For an hour on Monday, St. Francis Table and St. Clare Centre, at 1322 Queen St., opened its doors for a special event to help feed the hungry and homeless. Normally not open for Monday lunch, Brother John Frampton decided to team up with the Rhoddy community food truck and hand out piping hot gourmet chili complete with cheese and sour cream to those looking for a free hot lunch. “We got the word out to let people know that we’re doing

this special favour,” said Frampton. Those who accepted the bowl were encouraged to sit down inside St. Francis and enjoy hot cider, coffee, tea, cookies, buttered buns and candy canes. The smell of fresh chili filled the air as employees of Rhoddy decorated tables with red table cloths and festive centrepieces complete with pine and cranberry branches and poinsettias to create a Christmas feel. According to Frampton this is the first time St. Francis Table teamed up with a food truck to offer a free meal. >>>ST. FRANCIS, page 9

ON THE REBOUND: Parkdale Collegiate’s Arvin Singh (11) goes up for the rebound with Ursula Franklin Academy’s Cengiz Sofuoglu (25) in senior boys basketball action last Thursday at UFA. UFA won 47-35.
Victor Willis, the executive director of Parkdale ActivityRecreation Centre (PARC), was recently named a member of the newly created Mental Health and Addictions Leadership Advisory Council. “I appreciate that it’ll be a big learning curve on how provincial activities are shepherded,” Willis said. The PARC member will join 18 other individuals on the council. Willis said what he
brings to the table is a range of experience that doesn’t stop with his 15 years at PARC. “I can do what I can as somebody who’s worked in the field for 28 years in the mental health community. I will bring to it the lens of somebody who’s had personal experience in the system as three generations of family members that have had interactions with the health system,” Willis said. “I’m presuming that all of those factors are at play. I don’t think I’m the usual suspect for >>>WILLIS, page 7

Parents of Holly Jones hold successful fundraiser Started in memory of their daughter, couple plans for an even bigger event next year HILARY CATON hcaton@insidetoronto.com
F
or Maria Jones and George Stonehouse, the parents of Holly Jones, the annual aerobathon and toy drive is all about helping the needy and preserving their daughter’s memory. “It feels good to be doing this every year, but it’s bittersweet obviously,” Stonehouse said. The fundraiser, which asked the public to donate unwrapped toys and/or a non-perishable food item, is in memory of the couple’s 10-year-old daughter, Holly, who was abducted after walking a friend home in May 2003 in the Perth Avenue and Bloor Street
West area. “No matter what, the loss of a child is painful forever,” Maria said. “(Over the years) it becomes easier to deal with the pain, I would say.” On Sunday, Dec. 7 the gymnasium at Parkdale’s Masyark-Cowan Community Centre was filled with about 100 people coming in and out, dropping off toys and nonperishable food items. “I’m happy with the turnout,” Maria said. “Every year it’s getting bigger.” Over the two hours of the aerobathon, donations nearly filled the stage as participants enjoyed a fitness workout. Maria said she first

started the fundraiser during her first Christmas without Holly. “I couldn’t figure how I was going to buy gifts, put them under the tree and know they’re not going to get opened,” she said. “And I couldn’t think
about going through Christmas without buying her gifts. So then I thought, why don’t I buy the gifts as if I’m buying them for Holly and give them to needy children.” That’s when Maria thought it would be as if
Holly is giving the kids the toys. Maria received an outpouring of sympathy and support in the years since her daughter’s disappearance and it hasn’t stopped. This year, similar to last, all the toys and food will be donated to the Dovercourt’s Boys & Girls Club. Sheldon Taylor, executive director of the club, said he’s grateful Maria and George chose them as the recipient for the donations for the second year in a row. “It’s important for us, at our club, to see community support because in essence we’re a community organization,” Taylor said. “It’s nice when everyone comes together and supports the event.” The donations will be distributed through the club’s Christmas Hamper program, which makes food baskets for 350 families filled with canned goods, bread, turkey and ham, Taylor said. The toys will be given out
during one of its upcoming Christmas events. Maria said when it came to choosing the recipient of the donations this year, the Dovercourt Boys & Girls club was the obvious choice “They’ve been with us since Day 1,” she said. “When I found out they help all these families and all these less fortunate kids, we couldn’t think of anyone better to give back to.” Although plenty of toys and food items were donated Sunday, both Maria and George are still striving for bigger and better. “I’m never really satisfied until that stage is filled with toys. Every year that’s my goal,” she said. “Still to me, it’s not enough.” Maria said she has her sights set on having large corporations donate and be sponsors for the fundraiser, which she said have already approached her. “I expect it to be twice as big next year,” she said.

