City looks to rooming house model in Parkdale HILARY CATON hcaton@insidetoronto.com An investigation into the city’s state of rooming houses, both legal and illegal, could be looking to Parkdale as a model for the rest of the city, as it begins to shape a report for city council’s June executive committee. “We’ve come an awful long way (in Parkdale),” councillor for Ward 14 Gord Perks told The Villager. “This is an issue the neighbourhood has been struggling with since the mid-1970s, believe it or not. Now, finally, we’re having the conversation (city-wide). City staff are looking to include lessons learned from Parkdale as we discuss all the illegal rooming houses in parts of the city.” Currently, only the formal City of Toronto, such as Parkdale and Cabbagetown, allow rooming houses, while in other areas with more suburban sprawl like North York and Scarborough it’s illegal. According to Perks, an “intensive process to bring rooming houses up to standard” and open them up to yearly licensing registration and inspection was done in Parkdale. HILARY CATON hcaton@insidetoronto.com Getting your artwork into an art gallery can be tough, but according to Julie Crooks, co-founder of Black Artists’ Network Dialogue (BAND) Gallery and Cultural Space, it’s even harder for black artists. “I think black artists have always been on the outside, they’ve definitely been here, there isn’t a lack of, but there is a struggle and there continues to be.” BAND Gallery, which opened last year at 1 Lansdowne Ave., has a sixperson board dedicated to developing programming for emerging and mid-career professional black artists and providing a venue for them to showcase their work to the public. “We found there to be a lack in the city for such galleries or organizations that look after the needs of artists of color. It’s not to say they’re not being shown at all, they are being shown, it’s just not at the level it could be,” said Julie Crooks, one of the gallery’s founding board members. To help get black artists’ artwork exposed to a wider audience across Canada, over the past three years BAND has teamed up with TD Canada Trust to celebrate Black History Month through its Then & Now series that spans various disciplines from artwork to theatre to symposiums.

The events happen in six Canadian cities, including Ottawa, Halifax, Toronto, Montreal, Vancouver and Calgary. “It’s interesting to have a corporate sponsor to provide funding. It’s a very rare opportunity,” she said. “The most important thing is to have your work out there and be true to the work and continue to be motivated by the engagement with your audience. An artist needs a critic to engage with the work because that benefits the work, it benefits the artist, otherwise you’re in a vacuum.” According to Crooks getting black art to a wider audience through noted galleries in Toronto is no easy task. “It’s all about open-mindedness,” she said. “If an artist’s work deals with race, identity or oppression, that’s OK. People should be very open about the work based on the skill of the artists and what the artist is trying to say. If they (other galleries) can do that then I think that’s a really important step.” With only a handful of galleries displaying artwork by black artists, it only contributes to society’s narrow perception of “blackness,”
she said. “The whole notion of blackness is so wide, it’s not this one-dimensional idea. It’s complex, there’s a multiplicity and that’s what you want to be able to show that there isn’t just one idea; that there are many stories and approaches that artists are doing for people to embrace and to criticize,” Crooks told The Villager. “Sometimes there is a disconnect between what a particular gallery is interested in and what the artist wants to engage with in their work and the kind of messages, thematically, they want to send with their work.” Although that is BAND’s focus, to show that multiplicity through various art platforms, she said artists should be working on getting their collections into a variety of galleries, not just ones that focus on black artwork. “It’s more important to get into any kind of gallery because it’s not about getting into a black gallery, it’s about getting into a gallery, period, so people can see your work,” Crooks said. Exposure, she said, is the key to any artist’s success in the industry. Exposing their art to a wider art market is extremely beneficial to any artist because it leads to opportunities such as mentorships, more training or even residencies with major institutions, she added.

