Toronto’s first linear skateboard park could be coming to Parkdale.

We s t L o d g e P a r k , o n Lansdowne Avenue just north of Queen Street West, is an underused city park, but is in line for improvements to fix such things as poor lighting, excessive litter and attracting illicit activity.

But the “main bold move”, said Alex Mutt of the City of Toronto at a community meeting on June 19 at the May Robinson Auditorium on West Lodge Avenue, “would be to look at a new route through the park. It would be a more active route with streetscape elements along the route that would make it an active play element.”

The exact configuration and elements haven’t been determined, but the idea is that in addition to the main thoroughfare through West Lodge Park, there would be a secondary path wrapping along the southern perimeter with concrete elements and little ramps and rails skateboarders could use. >>>YOUTH, page 5

Rita Cox tells the story of Parkdale Project Read ERIN HATFIELD ehatfield@insidetoronto.com “The day I came here was the day I was born,” Hewida Abdelmoaty said before a group of learners and supporters at Parkdale Project Read (PPR).

It was here she learned to read English, which opened a whole new world to her.

Abdelmoaty’s heartfelt comments resonated with all those attending the PPR’s annual general meeting (AGM); but they were directed to one person in particular, Dr. Rita Cox, the founder of the literacy centre.

“Thank you for keeping our spirits up, for being a mentor and a leader,” Abdelmoaty said.

Parkdale Project Read, located at 1209 King Street West, is a community-based organization that offers literacy services free of charge to adults who are fluent in English. PPR provides a variety of learning activities and assessment methods that help learners find their best way to learn. They offer math, communication, grammar and

reading and writing groups.

They also have a knitting circle, literacy through hiphop, creative writing, book clubs and college preparation courses. In the last year PPR worked with 133 learners.

Cox, who lives in Swansea, not only attended PPR’s AGM on June 20, but shared some of her legendary storytelling, including the story of the creation of PPR. Cox is the founder of the centre, which teaches and supports people to learn to read. She is also a member of the Order of Canada, an author and a master storyteller. Born in Trinidad, Cox joined the Toronto Public Librar y as a children’s librarian in 1960. In 1972, she became the head of the Parkdale Branch and served at the branch for 24 years.

Cox pioneered the library’s Black Heritage and West Indian Resource Collection, which were later named the Rita Cox Black and Caribbean Heritage Collection in her honour. She founded the Pa rk d a l e Co m m u n i t y Information Centre in 1976, which continues to operate

She shared with the group the story of the creation of PPR after a parent confided in her that she couldn’t read to her children as the teachers were telling her to. Cox wanted to help.

“In those days, in the 1970s people were more hospitable,” Cox said. “That may

have changed, but Parkdale remains a place where people care about each other.”

After PPR was started in the Parkdale Branch, Cox said the demand grew.

“As the number of learners grew we decided it had to become a community-based program in order to give it the opportunity to grow,”

Cox said.

In 1977, PPR held its first meeting as a community group and has been able to help many people since.

“I feel so blessed because every day I hear about or see somebody whose life I have touched and who has touched my life,” Cox said.

Cox shared the story of

one learner named Olive who worked as a cleaner until one day she saw a program on television about PPR and decided she was tired of scrubbing other people’s floors and wanted to learn to read.

That woman went on to pen her own book telling her story and is now pursuing a degree in nursing.

“It is the life stories that really keep me going,” Cox said. “When skills are attached with intelligence you can sail away.”

It is the staff and volunteers who keep the organization running that really make the difference, Cox said.

“They make people feel like they are worthy,” Cox said.

PPR receives most of its funding from the Ministry of Training, Colleges and Universities as well as project funds from the Trillium Foundation, the City of To r o n t o’s In v e s t i n g i n Neighbourhoods program and ongoing support from Softchoice Corporation.

his Monday, Canada will celebrate its 146th birthday. In honour of that special day, The Parkdale Villager has compiled a list of ways to celebrate the founding of this great nation.