Small measures can make a big impact on the transit file
Write us
G
etting people moving in this city – on our roads and transit routes – is a complicated, political endeavour. Historically, the file moves about as fast as the traffic on the Gardiner Expressway during rush hour, ever frustrating commuters whose lives are impacted daily by the city’s choked arteries. That’s why it’s refreshing to see some immediate, tangible measures being taken to ease our traffic woes. Mayor John Tory’s recently announced initiatives are minor in nature compared to talk of mass transit solutions, but they make the best of a difficult situation by effecting change now. And when compounded over time, these little measures may add up to major improvements. At least something’s being done, and our view that action is breathing some new life into the transit conversation Toronto. It’s critical we conReview small in tinue to build on this momentum. Tory’s plan calls for several changes to things: the immediate towing of see effect cars and trucks illegally parked on major roads during rush hour, adding more arterial road cameras, ramping up the installation of re-timed traffic signals scheduled for next year, extending work hours on construction sites for large infrastructure projects and making private-sector firms pay more for the privilege of closing lanes and boulevards for construction. On Monday morning, Tory also made official the all-door boarding of the 504 King streetcar (though many streetcar operators have already been allowing this due to overcrowding). That same day, Toronto police launched their own anti-gridlock campaign to help get us moving. These initiatives are promising, but there’s still much to do. Long-term strategy is key and that’s already underway with a request for a SmartTrack feasibility study coming from executive committee last week. There needs to be ongoing public consultation. A review process also needs to be in place to see if these short-term measures are having the intended effect – something also called for by JeanPierre Boutros, a former city hall and TTC insider who spoke with us last week. Fixing the transit problem in Toronto is a big picture kind of dilemma. But these quick wins deliver some much-needed momentum at a time when the transit file’s been all but stalled at the gate.

How do you solve a problem like Mammoliti? The voters of Ward 7 returned Giorgio Mammoliti to office this year – in one of the least explicable electoral decisions this side of 2010. The long-serving city councillor is, after all, under investigation by police for a fundraiser that so egregiously violated the rules under which councillors operate, that council also docked three months of his pay. The one thing to say in defence of these perplexing constituents is that at least they don’t have a relationship with former members of the Sussex Group – a lobbying organization named prominently in the integrity commissioner’s report as contributing to the councillor’s $80,000 take from the 2013 fundraiser. The same cannot be said for Mayor John Tory, who hired two former members of the energetic lobbying organization as his senior staff: Chris Eby as his chief
david nickle the city of staff and Vic Gupta as his principal secretary. Those hires raised some eyebrows around city hall when it was announced shortly after the election. It wasn’t really a problem, until now – just a week after Tory pushed the appointment of Mammoliti to two influential (and potentially influence-able) bodies, the committee that appoints members of the committee of adjustment, and the board of Exhibition Place. Mammoliti has now come forward with a request to cover $48,000 in legal bills he’s accumulated, attempting to strike down the report from the integrity commissioner, and restore the $26,000 in pay he’s lost. The audacity would be shocking in any other

councillor than Mammoliti, whose torqueing of the entitlements of office has been almost a secondary career to the one he’s used as councillor. It’s still noteworthy – Mammoliti’s transgressions nearly always are – but it also resurrects uncomfortable questions about the embryonic Tory administration. One could sense last week that Tory and his team had realized they’d made something of an error, at least in supporting Mammoliti for the committee of adjustment appoint-
ment body. A motion by Scarborough-Agincourt Councillor Norm Kelly, to add more members to that committee (and so dilute the individual influence of each councillor) passed easily. The Exhibition Place appointment went through easily, despite objections from Councillor Mike Layton. None of this, of course, suggests that Tory or his team are actively behaving improperly, or that there’s anything legally wrong with appointing the dulyre-elected Mammoliti to boards and committees for which he’s eligible. But appearance is important in politics, and it sets a tone early in the term – and the tone that the mayor’s tacit support of Giorgio Mammoliti sets is a troubling one.