Ashaz Sabir’s caring and giving heart gets him Junior Citizen nomination HILARY CATON hcaton@insidetoronto.com At seven years old, Garden Public School student Ashaz Sabir said he feels compelled to help others around him, whether it’s his three sisters, Sarah, Simrah, twin sister Ruby, his mother Shirin, or complete strangers. “I feel happy when I help (others),” Ashaz said. “It makes me feel good and other people feel good, too.” Ashaz was nominated for the Ontario Junior Citizen of the Year Awards, produced by the Ontario Community Newspapers Association (OCNA) and received a handful of nominations from the people he has helped. Although he didn’t win, he said he’s still excited about the nomination and plans to bring his certificate to show his teachers. His helpful attitude can be seen at school, where he holds doors for children and teachers after recess, he puts chairs away and helps tidy up

the classroom. At home, he helps out around the house as much as he can, making beds, setting the table, carrying heavy groceries, reading to his sister – he even cleans. “He’s the biggest cleaner in the house and he’s selfmotivated,” Shirin said. “He helps a lot everywhere and doesn’t need to be told. Sometimes I have to tell him don’t do so much work, stop now.” But his helpfulness was crucial in November when his mother was diagnosed with thyroid cancer and had to have surgery to remove it. “At the time he said he wanted to be a doctor,” she said. “When I asked him why, he said ‘So I can help you mom,
so that you never die.’ He has such a caring and giving heart.” According to Shirin, his inherent need to help others runs in the family, she said. “Ashaz carries the spirit of his grandmother, Ruby Moosa, who was known for her kind heart and helpful nature,” Shirin wrote in her nomination letter. She told The Villager he also sets a good example for his siblings, by being so selfless and helpful. Ashaz is currently a junior volunteer at the Ismaili Mosque on Dundas Street West. There he helps serve snacks, rolls up carpets after prayers and greets everyone as they come in. He also helps seniors to and from their cars and does is it all with a big smile. When asked why he likes to help others, Ashaz responded simply that, “it’s better than video games because it’s like you’re involved. You get to do it, instead of the (character in a) video game.”

When he’s not helping others, Ashaz is off enjoying the things he loves to do, like playing soccer, going swimming or practicing on the piano. He also likes playing checkers and chess and takes dance lessons with Ruby at CharbArts on Dundas Street West. He’s even performed some Bollywood dancing at the mosque with other volunteers. “He’s got a lot of rhythm in that body,” Shirin said. Ashaz said when he grows up he’d like to have a job that helps people all over the world, although he’s not quite sure what that is yet. For now, he’s happy being a helper wherever he’s needed and his mother said she couldn’t be more proud of him. “Sometimes the spirit of helping people takes you a long way in life,” she said. “He’s just so caring...I’m very proud of Ashaz, he’s a wonderful child.”

