When it comes to rooming houses in Parkdale, the frustration is clear – too many tenants are subjected to substandard living conditions and feel helpless to change it. Between having requests for repairs go unanswered for months and feeling severely policed by their landlord, some agree rooming houses feel less like a home and more like a jail. “Slum lords still abound in

the area. You can have the obvious problems like water pouring in through your roof into your room and the landlord says ‘we’ll get right on that’ and then they disappear,” said Lynne Sky, who has been living in a rooming house for the past four months with 11 other people. “Beyond the verbal and lip service there’s nothing.” It’s these types of first-hand experiences the City of Toronto is looking for while conducting the public consultation phase of its Rooming House Review. >>>PARKDALE, page 5

This positioning will have the lights point toward the street, rather than the sky like the current sign, which illuminates the rooms of various nearby residents, particularly Dipika Deol’s corner unit at 59 East Liberty St. “It is really, really bright and they had this big white sign (during the winter) and it was just illuminating my unit more so than the normal street lighting would,” she said. According to Deol, it’s the switch in the ads that are the most bothersome of the billboard sign, not the brightness. “Every time there’s a switch in the ad itself there’s a flicker in my room. Whether I’m cooking, whether I’m chatting, whether I’m watching TV there’s a flicker and you can’t disregard it. You notice it every time it happens,” Deol told The Villager.

Deol lives on the 16th floor with a view of the Gardiner Expressway, the lake and the current Jeep ads that run. She can see the ads from every room in her unit. “I can’t escape it,” she said. “I see it on my walls. It’s like someone is turning on and off a light switch.” Outfront Media, who has signs at 9-11 Hanna Ave. close to the Gardiner Expressway, will be completely removing one sign closest to the apartments on East Liberty Street facing the Gardiner, to the excitement of one resident. According to Stephen McGreggor, the national director of real estate for Outfront Media, removing this sign just makes good business sense. “Quite frankly, we’d like to make it acceptable to people (living in the area) and we don’t want people angry with us,” he said. “We don’t need that.” Outfront Media and Cieslok will also be reducing the lights’ illumination to conform to the city’s new proposed illumination regulations.

According to Robert Bader, supervisor of the sign bylaw unit with the City of Toronto, the new standard of 300 nits (a measure of brightness) is comparable to looking at your laptop screen in a dark room. Bader also added under the current bylaw, electronic signs are permitted to illuminate at 500 nits at night and 5,000 nits in the daytime. The amended bylaw will also require electronic signs in the area to shut off from 11 p.m. to 7 a.m. In addition to the open house, Layton will also be hosting a site demonstration in partnership with Cieslok next week. “I think that would be something useful, so people can see the difference between 300 and 500 (nits) and is it even warranted for us to entertain this if we put certain conditions on?” said Layton.

hile healing a soccer injury, a 16-year-old Daniel Gomez, soonto-be nicknamed ‘Kidloco’, began dabbling in the dance world. “I partially tore my meniscus, so I was at home and I just started watching videos online and then I kind of just taught myself and it came naturally,” Gomez told The Villager. “I started exploring from there and once my knee got better I started teaching myself and taking classes.” Now at the age of 21, he’s snagged a gig with the NextSteps 2014/15 dance season at Harbourfront Centre Theatre in the group dance piece, choreographed by the award-winning dance and music artist Bageshree Vaze, in Paratopia. The dance show incorporates classic Kathak dancing, a traditional Indian dance that originates from 17th century royal courts. The dance is known for its complex footwork, pirouettes, intricate facial and hand gestures paired with dynamic movement. The show is inspired by the popular Matrix films and follows an evolution from classic Kathak

dancing to its fusion of hip-hop and contemporary dance styles. As the only hip-hop dancer in the production, Gomez has his work cut out for him. “It (the show) challenges me greatly. There’s a lot of movement my body isn’t used to. It was not my first audition, but it’s definitely my first Indian production,” he said. “I have a lot of muscle memory, so it’s just different movements and it’s taking some time (to learn). I’ve never done something like this before.” Gomez’s specialty is hip-hop, but having grown up in a Latin home, Gomez was also exposed to Salsa, Merengue, Bachata and Cumbia dance styles. In 2009, his thirst for dance took him to the hip-hop scene where he eventually specialized in different forms of street dance such as popping, locking, house and dancehall. “I never went to (a formal) dance school,” admitted the Ossington and Dundas resident, but it never stopped him from pursuing dance full time. “Everything I know is either selftaught or taught by a mentor.” Andrew ‘Pyro’ Chung, was his first mentor, a prolific hip-hop dancer who later recruited Gomez

