Layton’s life in public office began as a city councillor in the Toronto-Danforth ward in 1982. When the Archway Outpatient Clinic gets a makeover, courtesy of the Association of Registered Interior Designers of Ontario (ARIDO), it will be about more then new paint and flooring. It will be creating a healing space that reminds the clients they are important, said Joan Loughran, a recreation therapist at the clinic. “It is about having hope and pursuing dreams,” Loughran said. “But the space wasn’t very hopeful. It was dark, dreary and grey.” Archway, at 1451 Queen St.

W. in Parkdale, is an outpatient clinic of the Centre for Addiction and Mental Health (CAMH). The about 20 staff and doctors there serve people with complex mental illness who would have at one time been treated as an inpatient. Archway helps give these patients the skills to live happy, healthy lives in the community. The clients are taught to cook healthy meals, do their own laundry, meal plan and other skills. Michael Torres, senior media relations specialist at CAMH, said part of CAMHs mission is to give clients freedom, dignity >>>ARCHWAY, page 12

South Parkdale Good Food Market makes connections

Market has started off small, but has a greater goal ERIN HATFIELD ehatfield@insidetoronto.com

T

he inaugural South Parkdale Good Food Market was just a few tents and tables laden with fresh fruits and vegetables set up on the east side of Masaryk-Cowan Park in South Parkdale. The market might be small, but according to organizers, it is a microcosm of the greater goal of the Parkdale Food Network — helping make connections and get good food into people’s hands. This new farmers’ market, launched Aug. 14, brings together a number of Parkdale-based organizations and service agencies. Toronto Youth Food Policy Council in cooperation with the West End

Food Co-op (WEFC) and Greenest City are spearheading the new Good Food market in south Parkdale. Ayal Dinner of the WEFC explained the market is an offshoot of the Parkdale Food Network (PFN), which focuses on building food connections among community organizations and community members. It is a network of more than 20 organizations and individuals working together to address food security challenges in Parkdale. The new market, he said, is one small example of that. Toronto’s Parks, Forestry and Recreation arranged to store the tents and provided the tables. Meanwhile Toronto Public Health was on site with

you also get information, education, connections made and communities built,” Dinner said. Chris Kennedy, a community development worker for Toronto’s Parks, Forestry and Recreation, has lived in Parkdale for nearly 30 years and said she believes the market shows the true community spirit of Parkdale. “Whenever we do anything this is how it works. We bring the different agencies and different people together and we do it together,” Kennedy said. “That is why I love the

neighbourhood so much, because of that community spirit.” The market will run Wednesday afternoons for four to six weeks from 3 to 7 p.m. and then it will be assessed. “We want to make sure there are a couple more vendors and more people coming,” Dinner said. “I would like to see some activity or entertainment as well, to give people extra reasons to be in the park.” Good Food Markets sell high quality, affordable fruits and vegetables and brings healthy produce to neighbourhoods where it might not otherwise be available. It is a designation given to a market by FoodShare Toronto, a non-profit community organization founded in 1985 to address hunger in Toronto.

The market runs Wednesdays from 3 to 7 p.m. for the next four to six weeks.

Phony CNE tickets spark investigation Those printed Canadian National Exhibition (CNE) tickets being scalped outside the grounds might not be real, police are warning. Toronto Police are looking for the public’s assistance with a fraudulent ticket investigation at the CNE after they were called about fake tickets being sold Monday. Police report the suspects were selling fraudulent CNE admission and midway passes, which were photocopies of legitimate, online tickets. People were being offered these fraudulent tickets, at discounted prices, in the area around the exhibition grounds. People wishing to attend the CNE are reminded to only purchase tickets through legitimate ticket agents, including the online CNE website, www. theex.com, or at any CNE admission gate. Anyone with info is asked to contact police at 416-808-1400, Crime Stoppers anonymously at 416-222-TIPS (8477), online at www.222tips.com