Still progress to be made on gender equity W
ith International Women’s Day on March 8, we’re looking at what it means to be female, the relationships between men and women in the workplace and Canadian society and some of the challenges women are facing and how they differ from a century ago. The history of International Women’s Day goes back to New York City in 1908 when women marched for shorter working hours, better pay and the right to vote. While it may seem hard to believe today, there was a time in both the United States and Canada when the right to vote did not extend to women. It wasn’t until 1919 in Canada that women were given that right. In the United States it was 1920, though some states had allowed women to vote going as far back as the late 1800s. All of which should remind our view us that the issue of women’s rights is still a part of recent Despite gains, history and ongoing news. Locally, in today’s papers women’s rights we talk with Toronto District remain an issue School Board student equity advisor and body image consultant Jill Andrew on the issues women and girls face when it comes to self-esteem and equity. Andrews said an event such as International Women’s Day is a good time to remember that women need to not simply be satisfied that they are at the table when it comes to making decisions in politics, business and their personal lives. “We need to be the people forming the table and finding people to push our ideas forward.” Lorna Marsden, a former president and vicechancellor of York University, agrees there is still work to be done even in a society that appears equitable and tolerant such as ours. “We have made tremendous gains, but we don’t have equal pay, we are still lacking in representation of women in decision-making positions such as business and cultural,” she pointed out. We hope the stories in today’s paper of local, inspiring women serve to get both women and men thinking more about the issue of gender equality and what needs to be done next. Last-minute budget cuts creating nasty little mess The budget committee had been doing so well under the circumstances. It s n e w c h a i r, G a r y Crawford, had run pleasant and accommodating meetings, absent any of the chiding nastiness and bladder-challenging standoffs with deputations. There had been some trouble with the provincial government, and some really less-than-ideal contortions by the city’s finance department. But it had been going so well, until the very last moments of its deliberations last week. That was when budget committee member Michelle Berardinetti brought up some lastminute, and on the face of it perplexing, amendments. Berardinetti moved to cut some planned staffing enhancements – from two of the city’s accountability offices, the ombudsman and the integrity commissioner, and also from the complement of planning
david nickle the city staff whose duties included helping the city deal with its backlog of heritage conservation districts. The motions were a surprise to everyone watching and at least one of the committee members – Shelley Carroll. She called the planning cuts in particular “a disaster.” The eight additional planners no longer in the budget would have let the city work on a more aggressive schedule of assessing and establishing heritage conservation districts. Maybe that didn’t seem like such a disaster on Friday when the motion passed. But on Tuesday, heritage advocates begged to differ. Currently the city has a backlog of 16 neighbourhoods that are candidates for preservation of their
heritage elements, and there are likely more that haven’t been flagged. If the city doesn’t get going on that, then buildings and elements that reflect Toronto’s history will continue to erode – and eventually, vanish. As Richard Longley, president of Architectural Conservancy Ontario, told the planning and growth management committee: “I see that proposal at budget committee as a kind of suicide note. I was astonished that heritage preservation, which contributes so much to so many of the values that make Toronto a city, would be cut.” Advocates for the ombudsman and integrity commissioner have not yet had an opportunity to speak publicly – so let me take a crack at it. Both of those offices represent crucially important checks against bureaucratic and political incompetence and malfeasance. They were established in
legislation in response to political and administrative corruption unearthed in the Bellamy inquiry more than a decade ago. Both offices investigated and shed light on improprieties at the last council and at a staff level that offered real consequences and remedies. Some of those investigations had serious consequences indeed: Giorgio Mammoliti was suspended without pay for taking improper donations; former mayor Rob Ford was nearly tossed from office. Though those cuts were in the interest of “fiscal responsibility,” the method of their delivery indicates something not quite so pure. It is indeed a nasty little mess the city’s executive committee and council will either have to wear, or clean up.

City holds poverty reduction consultation in Parkdale HILARY CATON hcaton@insidetoronto.com Residents of Parkdale gathered at Masaryk-Cowan Community Centre to discuss how poverty affects their daily lives in six major categories: affordable housing; food security; transportation; employment and income; access to city services; and child care. “We asked them to help us come up with a poverty lens, if you will, on city decision-making,” said Denise Campbell, the acting executive director of social development, finance and administration for the City of Toronto, and the facilitator for the meeting. “So when push comes to shove, what are the types of principles the city should use to guide decisions that will not worsen poverty, but make the situation better in the long run.” The Feb. 18 meeting was part of the city’s eight Days of Dialogue – Poverty Reduction Consultations taking place across the city from Feb. 17 to 28 as the second phase of the development of the Toronto Poverty Reduction Strategy that launched in April 2014. It includes hearing first-hand experience of poverty

in the city. The first phase of the Toronto Pove r t y Re d u c t i o n St ra t e g y already took place across the city from November to January, where Torontonians pointed out areas of improvement for making city services and programs meet the needs of those living in poverty. “One of the things that’s important is that Torontonians are having a voice in the process and they’re giving us the best advice on what the city should do to support them,” Campbell explained. Some suggestions were better jobs and living wages, access to affordable, good quality housing and child care, affordable transit, support for good quality nutrition for all and better service alignment and integration. According to Campbell, hearing from people who have experienced poverty first-hand is a crucial part of
the development of the strategy. “The people who have direct life experience, it’s really important for us to understand what would have helped them get out or prevent them from falling into poverty. So there voice is really important from that perspective,” Campbell said. “It’s also really important because often low-income Torontonians don’t have the same access to be heard, so we wanted to equalize the playing field.” Poverty in the city has reached epidemic levels, with the median family income for low-income families reaching $14,630 before taxes in 2012. The state of Toronto’s poor was revealed in a report released last summer called Toronto’s Vital Signs Report 2014, Gap Between Rich & Poor, following the city’s decision to implement a Toronto Poverty Reduction Strategy. The primary focus of the strategy is developing actions and ideas, deciphering where inter-governmental advocacy is required and find areas where leadership from the community sector and other sectors are needed. According to Campbell, the discussion picked up around the lack