The list, which you can find on page 8, is more of a launching pad for community engagement – a way to connect with your neighbours, your immediate community and in some way Torontonians as whole.

It’s a chance to get out and enjoy the city: Perhaps you’re interested in one of the bigger celebrations such as the Scarborough Canada Day Parade or the events taking place in the Beach.

If you’re the kind of person who likes to stay home, why not call up a few friends and neighbours and host a barbecue.

Neighbourhoods across the city from Parkdale to North York, Etobicoke to Scarborough, East York to Bloor West have started community events, street parties, neighbourhood clean-ups and garage sales all in an attempt to bring people together.

The same energy that goes into these communitybuilding events can easily be focused on Canada Day.

In this issue, we take the idea of celebrating Canadiana with a few things you may have not even considered - although very Canadian: Learn about Canada’s history and the War of 1812 - did you know Canada Day was once called Dominion Day; watch the annual Robbie Soccer Tournament, which happens every Canada Day weekend; enjoy some ribs at any of the three ribfests taking place in the city; say cheers with Canadian drinks while eating Canadian food.

Really, what Canada Day is all about is being Canadian and all the great things this country has to offer. People from around the world immigrate here to enjoy a multicultural society focused on equality.

So in whatever way you decide to celebrate Canada Day, keep your fellow Canadians in mind and enjoy the nation’s birthday.

Letter

Mayor’s bluster costly in negotiations with province Monday might have been a good day for Mayor Rob Ford.

At noon, our mayor ventured onto the roof of city hall where he attended a flag raising for Pride Week, and read some kind words about his LGBT constituents.

It was a good sign for the city’s leadership. A few hours later, he dropped the ball on a more vital mayoral duty: negotiating an important financial deal with the provincial government.

These things come up – the province makes a financial shift that’s not to the city’s advantage and city officials sit down with their provincial counterparts to work details to balance the books. That didn’t happen this time.

By Monday afternoon, after a meeting with Finance Minister Charles Sousa, the mayor had branded the provincial government as a profligate enemy of the city, unmindful of the plight of Toronto’s “most vulnerable,” and jealous of Ford’s fiscal record.

david nickle the city for running an efficient government. They found out Mayor Ford can turn the city around and these people can’t.”

Then he threatened to continue with a modest tax increase, a cut to the land transfer tax and cut homeless shelters and other social services, and pin it on the province. Sousa was thus enabled to carry himself with an air of bemused frustration.

The city is well run and its books are in order?

Splendid. It shouldn’t be necessary to continue to prop up the city’s social housing with provincial funding. The city should end up ahead, no longer having to repay an old $200-plus million loan from the province – never mind the city had been considering it off the books since 2005. And even if it’s not... council need not hold “hos-

tage” its poorest residents.

The minister needn’t have said anything; Ford had tangled himself up well enough on his own.

Ford has spent the past year boasting about savings he has found the taxpayers, while city finance staff continue to find dramatic, seven-figure surpluses each year. To buttress his reelection bid, the mayor has promised to keep taxes low and take a chunk out of one of the city’s main revenue sources, the land transfer tax.

Any Ontario voter casually acquainted with city hall would be forgiven for concluding that the city doesn’t need their tax dollars like it used to.

Mayor Ford, with his very partisan bluster, hasn’t done anything to convince otherwise.

Indeed, in this matter he’s been Ontario Premier Kathleen Wynne’s best friend.

Time for 905 to pay up I would like to remind Metrolinx and the provincial government that it has become a transit crisis because of decades of abysmal local and provincial urban planning strategies that have, in part, allowed urban sprawl to eat up Ontario’s greenspace.

I have seen all of our main east/west roads gradually turned into 905 expressways as Durham Region started to expand in the early 1970s.

It is time these satellite communities finally start to to pony up their own money for public transit. Torontonians have been ‘carrying the can’ for far too long and now can’t afford anymore fees or property tax increases.