Coach House Sound surpasses crowdfunding goal HILARY CATON hcaton@insidetoronto.com With the help of the crowdfunding site Indiegogo, four young Toronto sound engineers – Max Cotter, Lucas Prokaziuk, Sebastian Palfery, and Aleda DeRoche – are set to open their own recording studio. The group plans to open Coach House Sound, a 600 square-foot studio, near Queen Street West and Elm Grove Avenue in Parkdale. As of Dec. 9, they’ve already collected more than $8,600 from 74 funders, surpassing their $6,000 goal. “It’s definitely injected a lot of confidence behind the project; seeing people care that much is pretty cool,” said Prokaziuk. The crowdfunding page describes the project as an accessible and sustainable low-cost, well-built recording studio and art space, which aims to reinvent mid-range studios. Although the area already has a few recording studios, including Noble Street Studios and Brass Coffee Sound, according to Cotter, what sets their recording studio apart is the business model. They’re not looking for private investors because that would change
their business model to be more profit driven, thus increasing the cost, but what they want to focus on is creativity. The plan is to subsidize their rent by making the space multi-purpose through alternative uses such as low-cost workshops that will teach the basics of recording. Through this method they’re able to pay for the majority of their rent, so when musicians come to record they’re paying for the sound engineer not the studio time and in turn reducing the overall cost. Cotter admits they were surprised by the outpouring of support the idea has so far with the page just being active for about two weeks. “We’re surprised in the sense that we’re so happy with how well it was received and how it resonated with people that didn’t know us. It was very positive,” Cotter said. The group needs $12,000 in order to create a web series and to afford studio expenses. On the crowdfunding site, $2,000 will create a web series, called Building Sound, while $10,000 is for sound equipment, sound proofing, electrical work and renovation materials. According to Cotter, the web series

is an added aspect that will serve as a how-to guide for aspiring recording studio creators. “We’re doing renovations ourselves, we’re learning every step as we go and we thought it would be an incredible resource if we could document that and offer that information as reference,” Cotter said. “If you do want to create a project like this, which we totally encourage, here’s everything we learned, here’s
every mistake we made that you hopefully won’t make.” Although the creators are young – Cotter, 22, Prokaziuk, 25, Palfery, 22, and DeRoche, 23 – they believe it’s their fresh “unjaded” perspective that will draw young musicians to their studio. “Age can definitely be a barrier, but at the same time I think part of the reason why we’re doing this, is it came out of a necessity for the kind
2015 ELANTRA
of music community we’re involved with,” said Queen and Dovercourt resident Palfrey. “We know a lot of people in our age group who are in bands who can’t afford to get great recordings, so I guess we’re addressing a need we see very close to us. Those people will respect our experience and not undermine us because we don’t have 10 to 20 years of recording experience.” The studio is expected to be up and running with their first client by mid-January thanks to choosing the crowdfunding route. By doing so, Cotter said it holds them accountable to deliver on what they set out to do. “The way we’re getting funding for this project, reinforces our commitment to the community and we’re responsible to deliver on that,” he said. “We’re pretty happy with the way things are going, we want to share this resource and by your support you can take part in bringing this thing into existence.”

