Toronto Council has repealed the interim control bylaw preventing restaurants and bars from opening on Queen Street in Parkdale, for all but the most concentrated stretch of Queen Street, as the city and the Ontario Restaurant, Hotel and Motel Association (ORHMA) head toward an August showdown at the Ontario Municipal Board. Behind every great artist is an equally dedicated mentor. That’s the idea behind Gallery 1313’s new art mentorship program, running from July to the end of August, and geared toward artists just leaving high school or in post-secondary education. “It’s an outreach program to get Parkdale youth interested in the arts and to get to know the large artist community here,” said Phuong Nguyen, program co-ordinator. Exposing participants to the
numerous artist resources in the community (including multiple galleries) and learning from established practicing artists are on the agenda. Depending on the type of work produced, there will also be some type of showcase near the end of the program. “The work is almost secondary, it’s more about the experience,” she said. Hondy Indy returns July 18 to 20 Lake Shore Boulevard lane closure tomorrow to Sunday Ready, set, go. The popular Honda Indy Toronto returns this weekend to Exhibition Place. The largest annual sporting event in the city will begin tomorrow run until Sunday, July 20. Along with the races, the festival will feature food vendors and a craft beer fest, celebrating Ontario breweries. Other off-track entertainment includes its Junior Red Rider program, giving kids the opportunity to experience the Indy with multiple activities, including riding in a safe environment. Singer Danny Fernandes will perform the national anthem at the
event. Tim Warmels of the Bachelor Canada will serve as a grand marshal for the festival. Residents should take note of the Indy’s road closures. Two lanes on Lake Shore Boulevard, between Strachan Avenue and Ontario Drive, east and west directions, will be closed nightly until Thursday, July 17. All lanes will be closed for the event until Monday, July 21. Organizers started track work in early July to ensure minimal traffic distruptions. Tickets are available at hondaindytoronto.com
Sitting in “her” big arm-chair in the living room of the South Parkdale apartment she has shared with her husband, Ed, for the past 30 years, Wendy Bober laughs and smiles incessantly. Her disposition is pleasant and optimistic, not what one might expect from someone who has been battling ovarian cancer since 2011. “I’ve just always been like this and I made the decision that I am not going to change,” Bober said. “I am alive right now and I am not going to waste my energy. Yes I do believe I will die from this, but I am not there yet.” Even as she describes the battery of drugs, tests and treatments she has endured during the past three years, she smiles and shows photos of herself when she had lost all of her hair. “When I went to my doctor in March 2010, she never thought it could be cancer,” Bober said. Most women find out they have ovarian cancer by fluke and the symptoms aren’t overt: bloating, nausea and fatigue, she explained. There are no real tests for the cancer, and for many women ovarian cancer is found too late to cure. Ovarian cancer is the most fatal women’s cancer, according to Ovarian Cancer Canada. “That is why education is so important,” she said, Bober was 55 years old when she started experiencing a bit of bleeding nearly every day. She was given a Papanicolaou (Pap) test, but nothing came of it. Almost a year later, in March 2011, she went back to her doctor because she said she still wasn’t feeling great and knew something wasn’t right. “This time my doctor decided to send me to get an ultrasound,” Bober said. A week and a half later she got a call from her doctor and was booked to see a specialist. That specialist originally thought her symptoms were related to hormones, took some blood work and did a biopsy. That specialist called her back within a week, and Bober returned to his office April 1, 2011. “I fully expected him to tell me it was cancer because everything was going so fast,” Bober said. “I just thought, ‘What else could it be?’” The diagnosis was cancer, even though she had two children, breast fed both and had taken the birth control pill earlier in her life – all the things,

Bober said, are thought to decrease the risk of ovarian cancer. She went in for surgery May 30, but doctors realized the cancer had spread too far to be removed, Bober said. Since that time she has undergone chemotherapy and a variety of drugs to fight the cancer. In addition to her oncologist, Bober visits a naturopath and gets regular massages and acupuncture all to keep herself feeling as well as possible. Bober said she believes it is her faith, her family support and her community that helps her stay positive. It also helps, she said, to be open about what is happening to her and allow people to ask as many questions as they like. Bober works two days a week, attends meetings at her church, runs to and from doctor appointments and rests after cancer treatments. “My husband is fantastic. He is out doing the laundry right now and he’ll come back and fold it up. He shops, takes my mother shopping, he has even learned to cook,” she said. “Now I’m like the armchair chef and I tell him to ‘do this and do that’.” She also spends a lot of time knitting blankets for babies in her church congregation. Bober said she never wastes her time trying to lay blame, feeling sorry for herself or being depressed or angry. “I have had time to plan things, talk to my family, decide I want to be cremated, get a will, live life,” Wendy said. “In fact, we are going to Las Vegas in six weeks.” Bober, who grew up in the Queen and Bathurst streets area, is the mother of two adult daughters,
Sheleigh and Lindsay. Sheleigh said her mother’s disposition isn’t just a brave face. “The way my mother looks at things has always been excessively upbeat,” Sheleigh said. “Even my sister and I, going through life, she helps us find the silver lining in things and I think that is why she has been doing so well for so long.” Sheleigh said she, her sister and a cousin had raised a few hundred dollars here and there to support ovarian cancer research, but this year they decided to do more. “This year I figured, even though my mom is a very happy person, it is getting worse than it used to be,” Sheleigh said. “And (Ovarian Cancer Canada) really should get more money to go toward doctor education and working on a cure.” Sheleigh has organized “Yellow and Teal: An Afternoon Charity Cocktail” fundraiser to support their Walking for Wendy team at this year’s Ovarian Cancer Canada Walk of Hope in September. The walk takes place at Woodbine Park at Coxwell Avenue and Lake Shore Boulevard Sept. 7. The Walking for Wendy team hopes to raise $5,000. The fundraiser takes place Saturday from 12:30 to 3:30 p.m. at the Keg Mansion, 515 Jarvis St. Tickets are $60, half of which covers the cost of hors d’oeuvres and two drinks and the other half will go toward the Walk of Hope and the Walking for Wendy team. There will also be a silent auction with 100 per cent of the proceeds going to the walk.

