City council has passed a report that lays out the framework to give city staff guidance when it comes to considering applications for businesses on the west side of Roncesvalles Avenue. After a land use study of the area, staff recommended maintaining the existing zoning bylaw provisions and establishing a set of performance standards for the consideration of future non-residential use proposals in the area. The west side of Roncesvalles Avenue, between Marmaduke and Marion streets, is primarily residential with a few businesses including optometrists, a music school and a spa. However requests to permit non-residential uses, which are otherwise prohibited by the residential zoning designation, have slowly started to come in to convert the residential properties to commercial or mixed use and more are expected. New farmers market planned for south Parkdale

hen it comes to fresh, affordable food, some see south Parkdale as being under-served. So, for a second time an attempt is being made to remedy that with a new farmers market. Niveen Saleh, from Mississauga, is a Master Environmental Studies student at York University who is working with the Toronto Youth Food Policy Council in cooperation with the West End Food Co-op (WEFC) and Greenest City to launch a new “Good Food” market in south Parkdale. Good Food Markets sell high quality, affordable fruits and vegetables and bring healthy produce to neighbourhoods where it might not otherwise be available. It is a designation given to a market by FoodShare Toronto, a non-profit community organization founded in 1985 to address hunger in Toronto.

under served,” Saleh said. “And this is a park that has a lot of activities and a lot of people utilize it. We wanted to have a space that is very accessible.” There was a previous attempt to start a south Parkdale market in 2012, but it didn’t come to fruition. “We are hoping this one will stick,” Saleh said. “We are looking forward to getting people out to support the market, because the more they come out the more we prove this should be a staple.”
As a pilot, the market would only have a halfdozen vendors. They are aiming for a July 31 launch and the market would run for five of six weeks on Wednesdays. They would then assess whether the market is something that can continue. Because of its proximity to other markets, Saleh said they sought letters of support from the area councillor, Gord Perks, as well at MPP Cheri DiNovo and MP Peggy Nash as well as FoodShare in order to make a case for starting another market. With no budget for the market, Saleh said it has truly been community driven; with people stepping up to help acquire tents, tables and such. “It really is a communityrun project which isn’t based on financials, but people genuinely wanting to take this off the ground,” Saleh said.

uesday marked the one-year anniversary of the worst mass shooting in Toronto’s history. The incident at a community barbecue on Danzig Street in Scarborough took the lives of 14-year-old Shyanne Charles and 23-year-old Joshua Yasay, and left 24 people injured. Among the wounded was a 22-month-old baby. Much has happened since the shooting that shocked Toronto, including the arrest of two men and a 17-year-old boy in connection with the shooting. Prime Minister Stephen Harper, then-Premier Dalton McGuinty and Mayor Rob Ford all came to the area shortly after the shooting to pledge support in fighting crime and promoting community safety. Mayor Ford called for “a war” on gangs the city. That’s all good. It would have been a disgrace if the follow up to Danzig had been nothing but empty political promises. This month’s five provincial byelection campaigns, including the Scarborough-Guildwood riding in which Danzig is located, are the time to hold candidates and parties accountable on crime and community safety. What will not change is the critical role residents must play in making their own neighbourhoods safer. Earlier this month Danzig had local children playing baseball, meeting at a townhouse set aside as community space, and taking care and control of their neighbourhood. Residents across the city should do the same. That needs to be the lasting legacy of what was a horrible day in Toronto’s history, a commitment that we will never let such a thing happen again.

