OCAD U students looking for what keeps condo communities connected HILARY CATON hcaton@insidetoronto.com Social cohesion and connection is important to building a traditional community, but how does that factor into residents’ sense of belonging when living in a condo community? Four OCAD U students, in the Masters of Design program,

are in the process of figuring that out in the Liberty Village community by conducting a five-question survey for its residents. The survey focuses on pinpointing the places that boost and knock a person’s sense of belonging in the community as it relates to built-form and urban design. Bloor Street West and

Ossington Avenue area resident, Adrienne Pacini, and one of the students who created the survey said, “It’s its own little space.” “(We want to find out) how does a sense of belonging thrive in a community where it’s not the traditional houses in the suburbs, but more of a bounded area with The Gardiner Expressway, the railway tracks

Some wouldn’t put the words fun and financial literacy in the same sentence, but the Centre of Addiction and Mental Health (CAMH) hopes to change that with its latest program, Money Wi$e. Launched late last month by CAMH’s Social Determinants of Health (SDH) Service, it aims to help inpatients feel financially empowered with the help of social workers, therapists and other clinicians on campus. “The intent of the program is just to provide some basic money managing skill sets. Managing money doesn’t have to be a mystery or this overwhelming experience,” said Freddy Lara, a social worker with CAMH’s Complex Mental Illness (CMI) program and a financial literacy trainer for the Money Wi$e program. “The idea behind it is to make the knowledge of managing money accessible and fun.” Lara, who spent several years as a personal banker prior to working at CAMH, was a part of the pilot program before the launch. He helped clients in six areas of

stable future. CAMH research evidence shows that financial literacy programs can improve financial inclusion for those in marginalized communities, increase housing stability for insecurely housed individuals and families, and increase saving behaviours.

Horizon For Youth Homeless Shelter teens learning to cook Program out of Aangen centre teaches youth to make healthy vegetarian meals HILARY CATON hcaton@insidetoronto.com Teens in the Horizons For Youth Homeless Shelter are learning what it means to cook healthy meals on the cheap with the Aangen Community Centre’s Kicking it in the Kitchen Program. “We wanted to help and engage the youth and get them involved in something productive, fun and inspiring,” said Heather Maciel, program coordinator. “The kids are so excited about it and love coming to the class, which is such a joy to see them really involved in something.” The program, which launched in September out of the Aangen Community Centre on Dovercourt Road, gathers about five to seven youths twice a month at the Horizons for Youth location at Caledonia Road and Eglinton Avenue. It aims to show youth that healthy food is not boring by teaching them how to create vegetarian recipes that are “easy and on a budget.” It’s also a place where partici-

pants can open up about their lives if they feel comfortable enough. “It’s a really open and safe environment where they’re able to talk about some of the stuff they’re going through without judgement and without any fear of us telling them what to do,” Maciel told The Villager.

“Kicking it in the Kitchen is just like, ‘hey come and hang out, just chill with us and let’s cook some-

