Supervised Injection Services (SISs) are nowhere to be found in Ontario, but that hasn’t stopped a panel of 34 residents from coming together and creating a report to guide policymakers should SISs come to the province in the future. The Toronto Residents’ Reference Panel on Supervised Injection Services report, which was funded by the Toronto Central Local Health Integration Network (LHIN) and commis-

sioned by West Neighbourhood House (WNH), a non-profit social service agency, aims to discuss the implications and prospective community concerns of SISs. about the history of African people in Canada, which she has compiled into a book and recently self-published. The book is called Berbician Griot. ‘Berbician’ refers to people who were born in Berbice, a region in Guyana, South America, where Browne was born. And ‘griot’ is a West African historian, storyteller, praise singer and poet who has the history and tales of the community memorized. “They could tell people their ancestry going back generations,” Browne said. “And that was passed down from generation to generation.” The book is a compilation of articles Browne wrote between 2002 and 2009 about African history, the African continent and the diasporas, including Canada, the Americas and Europe. “My interest in African history comes from childhood stories of African history, especially from my grandfather who was Pan-African,” Browne said. “Because of the

With the knowledge of the rich history African people have in Canada would come inclusion, community and understanding, Browne said. “Understanding the history benefits us because people will not feel they have to justify who they are or have the daily struggle of feeling like they have to prove they are just as good or just as Canadian,” Brown said. Far too often, Browne said, the assumption is made that because a person is of African decent, they are not Canadian. “I want people to stop assuming that because you are African, you can’t be Canadian,” Browne said. To that end, Browne has penned a number of articles

culture of storytelling, there were gatherings of people where they would tell stories of where their ancestors had been taken from and enslaved in North America, Central America, South America and Europe.” As an adult, Browne said she realized there are many people, not just in the African community, who didn’t know anything about African history and it compelled her to start writing articles about African people in Canada. The book opens with an article about Mathieu Dacosta, who came to Canada with the Champlain expedition in the 1600s. From there, Browne writes about Olivier Lejeune, a child of six or seven years of age who was kidnapped from Madagascar and brought to Quebec and sold into slavery. who were for sale by Peter Russell, the administrator of Upper Canada preceded by John Graves Simcoe. “A lot of people don’t know that there was this history of slavery here in Canada,” Browne said. “My hope is people will read and be educated and understand Africans have been here in

the 1600s.” Browne lives in the Regent Park area and has been an active advocate for education and human rights in the Parkdale area for more than 20 years. In 2014, she was the children’s program support worker at Parkdale Project Read, a not-for-profit lit-

eracy organization in south Parkdale, where she will hold the book launch for Berbician Griot Feb. 21. The choice of date and space were quite deliberate, Browne said. Firstly, she said holding the book launch during Black History Month, or African Liberation Month as Browne calls it, seemed fitting and she hopes the launch will add to the conversation about the history of African people happening around the country. As for the venue, “I think (Parkdale Project Read) is a really vibrant community,” Browne said. “The enthusiasm of the people who come into this space is inspiring and encouraging. I just think it is a good space to have the launch.” The book launch begins at 1 p.m. and is open to the public. Browne will be reading from the book and doing a book signing. Tarantino looking forward to art fair HILARY CATON hcaton@insidetoronto.com After spending four years outside the art world, Sandra Tarantino is ready to get back in the game to showcase her latest work at the 2015 Artist Project Contemporary Art Fair. “It’s great. It’s kind of like a little bit of a comeback show for me,” she said. “Now I’m trying to get back at it.” Ta r a n t i n o t o o k a break from showing her art full time to raise her two boys, but never completely stepped away from her work. The Queen and Roncesvalles resident is currently an art instructor at the Avenue Road Arts School and at Arts for Children and Youth. away from that artistry,” Tarantino said. “I found stepping away from it for a little bit was good and I’m feeling the itch to get back into it and experiment on my own without any kind of pressure of having to create a body of work for someone else.” This is the eighth year of the threeday Artist Project Contemporary Fair set to take over the Better Living Centre at Exhibition Place from Feb. 19 to 22. The show will give attendees the chance to meet and buy directly from more than 250 emerging and midcareer artists. This is the fifth time Tarantino will be participating in the art fair. She’ll be showcasing her curved canvas acrylic art pieces, a style she’s been creating for the past 15 to 20 years. “It actually stems from being at OCAD,” she said. “One of the instructors there, for one of our art projects, told us not to create a square canvas art piece, but to shape it somehow.” Tarantino came up with using curved pieces of wood and adhering canvas to it. The curves range in shape and size, and sometimes can include more than one piece of canvas to create one work of art. On the canvas, Tarantino often includes people who appear to be

