City to fight proposed condo development To r o n t o a n d E a s t Yo r k Community Council has voted to fight plans to build a 26-storey condominium across from the Gladstone Hotel on Queen Street West. The community council voted April 8 to turn down the application for the development that would include 239 residential units, as well as retail and community uses on the

first two levels. It would also include four-level underground parking at the 1181 Queen St. W. address. City planners recommended against approval of the development, which would require a zoning bylaw amendment due to its height. The staff report said the development would be out of character with the surrounding area.

Because the developer, Baywood Homes, has already taken the matter to the Ontario Municipal Board, the refusal turned into instruction to staff, to represent the refusal there. Parkdale-High Park Councillor Ana Balaio said the city had tried to negotiate. “We don’t see this as a highrise site,” said Bailao. “There is a very different way of looking

at this site from my view. We’re looking more at a midrise site across from the Gladstone that fits in with the Gladstone. The Toronto Tool Library celebrated its one-year anniversary in its Parkdale location on Friday. The library was founded by the Institute for a ResourceBased Economy (IRBE) last year. With the help of a grant from the Ontario Trillium Foundation and the local community, it has grown and expanded considerably. Politicians and members of the community joined in on the celebration: ParkdaleHigh Park MPP Cheri DiNovo presented the library with a one year anniversary plaque. Parkdale-High Park MP Peggy Nash was also present to express her support. From humble beginnings in the basement of the Parkdale Activity-Recreation Centre (PARC), the library has expanded with thousands of tools, 550 members and 3000 tool loans in the past year. “We started off with a small handful of tools and we got this lease from PARC and took a chance,” said Ryan Dyment, executive director of IRBE. “People donated tools, they got to feel like they could contribute to a project in their community.” Dyment added the tool library has become a vehicle >>>SECOND, page 7

fter a few years’ hiatus, a benefit concert showcasing some of the best in Canadian music is returning in support of the Regent Park School of Music. Closer to the Heart brings Toronto musicians together for one night to cover Canadian classics. While it was a yearly fundraiser in the early 2000s, this year’s performance marks the first time the concert has been held since 2006. It came about at the behest of guitarist Jeremy Robinson, who enlisted the services of band manager Karen Pace and fellow musicians Kurt Swinghammer, Lindy Vopnfjord and Parkdale’s Maury Lafoy in getting it off the ground. Lafoy, a Parkdale resident who has performed with such Canadian luminaries as Ron Sexsmith, Sarah Harmer and Jann Arden and who now plays bass in Colin James’ band, said the concert is a highlight for many of the performers. “It’s kind of like Halloween for musicians – you get to try on being someone else for a show,” he said. “We’ve had Justin Rutledge come out and do ‘Let Your Backbone Slide’ by (Maestro) Fresh Wes. You see all these talented musicians show talents you didn’t know they had.” Although deciding on a benefit concert format, Pace, who has produced the show since its inception, said “we wanted to do something different.” “I came up with the idea of having singers get up with Maury and Kurt and a couple of others in a house band, not playing their own original songs, but doing covers of their favourite Canadian songs.” The first Closer to the Heart performance took place in the Rivoli on Feb.

13, 2002, with its name reflecting a classic Rush tune, the concert’s proximity to Valentine’s Day and the fact Toronto’s music community was giving back to a local not-for-profit music institution. The show stopped taking place after 2006 when Pace went on the road to manage Our Lady Peace. Closer to the Heart was rekindled after Regent Park School of Music executive director Richard Marsella invited Pace to visit the school’s new space in Daniels Spectrum. “He wanted to show me what they were programming and to let me know about their five-year plan to have 3000 students taking subsidized music lessons by 2015,” Pace said. “He asked if I would consider producing Closer to the Heart again. I mulled it over and said, yes, since I’m not on the road and have the time to put into it again.” This year’s show will feature performances by Larry