of affordable housing in the area, which is a big issue for many living in Parkdale as the neighbourhood continues to gentrify and affordable housing options become limited. “It was by far the most popular topic and by far had the most energy,” she added. “They want a wider spectrum of housing options.” Options of reducing rent across the city and expanding the living wage were also mentioned, while residents also discussed the “multiple barriers” community members faced in the economy if they have a criminal record. The next steps after the collection of ideas and experience is to submit a strategy to city council in June/July and include the context of poverty, a vision, priority actions and recommendations, as well as decision making principles. By fall 2015 implementation plan will be submitted to city council, which will include outcomes, indicators/monitoring tools and its financial strategy.

efore Scarborough native Jill Andrew became known for giving empowering speeches to young women about selfesteem and before she provoked deep conservations about female body image and female representation in the media, she was just Jill: a curvy woman with her own set of insecurities and hardships she had to overcome. “As a child I was sexually abused. I was a victim and a survivor of that,” she said. “One of the first things that I had to get over is that I had done nothing wrong. That’s a huge part of it. It doesn’t matter what poster you read or what PSA (public service announcement) comes on, you oftentimes sit with this feeling of what did I do? Was it the way I was dressed? What did I say to egg the person on or entice them?” After years of therapy and support Andrew accepted that what happened wasn’t her fault. “Your body is not to blame, your person is not to blame and that these are bigger issues than an individual thing. These are systems that we’re living with where men predominantly feel as though they have ownership The theme for International Women’s Day 2015 on March 8 is ‘Make It Happen’ and Parkdale-High Park MPP Cheri DiNovo encourages women to do so, not just for themselves, but for their daughters and granddaughters. “It’s as much about you, but it’s about them. What do you want for them because I think women tend to sell ourselves short and put our needs second to others, either to the men in our lives, or our children,” DiNovo told

over women’s bodies,” she explained. “Looking back over my years now, I started to realize I had to take ownership of me and that’s all I can take ownership for; not somebody else’s wrong doings because that’s how we grow.” It’s that same self-ownership Andrew lectures about in her keynote speeches at conferences on university campuses across Toronto. Her acceptance of what happened to her and her own body image led her to become founder of the Body Confidence Canada Awards, the Curvy Catwalk Fashion Fundraiser and co-founder of FatinTheCity.com, a plus-size fashion “fatshion” blog. She also doubles as a body image consultant and works for the Toronto District School Board as a student equity program advisor. There she helps plan conferences, events, workshops and opportunities for children to learn and connect with each other and also help shift their perception of gender roles, what women are capable of achieving and self-esteem. “There’s this idea that we (women) should be thankful that we should be at the table. No. We need to be the people forming the table and bringing the ideas to the table and finding people to help

us push our ideas forward. A lot of the work that I try to do is around that,” Andrew told The Villager. During her speeches, Andrew focuses on the long-term negative effects on women and girls as they begin to police their bodies. Self-policing, according to Andrew, happens more often than women think; it’s in the form of not going out past a certain time because you could get hurt or not wearing spaghetti straps because you don’t want to be labelled a slut. This follows girls into adulthood, she said, explaining some women mute their opinions to avoid being called “bitch in the boardroom” by the boys club. “It’s all of this self-policing
we do that doesn’t pay attention to the larger systemic issues going on that create the environment where women and girls feel like they have to censor themselves, with what they wear or their ideas,” Andrew said. “(If it continues) you start to chip away at your own selfesteem and your own worth and your own knowledge and it happens to women all the time.” Andrew believes it’s time we look at how these images affect a woman financially as well as emotionally and physically. “The body image conversation needs to go deeper, we need to encourage women and girls to think about how a negative self-concept or negative self-worth might
impact your salary. We know that women are missing statistically from board of directors, women are missing from politics,” she said. However, the future isn’t bleak. Andrew said awareness is growing of manipulation tactics used when it comes to perceptions of feminine and masculine ideals. And with that awareness, younger people tend to be more vigilant and thus quicker to point out the manipulations online. “I got to tell you they’re more receptive now. I feel like this generation is a frustrated generation. I feel they’re a generation that wants things to be better and are willing to do the work and have the conversations and are willing to do a little more than maybe I did.”

