Residents can get a first-hand view of the Toronto 2015 Pan Am Games Torch Relay on Thursday, July 9. On the second last day of its 41-day journey through Canada, which began May 30, the torch will cross Bloor Street West and head south on Roncesvalles Avenue between 10:30 a.m. and 12:10 p.m. From there, the torch will head west on Queen Street stopping at the Centre of Addiction and Mental Health (CAMH), where the organization’s president and CEO, Dr. Catherine Zahn, will be a torchbearer. At 1001 Queen St. W., there will be a celebration as the torch then continues its journey along Queen West passing Trinity-Bellwoods Park, then north on McCaul Street and west along Dundas Street, north on Augusta Avenue and west on College Street until it stops at the Toronto West End YMCA by 1:40 p.m. The flame was initially lit in a traditional ceremony in Teotihuacan, Mexico and represents the spirit of the games as a symbol that unites the 41 Pan American Sports Organizations member nations. It has travelled through 130 Canadian communities since May 30. – Hilary Caton

Community comments on proposed Joseph Workman Park upgrade REBECCA FIELD plv@insidetoronto.com Joseph Workman Park has half a tilted fence, grass creeping on to the sandy children’s playground, and poor lighting leading to the southern wall that surrounds the Centre for Addiction and Mental Health (CAMH). It’s some of these things the Friends of Joseph Workman Park would like to fix. The group met with community members and Councillor Mike Layton recently at the Shank Street park to discuss what needs to be included in the plans, and what needs to be left out. “This is a sad little park used by multitudes of people,” said Lori Cain from Friends of Joseph Workman Park who noted the number of children and dog-owners using the park has grown over the past few years. “Our hope is that we can redevelop this park into something that can meet people’s needs.”

The meeting was the first time the group was asking for public input on a preliminary plan to redesign the park. Layton cited a donation from the DNA-3 Loft Development across the street from the park as a part of their Ontario Municipal Board (OMB) agreement that needs to be used to improve the park. The total donation is approximately $152,000 from the Section 37 agreement between the City and the developer of 1030 King Street West. The plan includes a fenced-in playground to improve safety for children, a small dog run, more lighting, benches, and a pathway that will lead through an archway leading into the CAMH grounds. “CAMH is going through a wild revitalization right now and the whole space is going to look different and really work differently in the next couple of years,” said Councillor Layton who noted the pathway would provide a pedestrian walkthrough that will also connect

to a bridge in the works to lead into Liberty Village. “We’re trying to get (CAMH) on

the grid and remove the stigma of this being a hospital,” said Layton during the Wednesday, June 24 park meeting. “Part of that is knitting it into the fabric of the community a bit better.” Some community members in attendance were against the walkthrough citing safety concerns, while others thought the dog run was an unnecessary feature in the small park as there is already one at nearby Stanley Park. “I don’t think anyone is married to this as a final plan, everyone just wants to explore what opportunities there are,” said Layton. Louise Bark cited accessibility issues into the park as she uses a wheelchair and visits the park regularly with her service dog, Bruce. “In the winter, I couldn’t even get close to the garbage pails,” said Bark who lives on Shaw Street. “I think it’s critical to improve it. I don’t feel like I’ve ventured much in the park because it’s very uneven ground.”

The park’s initial plans include a walkway through the middle, as well as more lighting. Friends of Joseph Workman Park are also looking to see if they can remove a hill on the west side of the park to allow for more space and visibility to the back wall. “They could do better with the turf, which are things they’re proposing anyway,” said Burnadette Saad who visits the park with her newborn son Louis. Saad agrees with Layton the walkthrough to CAMH will be a good idea after they closed off another walkway farther west a few months ago. “I think it’s a good idea to include CAMH in the community,” said Saad. “I don’t think it’s a good idea to wall them in.” The city took written records of suggestions at the meeting and is now going to revise their plans.