plucked from a crowd, she said. “I’ll go out and randomly take images of people in crowds,” she admitted. She then draws them on the canvas and then fills them in with fine brushes and acrylic paint. They’re often spread out over the canvas with a minimal background, but this year she’s spicing it up. “Abstract expressionism is what I’m working on now. The new pieces in the show have a play of paint,” she said. “I pour paint and do different designs that play on the curves of the piece, I’ve enjoyed playing around with that. “There’s still people in the images, walking around and doing things within the pieces.” With the exhibition quickly approaching, she said she can’t wait to get back to doing shows where there’s interactions with customers buying the piece. “You can talk about your own work, it really plays a part in somebody purchasing a piece because you do tend to build a relationship with somebody and get to know them,” she explained.

Gallery owner acquires acclaimed photos, but can’t show them HILARY CATON hcaton@insidetoronto.com Ever since Parkdale gallery owner Stephen Bulger read a New York Times article about street photographer Vivian Maier, he’s been fascinated by her. “I just became intrigued with the story of her as well as the quality of pictures I was able to see,” Bulger told The Villager. “I’m just quite fascinated that she would keep her talent such a secret for such a long time. It’s quite unusual and that intrigues me.” His intrigue pushed him to purchase a portion of her collection from another art collector, Jeffrey Goldstein, on Dec. 17. Bulger Gallery, 1026 Queen St. W., is now in possession of about 17,500 negatives of Maier’s photos, equating to roughly 15 per cent of her life’s work. It’s an amount Bulger said “isn’t that much,” considering she’s produced more than 100,000 negatives as a street photographer. “I think a lot of us thought we saw all the great pics of the ’50s and ’60s and then here comes this entire archive that none of us had ever seen that’s filled with a number of excellent pictures,” Bulger said.

For about 40 years, Maier worked as a nanny, mostly in Chicago’s North Shore, during which time she took more than 150,000 photographs, garnering her the “nanny photographer” moniker. She became well-known in the art world for her outstanding street photography that included self-portraits, portraits and architecture from places such as New York City, Los Angeles, Chicago, Italy, Shanghai and Bangkok. Two years before her death, Maier had her photographs, audio recordings and 8mm film in a storage facility that she could no longer make payments on and was soon auctioned off. Her work was bought by three art collectors, one of them John Maloof who’s now in possession of 85 per cent of her work. For a few years, Maloof was able to promote and sell her work through books and even directed the award-winning documentary, Finding Vivian Maier, which has been nominated for a 2015 Academy Award. After her death, he sought out her closest living heir, Sylvain Jaussaud, Maier’s cousin, to sign over the rights and he did. However, in June, lawyer and photographer David C. Deal claimed in

court that he had found a closer heir to her work than Jaussaud. His name is Charles and, according to Bulger, he’s Maier’s brother. The problem is, no one has heard of or seen Charles since the ’50s. “He’s been presumed dead by many people,” Bulger explained. Cook County, Illinois – the town where Maier died in 2009 – has complete control of Maier’s estate and the copyrights of the images, for now. “Cook County feels that for them to do due diligence they should do

what they can to locate him,” Bulger added. “He has about six to seven years to come forward.” Thus acquiring the art comes with a catch. Bulger and Maloof can’t sell or even show the works they bought in galleries or online. No one can, now that it’s caught up in a complicated copyright legal battle. With legal matters becoming costly, Goldstein sold his negatives to rid himself of the trouble and

legal fees. According to Bulger, the negatives turned out to be more than what Goldstein wanted to deal with and has become a very stressful situation for him. Bulger has Maier’s work in an offsite preservation facility in hopes that one day he can show the world more of her work. If he had his way, he said he would bring the entire collection together with Maloof and promote her work as best he can because there are still many who don’t know who she is. “It’s really the only way for people to get an understanding of the photographer and see everything,” he said. “My business is about promoting photographers and hopefully I get a chance to promote her like she’s been over the years but that remains to be seen.”