Willis hopes to ‘untangle policies’ >>>from page 1 this stuff; I say that partly because when you look at some of the other people on the list, they represent much larger organizations and associations than I do.” Willis has been at PARC since 1999, and has led the organization to grow through initiatives such as Edmond Place, an innovative supportive housing facility on Queen Street West. He’s also an active member of the community and is involved with the Parkdale Business Improvement Association; is co-chair of the Mental Health and Addictions Populations Panel at St. Joseph’s Health Centre; and is also chair of the hospital’s Strategic Population panel. The Mental Health and Ad d i c t i o n s L e a d e r s h i p Advisory Council aims to provide advice on the province’s Comprehensive Mental Health and Addictions Strategy’s investments, promote collaboration across sectors and report annually
on the strategy’s progress. The strategy was launched in 2011 with a focus on providing more than 50,000 additional children and youth with access to mental health and addiction services. Now it has expanded to support the transition from youth to adult services. “People become quite m a r g i n a l i z e d by t h e i r mental health or addiction history and they become much more marginalized than Canadians would like to know or accept,” Willis said. “Generally people want to believe we have a social safety net or resources for folks that are struggling and need support or even treatment, and the difficulty is those resources aren’t nearly as accessible.” While on the council, Willis said he hopes to “untangle policies” that keep people in poverty without the ability to achieve their potential after experiencing a mental trauma and provide better care for them.
According to the Ontario Ministry of Health and LongTerm Care, it’s estimated 20 per cent of Ontarians will experience a mental health problem at some point in their lives, with one out of 40 Ontarians having a serious mental illness. According to Willis, people suffering from mental health issues and addiction who try to rebuild their lives quickly realize there are many hurdles to overcome with stigma and policies. “They could be in the health system, but also need the social services system for income support and looking for affordable housing and those three ministries have not historically worked well together,” Willis said. “I think the current goal is to figure out a way for them to work together. That’s certainly my agenda. If we can get those three ministries to understand the implications of their policies and improve the outcome for those folks, they’ll be able to live rather than just exist.”

Parkdale brand helping to sell clothing around the world HILARY CATON
hcaton@insidetoronto.com
Dubbed the Brooklyn of Canada, the neighbourhood of Parkdale is getting some recognition outside the country with the help of local clothing store Community 54. “People all over the world are repping Parkdale,” said Toronto partner Joel Reilly, who was introduced to Parkdale’s overseas status through his Korean distributor. “It was interesting to see somebody’s outside perspective on our little neighbourhood.” A c c o rd i n g t o Re i l l y, Parkdale has become a destination neighbourhood, whether some people want to recognize it or not, for the hip and trendy to not only get unique gear, but gear that is also branded with the neighbourhood name they know and love. Representing your neighbourhood on your clothing isn’t a new idea, different brands have had
cities stamped on shirts for years. But it’s the added step of naming specific niche neighbourhoods and giving them that extra recognition that has boosted neighbourhood pride recently. The Canadian company Tuck Shop recognized this and has all of Toronto’s neighbourhoods from the Annex to the Beach or Beaches (they have both) sprayed across its toques. Community 54, at 1275 Queen St. W., carries and produces its own clothing line that can be found in 250 stores worldwide, many branded with ‘Parkdale’ across the front of sweaters and T-shirts that its customers, locally and internationally, can’t get enough of. “We’re here because the locals support us, we get people from around the world coming to check us out, but besides that it’s a lot of local love,” he said. Community 54 first opened in Parkdale in 2011 and has a flagship store run by Reilly’s partners Daymon Green

Joel Reilly, Toronto partner with Parkdale clothing store Community 54, says Parkdale is gaining brand appeal.
and Jason Jacobs in the East Village in New York City. At the time, the Toronto store carried retro pinball games in the front and had a clothing store complete with sneakers and snapback hats as you travelled deeper into the store. Today the Community Coffee shop that locally roasts coffee beans in Parkdale can be found where the arcade games used to be.
Reilly says the mix of “hipster and homeless” and not being able to tell the difference sometimes is what he likes about the area and keeps it interesting. He’s lived in Parkdale for 15 years and has seen a lot of changes in the residents, with young families and artists moving in, as well as new housing developments. He said the reason the
Parkdale-branded clothing from Community 54 has received so much attention, with interviews in Vogue Korea and GQ, is due to the area’s eclectic mix of creative minds and its rough-around-theedges appeal. “Parkdale is really the epicentre of young people doing their thing, it’s a melting pot for arts in town,” he said, adding Parkdale is loved so much by its community because of the way it can sometimes be perceived. “We’re the riff-raff, we’re the forgotten neighbourhood in a sense. People who live in other neighbourhoods in the city look at Parkdale as gentrifying and they think it’s scary and dangerous, but not at all,” Reilly told The Villager. “There are people with challenges, but it’s the love in the neighbourhood that makes it exciting. It’s the challenges that Parkdale is facing that make it charming.” The shop is also well known in the community due to its involvement with other local groups, including the
Road Runners who use the backyard space for their runs, which also doubles as a graffiti gallery. “We’re not a street-wear store, it’s a community store, we support a lot of local brands as well, it’s important to us. Whether it’s art, jewelry, furniture or clothing.” It also helps local brands get their name out through its Finale Friday pop-up events, on the last Friday of every month. All of the store’s regular items are cleared out and about seven local brands get the chance to set up in the store and sell to the public all weekend. Whichever company sells the most by Monday will secure a section in the store for the whole month until the next event. “It’s a friendly competition, but also a learning process for some of these brands that have never been in retail,” Reilly said.

