The Ministry of Health and Long-Term Care announced its directive to force hospitals to set more affordable parking rates Monday. However the announcement will have little to no effect on the parking prices at St. Joseph’s Health Centre, said its CEO, Elizabeth Buller. “We don’t have significant concerns here at St. Joe’s. We’re actually supportive of the announcement,” Buller said. “We’re very patient centred and we know that parking can be a challenge for many patients and families, in particular when you have multiple visits. We already have among the lowest rates in the GTA for hospitals.” Starting in October, hospitals that charge more than $10 a day for parking will be required to provide five-day, 10-day and 30-day passes that are discounted by 50 per cent off their daily rate; that are transferable between patients and caregivers; that are equipped with in and out privileges throughout a 24-hour period; and that are good for one year from the date of purchase. >>>HOSPITAL, page 6

Did you know? • The very first house of worship to be built in Parkdale is the Anglican Church of Epiphany of St. Mark (formerly the Anglican Church of St. Mark) at Cowan Avenue, south of Queen Street. It was completed in 1881. • Pope John Paul II came to visit Toronto in 1984 and hosted an open-air mass at Exhibition Place. • There used to be a train station at the intersection of Springhurst and Jameson avenues. It was built for the rail line along the lake in the 1850s. • The Toronto Design Market, 1605 Queen St. W., used to be the home of the Parkdale movie theatre. Some of the original ceiling design is still visible.

numerous changes over the years and continues down that path as old familiar sites are transformed, but the rich

history of the area remains. Here are some fun facts about the Parkdale you know and love.

• Palais Royale, 1601 Lake Shore Blvd. W., was not only a dance hall where Parkdale party-goers went to shimmy and shake back in the day. It also doubled as a canoe factory, which was located in the basement. • The Sunnyside streetcar loop used to be a bus terminal, aptly named the Sunnyside Bus Terminal. • The hotel that originally stood at the corner of Dufferin and Queen Streets was called the Union Hotel. It’s now a Days Inn. • In 1954, Marilyn Bell, now a retired long distance swimmer, was the first person to swim Lake Ontario. Her finish line was in Parkdale. To commemorate the occasion, the City of Toronto named a park after her where she came ashore.

• In order to build the Gardiner Expressway (which is currently getting a facelift) between 1955 and 1964, 170 houses were demolished in Parkdale to make way for the now major downtown artery. The Sunnyside Amusement Park also had to be demolished to make way for the expressway.

• Muriel Kauffman, the wife of Kansas City Royals owner Ewing Kauffman (who beat the Jays during their amazing playoff run last year), was actually born in Toronto and attended Parkdale Collegiate Institution.

The City of Toronto has announced it’s completed a study to determine a route for extending the West Toronto Railpath. After a Municipal Class Environmental Assessment, the city determined that the West Toronto Railpath will consist of five new multiuse trail bridges as part of the recommended route, including bridges over the Barrie GO rail corridor, Lansdowne Avenue, Brock Street, Dufferin Street and Queen Street West. The trail will be aligned in the rail corridor under the Dundas Street bridge to Dufferin Street and from Dufferin Street to Abell Street. However, there is no recommendation for a route

