In a statement, Bill Yatim, the victim’s father, started off by saying that the “events of the evening of July 26, 2013 changed our lives forever.” “There are no words to describe the pain I have endured as a father, losing my only son at the hands of a police officer,” said Yatim, who went on to describe his son as a quiet and shy teenager who had come to Canada from Syria for a better life. “He was troubled the night he was killed and his actions were out of character. He knew he needed help and wanted to call me. Police chief says more can be done when dealing with those in crisis JUSTIN SKINNER jskinner@insidetoronto.com On the day Toronto police constable James Forcillo was found guilty of attempted murder in the 2013 shooting death of Sammy Yatim, Toronto police chief Mark Saunders spoke out in defence of the force’s training when dealing with people in crisis. Forcillo was found not

guilty of second degree murder in the case, in which he was found to have fatally shot the 18-year-old Yatim on a TTC streetcar in July 2013 when the latter brandished a knife. Speaking to the media at police headquarters, Saunders noted that Toronto police are constantly looking to upgrade the ways in how officers deal with high-pressure situations.

He added that “the Toronto police service as a result of this tragedy has examined in the smallest detail, with the assistance of distinguished outside experts, the way in which we use force, the way in which respond to people in crisis, our procedures, our training, our supervision, and the tools we provide our officers with the goal of no death, no injuries.” The police chief said

Forcillo has been suspended from the force – under bylaws,

he will be suspended with pay – but said the constable’s long-term work situation had not been decided, and will be contingent on appeals and the way in which the case proceeds. Saunders acknowledged that Toronto police need to look at better solutions in terms of how to deal with people in crisis. He noted that officers now receive a day of training targeted

specifically at dealing with such situations and special de-escalation training, adding that new equipment such as sock rounds – beanbag-like ammunition aimed at incapacitating individuals without the use of deadly force – would give officers more options. “We’re looking for anything that we can utilize to help with zero-harm, zero-death when dealing with people in crisis,” he said.

Yatim went on to say that Forcillo’s trial has been a “taxing and emotional journey” with “many days where the evidence being presented was just unbearable.” “I am relieved that Constable Forcillo has finally been found guilty,” he said, thanking Crown prosecutors Milan Rupic and Ian Bulmer as well as Ed Upenieks and the legal team at Lawrence, Lawrence, Stevenson LLP for all of their dedication and hard work over the past two years. He also said he appreciates the hard work of the SIU throughout, especially Steven Adam and Brian Voegtle, as well as the Honourable Mr. Justice Then for presiding over this case and his hard

work in making the difficult decisions he has had to make throughout the trial. Further, Yatim thanked the members of the jury for “giving their undivided attention, commitment and diligence in the proceedings and in their deliberations and I appreciate the difficulties they probably would have had in this case being parents themselves,” as well as the public for their support. While the trial is over, Yatim said the criminal proceedings are not the end, adding he’s hopeful all of the recommendations by the Honourable Mr. Justice Iacobucci in his Independent Review of the Lethal Use of Force by the Toronto Police Service will be fully implemented. He also said the family is awaiting a report from the Ontario Ombudsman and a

report from the Office of the Independent Police Review Director Investigations. “The Yatim family will continue its efforts to ensure that no other family has to endure the suffering that the Yatim family has had to go through. This simply cannot happen again,” he wrote. Dr. Sahar Bahadi, the mother of Sammy Yatim, also shared her thoughts in a statement released Monday afternoon. “I am very thankful for what the jury did. But it will not bring back my son,” she wrote. “Nothing in this world will compensate me for the loss of my son nor will anything bring him back to me but I would like, for the sake of this great country, for the police to remain a source of confidence, security and respect for all people.”

Parkdale native Moscovitch and skating partner earn ticket back to the world championships NORM NELSON nnelson@insidetoronto.com Pa rk d a l e n a t i v e D y l a n Moscovitch now has the complete collection of medals from the national figure skating championships. He secured the missing medal on Saturday with a bronze medal at the national championships in Halifax with pairs partner Lubov Ilyushechkina. In their inaugural year together last season, the pair, who skate out of the Toronto Cricket Skating and Curling Club, debuted with a silver

medal. In each of the previous two years before that, Moscovitch had also earned silver medals with his previous pairs partner Kirsten Moore-Towers of St. Catharines. The disbanded pair won gold at nationals in 2011 and also helped Canada to a silver medal in the team competition at the 2014 Sochi Olympics while finishing fifth in the individual pairs event. This year’s bronze medal at the national championships was good enough for Moscovitch, 31, and Ilyushechkina, 24, to qualify

for both the 2016 ISU Four Continents Figure Skating Championships in Chinese Taipei February 16 to 21 and for the 2016 ISU World Figure Skating Championships in Boston, March 28 to April 3. Last year, the duo finished 13th at the world championships. Prior to that Moscovitch with his former partner had two fourth-place finishes at the world championships. Moscovitch grew up in Parkdale, first learning to skate at McCormick Arena and starting out with the West Toronto Skating Club.