St. Francis Table doesn’t receive government or United Way funding ‘Why not give back to the community rather than clients’: Rhoddy >>>from page 1 “It’s a different aspect; we see food trucks around the city, but not all of them have a charitable plan and I think this is a great focus,” Frampton explained. Walter Rhoddy, the president of Rhoddy, an event marketing agency, said he approached St. Francis Table because they’re a community-based organization that runs solely on donations from individuals and businesses. “I’ve lived in the neighbourhood before and know the place and it was one of the first places I recommended,” said Rhoddy. “I know it’s definitely a place that could use the help.” St. Francis Table, a branch of the Capuchin Outreach To The Poor, doesn’t receive any funding from the government or the United Way. It simply asks for a $1 donation from those willing to give.
“
It’s a different aspect; we see food trucks around the city, but not all of them have a charitable plan and I think this is a great focus. – Brother John Frampton
The patrons that come to St. Francis are often post-psychiatric patients, senior citizens, single parents, refugees and the unemployed living on the streets. Rhoddy said choosing St. Francis was a choice he and his team supported 100 per cent because of the minimal donations it receives. Rhoddy already had a food truck from previous promotional events and thought why not give back to the community rather than clients this holiday season. “We were sitting around thinking, why don’t we do something for the
homeless or for those in need and turn that into an initiative we can continue on in the future,” Rhoddy told The Villager. So he brought a handful of employees and his wife Phyllis along to help set up, cook and hand out the meal. St. Francis first opened its doors in 1987 on Christmas Day; it’s open six days a week and serves an average of about 250 meals per day. According to Frampton, St. Francis Table is well on its way to its goal of 1.2 million meals served with about 1.1 million served to date. “We usually get 100 to 120 people when we’re open,” said Frampton. “There’s usually a line up out the door.”

PrideHouse Toronto making Pan Am inclusive PAN AM MEET JUSTIN SKINNER jskinner@insidetoronto.com When the Toronto 2015 Pan Am/Parapan Am Games descend on the city, the 519 Community Centre and Church Street will do their part to welcome LGBTQ athletes, families and supporters. PrideHouse Toronto (PHTO) will see live sporting sites up and down Church, shows, beer gardens and patios peppered throughout the ChurchWellesley Village. “ We wanted to do something just as great or better (than the Vancouver Games PrideHouse),” said PHTO spokesperson Ryan Tollofson. “We wanted a safe space where people could come and celebrate LGBTQ inclusiveness and celebrate the athletes.” PHTO will include a pavilion at the 519 where people can gather to watch the games, art installations, and casual sports games
breaking out at intersections in the area. “We’ll also have pavilions at Nathan Phillips Square and the CNE, plus 16 ambassadors across the province – mostly in the GTA – to do outreach,” Tollofson said. With funding from the City of Toronto, the province of Ontario and CIBC, PHTO aims to provide something for fans of every stripe. Pan Am Games CEO Saad Rafi said the inclusion of PHTO would help ensure the event is as inclusive as possible. “Inclusion and diversity in sports is something Canadians have shown leadership in and we want that to continue,” he said. “It’s important to get the message (of inclusiveness) across to people coming from across the Americas to this region.” Raffi added, in this way, the Toronto 2015 Games can be more than a celebrated sporting event.
“We hope to use sport as a catalyst for social inclusion,” he said. “Through sports, arts and culture, we want to help people understand that we may have differences, but we’re all struggling with the same issues.” “ While the Games themselves are vitally important, they’re also a catalyst for discussions we have to have.” Former Olympic gymnast Kristan Burley, who represented Canada at the 1996 Atlanta Games, welcomed the opening of the new space. He noted sports are not known for being inclusive, and he himself did not come out as a queer athlete until he retired from the sport. “At that time, LGBTQ issues weren’t something you openly talked about,” he said. Like many athletes across the sporting spectrum, he said he was not comfortable sharing his sexual orientation for a
BECAUSE ST. JOE’S ALWAYS TAKES CARE OF ME
variety of reasons. Among them is the fact that many judges in gymnastics hail from countries where LGBTQ rights are virtually nonexistent. “Hearing the comments from a gymnast from Greece who came out after dominating at the ‘96 Games, the international persecution was horrible,” he said. B u r l e y, w h o l i v e s downtown, said it can be draining for athletes to feel forced to hide a huge part of who they are. That, in turn, detracts focus from their training, their sport and their team. “To be on any Olympic team takes every ounce of your focus and your ability,” he said. “To be your best, you have to be able to be yourself. Things are better now, but sports always seem to be behind in these things.” For more information about PrideHouse Toronto, visit www.pridehouseto.ca