Feds smart to back SmartTrack

r. Mayor goes to Ottawa, and with him a pitch for those in our nation’s capital to consider his SmartTrack transit plan, the key plank in John Tory’s run to become mayor of Toronto. With the city already on shaky budgetary/financial footing – Toronto is to borrow from itself to fill the 2015 budget hole, and City Manager Joe Pennachetti is looking at ‘new’ revenue tools to fund growth – all levels of government need to step up. Especially when considering how much money Toronto sends to Ottawa and Queen’s Park. Tory’s Tuesday and Wednesday itinerary includes meeting with Liberal Leader Justin Trudeau, NDP Leader Thomas Mulcair, federal Minister Lisa our view Transportation Raitt and several Toronto MPs. are discussions that must Keep transit These happen – something Tory started on minds of with Prime Minister Stephen Harper in December, shortly after our MPs being sworn in as mayor. Whether Harper drops the writ before the fixed Oct. 19 federal election date is uncertain, but it is time to start talking transit with our local MPs – and it’s their job to bring our concerns and ideas to Ottawa. Transit has been one, if not the main municipal issue for nearly a decade. With that comes the necessity to keep that discussion going on a daily basis. Not just during elections. Transit issues stretch beyond Toronto because the city is an economic generator for the entire country, and congestion is an economic killer – the social and economic costs across the Greater Toronto and Hamilton Area are estimated at $6 billion annually. The federal leaders have been in Toronto recently – making announcements, shaking hands – so it’s obvious interest in Canada’s largest city is there. SmartTrack will not solve the entire issue; however, getting people around the city more quickly on transit will help take some cars off the streets and quicken commuters’ trips. Tory has often repeated his position that the federal government needs to sign on to a 10-year agreement to fund transit in big cities across the country, and that SmartTrack should be next on the prime minister’s list. It is now our responsibility to make sure that position extends to our doors, when federal hopefuls start knocking. It is up to us to make sure transit – not just Tory’s SmartTrack – stays top-of-mind leading to the federal election.

City manager Joe Pennachetti’s long goodbye There must be something liberating in the long goodbye. Just look at Joe Pennachetti, Toronto’s long-suffering and everefficient city manager, who agreed to hang around for a few months after his planned retirement to help Mayor John Tory make a budget for 2015. Pennachetti’s been good to his word – directing first one staff budget and then another, once the political realities of provincialmunicipal relations became apparent. Last week, Pennachetti delivered that second one with a neat fiscal flourish, forgoing a loan from either province or bank to “borrow” money from Toronto’s own capital investments. The plan raised some eyebrows but got Tory out of a pickle, made by the failure of his fledgling administration to negotiate a good deal with the

david nickle the city provincial government to soak up $86 million in lost revenue in time for March. It is unlikely that if Pennachetti were planning on staying longer than a month or so he would have delivered his third piece of parting advice as he did. Act now Toronto, he said, needs to look at new sources of revenue, and it needs to do it now. The City of Toronto Act is under review, and with strong council support it is possible the province might allow Toronto to find sources of revenue beyond the ones it has now: specifically, a sales tax. That new source of revenue could make a dramatic difference in the city’s finances – allowing it to deal with its crush-

ing public housing and transit responsibilities, and manage everything else on its own terms. Shelley Carroll, who served as budget chief under former mayor David Miller, is going to bring forward a motion on the plan. Tory, meanwhile, is united with his budget chief Gary Crawford in thinking it a terrible idea. On Tuesday, Tory told reporters that first he wants to find some efficiencies and get some money from the federal and provincial government. New revenues should only be considered after all that’s failed. Tory’s nervousness is understandable. Even the pro-revenue Miller got cold feet before too long facing the opposition that comes with new revenue tools. In 2007, he just stayed home from the public consultations on the prospect of new taxes, leaving poor

Pennachetti to work on his grey hairs alone fielding snark about land transfer taxes and vehicle registration taxes in meeting halls across the city. It’s understandable, but it’s not acceptable. Toronto council is on its way to approving a budget that is built on short-term profligacy, paid for over time. It’s like raiding your kid’s college fund to get a new car: if you have any hope for pleasant holiday dinners and visitors at the retirement home, you’re going to have to spend the next few years cutting other things you may need – or go get a better job to pay it back in time. Or you could do both – cut back on frills and get some more money. That’s the gist of the parting advice from the guy who knows.