ith Canada Day celebrations wrapped up lastnight with fireworks at numerous locations, it’s now time for residents to get geared up for Toronto 2015 Pan Am Games Torch Relay events starting this Saturday in our city and continuing until the official opening of the Games on Friday, July 10. The torch relay started back on May 30 with the flame’s arrival at Harbourfront. From there, the torch has been on a 41-day trek across Canada. Along the way, it’s made stops in Vancouver, Halifax, Winnipeg, Calgary and numerous cities and towns across Ontario. By the time the torch relay wraps up next Friday, it will have been carried by some 3,000 torchbearers and visited more than 130 communities. For Torontonians, the torch relay excitement starts Saturday evening and there will be numerous opportunities for residents to get up close and personal with the torch as it makes its way our view through many of our city’s neighbourhoods through to July 10. The torch relay starts its day at Get up close Canadian Forces Base Trenton on and personal Saturday, and will arrive in Toronto late afternoon for a huge comin your city munity celebration on the Prince Edward Viaduct (also known as the Bloor viaduct) beginning at 5 p.m. Metroland Media Toronto will be at Saturday evening’s event, along with many other community groups and organizations. The celebration will culminate with the lighting of the Luminous Viel on the viaduct. The next day, the torch relay travels mostly through Scarborough with stops at Variety Village, the Toronto Zoo and a big celebration at 2 p.m. across from the Pan Am aquatic centre at Morningside Avenue and Military Trail. Sunday evening will also see the torch relay visit the Afrofest celebrations in the Beach at 7 p.m., and the Aga Khan Museum in North York starting at 8:15 p.m. The rest of the week, torch relay events in Toronto are planned for Thorncliffe Park and Etobicoke on Monday as the relay works its way through downtown; other events are planned in Etobicoke on Tuesday; a visit to Mel Lastman Square in North York on Wednesday; York and then again the downtown core on Thursday; and finally the opening ceremonies Friday night. Metrolinx report puts pressure on Mayor John Tory and Toronto council There are a couple of ways to look at the new report from Metrolinx that draws attention to the need for a downtown relief subway line, for which no funding exists. One way is to see it as a stick with which to hit the Toronto council-supported Scarborough subway extension and Mayor John Tory’s proposed SmartTrack system: one a project that is unnecessary, the second a project that will only provide short-term relief; and both, unlike the relief line, close to fully funded. The Metrolinx report, Yonge Relief Network Study, was released in June, but Tory and council have had access to countless other opinions and studies indicating the Yonge subway line is running over capacity and a relief line looping down from the BloorDanforth line and possibly

david nickle the city points north is the cure. The study lays it out in starker terms. Toronto and Metrolinx have made some headway in mitigating the crowding on the Yonge line. The automatic train control and new, roomier trains help, as does the GO Regional Express plan that will form the backbone of Tory’s SmartTrack proposal. That will meet needs over the next 15 years. Past that, we’re all back in the same swamping boat. Given all that, one might call Toronto’s political leadership for being short-sighted and pandering – funding inadequate short term transit plans at the expense of a long-term

solution. That is a legitimate call. But the only call that follows from that is a “throw the bums out” movement, and there are three years before anyone can even think about that. In the meantime, the call from Metrolinx points to another difficult choice. If the city really wants to pay for a short subway line in Scarborough and a multi-station build along the Regional Express line that runs very close to that subway, it must either resign itself to the hub of its entire transit system failing or else come up with a lot more money. It’s not inconceivable that council could do so. In the last term, council voted to raise property taxes to pay for a subway that would serve only a small portion of the city. There is a greater pretext

for doing so in the matter of the Downtown Relief Line – in that all of the city loses out when the hub of the system crowds to the point of dysfunction. But on the subject of dysfunction, the politics won’t make it easy. The suburban-downtown rift that’s defined this city since amalgamation in the late 1990s is showing no sign of healing, and as council is constituted, suburban votes hold sway. But sooner rather than later, someone is going to have to make that choice. And once that’s done, we’re all going to have to start paying, and it will be considerably more than we would have with more rational and evidencebased leadership.

Parkdale Community Legal Services hosts raucous AGM HILARY CATON hcaton@insidetoronto.com The tension between Parkdale Community Legal Services (PCLS) and the community was palpable during the Annual General Meeting (AGM) at Bonar-Parkdale Presbyterian Church, where an election for new community board members was held. Parkdale resident Ashleigh Ingle was elected to the open community member seat, beating out fellow candidate Jen O’Dell. Ingle has worked with local tenant organizations to battle landlords over the years and that’s how she became aware of PCLS, she said. But for the Jameson Avenue resident, the final push to run for a position on the board came after she

learned more about the “growing disconnect between the board and the community.” “It seems like currently a lot of the people who use the service of PCLS, haven’t been necessarily getting the message that they can be involved in directing PCLS and determining the content of the service that they use,” Ingle told The Villager after being elected at the Wednesday, June 24 meeting. “One of the things I hope to do (as a board member) is increase the communication between the board and the actual people who use the services.” Clinical director for PCLS, Nancy Henderson, disagreed that there was tension in the meeting. “There were members at the meeting who were not

in agreement with the way the meeting was conducted. There were comments to that affect,” Henderson said. From Ingle’s perspective, and from some membership committee members in attendance, the PCLS board has a lot of work to do in order to re-establish a good-standing relationship with the community. Those ties suffered greatly due to the lack of consultation with the community once the GTA Legal Clinic Transformation Project funded by Legal Aid Ontario was published. The report proposed closing the 14 neighbourhood clinics in the Greater Toronto Area and replacing them with three to five larger clinics. “PCLS did not take a position on the (report) as it had promised the community

that it would not without community consultation,” Henderson said. Henderson said that consultations happened during the development of the report. When asked if a community consultation was planned in the future, Henderson said there isn’t one planned because the clinic hasn’t taken a position. Judith Penfold, a local resident and former co-chair of the PCLS board of the directors, saw this AGM as one of the only opportunities the community has had to discuss the transformation project in an open forum. “I’ve seen a change in these AGMs and I think it’s because there’s a recent threat to the existence of the clinic system and it’s the community fighting to keep the clinic system the way it used to be,” she said. “The community needs to be closely consulted when there are possible changes (to the clinic) and I think in general the community has felt they haven’t been closely consulted on the transformation project.” The community was told by chair Faisal Bhabha, who spoke on behalf of the board, that this topic would not be discussed and no additional business was to be added to the agenda because it was already set. Members were also prohibited from doing the same. Henderson told The Villager that procedure is common. It was also used because of what happened at the AGM last year. “They have developed