thing delicious’.” Some meals taught in the kitchen by head chef Toni Zambri include veggies burritos and homemade pizza. Youth also bring family recipes taught to them by their mothers, Maciel said. “It (the program) just shows them that they can do it (cooking). It gives them a sense of encouragement and empowerment that they can make it on their own and eat well,” she added. The program was initially launched out of need for healthy lifestyle options, Maciel said. “I found out their (Horizons For Youth) food donations were limited to just pork and lots of meat,” she explained. “There weren’t too many vegetarian options on their menu so the whole idea came from that need for the youth there.” Since its inception, the program received a $250 gift card donation from Joe’s No Frills at Dufferin Mall, which has helped purchase all the ingredients needed for the program so far. oronto has been in fiscal denial, off and on, since it was amalgamated in 1998. That was when Mel Lastman was elected mayor, promising to freeze property taxes for the first three years of the new mega-city. He pulled it off, but not in a fiscally responsible way. Rather than finding internal efficiencies and cutting services, most of the city’s financial problems were deferred down the line in the service of a tax freeze. When David Miller took over two terms later, the city and council did better, but it was a tooth-andnail fight to implement the land transfer tax and vehicle registration tax, which let council get away with more minor efficiencies and modest property tax increases thanks to a booming real estate market. Those taxes and a municipal workers strike sent Rob Ford our view into the mayor’s office and while that regime made some Proposal is mostly unpalatable cuts, once ambitious spending and good first step again timid revenue-seeking put in responsiblity Toronto back in the hole. The early months of John Tory’s time in the mayor’s office seemed to continue this unrealistic mash-up of promises of frugality with big-ticket commitments. For a time, it looked as though the reconstruction of the Gardiner Expressway, SmartTrack, the Scarborough subway and countless other enhancements were going to bankrupt us all. That’s why we’re happy to see that Tory has effectively abandoned his promise to keep property tax increases at or below the rate of inflation. It’s not that we think higher taxes are a good idea. But the alternative – planning to build a city the size of Toronto on an unsustainable fiscal plan – is folly. Tory’s plan to charge a 0.5 per cent a year levy to build transit and housing is at least a step toward erasing that folly. The tax increase is relatively small: $13 a year for the average homeowner, for five years, on top of whatever inflationary increase they see on their tax bill. By itself, it is neither a great burden, nor the complete solution to Toronto’s needs. There will have to be more revenue grabs. But that’s for another day. For now, we can at least applaud that the days of denial seem to be done.

Mayor John Tory has defied early expectations when it comes to governing a complex Toronto John Tory can be a tough mayor to interview. That’s not to say that our mayor is evasive, or dishonest, or, like the last one to hold the job, openly hostile to journalistic prying. Tory is none of those things. The problem, rather, is the opposite: Tory thinks aloud, considering all points of view and in the end, states nearly all of them – in addition to agreeing with the premise of the question in case that hadn’t come up in one of the other answers. It can be frustrating work, trying to parse the mayor’s views from all that. A lead becomes a multiple choice question. From that, one might conclude that the mayor is simply unprincipled – and by a narrowly political definition of the word, that might be so. Tory does not hold fast with the principles of one

david nickle the city faction or another of our political spectrum. He might have done so in the past. But now, Tory seems content to take his pick. This he has demonstrated ably over his first year in office. For a time, it seemed as though Tory might be of a piece with council’s right-wing intelligentsia: he championed a costly rebuild of the Gardiner Expressway favoured by Conservative members of council, and held fast on the costly Scarborough subway for which former mayor Rob Ford took credit. He has sung the praises of the private sector and made jokes about the folly of big government as well as any right-wing pol might be expected to.

But as the year has gone on, he’s defied those expectations. After talking with business leaders and sport boosters, he backed the city away from another Olympic bid. He used another meeting with the blue-blooded business crowd at the Economic Club of Canada to unveil plans for an annual tax hike to pay for a major round of construction and repair of public affordable housing and transit infrastructure. He flew to Paris right after that, to huddle with world leaders trying to find ways to battle, halt and possibly reverse climate change and when he came back, he announced plans to help Toronto recycle more garbage, consume less energy and get around on foot and on bicycles. This is not the sort of thing you’d have expected

from a guy named Tory. Now some of this might be written off as evidence of a shifting of the political winds. Prime Minister Justin Trudeau’s Liberals came to power on a wave of progressive policies and right-wing repudiation. I would buy that more easily if I hadn’t been exposed so early and often to the push-me-pull-you dynamic of Tory’s psyche. And while it’s a frustrating psyche to try and codify, it might actually turn out to be a healthy one when it comes to governing a big, complex place like Toronto, where public mood and social reality can shift in a heartbeat. Vision, clear and consistent and predictable, might well have had its day.