The Villager. “And I think we have to start asking ourselves is that the kind of life you want for our daughters and our granddaughters or do we want something different?” According to DiNovo, Canada has come a long way but the importance of International Women’s Day is to “think about our sisters in other countries as well.” “The fact that it’s international makes us think about
the women, many who are represented in Parkdale, who’ve come from countries where women aren’t allowed to drive and are still being lashed and stoned to death,” DiNovo explained. Although Canada is ahead of many countries when it comes to women’s rights, we’re still behind when it comes to female representation in political office. The
United Nations Entity for Gender Equality and the Empowerment of Women, shows Canada is ranked 22nd with 30 to 34.9 per cent of women in ministerial positions as of Jan. 1 2014. To help with that lack of representation DiNovo created Girls’ Government about seven years ago that has Grade 8 girls meet once a month and choose a topic to
debate. They then bring it to Queen’s Park and meet with the minister in charge of that file and at the end of the year head to Ottawa to meet a female MP. “They really get a look at what it’s like to be involved,” she said. “Equal Voice has picked up on it and now it’s across political parties in Ontario.” Equal Voice is a national,

Dundas West business owners talk crime prevention after string of B&Es HILARY CATON hcaton@insidetoronto.com A string of commercial break and enters 11 and 14 divisions police call “smash and grabs” have been hitting shops on Dundas Street West over the past two weeks, and business owners are anxious. “Right now people’s nerves are on edge because in the grand scheme of things, a couple of broken windows and a bottle of alcohol stolen don’t seem big, but it’s not the value, it’s the violation of one’s property and the violation of the space,” said Helder Ramos, Dundas West Business Improvement Area (BIA) coordinator. In the earlier half of February, three stores on the east side of Dufferin Street were broken, Ramos said during a Feb. 19 meeting, at 250 Dovercourt Rd., for business owners to discuss the crimes with 11 and 14 division’s community response teams and Ward 18 Davenport
Councillor Ana Bailão. According to 14 Division Staff Sgt. Mike Facoetti, the incidents are all “crimes of opportunity.” Criminals see valuables near a window or door that are easy to grab and walk away with even if alarm systems are in place, he said. Despite the rush of breakins, statistically, crime in 14 Division has been in decline, Facoetti said. However, commercial break and enters are up from last year between Jan. 18 to Feb. 14 from 21 to 25 reported cases. One business owner, Lesley Mattina of OMG Baked Goodness, along with Bailão, suggested an increased uniformed police presence between 2 to 6 a.m. would boost owners’ “sense of safety.” “My biggest concern is that I’m asking my staff to go there (at those times) and asking them to be vulnerable,” Mattina said. Mattina’s bakery was
broken into last January after two attempted breakins from the back door. Robbers smashed the glass of the front door, stealing a charity tin left on the counter and attempted to take the register, but failed. Police at the meeting offered tips such as leaving the register open and empty so it removes the temptation, removing or concealing anything of value that’s visible from the street, including bottles of alcohol, installing motion sensors, and leaving lights on in the store. Mattina attended the meeting to find out if she could be doing more to protect herself, her shop and her staff, but said she’s been doing everything they’ve suggested. All she can do at this point is continue to stay vigilant. “I really make a conscious effort to pay attention now. I think if everyone (business owners) does that and is on the lookout, I think that can only help,” she said.