Evoy of classic Canadian band Edward Bear, who will take the stage with his musician son Cooper, as well as Tyler Stewart of the Barenaked Ladies, Holly McNarland, Regent Park School of Music graduate and acclaimed classical pianist Thompson Egbo-Egbo and others. “It’s a great lineup and it’s always hard to pick what’s complementary – what works together – out of such a great list of talents,” said Lafoy, who was tasked with selecting the lineup. “We try to keep it reasonable in terms of length, but there are always surprises, like Ron Sexsmith asking ‘can I drop in and do something?’” The show has raised more than $20,000 since it began, and Pace hopes to raise an additional $10,000 this year alone. Parkdale artists compete in street art competition aLi Raza araza@insidetoronto.com Parkdale artists spray-painted their way into Ninja Turtles fame Saturday in a street art competition at YongeDundas Square. Spencer Harrington (Random), 27, and Angel Carrillo, 38, were two of the four artists chosen to compete in the challenge organized by Nickelodeon and Walmart. The artists spray-painted the Teenage Mutant Ninja Turtles on large canvases in different styles, but all using spray painting methods to reflect the street art theme. Carrillo and Harrington were contacted by Nickelodeon to participate in the street art competition. After sending in some sketches, they were given the green light and painted their designs on Saturday. Fans across the country will now vote on choosing the best painting, which will then be put on an exclusive t-shirt for sale at Walmart. Carrillo has been a graffiti artist in Toronto since the early ‘90s. He’s experimented with several different art forms, and said his speciality is being creative. “Twenty years in the game and you get real comfortable with what you’re good at,” Carrillo said. “I don’t stick to just one specific style; I do graffiti, tattooing, murals, digital work.” He cites his father as his biggest creative influence and said he was mesmerized by a drawing his father gifted to him when he was a young

child. After years of competing with himself and his peers, Carrillo has made his mark as a well-established artist. Parkdale has been Carrillo’s lifelong home. After being born in the neighbourhood, he moved to Peru with his family, but came back to Parkdale and continued to pursue his artistic and creative goals. “Parkdale’s my heart,” Carrillo said. “I can’t see myself walking away from it. I still represent it, anytime I rock anything I represent Parkdale.

I’m a lifer in this neighbourhood.” When he heard of the contest, Carrillo had to take the opportunity to paint the Ninja Turtles. With action figures of Leonardo, Donatello, Michelangelo and Raphael on his shelf, it was a true calling. “I used to draw them when I was a kid,” Carrillo said. “So it was a sign that you have to do it now. It tied in and made sense for me to go in that direction and have fun with it.” As for Harrington, he was born in New Zealand to a Canadian father

and came to Toronto after living in Tokyo and Europe. When he arrived, he immediately realized the scope of the city’s vibrant art scene and knew there was potential for him here. “It’s such a creative city,” Harrington said. “I was not only amazed by how much graffiti and street art was here, but how many murals and public installations. With more shows, art fairs and markets in the summer, everything solidified the fact that I made a good choice coming here.”

Having dabbled in t-shirt printing, Harrington took the differences between graffiti and logo design in consideration when planning his own painting. Explaining graffitistyle art is starkly different in colour and shades than the art printed on t-shirts, Harrington aimed to try something new. “With that in mind, I designed my stuff very minimally,” Harrington said. “I do a lot of realism with my spray painting usually, but for this I started getting influences from (comic book artist and author) Frank Miller stuff, because it’s just very black and white.” His artist name, Random, has its own history. “That’s the name I stuck with doing graffiti when I started in the art world,” Harrington said. “People started knowing me as Random. I think I’ve gone eight or nine years with the name, I don’t really want to change it.” The decision over the winner hovers as voting is currently underway. But win or lose, Harrington feels he’s already won. “For me to be chosen as one of the four artists and see who the other artists are, artists I’ve admired since I’ve been in Toronto, it just made me super duper happy,” he said. Polls close on May 2 with the announcement of the winner on May 3.