here’s so much going on with transit in Toronto these days. Construction projects are popping up everywhere. We all know about the maintenance work on the Gardiner Expressway, but do you know what’s planned for your local streets? Councillors focus on themselves during marathon meeting Council’s marathon July m e e t i n g s t re t c h e d o u t for four days last week. It wouldn’t have gone nearly as long as that, were it not for several juicy items irresistible to councillors in an election year: themselves. Council spent Tuesday evening, most of Wednesday and a good chunk of Thursday talking about reports from, and the future of, the city’s accountability officers. A morning and part of an afternoon was spent extracting an apology from Mayor Rob Ford for robocalls; an afternoon closing on the evening was spent extracting a few months of salary from Councillor Giorgio Mammoliti; and another morning was passed, not-quite extracting Toronto Ombudsman Fiona Crean from her job. As time-consuming as these were, each of these debates were extraordinary in their own way. The matter of Ford’s apology to Councillor Paul Ainslie was unique, in that
david nickle the city Ford did in fact apologize. At the end of the long debate, Ford returned to the council chamber and said sorry for robocalling every house in Ainslie’s Scarborough East ward last year to tell them how he hadn’t consulted with them about his vote against the Scarborough subway, when in fact Ainslie had consulted rather a lot. There wasn’t much at stake in that matter: Ford has not done what the integrity commissioner has asked in the past, and gotten away with it without consequence. There was a great deal more at stake in the matter of Mammoliti, who in the end lost three months’ pay over a $80,000 “gift” he received from a fundraiser the integrity commissioner maintained to be improper. Mammoliti disputes
many elements of the integrity commissioner’s report on the matter, but council was unswayed and overwhelmingly voted to effectively take $26,000 from Mammoliti. The matter of Mammoliti’s pay cut marks the first time in Toronto’s history council has voted to impose a monetary penalty against one of their own. The penalty is somewhat diminished by the fact it is so much less than the amount of money that Mammoliti received. But under the rules as they’re written, council could do no more: three months’ pay is as much penalty as an integrity commissioner can recommend and council can impose. Council did the right thing there, and also in a manner of speaking, in the matter of the future of Toronto’s Ombudsman Fiona Crean. A critical mass of councillors, including those stung by her criticism of
their work on the Toronto Community Housing board and the Public Appointments Committee, made the prospect of garnering the 30 votes necessary to extend Crean’s appointment impossible. But a simple majority was all it took to punt the decision to the newly elected council in 2015. It would have been an awful message to send to accountability officers that their future depended on maintaining good relations with badly behaving councillors. Council took care of some other, real city business too during those four days – business that had nothing to do with themselves. But even if they hadn’t, at least they were able to finish their penultimate council meeting on something resembling an ethical high-ground when it came to understanding their roles and obligations.

Queen West residents discuss neighbourhood natalie chu nchu@insidetoronto.com From heritage buildings to highrises, Queen West residents were eager to share their thoughts and concerns on the developing strip. Nearly 100 residents gathered at the first public consultation meeting last Thursday to discuss the new West Queen West planning study, affecting Queen Street West between Bathurst Street to the east and Roncesvalles Avenue to the west. It was led by Toronto city planner Avery Carr, who called for feedback on preserving the heritage value and character of the strip and other recent development concerns. “ We’re experiencing some increasing development pressure and we want to develop a strong community vision,� Carr said in his presentation. Developing a policy context, determining what heritage buildings need to be protected and deciding on further built form of new buildings were all on the future agenda. One immediate point of contention for residents was the highrise “eyesore� at Dufferin Street and