To help sift through the application process the project created a committee by the name of the Parkdale Housing Committee. “Someone made an application to the Parkdale Pilot Project then city staff would prepare the application, make sure it had all the right criteria and then they would take it over to the committee who would approve it,” said Bruce Voogd, the former chair of the Parkdale Housing Committee. “It (the committee) had the right to say yes or no, or yes with conditions. It was made up of service providers in the area, residents in the area, people who lived in that type of housing, were familiar with the neighbourhood and had some knowledge about the landlords.” Perks said, during that time buildings that were becoming rooming houses weren’t meeting city standards and there was a struggle to get landlords on board, despite there being a tax break incentive. “We wrestled the problem to a much better state where just

about every rooming house is now inside the system getting regular inspections, meeting building code and property standards, and are licensed,” he said. “However, there still are rooming house owners we really wrestle with, but at least now we have tools.”
As of August 2013, according to the City of Toronto, Ward 14 (Parkdale-High Park) had 61 licensed bachelorette units and 80 licensed rooming houses, which all had to go through a rigorous process that included an annual renewal process for their license,
and an inspection done by the fire department, licensing department or public health. If the building passed inspection and there are no complaints from tenants only then was the license reissued to the landlord. If not, adjustments were made within a certain time frame before re-inspection and as a last resort the city initiated a program to relocate tenants and shut down the building entirely. “We found regularizing bachelorettes overall was a good thing, and it wasn’t without its bumps and bruises... we have a model at work in Parkdale. It didn’t work perfectly, nothing ever works perfectly, but it worked pretty well. We made them better places to live,” said Voogd. He added, the city opening this
discussion city wide is a step in the right direction and it’s never too late to start the conversation about affordable housing options in the city since it’s extremely limited, he added. “We have a real shortage of affordable housing in Toronto and we have so many people living in sub-standard forms of housing,” he said. “I think the city should take the bold step and regularize all illegal rooming houses around the city and as a result bring them all up to good standard.” And as the city looks to Parkdale as an example, there’s plenty to learn from because although the project brought housing up to city standards, it didn’t necessarily create more housing units, he said. “We need more affordable housing whether it’s in the private market, but we need it in other was too. So if this (report) can make the private housing sector more efficient in offering good quality housing that’s great.”

Senior support during the cold winter season Caring for loved ones can be harder in the winter months but there are steps to take to ensure they’re not left out in the cold The past winters have been particularly challenging with temperatures plunging well below normal ranges. With the “Polar Vortex” of 2013 and many extreme cold weather alerts already this season, winter can pose difficulties for even the most hardy of spirits. What may be considered simple tasks or errands for many of us can take on substantial effort for those who are elderly and physically challenged. City’s service efficiency savings are overstated: Auditor General’s report DAVID NICKLE dnickle@insidetoronto.com Toronto City Manager Joe Pennachetti has been overstating savings identified in service efficiency studies conducted by KPMG in the early years of former Mayor Rob Ford’s administration, according to a report by the city’s Auditor General looking into the savings. The report going to tomorrow’s audit committee found that contrary to claims made by the city administration, Toronto taxpayers saved just $12.6 million after paying KPMG Management Consultants $3.5 million in 2011 to dig into ways the city could be run more efficiently. In the Auditor General’s report, Pennachetti had identified the figure as much higher – $110.5 million – in savings coming out of recommendations from the study. The KPMG study was commissioned in the spring of 2011, as a part of imple-
menting then-Mayor Ford’s agenda. Ford said the city could save hundreds of millions of dollars by rooting out inefficient spending and unnecessary programs, and the study by KPMG was to have been a part of a “core services review” that would eventually eliminate those inefficiencies. According to the report, Pennachetti maintained at the end of the process that the city saved $110.5 million since 2011. But the report finds flaws with the way Pennachetti calculated the savings. According to the report, $60 million came from a onetime fund transfer from other previously committed reserve funds. That should have been counted as a revenue, and in any case does not stem from the recommendations. As well, $34.4 million of the savings came from efficiencies that staff had identified themselves prior to the KPMG study.
“While we recognize that attributing cause and effect is not always easy, the items identified above should be excluded from cost savings achieved as a result of the Service Efficicency Studies,” the report reads. “In our view, cost savings to date are likely closer to $16.1 million when the items identified above are excluded.” Staff interviewed by the Auditor General said the KPMG study was a “catalyst” to help see the already-identified savings imposed. The report is, however, providing fuel to opposition to Mayor John Tory’s plans to move ahead on his own efficiency studies this term. He vowed to find a two per cent savings next year to balance the budget. “What this very clearly shows is that all these claims about gravy trains and fresh eyes and saving our way out of our budget deficit are baloney,” said Parkdale-High Park Councillor Gord Perks.
