Residents discuss poor state of Liberty Village Park HILARY CATON hcaton@insidetoronto.com Liberty Village Park is in need of an upgrade and the community knows it. Weeds grow in place of grass and among the patches of dirt is dog waste. So community members gathered at 59 East
Liberty St., Monday night to brainstorm ideas. With the help of Ward 19 Trinity-Spadina councillor Mike Layton, who hosted the public consultation meeting, residents met in groups to discuss the park’s strengths, weaknesses and its potential improvements and opportunities.
“The park has seen better days. We’ve outgrown it,” Layton said to the room of about 15 residents. “And we want to make sure it’s a useable space.” Liberty Village Park is bordered by Lynn Williams Street to the north, Pirandello Street to the east, and East Liberty Street to the south and is surrounded

Liberty Village to get city-approved off-leash area Bill Johnston Park construction set to begin in fall HILARY CATON hcaton@insidetoronto.com The Liberty Village community is one step closer to having its own city-approved off-leash dog area. Local residents had a chance to check out the concept design from Harrington McAvan Ltd. Landscape Architects in its future home at Bill Johnston Park, recently. Features include fencing, compact choker sand and a bottle-filling station that also doubles as a pet drinking fountain. The park runs east-west along Western Battery Road, with the railway tracks on one side and condos and town homes on the other side. Only the west side portion of this strip, approximately 98 metres, will be made into an off-leash area – from Pirandello Street to 125 Western Battery Rd. “A ton of people are supportive of this park,” said Ward 19 councillor for Trinity-Spadina Mike Layton. Nearby Liberty Village Park, he said, is already over-utilized with a children’s playground and an open field area that’s used for movie nights and art in the park. It was also becoming a place

where dog owners and parents of young children were beginning to butt heads over safety concerns of off-leash dogs around small children. Layton is hoping this new offleash area at Bill Johnston Park will resolve the issue. “Hopefully what (the off-leash area) will do is pull some people from the park with the kids playground, and put them up here (Bill Johnston Park) to make this another focal point with the community,” Layton said. “It was about finding a balance. Let’s give them (dog owners) somewhere they can mingle a little bit and chat with neighbours. That’s what
you see at dog parks. Look at Stanley Park around the corner, they have a community built there and we’re going to try and build one here.” The community had been pawing at the issue of an off-leash area since last year. Councillor Layton, with the support of the neighbourhood, went to the city to request this off-leash park but it was a bit of an uphill battle. “From the very beginning city staff wasn’t impressed with this off-leash park. They thought it was too small, and it didn’t meet their standard,” said Layton. “And we pushed them and said we’re going to do it, anyhow. We need it and we have wide spread
community support for it.” The senior project coordinator for capital projects with Parks, Forestry and recreation with the City of Toronto, Katy Aminian, said the reason the city was reluctant was because the area is very narrow. “Normally it would not meet our dogs off-leash area policy,” Aminian said during the Thursday, June 25, meeting in the park. “And unfortunately Liberty village is very dense and very low on green space, so we understand the need of the neighbourhood and we made an exception.” Aminian added no trees will be in the park, and those that are there will be removed in order to reduce congestion in the space. Some shrubs will also be removed and put back into the space along the fence. Brian Green, parks supervisor with the City of Toronto, said the hours of the park are still to be determined, but will have similar operating hours to other off-leash areas. As for maintenance of the park the city will come in from time to time to spruce up the park, however, Green would like to see some community initiative. “What we want to try to do is get the dog owners together to form a dog association so that they’d have four clean-ups a year and we’d meet to discuss the (off-leash area) annually,” said Green. Construction of the park is projected to begin in the fall. The cost is still to be determined.