Etobicoke byelection could change Ford’s team There’s nothing certain in love, war or politics – but it’s a fair bet when the dust settles in the Etobicoke-Lakeshore byelection, there’s a good chance Mayor Rob Ford will have a new deputy at his side. His current Deputy Mayor, Doug Holyday, is of course the Progressive Conservatives’ great hope to win a Toronto riding. He’s currently nipping at the heels of fellow councillor and Liberal candidate Peter Milczyn, but the polls are close enough to make it a possibility that on Aug. 2, Milczyn will be coming back to city hall and Holyday will be off. And if that happens, Mayor Ford will be looking to a new deputy, Scarborough Centre Councillor Norm Kelly, to have his back for the rest of the term. I predict Kelly will do a good job. Throughout his career, he’s always been a dutiful team player, of the dance-with-the-one-thatbrung-you variety. But he won’t provide the unique
david nickle the city qualities that Holyday provided for Ford. It’s fair to say that only Ford’s own late father, Doug Ford Sr., has been as much of a mentor in retail conservatism to our mayor as Holyday has. Both men have made careers of eschewing the perqs of a councillor’s office, and criticizing those who indulge. Ford’s insistence on holding down and voting against stop signs and traffic calming installed against staff’s recommendation was learned at Holyday’s foot. I remember when Ford came to City Hall for the first time, right before he was first elected, I met him and his brother Doug Ford in Doug Holyday’s office. All of this has combined to make Doug Holyday an excellent deputy mayor. He’s a trusted enough member of Ford’s inner circle to take the lead on some of Ford’s biggest files, and also to
be able to get away with applying necessary public pressure when the mayor’s handling of his personal issues have threatened to derail the city’s government. Can Kelly do the same? The short answer is no. Through his long career as a city councillor, Kelly has often seen nothing wrong with taking expensive trips on the public’s dime. And his dutiful loyalty to his mayor is undercut by the fact that Kelly was an equally loyal lieutenant to Mayor Ford’s predecessor, left-of-centre magistrate David Miller. Can Kelly do a good enough job, though? The short answer there is sure. After all, just as Deputy Mayor Holyday is campaigning hard for a new job now, Mayor Rob Ford is already campaigning hard for his old job back. And that will make for lighter lifting in the deputy mayor’s job.

No parking on city streets I would like to offer a suggestion to those seeking input for Toronto’s Feeling Congested? campaign. How about no longer allowing those who do not have a parking space located on their place of residence to park on city streets. No place to park it, no car. Simple. ‘Old Toronto’ was never designed to accommodate the automobile yet those in power do nothing to discourage their overwhelming negative impact on their neighbourhoods. If those at City Hall really want to eliminate traffic congestion, I can think of no better solution than to actually get the parked cars off the roads. Temporary bridge not expected to open until next year >>>from page 1 traffic for the city for the past 27 years and said the situation in the downtown west end would rank quite high on her list of most challenging traffic scenarios she has had to deal with. “Usually with a project like this we have lots of time to plan and to create contingency plans and also coordinate the work with other work going on,” White said. Because they were not able to in the case of the Dufferin Bridge it means there is construction happening there as well as Metrolinx construction on Strachan Avenue and further north on Dufferin between Peel Avenue and Dundas Street. Add to that the events happening throughout the summer at Exhibition Place and traffic has no option other than to funnel through south Parkdale. “We have a plan for coordinating our capital work and major projects that is two to three years ahead of
time,” she said. “But because this wasn’t planned it was just dropped in an area that already has a lot of work going on.” Pa r k d a l e - H i g h Pa r k Councillor Gord Perks hosted a meeting with residents from the surrounding area on July 11 at Queen Victoria Public School. Perks explained the hope was the bridge would hold up until 2016 when it was planned to be reconstructed. But the bridge was closed suddenly when it was found to be unsafe. A temporary bridge will be constructed to carry vehicle and pedestrian traffic until an environmental assessment can be done and a new bridge constructed. The hope is the temporary bridge will be open by next spring or summer. Not a lot of questions around the work and the timing of the bridge reconstruction can be answered until the city determines how dependent Exhibition Place is on a watermain that runs
Davenport Councillor Ana Bailao hosted a meeting with her constituents on July 10 to discuss their concerns. With the construction on Dufferin between Peel and Dundas, the plan was to keep one lane in each direction open, but that proved untenable. When the Dufferin Bridge was closed the decision was made to keep a northbound lane open on Dufferin and divert southbound traffic, including the TTC bus, so as not to funnel even more cars toward the closed bridge. The Dufferin bus is the single most used bus in the TTC according to Murray Hill, the TTC’s manager of construction and events. It makes a trip every three minutes during peak hours, but residents said the buses are speeding and the situation is dangerous. “They are going too fast and it is only a matter of time before a kid steps out onto the road from between cars and the bus won’t be able to

along the bridge. At the meeting, residents said since the bridge was closed they have seen a dramatic increase in traffic, including large trucks, particularly on Springhurst Avenue. Residents say traffic is bumper to bumper and when it isn’t, cars are driving up onto the sidewalk to avoid speed bumps. Also, residents who live along Jameson Avenue said it has become akin to a highway.
Police who attended the meeting said they would look into increased enforcement and encouraged residents to report traffic infractions as well as the time of day they most commonly occur. Residents along Brock Street are feeling the effects of traffic displacement. Traffic along the street has increased and the Toronto Transit Commission has even detoured a bus down the street.