into his Twisted Ankles Dance Crew and who helped dub him Kidloco. Then Gomez went on to train under Gadfly, street dance repertory company in Toronto that’s a “hybrid between a dance collective, a training organization, a production company, and a choreography factory for live stage, theatre, web, and film,” according to its website. While under their tutelage, Gomez learned from choreographers Apolonia Velasquez and Ofilio Sinbadinho. Gomez is able to not only do freestyle dancing in his preferred genres, but can also pick up choreography. His skills and natural ability have taking him across Ontario performing with his dance crew. He even recently came back from a show in Tokyo, Japan called Dance @ Live with his nine-member dance crew Twisted Ankles. The show and the atmosphere, he said, was like nothing he’d ever experienced in North America. “I was completely blown away, it’s held in a sumo wrestling coliseum and you get this small stage with people watching all round. It looked like a concert,” Gomez explained. “There were group performances, solos from various styles. It was a massive event.”

But now that he’s back on Canadian soil, Gomez is looking forward to the show. Having to rehearse three times a day, he’s getting used to the dance moves, although he admits dancing with no shoes is an adjustment. According to Gomez, the fusion of dance styles is what attracted him to the show in the first place and he thinks that’s what will draw people in to see the show. “I think it’s something that should be watched because it’s pushing the envelope of dance,” he said. “When you’re fusing styles you’re going outside the box and creating something new you wouldn’t necessarily create on your own with your own style. I believe it’s refreshing and it’s great. Recognition of community service a potential win-win

olunteer recognition: it’s important, but doesn’t need to be expensive. As we’re in the midst of National Volunteer Week, many organizations across the country that rely on volunteer efforts are busy acknowledging those efforts. And for good reason. According to Statistics Canada, 12.7 million Canadians volunteered for nearly two billion hours in 2013. That’s a lot of work being put into making our communities stronger. Though it may seem counterintuitive – as volunteering tends to be a selfless act – recognition is nevertheless important. According to Volunteer Canada, studies show that volunteer retention rates are linked to recognition. So what are organizations and causes to do? Resources are understandably our view limited. Yet the time and expertise of volunteers are critical cogs to getting jobs done. Thank a One recent study, published by Volunteer Canada, suggests volunteer or there’s reason for optimism. The become one study entailed a pair of online surveys – one for volunteers and another for non-profit organizations. There were 379 responses. According to the organization’s 2013 National Volunteer Recognition Study, the ways people want to be recognized tend to be the most cost-effective ones – such as “being thanked on an ongoing, informal basis.” Least-preferred methods included items like banquets and formal gatherings. “Few volunteers want to be thanked in public ways,” states the Key Findings section. “But they do want to know the impact of their contribution.” So here’s a challenge: if you’re an organization, take this week as an opportunity to review your recognition practices and get to know your volunteers a little better. Engaging your volunteer base may spark conversations and ideas that can be of mutual benefit. If you’re a volunteer, don’t be afraid to ask how your efforts made a difference. Finally, if you’re not already a volunteer in some capacity, consider becoming one. The average contribution in Canada ranges from two to four hours per week, according to Statistics Canada. It may not be about the recognition, but the benefits of meeting new people, learning a new skill and contributing to your community (a key point in the Volunteer Canada survey). Council only has two choices when it comes to future of Gardiner Expressway Ah, what a relief! Councillor Jaye Robinson and Mayor John Tory and, with any luck, a voting majority of Toronto council are going to end the debate over the Gardiner Expressway’s future once and for all, and will do so by the summer. “This is a once-in-alifetime decision and we need to make sure we get it right,” said Robinson, in her capacity as chair of the Public Works and Infrastructure Committee. Robinson said that at a Tuesday news conference, made necessary by a bit of reporting by Oliver Moore at The Globe and Mail, about certain leaked details of an environmental assessment report looking at options for the crumbling elevated expressway. By now (as you read this) the report will be out and the first public consultation on its contacts will have occurred.