transit
All-door boarding on King streetcar will help move commuters: Tory RAHUL GUPTA rgupta@insidetoronto.com
conference Monday near the intersection of King Street West and Strachan Avenue accompanied by new TTC chair Josh Colle, CEO Andy Byford and local city councillor Mike Layton. POP will be in effect on King from Mondays to Fridays between 7 a.m. and 7 p.m. By the end of next year that could expand to all hours of the day, seven days a week and on all 11 streetcar routes – but only if council ultimately approves the TTC’s budget request to hire 80 additional fare inspectors who board transit vehicles at random stops to check if riders have paid their fares. Currently that practice is in place on the 501 Queen and 510 Spadina routes. The decision to allow POP makes legitimate a practice TTC streetcar operators already allow on King, admitted Byford. “This way it’s much clearer and not ad-hoc, and customers know what to expect,” Byford said.
Allowing 60,000 daily King streetcar riders the option to board from any door will have a significant impact on reducing transit delays, promised the mayor. Appearing alongside TTC brass to announce all-door boarding as of the new year, Mayor John Tory, who last week announced a city-wide plan to reduce traffic congestion, said switching to a proof-of-payment (POP) system – allowing for boarding from any entrance with a valid transfer or transit pass – will reduce by half the time currently required for a streetcar to service a stop. He said the result will be faster trips for King Street transit users. “Starting Jan. 1st, their commute will be shorter and easier. They will get to work sooner, and they will get home to their families faster,” said Tory during a media
Layton, who was lauded by Tory for advocating for better 504 service, welcomed the switch to all-door boarding. But the Trinity-Spadina councillor said King’s traffic problems won’t be fundamentally addressed until the number of cars is reduced. Since the morning a n n o u n c e m e n t t ra n s i t observers have questioned how effective all-door boarding will be in dealing with streetcar delays. Line Six cofounder Brett Chang is not one of them. “Any kind of improvement on King is a good thing, and we encourage it,” said Chang, who in the fall helped launch the crowd-funded bus service for Liberty Village commuters fed-up with overcrowded and oft-delayed King streetcars. Chang said Line Six will re-launch in mid-January an expanded version of its shuttle service, which will allow riders to book trips to and from Union Station using their smartphones.
Transit set to wGOGO hike fares Transit riders should brace themselves for a fare hike in 2015. The regional transit agency is recommending Metrolinx’s board of directors, scheduled to meet today, approve a tiered fare increase to take effect in February. For the first time, GO wants fares to be determined by calculating total distance traveled. For example, the minimum cost of $5.20 for a oneway trip would increase by 10 cents, while it will cost 50 additional cents compared to 2014 for fares exceeding $8.25. The fare hike works out to an average of five per cent compared to 2014. BIKE SHARE GETS NEW wToronto’s CORPORATE SPONSOR city-operated bike share service has a new corporate sponsor and, it would seem, long-term viability. This week, Mayor John Tory announced TD Bank will partner with Bike Share Toronto, a move he vowed
rahul gupta TO in TRANSIT would allow the cashstrapped bike rental service to remain sustainable for at least the next two years. Despite record ridership, Bike Share, when it was known as BIXI Toronto, still needed a bailout in 2013 from council to not default on a city-backed loan of some $4 million. Last year BIXI also reported it could not meet its annual operating expenses of $400,000. ANNOUNCE wTheTTCRIDERS BEST AND WORST advocacy group TTCriders announced the winners of its annual awards showcase commemorating the naughty and nice when it comes to transit. TTC CEO Andy Byford was named 2014’s Transit Champion for his efforts pushing for better transit funding. He accepted the award in person at TTCriders’ end-of-year
party Thursday, Dec. 4. As the head of the only G8 country without federal dedicated funding for transit, Prime Minister Stephen Harper was named Transit Troll of the year, beating out Ontario Premier Kathleen Wynne and councillors Doug Ford and Giorgio Mammoliti for the “honour”. TTC WON’T MEET wDespite GROWTH TARGETS beating last year’s all-time high, the TTC will not meet its ridership growth projections for 2014. The transit commission had hoped to reach a threshold of 540 million rides this year, representing growth of three per cent over 2013, but it’s expected to fall five million short. In his monthly performance report to the TTC board, TTC CEO Andy Byford said 2014’s final ridership tally will still exceed last year’s record total of 525 million rides. Tory talks on identified priorities now that he has taken office DAVID NICKLE dnickle@insidetoronto.com Just over a month ago, John Tory was elected Mayor of Toronto – and just days ago, he took an oath to become amalgamated Toronto’s fourth mayor. In the weeks following the election, Metroland Media Toronto compiled a survey, of a year’s worth of promises, debate and revelation from the marathon mayor’s race and presented them along with a promise that we would hold the new mayor to both commitments he made, and needs he acknowledged. Over the next four years, we’ll be talking with Tory and others from time to time, to see how he’s doing, in four broad areas: Leadership (On repairing a council – and city – divided); Diversity (On building a city ‘where no one is left behind’); Intergovernmental Relations (chief salesperson, head shamer); Transportation (On becoming unstuck). On Dec. 1, only hours after
Tory took his oath of office, the newly-minted mayor sat down with Metroland reporters David Nickle and Mike Adler, for the first of those conversations. Tory made his first step toward repairing the fractured politics on the floor of Toronto Council by selecting his executive committee and recommending key posts. He has taken criticism already from the left on council for creating an inner circle that lists heavily toward the right and the suburbs, with prominent right-ofcentre councillors holding the majority of positions on the executive committee and left-wing councillors left on the outside. Tory disputed that take on his move. “I took people like Ana Bailao and Mary-Margaret McMahon. They’re both from downtown Toronto and they are both seen as opposed to being on the centre-right – more the centre left if you look at their voting records. If you look at who I nominated