Sutton said their choice of sites will be based on Gillingwater’s report on the state of the sculptures, which is expected to be complete by the end of February or early March. Possible criteria for future sites include accessibility and space and ease of access by the public. Potential sites include remaining on the Exhibition grounds, which is the cheaper option according to Sutton, but she said they will consider other sites such as a linear park at Ontario Place or even at Philosopher’s Walk on the University of Toronto’s St. George campus. Since the initial meeting last month, Sutton said she was “cautiously optimistic” about the working group based on the goals it has set, however, she said she is still concerned about the length of time it could take to move the sculptures off of Muzik’s property, where they have been fenced in since 2008. Ac c o rd i n g t o Yo u n g , Muzik’s property owner Zlatko Starkovski is “willing to consider” amending the lease, which would allow the sculptures to be moved off of his property. “They won’t give it (the sculptures) up easily... That’s my view on it. I’m wondering how long that will take,”

she said. “This could be stalled out for a couple of years and I don’t have any faith in this actually happening until I see something in writing because right now it’s just hearsay.” The Villager was told Muzik’s property owner Zlatko Starkovski is out of the country and not available for comment. According Young, an “optimistic time frame” for having the sculptures moved to a public space is fall 2015. “I have no idea how long it would take. City council still has to approve the amendment of the lease and that could take up to three to four months,” Young explained. Sutton is also requesting the sculptures that have been severely damaged be moved this spring to a studio to be repaired and remain at the chosen studio, and

establish regular scheduled public access to the collection, either on the first Friday afternoon of every month or the third Sunday morning of each month starting in April. Sutton said she plans to raise her requests at the next board of governors meeting at the end of this month. That meeting should also include plans to review terms of reference for the working group, establish solid criteria for future sites and hear from Gillingwater about how much space is needed for a collection this large. She said she hopes for tangible progress during the meeting, but if not, she said she has made arrangements to seek out legal counsel if necessary.

City tables revisions to Hanna and Liberty condo development

Councillors Paula Fletcher and Mary-Margaret McMahon delivered a lectern and speaker’s mallet hewn from the branches of the famous Maple Leaf Forever Tree last week. The political tchotchke are just two of the objects artisans have crafted from the silver maple tree that had stood on Laing Avenue in Leslieville for more than 100 years. The tree is said to have inspired Alexander Muir to compose The Maple Leaf Forever – a song that for many Canadians stood for the country’s national anthem before the introduction of O Canada.

The offer also includes section-37 input of $250,000 be paid to the city toward securing and/or constructing community services and/or facilities within the general area of 99 Atlantic Avenue. A construction manage-

ment plan must be submitted prior to the issuance of the first above-grade building permit and the developer must enter into a Heritage Easement Agreement for the property to ensure heritage preservation. Alleviate concerns If accepted, the offer could alleviate some residents’ concerns about some of the construction noise and pollution the two-storey retail building would have created in front of Toy Factory Lofts located directly across the street from that particular build site.