omething needs to change. In the last four years, four people in mental distress have been shot and killed by Toronto police officers. All four shootings happened within minutes of the initial contact with police. In none of these deaths was a mental health crisis worker on scene. On Monday, Const. James Forcillo was convicted of attempted murder in the shooting death of 18-yearold Sammy Yatim. Yatim was behaving erratically on a streetcar July 27, 2013, brandishing a knife. But it seems clear from a YouTube video that members of the public were not in harm’s way and neither were Toronto police officers in imminent danger. Yet, police took a confrontational approach. A situation like Yatim’s required calm behaviour and verbal deescalation. Yatim required a gentle approach to encourage our view him to drop his weapon and walk off that streetcar alive. Time to He did not need to have a gun pointed at him while being change yelled at to drop the knife. But training is now what ultimately cost Yatim his life was less about Forcillo’s approach than the fact that no officer on the scene knew how to handle the situation differently. That’s a major failure of our police’s training when it comes to dealing with people in mental distress. Mayor John Tory said something needs to change when it comes to that training, and we agree. Just hours after the verdict, Tory said, “We must learn and make sure that Sammy Yatim’s death, a dark moment for our city, results in real change.” As a member of the Toronto Police Services Board, Tory will be able to not only demand better police training, but ensure it happens. Police Chief Mark Saunders said his officers’ oneday training in crisis management is adequate and stressed Yatim’s death was an isolated incident. We feel one day is not adequate training for officers. A coroner’s jury looking into the police shootings of Michael Eligon, 29, Reyal Jardine-Douglas, 25, and Sylvia Klibingaitis, 52 – all shot after approaching police with knives or scissors and all considered mentally ill – released its findings in February 2014 and called for better and longer training for police in dealing with such situations. Here we are almost two years later waiting for that training to get better. It can’t happen fast enough.

City’s public housing portfolio starts with funding It’s hard to be hopeful in the best of circumstances, and when you look at the state of public housing in Toronto, it can be difficult not to despair. On Tuesday, Mayor John Tory and Senator Art Eggleton did their best to put a hopeful face on the prospects for Toronto’s public housing portfolio, as managed by the Toronto Community Housing Corporation. The occasion was the release of the final report from the Mayor’s Task Force on Housing. The task force was one of the first things Tory kicked off after his election in 2014. Headed by Eggleton and made up of blue-chip executives and community leaders, the task force has been doing yeoman’s work trying to find a way out of the housing weeds. Task force members, to their credit, did what they could. Last year, they found a way to permit the corporation to renegotiate some of its mortgages to find

david nickle the city more operating dollars. They identified problems with services to tenants on matters such as repairs and safety, and offered up some solutions. And finally, at the end of their tenure, they’ve recommended a bicameral structure intended to divide up the management of existing buildings and the construction of new ones between two new non-profit companies, at a somewhat greater arms-length from city council than the current Toronto Community Housing (TCHC) as it’s currently constituted. Essentially, that plan would put Toronto’s public housing stock into a co-op model. As Tory noted at the news conference, there are 240 co-op-run housing corporations in Toronto, and little is heard of them, presumably because they’re well run.

Going co-op would let the corporation play with its mortgages more aggressively, borrowing against assets to cover the cost of maintenance and also expand the housing stock. And that would allow the corporation to create more mixed-income communities, where more units are rented out at market rates. Without doubt, this all is a step forward. But again, it’s hard to be too hopeful that implementation of the recommendations will be a success, when TCHC is so woefully underfunded. Eggleton made this point right off the top. The giant portfolio of public housing is crumbling, and the repair backlog totals $2.6 billion. Soon, many of the units will be uninhabitable. The TCHC is also operating under a growing operating deficit that could become as high as $200 million in a decade. The federal government has given good indication there might be some

money from Ottawa going to housing renewal and construction. The provincial government, according to Tory, is in a trickier situation and is unlikely to be able to provide much funding in the foreseeable future. In that scenario, what is foreseeable is something a little more sinister: an arms-length, non-profit company determining that the best way to deal with its unbalanceable books is not to take out mortgages, but to begin to sell. Ultimately, Eggleton was right to frame the problem as he did. There are changes that can make Toronto’s public housing portfolio more manageable and the lives of tenants better. But the first of those changes must involve funding. Anything else is just shuffling deck chairs.

Tiny house trend turning into movement in U.S. Gord Perks is advising the group and has stressed the importance of safe housing above all else. “I’m glad that people are looking for creative ways to solve housing problems, but the barrier they’ve run into has to do with building code and fire safety,” Perks said. “We want to make sure these places don’t catch fire, the (electrical) wiring is good and their drinking water is safe.” The Building Code Act, 1992, which governs the construction, renovation and change-of-use of a building in the province of Ontario states the uniform minimum standards regarding the safety of buildings include, fire protection, structural sufficiency, plumbing and mechanical system, health and safety and construction materials. All standards have to be met in order for the City of Toronto to amend any necessary bylaws to approve of

its construction. “If we can figure out how to work with the building code so that we’re making safe units I’m always willing to look at new ways to house some of the population,” Perks added. “If they do it and everything is up to snuff, it becomes one of the suite of tools that we have for getting new affordable housing in the city of Toronto and that’s always good.” The tiny house trend has quickly become a tiny house movement in the United States, with websites, magazines and television shows dedicated to helping those interested in downsizing. But just late last week a tiny house village was opened in Capitol Hill, Seattle with 14 tiny homes built for the homeless, an effort put forth by the Low Income Housing Institute. Briggs would like to see something similar in the city and the Tiny Houses

Project committee is dedicated to bringing this movement to Toronto, with the help of organizations, such as PARC and the Parkdale Neighbourhood Land Trust (PNLT).