T

he City of Toronto’s planning department ‘officially’ kicked off a series of public outreach meetings – 16 in total – Tuesday at Nathan Phillips Square. These information sessions are an important way to keep Torontonians engaged with their city, their neighbourhoods, and most importantly the planning decisions city hall makes on their behalf. Dubbed Planners in Public Spaces (PiPS), these meetings will have staff addressing the public on planning matters, giving residents an opportunity to speak with those who provide council with reports on developments across the city. Toronto planner Giulio Cescato acknowledged the public only sees them when there is a big planning meeting or on controversial develour view opments or studies. With that knowledge, the planning department opted to give Have your Torontonians the chance to speak say on local to planning staff about both genissues to do with city planning development eral and – in the areas where the meetings are taking place – ask specific questions regarding development in that community. On so many levels, this initiative is extremely beneficial to everyone involved: city staff can hear directly from residents, without the stresses of an official development meeting where tempers can often run high, and residents can understand some of the specifics that go into planning a neighbourhood. Every community, every street, every neighbourhood has its own issues and challenges – North York is not the Beach, Parkdale is not Scarborough, Etobicoke is not the centre of the city, East York is not Bloor West nor is it York. Each neighbourhood has its own experiences, its own demands for development. These meetings give residents an understanding of how a development has come to be, and why it came to be. This creates understanding well beyond the topic at hand. Whether it’s budget debates, the potential closing of libraries and schools, or issues with a highrise condo proposal meetings to learn more about any given subject are a true sign of a forward-thinking city. Development issues are some of the least-discussed because development in any city is a good thing. No one wants to stop development, because it brings many economic and social benefits to a city. So, we call on planning staff to continue these outreach initiatives and start planning many, many more.

column

Council must play fair in Ward 3 decision On Monday, Aug. 26, hopefully slightly more than a bare quorum of council will sit down to debate the question of what to do about Ward 3 Etobicoke Centre. Although really, debate is the wrong word to describe what will be going on. Whenever a council seat comes vacant mid-term, what the remaining council members are faced with is a game board. If council is relatively stable in its support of its mayor, it’s a friendly game of canasta. When things aren’t so stable, it’s more high-stakes poker. Maybe Survivor. Occasionally, Russian roulette. Ward 3 is a high-stakes game for everyone involved. When Mayor Rob Ford lost Ward 3 Councillor Doug Holyday to the Progressive Conservatives at Queen’s Park, he lost more than a deputy mayor: he lost a reliable vote.

david nickle the city Ford is ostensibly pushing for a byelection because he believes democracy is the best way to run a city. But the fact that he can barely garner 23 votes on most issues he cares about must surely have banished any thoughts of saving up to $225,000 and just appointing a caretaker councillor. Ford is really far more likely to find himself another friendly face by asking the residents of Ward 3 to elect one than he is convincing council to appoint one. The small majority of council who routinely opposes Ford might prefer to appoint a councillor who’d be less hewn to the mayor’s hard right-wing agenda, and indeed, that could be the game they play. But just as Ford will have

to deal with criticism that in supporting a byelection he’s squandering taxpayers’ money on a councillor who will maybe attend eight or nine council meetings before the general election, so will they have to contend with the accusation that by appointing they’re stealing a mandate from 52,000 electors who deserve a say in how their city’s governed. Undemocratic Applying that yardstick to the question, the mayor is in the right on this one. An appointment is essentially undemocratic. It delivers a cut-rate councillor for eight or nine meetings who arrives already beholden to the councillors who supported him or her in the appointment process. And that debt is considerable. The caretaker steps into a six-figure job that will either be abandoned after eight months of lacklustre

performance, or parlayed into a potentially long political career by supplying the advantage of incumbency in the next general municipal election. Granted, one expects Ford will bring to bear his considerable knack for campaigning to help his favoured candidate win the byelection. But that is fair play in any election. And if a moderate or leftleaning candidate wants to take a stab at the ward Holyday has represented for decades — well, the considerable knack for campaigning that forces on the left and centre can muster can enter the game too. That’s fine. Because if we’re going to be playing this highstakes game, we owe it to everyone – particularly the residents of Ward 3 – to play it fair.

The support agency is launching a new project aimed at supporting the growing number of adults 55 and older who live with epilepsy or who have had seizures as a first step toward identifying the population’s needs and developing programs to support them. “ We want to hear from seniors who have experience with seizures,” Andrea Lagios, Epilepsy Toronto’s diversity outreach co-ordinator said in a statement. “It’s incredibly important that we hear from older adults living with epilepsy, especially people who started having seizures later in life, so that we can start to develop the programs now that will meet their needs in the future.” If you’re a senior who has had at least one seizure, contact Epilepsy Toronto to share your story at 416-964-9095 or email Andrea Lagios at andrea@ epilepsytoronto.org

A zoning amendment is needed in order to permit the 10-storey mixed-use building proposed for the site at Sorauren Avenue and Dundas Street West. After a number of community meetings on the development, a working group was formed to try to bring the community and the developer closer to an agreement. But that working group was dissolved. Statue created by Toronto sculptor >>>from page 1 in the 2011 election. He died Aug. 22, 2011 at the age of 61 due to cancer. According to his son, current Trinity-Spadina councillor Mike Layton, the renaming of the ferry docks in his father’s honour was fitting given his family’s ties to the island. “Like a lot of folks in Toronto, we spent a lot of time going to the islands,” he said. “We would love to go out to Centre Island, go stay with friends or go to the beach.” The Trinity-Spadina councillor noted Toronto Island served as the family’s de facto cottage while he was growing up, though the location holds even greater significance than that. Jack Layton and his widow, Trinity-Spadina MP Olivia Chow, were married there in 1988 and Mike Layton married his wife, Brett Tryon, on the island last summer, a year after Jack Layton’s passing. “It’s a lovely spot to go over and exchange vows,” the younger Layton said. The ferry docks will not honour Jack Layton in name only. A life-size statue of the late NDP leader sitting on the