Queen Street West. How it was approved and whether it would set a precedent for the rest of West Queen West was heavily discussed. City staff later clarified the building had fallen between two zoning laws, allowing its height and density. A few longtime residents went on to debate the purpose of this study, saying the “two-tiered� approval system between city council and the Ontario Municipal Board has, and would continue to, prevent any progress on the subsequent recommendations by the community. “Skylines have been lost, transit has become impossible...all our
work becomes compromised or the builder gets what they want,� one resident said. Whether any of the plans would receive funding was also an issue. “There are no guarantees of money, but we’re looking at what the community needs,� Carr said, adding exhaustive community consultation, along with unified city staff and council, would provide a strong argument toward implementing any recommendations. “Is there a common character of Queen West? That’s what we’re trying to figure out,� Carr said in an interview with The Villager. The study will continue in stages for another year before a final report is sent to council in late 2015. Due to scheduling conflicts, councillors Gord Perks, Ana Bailao and Mike Layton did not attend the meeting. A separate meeting examining transit capacity in the area is slated for later in the season. Carr said he also hopes to begin walking tours in August to allow residents to continue to give options on the different spaces along Queen.

The OMB has set a full hearing to take place mid-August, and the ORMHA had sent a settlement offer to the city to forestall that. The ORHMA’s offer would have the city lift the 25 per cent ban. Toronto Council rejected that offer, and counter-proposed it would consent to an adjournment of the hearing until council heard from a working group made up of staff from Municipal Licensing and Standards and staff from the Alcohol and Gaming Commission of Ontario to study ways to improve compliance and enforcement of city bylaws by restaurants and bars. On Tuesday, Parkdale-High Park Councillor Gord Perks said the city is still waiting to hear whether the counter-offer’s been accepted. “We’ve made them an offer saying if you want to put off this hearing, we could do that pending the outcome of the working group,� said Perks. “But be aware of two things: one, we view the issues as being more than simply enforcement and the working group may or may not come

Great Hall battle: keeping fans, residents happy NATALIE CHU nchu@insidetoronto.com The Great Hall may not be in danger after all. Representatives from the popular event venue on West Queen West called on residents this week to support a capacity increase, which they said was essential to help prevent the iconic music hall from closing. However, city staff said the issue is taking the neighbourhood’s interest into consideration and it’s not about the value of the venue. “We’ve had some issues around noise and patrons leaving the establishment. We’re trying to work with the residents to establish condi-
tions on noise and crowd management,” said local councillor Mike Layton. The Great Hall released a petition Monday, calling for support on its application to the Alcohol and Gaming Commission to increase the capacity from 303 to 1553. So far, more than 2200 signatures have been collected. “To pay the bills for what we want do, we need a higher capacity. We want to expand on the already existing program and keep it as a hub for community artists and local residents,” said Great Hall program co-ordinator Mark Foster. A hearing will also be held at 20 Dundas St. W., on July 30. Those interested in the issue are encour-
aged to attend the hearing. The venue is housed in a designated heritage building on Queen Street West, west of Ossington Ave., and has hosted some popular events including The Big Sound, Art Battle and Summerworks Festival. Foster added there are potential buyers on the line, and said if the application fails to pass, The Great Hall, built in 1889, is in danger of “going the route of a condo.” However, Councillor Layton is not convinced the present situation poses any imminent danger. “I think that’s a bit of a threat. Yes, condo developers would pay a fortune for it, but it (the heritage designation) would make it extremely difficult to operate as
something else,” he said. Due to residential areas in close proximity to the south and the north of The Great Hall, Layton said residents have regularly come forward with concerns. The proposal he added, would quadruple the capacity of the venue, which would really mean expanding the liquor license. Layton believes a compromise can be reached. He points to Dundas West’s The Garrison, which successfully increased its capacity. “We need to make sure that the owners are working through the noise issues and are committed to upgrades,” Layton said. “We are trying to co-exist.”
Parkdale Film + Video Showcase fundraiser Sunday at 7 p.m. The Parkdale Film + Video Showcase is hosting a games night fundraiser for its 2014 summer programming. Interested residents can participate in a “pinko bingo” mingling night in support of the community art collective’s 16th annual showcase. This year’s fundraiser will be held at Capital Espresso Sunday. There is no cover charge and each bingo playing card costs $2. Proceeds will be used to support Parkdale artists exhibiting works at this year’s showcase. The Parkdale Film and Video showcase runs Aug. 8 to 10. Residents interested in attending the fundraiser should be at Capital Espresso, 1348 Queen St. W., at 7 p.m.

how important these relationships are. “It’s really valuable in seeing the diversity of people’s art practices and I was somebody who, at a young age, didn’t really take advantage of seeking out artists whose work I admire,” Powers said. Her advice for young artists is to “not be afraid” of reaching out to other artists that inspire them, and that older artists often love to hear that others like their work. But along with the egoboost, Powers said artists have
a lot to learn from each other, no matter what age. Powers also said she hopes participants will see how peer interactions and support in the program is key. “It’s always very valuable to expand your contacts especially in your own community. To speak to someone new about things that matter to you can help you find inspiration on how to carry your own practice,” she said.