david nickle the city But as I write this, I have only Moore’s word on its content: Robinson and city staff would not confirm the most likely option, a ‘hybrid’ that reroutes part of the expressway at ground level, would cost about $900 million. That’s a lot of money, but it would provide a lot of benefit to a lot of people: first and foremost, the developers at First Gulf who are planning a massive redevelopment of the Unilever site. The development would create thousands of jobs, and generate millions of dollars in revenue to be put toward Mayor Tory’s SmartTrack plan – the surface rail project that would run right through the First Gulf

project. Given that, council really only has two choices on its plate: either tear down the whole expressway as earlier suggested, or go with this hybrid model. This will not only help with vehicular congestion, but political congestion too. For more than a decade, the future of the Gardiner Expressway has been a political pinch point for the left and right on council. The left has, broadly, favoured the simple removal of the elevated highway. That option dovetails with the views of late urban planning guru Jane Jacobs and others, in that it would open up the city’s waterfront to pedestrians. The broadly-defined right on council, meanwhile, has put considerable political energy into maintaining the thing – on

the largely correct theory that right-of-centre voters from the suburbs feel that the expressway there is a kind of entitlement, even as every spring and summer it flings pieces of itself onto the hoods of cars travelling below it. These and other engineering conundrums surrounding the Gardiner have thus been subsumed in an existential fight between left and right on council for the course of the debate. The future of the Gardiner itself has always been something that could wait. But not anymore. The injection of First Gulf might be what it takes to break the standoff between the Jane Jacobs and Ayn Rand sets on council. Here’s hoping.

From there, a report will be created and given to city council’s June executive committee. “It’s a conversation other councillors are afraid to have,” said Ward 14 (Parkdale-High Park) Councillor Gord Perks. “I think it’s really important that the conversation started here, because we’ve gone through a process and have seen progress.” As of August 2013, according to the City of Toronto, Ward 14 has 80 licensed rooming houses, which all had to go through a rigorous process that includes an annual renewal process for their license and an inspection done by the fire department, licensing department or public health. The Parkdale meeting last Thursday was the first of 14 neighbourhood-based consultations across Toronto and it gathered local residents together to discuss the common housing option in their neighbourhood.

Facilitated for the city by Katrina Miller, from Public Interest Strategy and Communications, a third party research group, the city is looking at the rooming house review from three perspectives: • Stock: how many licensed and unlicensed rooming houses there are in the city and how they’re part of the housing mix; • Tenant: how this type of housing serves the people who use it most; • and Community: the role rooming houses play in the neighbourhood. “We’re not looking for consensus, so it’s okay if you don’t agree (with each other),” Miller said to the crowd of about 20 people. “We’re looking for point of views and opinions.” In groups, neighbours, current and former tenants as well as owners sat down and listed challenges faced by all facets of the community.

amenities. There would also be a second residential structure that would amount to four-storeys facing Howard Park Avenue with terraces. In total the condo would have 111 units, with roughly one-third of them being two-bedroom units. According to Roland Rom Colthoff with Raw Design, the architectural firm behind the project, the units would be fairly large in size up to 2,500 square feet. However, the 75 one-bedroom units would begin at the common 600 square-foot size range and could possibly increase from there. As for parking there will be 90 spaces available underground. The requested height for the condo is above the City of Toronto’s current Avenues and Midrise Building Study, which calls for a 20-metre height; this condo would total 25-metres. The building would also largely be made up of red brick, a detail that was appreciated by a handful of residents. “To me I thought it was quite beautiful. I like the red brick and glass,” said Lorraine Cramp, an executive member of the High Park

Yet another condominium is looking to spring up in Roncesvalles Village and local residents aren’t the least bit impressed with the latest proposal. “It’s not beautiful, it’s not progressive, and it’s not creative. There’s nothing to recommend this building,” said Marianna Richardson, a resident on Macdonnell Avenue. “I have a huge problem with it. They could have done better. It’s time to go back to the drawing board.” The developers, Worsley Urban Partners, presented a nine-storey condominium development to the public during a pre-application meeting hosted by local Ward 14 councillor for Parkdale-High Park, Gord Perks Tuesday night. The condo would be located at 422-230 Roncesvalles Ave. and 76 Howard Park Ave., the former home of the Turner and Porter Funeral Home and would consist of two levels of underground parking, one commercial level at the ground floor, seven residential floors with the ninth floor housing rooftop