Residents overwhelming agreed the park’s location, although accessible to the community, is its main weakness because it’s overused, especially by those with dogs who tend to have them off leash, as well as dog owners not picking up after their pets. To combat the ongoing problem, Layton and the city’s parks department plan to create a dog off-leash area at Bill Johnston Park on Western Battery Road. But East Liberty Street resident Gregor Davidson, doesn’t think that’s enough. He suggested potentially removing the grass from Liberty Village Park altogether. “Even if we put this Bill Johnston dog park in, at six in the morning or whatever time in the morning when they just need to get their dog out they’re going to whatever green piece that’s closest to them,” Davidson told the Villager. Davidson has lived in the area for five years and has a three-yearold son. He said they never use the grassy area. “We stick to the playground. We live on that rubber piece because it’s the safest place to be and it’s the cleanest,” said Davidson, who added currently the playground is fenced in to keep dogs out. “For me it doesn’t make sense to have grass there. And I’m not antigrass, I grew up in the suburbs.” City of Toronto parks supervisor Brian Green who also attended the meeting to answer questions from residents, said the reason the park can’t grow any grass is because there’s not enough soil and its foundation is stone. “It’s how this park got developed. Either the developer didn’t manage it properly or wasn’t around to throw his two cents in,” Green said. However the community has a chance to “take a step forward to make this park better,” he added. “I think with a park like this the community has a chance to influence the change they want to see and probably be part of the building process, which is more than what they had at the beginning.” Layton’s office plans to compile the feedback from Monday’s meeting and have a landscape architect draw up a handful of concepts for the community to critique by late fall.

he Pan Am Games are here and they are taking place right now, so it’s time for Torontonians to stop complaining and start showing off our great city to the rest of the world. We all need to look beyond the personal inconvenience and embrace the bigger picture. Yes, those HOV lanes are annoying but it will only be for a short period of time. The Games are bringing a lot of positives both economically and culturally. Let’s celebrate that. In today’s edition we’re looking at the Pan Am Games’ impact on businesses, the community and some of the many people taking part in the Games. One of those positives was this weekend’s celebration on the Prince Edward Viaduct that saw the Pan Games Torch Relay ignite a our view Am community cauldron and the lighting up of the Luminous Veil. Share your The lighting of the veil is one of the permanent legacies brought support and many about by the Games which also excitement include a number of world-class athletic facilities. Also, athletes are thrilled to have the opportunity to show their stuff for hometown fans. It’s a rare opportunity for them, and one they will cherish. As Toronto sports fans, we need to share their excitement and show our support for our athletes. As Torontonians we should also be embracing the chance to show those visiting from the 41 countries competing in the Pan Am Games we are a great city in which to live, work and play. The Toronto Region Board of Trade looks at the Games as a chance to further establish the city as epicentre of global business. “From the business community’s perspective, we have 350,000 people coming into the GTA. These are folks who if they like what they see, will be coming back, and telling their friends. So hopefully we can look at this as a point in time where we can really showcase what we’ve got,” said TRBOT president Janet De Silva. With athletic events now underway, there’s plenty of enthusiasm from volunteers and athletes. And if sports isn’t your thing, there’s no end of social and cultural events to enjoy during the Games. Breaking up: it really is hard to do It is too soon to say whether the wounds of amalgamation have healed
T
hose of us who’ve been in and around Toronto and its constituent municipalities the last couple of decades probably don’t need the Fraser Institute to tell us what terrible problems amalgamation caused. Before 1998, Toronto was six cities: North York and Scarborough and Etobicoke sprawling to the north and east and west, the tiny municipalities of East York and York huddling on the edge of old, urban Toronto. When then-premier Mike Harris and his municipal affairs minister Al Leach announced
david nickle the city plans to amalgamate us all, everyone in Toronto not connected with the governing Progressive Conservative party knew instinctively it was a bad idea. It wouldn’t save money. It would make governing these cities of neighbourhoods more difficult, not easier. It would, we were sure, be largely unpleasant. We were, in the main, right. And now the Fraser Institute, in a study cutely subtitled “Breaking up is hard to do,” suggests the biggest reason for Toronto to stay together is precisely for that reason: re-establishing Toronto’s old municipal boundaries, or indeed new ones that might be more rational from a 21st century perspective, would be a big
job. The question is, do the problems Toronto has now warrant that kind of work? If we were talking a year ago in the dying days of the Rob Ford administration it would be an easy one to answer. The shotgun marriage of municipalities had descended to such a dysfunctional state that suburban Toronto had elected Ford to its top job. And although the mayoralty has passed to different hands, it is too soon to say whether the wounds of amalgamation have significantly healed. It is probably also too soon to say that they haven’t healed, or that they won’t. But as the Fraser Institute’s report notes, other municipalities have managed the split, and Toronto might too. If we were to do so, best not follow the example of
Montreal, which ended up with a jumble of small municipalities and a new regional government. We would need some other model that took the lessons of history and the realities of the present into account. In the meantime, it might also be healthy to recognize that there exists the simple possibility of separation: that the bike-riding, latte-sipping denizens of the downtown core might be able to debate in a different room from the suburban, fiscal conservatives of the old suburban communities, and each might elect a mayor according to their needs and aspirations. Sometimes, there’s nothing to spur compromise in a relationship like the serious contemplation of its end.