Mayor Tory vows to combat ‘fraud on the taxpayer’ through taxation DAVID NICKLE dnickle@insidetoronto.com Toronto property taxpayers will be paying a new levy for housing and transit infrastructure of 0.5 per cent a year for five years to end what Mayor John Tory called “a fraud on the taxpayer” in which council approves infrastructure projects without setting aside revenue to pay for them. “This modest levy will contribute to people being able to get around the city, it will allow people to have easier access to employment and opportunity and it will make a positive difference on housing,” Tory told reporters last Wednesday, following a state of the city speech to the Economic Club of Canada. “We cannot go on the way we have been going not

building transit, approving something with no funding. I think that is a fraud on the taxpayer and I’m going to stop it,” Tory said. City building fund The mayor announced what he called a “city building fund” at the business luncheon that took place just a day after city manager Peter Wallace told Tory’s Executive Committee that council had spent years approving capital projects without considering increasing revenue to pay for them. Wallace said he would be bringing forward a menu of possible revenue tools for council to consider as ways to deal with the $32 billion in unfunded infrastructure improvements. Tory offered his plan as the

first of those. The levy would see a 0.5 per cent annual increase on property taxes beginning in 2017 and ending in 2022. Each increase would bring in $13 million; at the end the city will take in $67 million a year. The increases are timed to begin as the annual increases on the Scarborough subway levy top out at 1.6 per cent. By 2022, Toronto taxpayers will be paying an additional 4.1 per cent in property taxes for infrastructure related to transit and housing. Tory, who campaigned on keeping property taxes at or below the rate of inflation, defended the levy, which would be charged on top of any inflationary property tax increase. “I believe I’m doing exactly what people expected me to do, to be responsible with the

They know the neighbour to the right and to the left, maybe one across the street or behind. Whereas, we have to share lobbies, elevators and gyms, so we are surrounded by way more people than somebody would be in a house.” Hofley added that public spaces, like parks, streets and even grocery stores have become a condo dweller’s living room, which can force people to be more social. On top of that, Liberty Village inhabitants have their popular and well-used Facebook group. With more than 5,000 members that actively use the

site on a daily basis, asking all sorts of questions from what’s the best place to get eyelash extensions to letting each other know a car is about to be towed.

Its high member engagement is a factor that Nadia Berger, one of the members of the OCAD U group and a College and Bathurst streets resident, found “eye-opening.” Berger said, “So many people felt that they belonged to this community enough to join the group and contribute to it for so many different little things,” she said.

“I’ve never seen that level of engagement in other neighbourhoods in Toronto.” Connecting the online community to connect offline has been a mission of Hofley’s since the association’s inception and he tries to keep the interactions fluid by not only administrating the website but also creating more social events to get neighbours out of the condos and into the open spaces for movie nights in the park and social events like Liberate Your Locker. Once the results are quantified, the group plans to map out the areas that residents pointed out having the most, and least, sense of belonging with bullet points explaining why. The group hopes to share their finding with Liberty Village residents as well as city planners in the future, to inform them of the things they should keep in mind when “creating these types of planned communities,” Berger said.

Competing requests to rename an Eglinton Crosstown stop in Scarborough were turned down by Metrolinx, the provincial agency in charge of building the light-rail line along Eglinton Avenue. Metrolinx rejected a request by members of the TTC board to rename the Lebovic Avenue stop in honour of Karim Hakimi, the founder of Hakim Optical. The only problem is an existing

naming policy preventing the naming of infrastructure after living persons, and Hakimi is still going strong at 82. Metrolinx also turned down a request from Centennial College to rename the Lebovic stop after the college’s Ashtonbee campus on the basis it’s not directly located on Eglinton. MORE WI-FI available AT SUBWAY STATIONS You can now get free Wi-Fi access at four more subway stations, the TTC announced last week. The TCONNECT service is now available at Christie, Bathurst, Sherbourne and Castle Frank stations. These join the stations located on the lower U portion of the subway line. BAI Canada, which is carrying out the Wi-Fi installation, has pledged to connect every TTC station by 2017.

The province is moving ahead, albeit slowly, on High Occupancy Toll (HOT) lanes. Transportation Minister Steven Del Duca announced this week the QEW between Guelph and Oakville beginning next summer will convert to HOT from the current HOV (High Occupancy Vehicle) lanes. The carpool lanes will still remain free to anyone traveling with at least one passenger, but single-occupant vehicles will also be able to legally use the lanes by purchasing a special permit. The pilot project is expected to pave the way for more HOT lanes on Ontario highways, but likely not until 2021. Road tolls advocacy group Transport Futures called it a start, but said the modest implementation plan might lead to “underwhelming results”.