By making use of the wide brick pillars and the relatively narrow windows, this is one of the best attempts I have seen at trying to capture the feeling of turn-of-the-century warehouse or office buildings.” But Cramp, like many of the other residents, still believes it’s too tall for the neighbourhood. Despite the few praises it received, the feedback from the community throughout the night was similar to that of Richardson. Residents showed up in droves to 35 Golden Ave. filling the café to the brim to see what the developer had in mind for the avenue and offer constructive criticism. Some commented the structure is too big and it doesn’t capture the character of the neighbourhood at all. Others called the design downright ugly. “It’s just another juggernaut of a building that will ruin the area,” said Marianna’s husband Douglas Richardson. “It’s going to be a monstrous

eyesore.” Parking concerns were also raised, as many residents currently have a hard time finding a place to park despite living in the neighbourhood and purchasing a parking permit. The shadows the proposed building would cast also came into question, but according to Perks because it is a pre-application meeting and nothing has been filed to the city yet, those studies will be conducted post application. Residents on Howard Park Avenue had the most concerns. Developers plan to have their construction materials and trucks load onto the site via the residential street as opposed to Roncesvalles because it’s seen as less busy. But as one resident argued, the neighbouring school, Howard Park Jr. Public School, creates ample traffic on a daily basis with cars and school buses moving in and out and the fact that Howard Park is often used as a thoroughfare for cars during heavy traffic.

Enter the contest to become an official torchbearer Ali Raza araza@insidetoronto.com Pa r a l y m p i c c h a m p i o n Chelsey Gotell kicked off the start of the Toronto 2015 Parapan Am Games torchbearer contest at the CN Tower on Tuesday, April 7. As one of the torchbearers, Gotell was ecstatic to have the opportunity to not only carry the Parapan Am torch, but also support the legacy of the Parapan Am Games. “I’m honoured to be one of the first official torchbearers,” she said. “Someday there will be athletes out there saying ‘I found out about Paralympic sports through the Toronto 2015 Games. “To me, that is the true legacy of these games.” A legacy that will further enhance and promote

paralympic sports for future generations, is what Gotell believes is “beyond the facilities and beyond the games.” Canadians are invited to be torchbearers for the unprecedented torch relay that will involve two flames, 12 communities and 250 torchbearers from across the country. The five-day journey will bring the two torches – one lit in Ottawa (east flame) and the other lit in Niagara Falls (west flame) – to Toronto just before the opening ceremony of the Parapan Am Games on Aug. 7 when they will join to become one flame. Communities welcoming the torch will have their own festivities and celebrations that will be announced closer to the date. Anyone aged 13 and up by Aug. 3, 2015, can enter to be

a torchbearer. Gotell added that athletes, spectators and Canadians from coast to coast “have a responsibility to inspire the next generation to get involved in sport.” Gotell competed in three Pa r a l y m p i c G a m e s , a t Sydney 2000, Athens 2004 and Beijing 2008. She has a total of three gold medals, two silver medals and seven bronze medals from her career as a Paralympic swimmer. Having already been a torchbearer for the Vancouver 2010 Paralympic Torch Relay, Gotell will continue her role as a Paralympic pioneer as torchbearer for the Toronto 2015 Parapan Am Games Torch Relay.

Pa r k d a l e - H i g h Pa r k Councillor Gord Perks and Trinity-Spadina Councillor Mike Layton are asking the Economic Development Committee to instruct city staff to work with Toronto’s small scale brewers as well as bars and restaurants to make Toronto the “craft beer capital of the world.” “We’d like to see a greater investment and attention paid in fostering growth in the craft brew sector,” said Layton. Layton and Perks make their case in a letter to the Economic Development Committee. They note Toronto’s food and beverage sector is a major employer in Toronto, with nearly half of the province’s employment in that sector in Toronto. And craft beer is, according to the LCBO, the fastest-growing sector within the provincial alcohol retailer’s beer category.

“Ontario consumers have made it clear that they have a strong interest in the premium quality local products being produced,” the two councillors wrote. But it has not always been easy for craft breweries trying to establish and grow in the city. Layton said the city could eventually make legislative changes so breweries can expand more easily. But that, he said, is for another day. “I think first and foremost we’re looking at making craft beer a tourism draw, and then at bringing down some of the barriers the city might put in place,” said Layton. clean toronto wCigarette together campaign butts, candy

It is why we have our Clean Toronto Together campaign. It involves tens of thousands of Torontonians coming out to do something – make a statement to say we want a clean city.” Tory brought his own bag of trash with him to the launch, filled with garbage he’d found 15 minutes around the city. “You can see what’s in here – pop cans, a beer can, there’s coffee cups, papers, chocolate wrappers, the works,” he said. “I don’t know why people litter like this in our city.” The city will be doing its bit, deploying more than 300 pieces of equipment to clean up litter. The community will do its bit on Community Cleanup Days held April 18 and 19 at locations across the city. – David Nickle
