyond its means. The Spadina subway extension is need of $150 million more in order to be finished, and neither the province nor the federal government has shown any indication of willingness to assist with the overrun. On Monday, Tory affirmed his election promise to deal with the repair backlog at Toronto Community Housing, spending $864 million over the next decade to fix the housing stock and calling on other levels of government to join in. And that’s just this week. Toronto will need

billions of dollars from the provincial and federal governments if it is to move ahead with Tory’s SmartTrack plan. Toronto really did need some $86 million this year, to balance its budget, and didn’t get it. Tory is putting everything – literally everything – on his ability to work with Liberals provincially, and nominally Conservatives federally, and do so well enough to cause them to let these billions of dollars flow. Tory believes it’s a good bet. Since before he even joined the race for mayor, Tory’s biggest selling point has been his ability to sell
the city to a blue-chip Rolodex of government and business contacts. But if in a year or so nobody’s buying, Tory may have to do things that violate his other election-year brand: that of a fiscally conservative business leader who is unwilling to burden taxpayers with more taxes and fees. If he does those things – which is to say, looks at additional revenue sources like tolls or a sales tax – then he might be able to fulfill at least a portion of his agenda. But for people who voted for Tory in 2014, will the shift be acceptable enough to come back and support him for a second term? Tory really does need the federal and provincial governments to listen. His fate is in their hands.

New streetcars to roll on Queen in 2016 >>>from page 1 and transportation services, the TTC, Toronto Parking Authority about their transportation concerns. “We’re blessed to have so many people come out and present different outcomes. It’s great to see,” said Dan Nicholson, senior community planner. Some movement challenges faced along Queen Street include cluttered and narrow sidewalks, traffic congestion, and cyclists biking on the sidewalk. So far some improvements have been the creation of bike lanes, extending the West Toronto Railpath and increasing bike parking. At the TTC station, head of streetcar transportation John Morrison was on hand to explain the changes coming to Queen Street West within the next two years, which include some of the following improvements to the 501 Queen streetcar: signal priority upgrades at Jameson/ Lansdowne and the Dufferin and Bathurst intersections. The new streetcars are expected to roll out onto Queen Street in 2016 and will hold more than 200 passengers, a significant jump from its current 96 passenger capacity, said Morrison. There was also mention of a a new 24-hour service on Roncesvalles and King by November of this year. The TTC also plans to remove a handful of stops between Roncesvalles and Bathurst, which include the

eastbound stop at Dowling Avenue, the westbound subway stop at Callender Street, the eastbound subway stop at Cowan Avenue, the eastbound Sunday stop at Walnut Avenue and the westbound Sunday stop at Bellwoods Avenue. Some stops will be moved, while a permanent stop will be created eastbound at Beaty Avenue, which is currently a Sunday stop. The reason behind the decision is to create consistency with the distance between stops, accommodate the new streetcar lengths and accessibility features, as well as to ensure passenger safety. “We’re making sure that all the stops are at signalized intersections, so that the vehicles will stop,” said Morrison. “The fact is we do have issues where passengers are in contact with vehicles while getting off the streetcar unfortunately. It can be dangerous at times.” The new stops will be near either signalized intersections or pedestrian crosswalks to improve passenger safety. At the transportation planning station, residents raised questions about the timelines of the graphs presented to
them about the decrease traffic volumes at major intersections along Queen West, including Dovercourt Road, Sorauren Avenue and Jameson Avenue; streets which most residents are sure have increased its traffic volume, in recent years. Some of the data, provided by FLOW Traffic Management Systems, with the City of Toronto had information from as far back as 15 years ago to as recently as three years ago. However, transportation planner Astro Man told The Villager, the intention was not to mislead the public. “They don’t necessarily show you what’s happening today, it’s just to show you the trend. And the change of traffic volume over the years,” Man said. “Some are busier than others.” According to Man, all city departments involved in the study are grappling with the volume that travels along Queen street. “It’s a main artery, so we’re all trying to improve the situation by shifting modes of transportation to cycling or walking or transit,” Man said. “It’s not easy, but we’re trying to do that through new developments, for example, by encouraging them to put more bike parking along the corridor.” Overall, Nicholson deemed the meeting a success.