that particular approach in response to an extremely unruly and disruptive meeting that happened last fall. And that’s the way in which the board has decided to operate its AGM.” The rule was met with a significant amount of uproar from some committee members. “I found the atmosphere to be shocking in that meeting to be honest. I didn’t expect it to be that adversarial...I think a simple request like having other business on the agenda to be met with such antagonism is really unfortunate and

not a way to develop a relationship with the community that they serve,” Ingle said. “No matter what you feel about the particular issues that’s no way to communicate with your membership and if we want the people who actually live in Parkdale to come out to these meetings, this can’t be the atmosphere that that they’re greeted with because they’re not going to come and they’re not going to participate.” For more on Parkdale Community Legal Services visit http://www.parkdalelegal.org/

TMAC artists frustrated over promised Section 37 facility space HILARY CATON hcaton@insidetoronto.com Confused and impassioned artists and members of the Toronto Media Arts Cluster (TMAC) are still in the dark about how they’ve been shut out of a promised 36,000 square-foot space at 36 Lisgar St., after a June 26 community meeting hosted by the City of Toronto. The facility, near Queen Street and Dovercourt Road, is part of a fouryear-old contract between TMAC, the city and real estate developer Urbancorp. It was promised as part of a Section 37 agreement that allowed the developer to have six extra storeys in exchange for the two-level community arts facility on the main floor of the condo. The property had a closing deadline date of May 3; by that time TMAC was supposed to take ownership of the space, however, Urbancorp could not meet that deadline and as a result TMAC lost the space. The arts group subsequently filed a lawsuit against the city and Urbancorp for breach of contract. Urbancorp did

not respond to requests for comment by Monday deadline. The community planning meeting was called to start a formal request for proposals (RFP) in order to find a charity or non-profit organization to take over the space. But the vocal crowd made their intent clear: The only organization they want in that building is TMAC. The organization has also asked for an injunction to stop the possible transfer of the facility to another organization. “We were robbed of our opportunity to rightfully close on this property. The space remains empty. We were ready to go with a cheque. I don’t understand,” said TMAC president Henry Faber, to the crowd of about 200 people squeezed into the basement of the Parkdale Library. “When the developer fails to deliver, why does the charity have to suffer and bear the brunt of their mistake for their breach with the city? I don’t understand that. That’s never been answered.” Senior planning official, Lynda Macdonald, who facilitated the meeting, told The Villager this pro-

cess is one that has to be taken. “The city is saying, if TMAC still wants the space, which clearly after tonight they do, then keep talking to us,” said Macdonald, who added the RFP is open to all eligible organizations and until a tenant is found the space will remain empty and in the hands of the city. “The reality is no matter what happens to that space, whether TMAC occupies it or somebody else, or it just comes to the city, Urbancorp has built that space and it will ultimately come into the hands of the city or a non-profit operator.” TMAC has gathered $1-million in fundraising money to design the space, which was built to be a multi-purpose facility with a 200seat theatre, studio apartments for visiting artists, classrooms and a temperature controlled vault and archives. Faber said, Lisgar Park, a space to be located directly in front of the building, would also be home to arts festivals and installations connected to the facility. During the meeting, attendees asked multiple times why the city

chose to back out of the deal, but city staff in attendance did not answer, leaving those artists depending on the space frustrated. “They’re asking me to go into a meeting and go into a process without good faith and without assuring me that it won’t just get thrown out the window,” said artist Ian Murray. “This seems to me an entirely undemocratic process that’s based entirely on a misunderstanding. It’s taken so much volunteer time to get here and no one even knows who stopped them.” Despite the frustrations, Faber is still willing to work with the city to find a way to make sure TMAC gets its hands on the space. “I can’t stress this enough, we told the city we want to come to the table. We would love to figure out how to settle this in an amicable way. But we want the space – that’s nonnegotiable,” Faber told The Villager. “At the end of the day we want our space.”

Kamizaki said it was still too early to determine the community’s top indicators, but some stood out after the meeting as especially important factors. “A good example is rent,” Kamizaki said. “It’s become

expensive so it’s actually making work more difficult.” Many people at the meeting cited a growing income disparity in the neighbourhood as condo developers continue to move in, forcing small businesses out and making rent more expensive. Keeping small businesses in the area and using local resources to sustain them was another key indicator for well-being in the

neighbourhood. Ric Amis, a small business owner in the neighbourhood, who has been living in Parkdale for 33 years, was at the meeting. “When I first moved here, there were a lot of drug dealers, prostitution and alcoholism,” said Amis, who moved to Parkdale during gentrification involving a large arts community moving into the area. “I was part of a gentrification

because I was taking space from someone else.” “Now (gentrification) is happening again, but it’s different because the disparity is much larger,” said Amis, who noted many of the artists can no longer afford to live in the area and are moving out to Hamilton’s growing art scene. “One of the things I love about living in Parkdale is