Volunteering at Pan Am/ Parapan Games good for the city and its residents

he door to a very unique opportunity opened this week for some 20,000 people across Ontario with the launch of the volunteer recruitment campaign for the Toronto 2015 Pan Am/ Parapan Games. It’s a great chance for residents young and old to build organizational and leadership skills that could lead to job opportunities. It’s also beneficial to the city to be able to develop an engaged, experienced volunteer contingent that not only contributes to the strength of our community today, but one that develops a legacy of volunteerism that can be called upon for future events – at the local level or again on the world stage. For these Games, there will be volunteer positions across 16 municipalities in all aspects of the events, from anti-doping and medical services, protocol and the Games-time news service, to ticketing, venue management and ushers at our view events. Rob Ford’s political wounds self-inflicted Mayor Rob Ford sought to set the tone early on in the 2014 mayoral race when he predicted it would be a “blood bath.” That’s a crude metaphor for what this very Canadian race is turning into. Civil face In these early months, it seems that candidates for the top job are struggling to put as kind and civil a face on the proceedings as they can. It is almost well-mannered. Opponents of Ford have, it’s true, called out the mayor on his bad behaviour and other obvious shortcomings, but it seemed like they had to be goaded into doing so after a notable lack of carnage in the first, televised mayoral debate. Most of the real bloodletting has come from the sidelines: those ‘No Ford Nation’ Rob Ford parody

the mayor’s a bad example for her grandchildren, then gone on to talk about child care, housing, business taxes, and public transit. Karen Stintz largely avoids the issue, and David Soknacki favours a lighter-touch version of those clever street-sign and YouTube snipes, combined with more direct questioning of the way in which the mayor’s using his office resources during the election period. One could almost anticipate a relatively genteel run up to the Oct. 27 election, were it not for the fact that all this messy characterbased stuff keeps coming up. On the weekend, Ford

took Budget Chief Frank Di Giorgio on a very bad boy’s night out at the Air Canada Centre. While there, the mayor threw a tantrum, fell into what sounds like a selfie-driven-mosh-pit of fans, and ditched poor Di Giorgio for a taxi full of revelers and a night on the town. Di Giorgio was left to mope off to his ward, where a small gathering of constituents were waiting for a visit from their mayor. At the end of it, even Di Giorgio – among the last of Ford’s supporters on council – admitted he had to rethink his loyalties. If the mayor keeps this kind of behaviour up, his prediction will come true, but not as he thinks. Whatever ‘blood bath’ comes of it, the wounds will be the mayor’s and they’ll be entirely self-inflicted.

The grant, coupled with the help of community members, has expanded the library in the community and helped open a second location on Danforth Ave. IRBE started the tool library as an initiative to communicate and change the way people thought of development. The tool library is an example of a physical project that IRBE hopes can bring small sustainable changes. “Infinite economic growth on a finite planet is not possible,” Dyment said. “We need to align our economic consumption with the natural replenishment rights the planet can offer. ‘Girls government’ promotes increasing bike safety LISA RAINFORD lrainford@insidetoronto.com As part of local MPP Cheri DiNovo’s annual ‘Girls Government’ initiative, students from her ParkdaleHigh Park riding researched the topic of bicycle safety in honour of an elementary school teacher who died while cycling to work in November 2012. “After much discussion, our group decided on learning about bicycle safety,” said Grade 8 student and Girls Government representative Renee Deer during a press conference at Queen’s Park, March 31. “In November 2012, while cycling to work, Mr. Tom Samson, a dedicated Grade 2 teacher at Swansea Public School, died after his bicycle collided with two vans at the intersection of Lansdowne Avenue and Davenport Road. The girls felt that researching bicycle safety would help honour his memory.” Deer was one of 12 girls

from James Culnan Catholic School and Swansea Public School who met with DiNovo, NDP Women’s Critic and Whip, and her executive assistant Bhutila Karpoche, once a month starting in September to discuss social issues, the political environment and the role of women in politics. “We were asked to select an important social issue we were interested in researching,” said Deer, who shared some examples of what the group learned.