between Abell Street to the planned Fort York Pedestrian and Cycle Bridge. The reasons for this include the lack of space within the rail corridor, technical issues and property impacts. More study and public consultation are needed to fully understand the impacts and opportunities for this section. oronto residents can have their say on making our city a better place by taking part in a series of public consultations over the next week. Social Planning Toronto will be hosting four community meetings to talk about its future direction and what its priorities should be over the next five years. The first meeting is tonight in Etobicoke, followed by others downtown, in York and in Scarborough. In its mission statement, Social Planning Toronto says it is committed to “building a civic society in which diversity, equity, social and economic justice, interdependence and active civic participation are central to all aspects of life.” Now there’s something all our view Torontonians can get behind. After all, this is the city we Attend a have chosen to call home, raise families and live our lives meeting, have our in. voice heard What could be more important than contributing to a healthy future for Toronto? One of the areas Social Planning Toronto would most like to hear from residents is on dealing with change. That seems to be a constant in everyone’s lives these days, and it’s no different for a city. What do we need to do and know about our city’s changing demographics, be they cultural or financial; proposed residential and business developments and the impacts they will have on existing neighbourhoods; differing health-care needs and the challenges in serving what is in many parts of the city an aging population; the need for green spaces and recreational opportunities; and, our clogged roads and numerous transit plans? These all affect life in the city, and our voices need to be heard on these issues. Taking the opportunity to be an engaged citizen, rather than just a complaining resident, is crucial to our city’s future. We encourage residents to attend one of the Social Planning Toronto meetings over the next week. They are tonight, Jan. 21, at Thistletown Multi-Service Centre, 925 Albion Rd., starting at 5:30 p.m.; on Jan. 25 at 5:30 p.m. at the College Street United Church, 454 College St.; Jan. 26 at 10 a.m. at the Social Planning Toronto office, 1652 Keele St.; and Jan. 28 at 6 p.m. at Scarborough Village Community Centre, 3600 Kingston Rd. Budget balancing continues along in haphazard way If all goes through as planned, it looks as though Mayor John Tory will have passed two out of two unsustainable annual city budgets by February. In 2015, you may recall, Toronto’s budget committee found itself in a panic over the end to pooling grants from the province, that had helped Toronto deal with the cost of social housing that is much higher here than in other GTA municipalities. City officials thrashed about trying to find a way to fill the $86-million hole and eventually approved a complex plan to loan itself money from its capital reserves — a move that might, absent another robust year of land transfer tax-collection, have squeezed the city for years to come. As it was, surpluses and reserves helped minimize the debt that Toronto will eventually have to repay to itself. That was a lucky break. And maybe there will be another lucky break, after Toronto Council gets through

david nickle the city with this year’s budget. This time, there’s no unexpected trouble that’s shown up to mess up a perfectly balanced budget. Rather, the city administration has made it clear that Mayor Tory and Toronto Council have created pressures that a simple balance-sheet budgeting exercise can’t resolve. To whit: an inflationary property tax increase as Mayor Tory has insisted on can’t deal with either the growing cost of simply standing still, or the many enhancements and improvements that council and the mayor approved and announced this year. Politicians, the city manager said, would have to come up with solutions. So this past Monday (Jan. 18), budget chief Gary Crawford brought forward a solution. It involves an oldfashioned raid on reserves,

recalibrating various revenue projections to more optimistic numbers, and demands on big-ticket agencies like the Toronto Transit Commission and the Toronto Police Service to simply do more with less. It is not exactly what happened in 2015, but it is in the spirit of it. Toronto will dig into its rainy-day reserves and ask for an arbitrarily large amount of economizing from its management staff, and keep the city lurching along for another year. It’s easy to shrug when you look at this, because so many Toronto budgets have been balanced in exactly this haphazard way — hoping that a booming economy will keep the land transfer tax revenue high, dipping into savings, stretching staffing resources— and things always seem to have turned out OK. Roads are more or less fixed, programs in one form or another are delivered, and life in Toronto’s many neighbourhoods goes on.

So why not simply continue along this route? When erosion is this slow in its effect, is it erosion at all? The short answer is yes. The long answer is that with the declining dollar and sluggish economy, at some point the land transfer tax — which has above all else kept the city afloat — is going to plateau and decline along with real estate sales. If Toronto isn’t prepared for that with a reasonable attitude toward taxes and revenues, that erosion will quickly turn into a collapse. That may happen by Mayor Tory’s third budget given the indicators. And that will mean that this one will be the last time that councillors can avoid making the difficult choices they should have made long ago. When that time comes, they’d better have a plan B.

Hospital already offers discounted rates for patients with exceptional needs, says CEO >>>from page 1 St. Joe’s has a daily maximum rate of $15, an $18 day pass; a $40 seven-day pass; an $80 two-week pass, and a $160 monthly pass. Buller added the hospital on The Queensway also offers discounted rates for patients with exceptional needs who frequent St. Joe’s multiple days in the week. “It’s already more than a 50 per cent discount,” Buller said. “So most likely we’d be looking at a price freeze.” All hospitals in the province are being told to freeze rates starting this month. Buller said St. Joe’s would be changing its weekly pass from seven days to five days. A more detailed analysis is expected to be done at St. Joe’s with staff, advisory councils and the ministry in the coming months about parking changes. According to the local hospital’s website, parking revenue helps fund the patient

care, equipment, and facility redevelopment. However, Buller said the parking rate announcement won’t significantly impact St. Joe’s revenue stream, since its rates are significantly lower than at most hospitals in the city.

The province consulted with patients, patient advocacy groups, hospitals and the Ontario Hospital Association to come up with the plan that reduces the financial burden of parking fees for patients and their visitors.