Hill said Gladstone was considered, however it was ruled out because in order to get the bus back onto Dufferin to complete its route after the detour, it would need to make a left hand turn across Queen Street. “Left hand turns are horrendous for buses,” Hill said. “With the frequency of the bus it would have really tied up the intersection.”

w GO transit work set for end of July Rail and signal work along the GO Transit Kitchener corridor is scheduled between Lansdowne Avenue and Queen Street West during the last weekend of July. Instead, the two “metres” have been coined ‘donation stations’ and have been erected in not only the beloved zoo, but also at Riverdale Farm and the Toronto Botanical Gardens, as yet another way to collect funding. Together with the Toronto Parks and Trees Foundation; P r e c i s e Pa r k L i n k , t h e Canadian company behind the Pay and Display parking machines; the Toronto Parking Authority, City Parks Forestry and Recreation; City Partnership and the Friends of High Park Zoo, the two donation stations were unveiled during a special event last Thursday.
One station has been installed outside the llama pen at the zoo and the other near the Grenadier Restaurant and Cafe parking lot. Since June 18, more than $1,100 has been collected through the donation stations, Parkdale-High Park Councillor Sarah Doucette said. “This is a pilot project. We’ve been working on the idea for quite some time,” Doucette told The Villager. Residents who make a donation will receive a receipt. For donations of more than $10, the receipt will direct donors to a website from which they can print a tax receipt, Doucette said. The Friends of High Park Zoo recently reached its goal of $50,000 within hours of its June 15 deadline. For the second time, the Honey Family Foundation offered to match donations to the
zoo fund dollar for dollar for a maximum of $50,000. Meanwhile, the group is circulating a petition calling on Toronto City Council to restore its funding to the zoo. Because of financial constraints at the city, the zoo was slated for closure in June of last year. It costs $227,000 annually to operate the zoo, which has been around for 112 years. The popular yearround destination attracts more than 250,000 people annually. Parkdale Library paid parking plan cancelled Pixels for Pistols nets ERIN HATFIELD ehatfield@insidetoronto.com A project to pilot paid parking at the Parkdale Branch of the Toronto Public Library on Queen Street West will not go forward. City Librarian Jane Pyper said at the June meeting of the Toronto Public Library Board, members decided to drop plans to charge for parking in the small lot at 1303 Queen St. W. During the review of the library’s 2012 operating budget, the board considered a number of potential sources of revenue generation, which would provide budget relief. One of the potential sources was to introduce paid parking at library lots where feasible. The first phase of the pilot project was for the Toronto Parking Authority to look at a number of sites and narrow the list of libraries where paid parking was feasible. At its monthly meeting on

Jan. 21, the board voted to implement pilot projects for paid parking at its Parkdale and Fairview branches. It was originally estimated the net revenue at Parkdale would be $8,000 a year. “A more detailed report was done since then,” Pyper explained. “Essentially with Parkdale they decided the capital costs, operating expenses and the amortization of the capital costs would result in, more or less, breaking even.”

The capital costs were estimated at $20,000, which would be amortized over five years. The estimated annual expenses of the first five years are $22,000, which would approximate the projected annual revenues, with a break-even outcome. The parking lot is small and access is off an alley behind the library, which made it a less attrac-
tive money maker for the Library. Assessments also showed the Parkdale Branch patrons commonly walk or take transit to the library, as opposed to driving, Pyper said. With no real revenue oppor tunity the board decided to not proceed with the paid parking there.
In the case of the Fairview Branch, at 35 Fairview Mall Dr., the board will reconsider the issue in September in order to hear from the TPA and the area councillor, Pyper said.

Toronto Police Chief Bill Blair commended law-abiding residents Friday, July 11 for turning in their firearms as part of the 2013 Pixels for Pistols programs. About 485 firearms and 22,000 ammunition were collected through the annual gun amnesty program over the past four weeks from residents who surrendered their unwanted firearms to police for destruction. “It’s an excellent result,” said Blair, noting the guns submitted by honest, lawabiding residents may have otherwise been vulnerable to theft by would-be criminals. “We are grateful for all the citizens who have participated in the program.” As part of the program, participating residents received a digital camera from Henry’s Camera in