For instance, in Toronto, children and young adults 18 and under are required to wear a helmet while cycling; motorists who park their vehicle in a bicycle lane can be fined $150, sited Deer. To improve bicycle safety, the girls are calling on the government to continue funding and improve cycling infrastructure to make streets safer while increasing cycling opportunities. “We believe that the government should continue

looking into expanding cycling infrastructure across the province,” said student Karolina Zablotny. “According to a government study, 78 per cent of Ontarians would be willing to cycle more if there was a better cycling infrastructure in place.” Many countries, including the Netherlands, have invested in their cycling infrastructure and have seen “tremendous” growth in the number of people who cycle to and from work, Zablotny

added. “Consequently, the Ontario government should consider investing in inter-modal connections between cycling and public transit that is easy and convenient for people to use,” she said. “This will encourage people to cycle more and in return live a healthier lifestyle and help reduce our carbon footprint.” Making streets safer for cyclists is another area the government should focus on, determined the Girls Government. The group is encouraging the government to continue promoting safety training and education to people who share the road with cyclists and enforce cycling and driving violations more consistently to improve overall safety. It is also encouraging the government to increase community tourism opportunities by developing trails that tourists would be interested in riding while visiting various places in Ontario. “This endeavor will create

jobs and bring money to our economy,” Zablotny said . In the spring, summer and fall, Grade 8 student Rachel Salem-Wiseman said she rides her bike to Swansea P.S. south along Windermere Avenue and across Bloor Street West. “I do not feel safe because of the lack of bike lanes on my route,” she admitted. Salem-Wiseman referred to London, England’s introduction of a cycling super highway as an example of an ideal solution to bicycle safety. The group agrees that more bike lanes will make communities both safer and healthier while providing an added transportation option. “Bike lanes will encourage less confident cyclists to bike more often,” said student Chloe Bhumgara. The girls spent a full day at Queen’s Park attending question period and meetings with the Minister of Education, Minister of Consumer Services, Parliamentary Assistant to Minister of Transportation, and Speaker Dave Levac.

Victim services offer support, prevention, awareness Teens Ending Abusive Relationships works to stop abuse before it begins CYNTHIA REASON creason@insidetoronto.com With National Victims of Crime Awareness Week coming up next week, The Villager recently spoke with Victim Services Toronto ( VST ) – the organization Toronto police most often turn to when dealing with traumatized victims in the immediate aftermath of crisis situations. Every year, the communitybased charity sends its highly trained crisis counsellors to help close to 20,000 victims of crime and their families cope in the wake of tragedy – be it shootings, stabbings, sexual assaults, incidents of domestic abuse or other traumatic situations. “It’s a mobile service. We’ll go out anywhere in the city – hospitals, police stations, people’s homes or wherever else people are needing our assistance,” said VST

For those victims who continue to be at a high-risk of re-victimization – most often women coming out of abusive relationships – VST offers the High Risk Support Services. Through that program, VST staff work with victims and their families to create comprehensive safety plans, and, if they meet the criteria, supply them with 911-linked cellphones in case of emergency. Lastly, to help prevent those types of situations from ever occurring, VST runs the Teens Ending Abusive Relationships (TEAR) program. “It’s part of a social work mantra that you can’t just work on the back-end of tragedy, you have a responsibility to help prevent it in the first place, Levine said, noting, of the 20,000 victims VST serves each year, 75 per cent of them are victims of domestic violence.

• Deck replacement of the elevated portion of the Gardiner from the CNE to Grand Magazine Street along with the planned demolition of the Garrison Road bridge located below the expressway east of Strachan Avenue, which will close off a lane of traffic in both directions until December 2016, though the restriction will be lifted during the 2015 Pan American Games. • Structural repairs to three bridges between Humber River and Parklawn Avenue with one lane closed eastbound until the work is completed in December. • Median replacement from Ellis to Dufferin roads resulting in lane closures in each direction until August. Also planned is rehabilitation work from York Street to Jarvis Street to last until May, as well as temporary repairs between York and Dan Leckie Way, which should be completed by the end of the month. Additional work from Jarvis to the Don Roadway is planned for completion by