back seat of a tandem bike also adorns the site. The sculpture, which was created by Toronto sculptor David Pellettier and subsidized through funds raised by the Ontario Federation of Labour, is named “Jack’s got your back. Stronger Together: The Layton Memorial.” Built for two Visitors to the ferry docks will be able to hop on the front seat of the tandem bike. During his time in office,

Jack Layton was an ardent and vocal proponent of affordable housing, same-sex marriage and other forms of social justice. Toronto City Council passed the motion to rename the ferry docks in June with the blessing of Layton’s family. Typical city protocol recommends public sites not be named after people until at least two years after their death, but council waived that rule at the urging of Mayor Rob Ford.

City of Toronto Historic Sites is making use of a cheeky promotional campaign to get millennials (Generation Y) interested in local history. WTF? (What the Fact) is part social media engagement and part traditional advertising promotion aimed at growing a younger audience for the city’s museums. “It’s a way to revitalize our whole brand and the museums, and make people know we may be about history, but we’re certainly not historic,” said Karen Black, manager of museum services for the city. Un t i l t h e m i d d l e o f September, 100 TTC bus shelters across the city are displaying ads showing a single zoomed-in shot of an unknown artifact found in one of the 10 city museums,

It is cheeky and that’s why we think it will work. – Ilena Aldini-Messina

with the tagline “WTF?” and the invitation to post guesses on the object’s identity via social media. Ilena Aldini-Messina, program supervisor for museum services, said the eight objects chosen for the first WTF? campaign are relatively easy to identify, ranging from artworks to everyday items, most of which date back to the late 19th century. “The point is to inspire people to want to find out what the images are by doing research or learning about them,” Aldini-Messina said. The provocative name - a play on words of a widely used Internet acronym profanely denoting extreme confusion was chosen knowing it might

offend some, a necessary risk to have the campaign stand out, Aldini-Messina said. “It is cheeky and that’s why we think it will work. It’s different and it’s a new way to get audiences because they are the future of our city,” she said. About 1,200 people have already shared the WTF? campaign or commented on it through Toronto’s Historic Sites facebook page and Twitter. Correct guesses will win a pass for two to any city museum and the objects’ identities are scheduled for reveal at the end of the campaign, Tuesday, Sept. 10. “We hope the campaign sparks discussion, because in our opinion any discussion is good when it gets people talking about history,” AldiniMessina said.

Archway will not be moving >>>from page 1 and independence, and give them spaces that are conducive to healing and recovery. But that wasn’t necessarily the case at the Archway, which had mint green tile floors and loud yellow walls. “The way a community treats its clients speaks to the value it places on people,” Torres said, adding that is the idea behind the enormous redevelopment of CAMH’s Queen Street campus that began in 2008 as it is with special projects such as this. CAMH has embarked on a multi-phase Redevelopment Project to build a new kind of hospital, advancing treatment, revitalizing its community and changing attitudes toward those with mental illness and addictions. However, Archway is one of a number of CAMH’s satellite facilities that won’t be moving to the new hub on Queen Street West. “We like to have clinics in different parts of the city,”

When ARIDO approached CAMH with the idea of doing a project together, they toured Archway and decided to help. “When Sharon (Portelli from ARIDO) came to the Archway clinic (she) saw how desperate it needed to be transformed,” said Jim Davey, corporate volunteer coordinator at CAMH. Davey’s job is to connect corporate volunteers with opportunities to engage CAMH clients in a meaningful way. “The clinic itself isn’t reflec-

tive of what is happening there, it was not conducive to people’s recovery, it was not indicative of the clients and the people who work there.” Davey said as soon as Portelli walked into the dated Archway space, it was clear how a team of volunteer designers could make a difference there. Portelli engaged her membership and they in turn inspired contractors to get involved. As a result, all of the work is being done at no cost to CAMH. “They saw the importance of doing a makeover to promote health and recovery,” Davey said. “It is peaceful and calming now and that is what you need for someone who is trying to maintain or attain recovery goals.” Archway consists of staff offices, a group room, a client and staff kitchen and common area with computers and a piano. Each of the areas were drab, Loughran said. There was a series of meetings, which began in March, to discuss with staff what the designers could and couldn’t do, and then the designers met with the clients to see what they wanted from the space.