Ossington Village mulling over Catholic school consolidation HILARY CATON hcaton@insidetoronto.com Discussions of amalgamating two Ossington Village elementary schools – St. Luke’s and Senhor Santo Cristo (SSC) – into one, was the topic of discussion at St. Luke’s during a second school accommodation review meeting held last week. Parents, Toronto Catholic District School Board (TCDSB) staff and community members heard from the board’s superintendent of Human Resources, Rory McGuckin, who was on hand to provide a mock-up of the staffing situation and class size if the schools decided to move for-
ward with merging. “The whole staffing process is a moving target and it’s all based on enrollment,” he said. The target rate for school capacity in the board’s schools is 85 per cent, with St. Luke and SSC operating at about 40 and 20 per cent capacity, respectively. Currently St. Luke has nine regular classroom teachers – five are split grade classes while four are single grade classes. SSC has five regular classroom teachers – four combined grade classes and one single grade class. According to McGuckin, if the pair merged based
on no students leaving the school and none coming in, the new school would have 10 single grade classes and six split grade classes and the average class size would be 25 students. 300 students combined Combined, the school would house about 300 students. The school would also maintain both its principals from St. Luke and SSC, however it would result in the loss of two specialty teachers, one education assistant, one head caretaker and one custodial staff member. McGuckin said those job cuts would result in the board
saving the most money. Ward 9 Trustee Jo-Ann Davis said consolidating the schools may be the better option, as opposed to just maintaining the status quo because then the board will be able to access a portion of the Ministry of Education’s $750million School Consolidation Capital Program. “Basically they (the province) want to get rid of unused space, which I understand because frankly you want to spend the money on the kids not on the buildings,” Davis told The Villager. Accessing some of that money would allow the consolidated school to be retrofitted and upgraded, which
could also help boost enrolment because parents often prefer sending their children to an updated school facility. Whichever school is chosen to be the new home of the students, Davis said the board will try to keep the building in the public realm and use it as a community hub, with suggestions of a daycare thrown into the mix. Although the idea of amalgamation sounds like a feasible solution some parents still had some questions, particularly around busing. However, according to Kevin Hodgkinson, the TCDSB’s general manager for the Toronto Student
Transportation Group, the recommendations put forth before the board will include transportation options, one of which, would be combining the boundaries of the two schools creating a larger catchment area for students to get bused. Community partners were also concerned about the idea of amalgamating, as they weren’t sure where they would go. However Davis assured representatives from West Neighbourhood House and the Supervised Alternative Learning (SAL) program that wherever the schools consolidated their programs would move with them as well.

No direct terror threat has been made toward the Pan Am/Parapan Am Games, though police said they are continuously assessing the threat level. “We’re well aware of what’s going on in the world, and that’s why we do have a joint intelligence group,” Toronto Police Staff Sgt. Devin Kealey said in a recent interview. “They meet on a regular basis to determine if there’s any direct threat towards the games, and I can tell you right now there’s not, but that situation could change.” Toronto Police is one of eight municipal forces with Pan Am/Parapan Am venues within their jurisdictions. Those police services work with the Ontario Provincial Police-led integrated security unit, which is in charge of security for the Games. The Pan Am Games take place July 10 to 26 and the Parapan Am Games follow Aug. 7 to 15. In Toronto, the OPP will help Toronto Police with conducting sweeps to ensure all venues are secure before athletes play in them and with enforcing the Games route network, a series of highoccupancy lanes reserved for athletes, games officials, media and vehicles with three or more occupants. From June 29, officers will be patrolling and enforcing the Games route network,

even though the games don’t start until July 10. “These are only temporary lanes...and they’ll be taken down after the Games,” said Kealey, who is among 40 Toronto officers on the Pan Am/Parapan Am Games planning team. The temporary HOV lanes are planned for stretches of Hwys. 427, 404, and 401, the QEW, DVP, Gardiner Expressway, Lake Shore Boulevard, Jane Street and Jarvis Street. Costs for security are estimated at $239 million, which includes both policing and private security costs. Kealey said Toronto officers will staff venues only within the city, meaning local police won’t be sent to venues outside Toronto. With the exception of OPP, no outside police service will be brought into the city.
“But that could always change depending on the circumstances,” Kealey said. “Obviously we have to be flexible depending on what’s happening locally and around the world.” Toronto officers from the integrated security unit were sent to the 2014 Commonwealth Games in Glasgow, Scotland as well as to the 2011 Pan Am Games in Guadalajara, Mexico to see how security was handled. “We’re always trying to learn from what’s been done in the past and hopefully build and improve on it,” Kealey said. Interestingly, dur ing the Pope’s visit to Manila, Philippines in January, hundreds of traffic police officers wore adult-sized diapers so they could stay at their posts. “No diapers for us,” Kealey confirmed with a chuckle.