The repair work, which is part of a decade-long rehabilitation of the crumbling expressway to cost the city around $500 million, will result in lane closures and traffic headaches for motorists, said public works chair Denzil Minnan-Wong. “We’re hopeful we can have some remedies to make traffic smoother, such as putting signs up and things like that, but really it’s a capacity problem,” said Minnan-Wong Monday during an announcement of the city’s road work priorities for the year. “Fundamentally the work does need to get done.” Three projects are planned following the weekend of April 25, when the expressway is closed for regular maintenance. station locations and other important considerations – while Metrolinx is examining how the line could improve transit from a regional perspective, and what can be done to improve transit years before a relief subway line is constructed. On Friday, April 4, during a media briefing at city hall, officials from both agencies outlined their plans for the studies, which will overlap each other and are intended to inform specific recommendations about not just building a relief line, but how to make immediate improvements to service while the project is designed and eventually constructed. “The starting point is everything is on the table,” said Metrolinx Vice-President Leslie Woo, who is heading up Metrolinx’s part of the study. “Our fleet, changes to schedules and service planning, connections to local transit, all those things will all have to work together.” She said the intention will

be to see how to improve transit not just in the form of expensive infrastructure building, but through policy improvements such as offering discounted fares during non-peak times for GO and other Metrolinx-run transit operations, which could be implemented immediately or within a short time frame. “Some of the things we’re considering will be short term so we can do them sooner rather than later,” Woo said. But before specific recommendations can be made Woo said she was waiting on public feedback from a series of consultations that began on Saturday and continue this week. After that, she anticipated having a larger list of options to whittle down before presenting a plan to be approved by Metrolinx’s board of directors in June. Paul Millett, TTC project manager for the relief line, said the scope of the TTC and city’s part of the work will focus on the eastern portion of the relief line project, a

study area spanning between the Danforth and the downtown core, which a previous TTC projection estimated to cost more than $3 billion. He said not much was determined about the form of a relief line beyond that it will not be at-grade, meaning the line will be either located above or below the street. “We don’t want to jump ahead of the process,” Millett said. “The first phase is to do some consultation and as we get into the other work, we’ll present more information.” It is estimated it would take at least two to three years for project design of the relief line, followed by eight to 10 years of construction. Currently the project isn’t part of the city’s official transit priorities and will need multiple council approvals, a environmental assessment approval and funding – likely from all three levels of government – to proceed.

agency Metrolinx is coordinating work for the GTS Project, a series of infrastructure improvements along the rail corridor to accommodate the upcoming Union-Pearson (UP) Express air-rail link service. Metrolinx announced recently that installation of a new sewer drainage system, intended to improve stormwater management along the corridor, has began between Bloor GO Station and Lansdowne Avenue. The sewer installation work is scheduled to take place Monday to Friday from 7 a.m. to 7 p.m. and on Saturdays from 9 a.m.

until 7 p.m. Starting in April residents and businesses may also experience increased vibration caused by heavy construction vehicles performing the sewer installation. Metrolinx has pledged to monitor vibration levels while the work takes place. It’s not currently known how long the work will last but the entire GTS project construction is not expected to be completed until the end of the 2014. NOTICE OF COMPLETION Environmental Project Report THE PROJECT Metrolinx has completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the Union Pearson (UP) Express Electrification project. Metrolinx is proposing to electrify the UP Express service beginning at the future UP Express Union Station in the City of Toronto and terminating at the future UP Express Pearson Station (at Terminal 1, Toronto Pearson International Airport) in the City of Mississauga. The project involves the electrification of approximately 25 kilometres of track along the Union Station GO Rail Corridor and Kitchener GO Rail Corridor to Highway 427, where the route then follows the new UP Express spur line (under construction) into Pearson Airport (see key map below). The purpose of the project is to convert the UP Express service from diesel to electric power, which will be achieved through a Traction Electrification System that will provide electrical power to the trains by means of a power distribution system. An Overhead Contact System (wiring system) will be suspended from a number of support structures (i.e. portals, cantilevers) placed along and over the track. Two paralleling stations and a new maintenance facility are also required. In addition, a separate Environmental Assessment study is being carried out by Hydro One for the proposed Traction Power Substation, in accordance with the Class EA for Minor Transmission Facilities. Electrification of the UP Express is part of The Big Move, Metrolinx’s regional transportation plan, which will dramatically improve how people move in the Greater Toronto and Hamilton Area. Funding for electrification is dependent on the Metrolinx Investment Strategy. THE PROCESS The environmental impact of this transit project was assessed and an Environmental Project Report prepared in accordance with the Transit Project Assessment Process (TPAP) as prescribed in Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings.