The report issued last month used Toronto’s drug strategy and peer-reviewed research to form the basis of the report. In order for SISs to operate legally in Ontario the federal health minister of Canada must offer an exemption to the Controlled Drugs and Substances Act (CDSA), and according to the report both the federal government and the Supreme Court of Canada have taken up the issue and the importance of community input on the issue. The report offered potential community concerns regarding SISs, which include whether or not the service is effective at all. According to Fair, the panel agreed there is strong evidence SISs have positive health benefits for people. “It reduces overdose

deaths, HIV, Hep. C and infections. It’s also a good avenue to treatment and encourages people to reduce, and try to find ways to help the person manage their addiction,” Fair said. “It’s establishing a link to health professionals who are making sure they’re injecting safely and keep an eye on things. That starts a relationship that can help create pathways to treatment, which is obviously another really good outcome.” Although the report doesn’t choose a side regarding whether SISs should operate in Toronto, it solely focuses on describing how Toronto residents believe the public should be consulted and how their concerns will be addressed. This includes the recommendations that: a SIS requires community input, but not consent; the service should be located within an existing heal care facility; any SIS established in Toronto should be part of a balanced

and coordinated approach to drug use; the first SIS should be executed with high public transparency and oversight; and any SIS established in Toronto should consult local residents about the perceived negative consequences of a SIS and measures that could address them. According to Fair, the report has already gone to the provincial government for them to look over if an application for a SISs comes forward, in order to make a balanced decision that takes into consideration the diverse view points of the community. “This is all a preliminary step to the consideration and decision to a SIS (possibly) coming to Ontario, specifically Toronto,” Fair said. “We believe there will be organizations looking to bring SIS to Toronto. There is a need for this.”

Playing for Keeps for Pan Am Games w JUSTIN SKINNER jskinner@insidetoronto.com Between the athletes’ village – which will become housing for Toronto residents – and a variety of new sporting venues, it’s certain the Toronto 2015 Pan Am/ Parapan Am Games will leave a legacy. An initiative known as Playing for Keeps (P4K) will ensure that legacy consists of more than just buildings. On Feb. 7 and 8, P4K trained a new cohort of volunteer ambassadors at George Brown College on Adelaide Street, giving them the skills they need to become community leaders and organize their own neighbourhood games. “One of the things we do at the Toronto Foundation is seize opportunities to connect philanthropy with community needs,” said Rosalyn Morrison of the Toronto Foundation, one of a variety of community organizations working to make P4K a success. Morrison noted the city’s

Vital Signs report showed health is on the decline in Toronto, but the problem runs beyond simple physical wellness. “What it showed is that we’re seeing a diminished sense of belonging in the city and that’s something we were concerned about,” she said. P4K aims to fulfill four simple objectives: The initiative seeks to provide opportunities for youth to become leaders in their communities and have their voices heard; get people to be more active; foster a sense of belonging; and bring the city together. It was born out of the Ontario 2012 Summer Games, with 160 youth, newcomers and longtime residents taking on roles as volunteer ambassadors. They received training, with the caveat that they had to organize a community event of their own. “People get to learn about themselves, what it takes to be a leader and what it means to be a citizen,” Morrison said. “They organized neighbourhood games that included

everything from soccer to Ping-Pong to knitting circles. People can also access $50 microgrants to help make the events happen.” Deborah Kirkegaard got involved with P4K back in 2012 and instantly loved the initiative. She joined largely because she wanted to reconnect with Toronto after feeling she had fallen out of touch with it. Kirkegaard noted the commitments made by those who get involved are anything but onerous. “The main commitment – the most important commitment you make when you become a volunteer ambassador – is holding a neighbourhood game in your community,” she said. “You bring new events into the community that are healthy and fun.” P4K is still looking for volunteer ambassadors, and for participants for the various events coming up.

Lawrence Market neighbourhood attended an information session Feb. 11 to discuss the impact of traffic in the area during the Toronto 2015 Pan Am/ Parapan Am Games. Similar meetings are scheduled for other parts of the city where there are Games venues and events planned. Doug Spooner, a member of the Games’ transportation planning committee, said a traffic management strategy for the Pan Ams has been in the works since 2011. Am/Parapan Am Velodrome played host to the national and international cycling events last month. Community members had their first look inside the building, which features basketball and volleyball courts in the infield and a walking track around the upper levels. Canadian Olympian and Tour de France legend Steve Bauer attended the event.

Pan Am family Fun wFamilies at Casa Loma were invited to take part in Family Day weekend events at Casa Loma to celebrate the excitement of the Toronto 2015 Pan Am/ Parapan Am Games. There were interactive sports and cultural activities with Team Canada athletes, gymnastics demonstrations, cultural arts and crafts, dance workshops and more.