You know the feeling you get when you’re about to try something new for the first time? That feeling of excitement, nausea and panic that courses through your body and miraculously allows you to hear your heart beat through your eardrums? That’s what I felt right before I got off the shuttle bus that brought me to Bloor Street West, despite the cheers and good lucks from my fellow torchbearers. The whole day I was a big ball of nerves. From the moment I woke up before my alarm for the third time, to driving to the designated meeting spot at Montgomery Inn, to ripping open the packaging to put on my torchbearer uniform, up until I was escorted on to the middle of the street to begin my run. As I stood in the rain and wind waiting for the torch to come my way I could feel my nerves building. ‘Don’t drop it. Hold it up high. Smile. Wave.’ All these things run-

ning through my mind as I saw the flame get closer and closer. But I have to admit, all the nerves fell away once I saw my family, friends, and boyfriend in the crowd smiling, waving, taking photos and cheering. It gave me a boost. It was like they were all getting ready to do this with me. Just holding the Pan Am torch is slightly overwhelming because it felt like such an honour to have been given this chance. I believe it’s a oncein-a-lifetime opportunity. It’s the one shot I had to make a
lasting memory of the Games, so I chose to walk and savour the moment. I waved to people on both sides of the street who popped out from shops to see what all the fuss was about and waved to motorists who fortunately or unfortunately were stopped by the massive entourage complete with police on foot, motorcycles, squad cars, black SUVs and bikes that escorted me and the flame down the street. I felt rather presidential. But before I knew it, it was over. I was touching torches with the next runner and my leg of the journey was complete. I walked back to the starting point and managed to cheer on the last torchbearer as he entered into the parking lot to a crowd of cheers from people young and old. As his torch lit a larger torch on stage he was asked to sum up how the experience felt in one word. “Inspirational” was his choice and I couldn’t have said it better myself.

The men’s and women’s road cycling and marathon races are scheduled to take over the streets in High Park and portions of Bloor Street West, Parkside Drive and Ellis and Ellis Park avenues beginning July 18. While there will be ticketed grandstand seating at the start and finish lines on Lake Shore Boulevard, spectators are welcome to bring their face paint and patriotism to cheer on athletes along the routes for free. “The best plan for residents of the High Park area is to stay home and watch the races from their front

Pan Am Chevrolet Beach Volleyball Centre had 3,000 metric tonnes of sand trucked in HILARY CATON hacaton@insidetoronto.com From an empty parking lot on Exhibition Grounds to a 5,000seat stadium fit for high-level competition, the Chevrolet Beach Volleyball Centre was built from the ground up and it wasn’t easy. “The complexity has a lot to do with the time and scheduling,” said Mike Hazelton, general manager of Pan Am Park. “It’s a unique piece because, and in a lot of places, you’re dealing with an existing facility that’s being retrofitted, where this is going to be a parking lot after we’re done.” Hazelton added this stadium, like any other, has to not only look good, but provide “the games experience” to those in attendance because
PAN AM GAMES VENUE people are used to a certain calibre when attending sporting events. “You have to have all the amenities, washrooms, food, facilities for the athletes as well as training areas in the back for them to get ready for a match,” he said. The volleyball centre is one of five venues in CIBC Pan Am Park on the grounds of Exhibition Place, which include the Exhibition Stadium (known as BMO Field), Exhibition Centre (Better Living Building), Toronto Ricoh Coliseum and the Ontario Place West Channel. The park itself will host 16 sports, making it the largest sport cluster for the
Toronto 2015 Games. The centre will have five sand courts: one main competition court, two warmup courts and two training courts. It took approximately 3,000 metric tonnes of specially made sand from Hutcheson Sand & Mixes to fill all five courts. The Hunstville, Ontario company is known for making sand for more than 30 years for various sporting events including the 2000, 2004 and 2008 Olympic Games and the 1999 Pan Am Games in Winnipeg. “The largest (amount of sand) we’ve sent was to Beijing and that was 13,000 (metric) tonnes,” said Todd Knapton, vice-president of Hutcheson Sand & Mixes. For Toronto, the 3,000 metric tonnes was transported in 65