to be deputy speaker (Don Valley East Councillor Shelley Carroll) she certainly isn’t on the right,” said Tory. “If we look at my nominations – Pam McConnell being nominated as a deputy mayor – in that little group I’m going to meet with. I view it all as very important,” he said. Tory maintains that he will be running an inclusive
administration, irrespective of who sits on his executive, which he points out has only 12 spaces for a 44-member council. And he said that he would take a ‘healing’ approach to bringing the city itself together. “This is not a marriage broker and not a divorce lawyer – this is a marriage
councillor,” said Tory. “If you asked me how could you reduce the feeling of isolation people might have, well, get results on things bothering people in those areas helps a lot.” It is early days, and Tory hasn’t had the opportunity to turn his mind to the issues that were raised during debates by newcomer entrepreneurs who said they felt shut out from the city’s procurement policies. Tory said he would rely on city staff to help rectify that. “The best way to get for example minority-led businesses involved in procurement is you indicate to the staff that it’s a priority,” said Tory. “But I think it’s a more complicated process than to sit here and give some glib answer. In competition for jobs, you make sure people who have given characteristics haven’t been shortchanged.” As Tory himself pointed out, his first act as Mayor of
Toronto was to visit Queen’s Park and sit down with Ontario Premier Kathleen Wynne. Tory said in the interview that he intends to meet with Prime Minister Stephen Harper before the end of the year. For now, Tory is characterizing both relationships as cordial – and while it may come time to “shame” other levels of government into making good on funding for transit and housing infrastructure, the time is not now. He said the meeting with Wynne led to some agreement on principle, but no promises. “Did we move the yardsticks of her saying she’ll give me a cheque for X amount of money? No. Did we have a discussion where she sees it as something we have to do with no threats of shaming necessary? Yes. For our first meeting I was thrilled we were able to immediately have discussions about things we will do.”