Gordon is one of 25 appointees given the Order of Ontario, the province’s highest official honour that recognizes individual excellence and achievement in any field. “I was quite shocked, delighted and honoured to be receiving the award,” Gordon told The Villager. “I’m very excited about it.” Safehaven Project for Community Living provides residential care for families who have children with multiple disabilities and complex medical needs. The Dundas Street West and Brock Avenue resident

created the Safehaven Project for Community Living after she was approached by a handful of families looking for a place for their children with disabilities to receive quality care. At the time there was a crisis in the care of disabled children, said Gordon, adding 32 children died under the province’s care and parents were looking for an alternative. “The Ministry of Community and Social Services was becoming increasingly concerned about the care children were receiving. They wanted the children brought back to their communities and closer to their families,” Gordon said. “After I met with families and heard their stories I began to think, ‘OK if this was my child how would I raise him or her?’ “The idea was to make group homes as close to their families and communities as possible.”

There will be a variety of musicians and entertainers, including a magician performing hand magic, food stations brimming with creations by top restaurants and caterers, beer and wine as well as a signature drink from a donor. There will be a silent auction with food, drink, baskets, and other items up for grabs. Roncesvalles Refugee Relief was founded by longtime friends Willitts and Joanne Green during a conversation on the dock of Willitts’ cottage in Temagami last summer. They, like many Canadians, have been moved

with Bloor Street United Church and is seeking to raise $50,000 towards helping a family resettle in Toronto. A member’s garage is full of household items in preparation for the family’s arrival. The group has yet to be paired up with one. “We’ll be ready to take a family as early as February,” Willitts said. “The more money we raise, the bigger the family we can support.” The Gala FUNdraiser runs from 7 until 11:30 p.m. Doors open at 6:30 p.m. St. Casimir’s Church Hall is at 156 Roncesvalles Ave. Tickets are $100 each. Each ticket includes admission, a drink ticket, food and a bid on an allinclusive trip for two to the Caribbean.

The cost for visitor parking at hospitals during extended stays will decrease in 2016, the Ontario government pledged this week. The move, announced by Ontario Minister of Health Eric Hoskins, will require hospitals which charge more

than $10 a day for parking to offer passes 50 per cent less than the regular rate for stays of five, 10 and 30 days. The passes can be transferred between patients and caregivers, allow for unlimited in-and-out privileges and remain valid for one year. In addition, parking rates will freeze for three years, and after that can only increase at the rate of inflation. Illustrator gets writing in shape with latest kids book HILARY CATON hcaton@insidetoronto.com Dreaming up illustrations for children’s books comes naturally for Bloordale Village artist Tania Howells, but when it comes to writing them, it’s a completely different story. “It took ages (to get an idea). It just doesn’t come naturally to me,” Howells said with a laugh. But that didn’t stop her from constantly brainstorming. It was suggested she write a book about shapes or numbers and that’s when the light bulb in her head went off. “After that, then one day finally an idea came to me,” she said. Starring Shapes!, published by Kids Can Press, follows a group of shapes: Oval, Triangle, Circle, Square,

Rectangle, Rhombus (a.k.a Diamond) who attend Shapeston Elementary. Each one is excited about auditioning for the school play, and as each one auditions, they’re introduced with descriptions of their unique personalities, interests, and their previous roles in the school play. Naturally, Triangle was a tortilla chip, Oval was a skating rink and Diamond had the role of a kite. “It’s a dream come true to illustrate children’s books and it’s a dream to write one too,” said the Lansdowne Avenue and Dundas Street West resident. Howells graduated from Ontario College of Art and Design (OCAD) in 1997 with a degree in interdisciplinary studies and has been illustrating since 2008. Her

work can be found in other children’s books such as Berkeley’s Barn Owl Dance, and Willow’s Whispers and in magazines such as Chatelaine and Chirp. She also has a young son whom she loves reading books to.

This is Howell’s first children’s book she’s written and admits the process was a lot harder than she thought. Now that she’s had the opportunity to be both the author and the illustrator, she’s experienced both sides of the coin. “When you illustrate and

Howells said she’d still like to make more in the future, adding that she realizes the trick is to keep it simple. High Park Zoo hosts Master Plan meeting In order to plan improvements to the zoo, Friends of High Park Zoo, in collaboration with the City of Toronto and industry professionals, is developing a High Park Zoo Master Plan.