trucks over three nights, said Knapton. “The sand has to meet specific requirements, it has to be a certain size, certain shape, it has to not compact, it has to be aesthetically pleasing so that for a camera or TV, it doesn’t produce glare and ultimately it has to be safe for the athletes,” Knapton said. In other words, it’s not the sand you’d find at the beach. The sand used in the courts is granite based making it softer and more fine, which prevents it from being compressed under the athletes’ feet. It also doesn’t create dust during the competition. Knapton said although the company is no stranger to creating sand at this calibre, it is nice to make it for a Canadian event.

Jodi Hackett looking forward to volunteering at TO 2015 HILARY CATON hcaton@insidetoronto.com For Jodi Hackett, her decision to get in on the action of the Toronto 2015 Pan Am Games as a volunteer was an easy decision. “It’s a why not situation,” said Hackett, a Dovercourt Road and Dundas Street West resident. “I thought it’d be a great opportunity and a great experience.” Hackett will be joining a handful of volunteers as a press operations supervisor for the Pan Am Games. She’s already gone through a handful of training sessions with other volunteers both online and in person. During her training sessions, Hackett said everyone was trained on a variety of responsibilities so their skill set varied. She said she won’t know exactly what she’ll be doing on Day 1 until she shows up for her shift. “It will vary from getting quick quotes from athletes when they come through the zone after their activity for journalists covering the story that won’t get that access, to managing photographers at competitions,” Hackett said. She’s said she is hoping for the latter. “When you work with the photographers in a certain area that’s the best point of view for the sport and I help

Jodi Hackett them if they need anything, it’s mostly managing the space,” she said. “This way, you actually get to see the action, otherwise you’re behind the scenes.” Hackett currently works downtown as a communications manager for a diamond mining company. She said her experience in press operations is an indirect one as she has a background in communications, marketing and publishing and has a master’s degree in cultural and international communications. In the past, she’s had experience in the publishing side. She ran her own mining magazine, but said the operations side is a whole different game. During the Games, Hackett will be stationed at CIBC Pan Am Park on Exhibition
grounds and is scheduled for about 11 shifts, many of them at night. She said she requested those shifts in order to minimize the use of her vacation days. “It’s more of a time commitment in terms of volunteer hours than I anticipated,” she said. “It may be more like 15-hour days...I’ll be at work all day then go directly from there to volunteer.” Hackett said she’s most excited about the spirit of sports and competition when it comes to volunteering for the Games, and meeting new people. “When it comes down to it, this will be about sports. It’ll be like saying you were at the Olympic women’s gold medal hockey game,” she said. “It’s the same experience; I’m looking forward to. It’ll be great and I’ll be on the front lines when it happens.” The Pan Am Games run from July 10 to July 26, while the Parapan Am Games goes Aug. 7 to 15, which will see 41 countries and close to 7,000 athletes compete in 36 Pan Am and 15 Parapan Am sports and will take place across the Greater Toronto Area.

Most of these events (for Pan Am) are five to 10,000.” The main issue BIA members are concerned about is parking and the increased traffic along Queen due to road closures, he said. “Any kind of large events are going to have issues, but we’ll work around it and make the best of it,” he said. The BIA has teamed up with the new parking app Rover, which allows residents to rent out their driveways while they’re at work. He also sees the increased traffic as a positive as more people will be checking out the area’s shops. “It’s going to be great for the city. There will be people who have not seen Toronto before that will come in and hopefully
come to West Queen West,” he said. “We’re an awesome city. We’re going to be able to pull this off.” With the Pan Am Games expected to bring in so many visitors, Parkdale Village BIA executive director Anna Bartula said they plan to treat it like any other large-scale event that comes to the neighbourhood. “We haven’t had something like this in terms of large-scale events around our neighbourhood (that happen) over a period of a couple of weeks,” she said. “This will be a first. However, our neighbourhood is right by the waterfront so when there’s a marathon, Caribana, the (Honda) Indy, traffic is significantly impacted on King and Queen (Streets).” But the Games, and its visitors, have the potential to bring business to the area, she said. “Games like these have great potential; whether or not our neighbourhood sees any positive or negative effect is hard to say at this point.”