This will be a back payment that is long overdue.

She’s a baby Zoomer LISA RAINFORD lrainford@insidetoronto.com A female baby wallaby that popped her head out of her mother’s pouch at the High Park Zoo in April has a name.

The wallaby has been christened ‘Zoomer’ after Citytv founder Moses Znaimer’s company, ZoomerMedia.

Znaimer donated $10,000 toward the Honey Family Foundation earlier this year.

Zoomer can be seen most weekends in the paddock next to the llama pen at the High Park Zoo, said ParkdaleHigh Park Councillor Sarah Doucette.

“Zoomer likes to lick people,” Doucette said. “She’s adorable, so sweet. She loves people and loves to be handfed.”

The Friends of High Park Zoo recently reached its goal of $50,000 within hours of its June 15 deadline for the Honey Family Foundation to match that total amount

donated by the community.

“We’ve given the city $228,000. Now we just have to pay for the rest of the year,” Doucette said.

Enthusiasm to save the zoo was high, Doucette added.

It has been much harder to maintain the initial momentum of that first year, she said.

“Corporations have said, ‘Where’s the city? Why is the city not funding this?’”

Doucette said.

The Friends of High Park Zoo are circulating a petition calling on council to restore city funding of the zoo. Visitors and residents have donated the full amount to operate the zoo since July 2012.

However, the group will continue to fundraise for capital expenditures such as improving the llama pen and sidewalks at the zoo, Doucette said.

The High Park Zoo has a new resident, a baby wallaby named “Zoomer” after Moses Znaimer’s “ZoomerMedia.”

“We are not building a full skateboard park,” O’Bright said. “But rather a path that will have elements to achieve a skate park.”

In attendance at the meeting were half a dozen preteen boys who chimed in with some more suggestions for the linear skateboard park design. They said they would like to see some stairs along the path and a three metre run allowing them to build up speed.

O’Bright took note of the ideas and said the end goal would be to have the young people start to care about this park and thereby alleviate some of the issues with litter and safety.

want you to be proud of it,” O’Bright said directly to the youth. “We want you to take ownership of it.”

One adult male resident said he believed a linear skate park would drastically improve the ownership over the park.

“It has to be kept clean or it will be useless to them,” he said. “Because for skateboarders even a stone on the path will be a problem. If you build something nice they will respect it.”

Capital improvements to West Lodge Park are slated for 2014. In addition to the linear skate park there will be a community garden and possibly an orchard, which the community identified as priorities at a meeting in March.

Preliminary plans included enhancing the playground by

seeing what existing structures could be salvaged in addition to what could be added to appeal to two- to five-year-olds.

There could be a secondary play area for older children with a swinging rope or a larger climbing structure, Mutt said.

The wading pool would be retained and a larger sand play area could be added, with natural elements like logs and rocks that children could engage with.

The two men said they would look at the access points to the park to see if there are ways to make the park more welcoming.

The revitalization of West Lodge Park is projected to take place next summer.

O’Bright told the residents construction would take about 10 weeks and asked them to consider at which point in the spring/summer of 2014 they would prefer that to happen.

West end weekend festivities Looking to stay close to home this long weekend? If Toronto’s official Canada Day celebration at Mel Lastman Square isn’t enough to draw you out of the downtown west end, there are plenty of family friendly and free events taking place in the West Queen West and Parkdale area this Canada Day Weekend.

The annual CHIN Picnic is back for a 47th year. The multicultural festival features live music and dance, the Rising Star contest, the Ms. and Mr. Bikini contests, a kids’ zone and fireworks. Held at Exhibition Place, the CHIN Picnic runs from June 29 to July 1 from noon to 11 p.m. and is free for the whole family.

Down at the Royal Canadian Legion Branch 344 at 1395 Lake Shore Blvd. W., residents can celebrate Canada Day with veterans.

From 1 until 7 p.m. the Queens Own Rifles will celebrate with a live band and barbecue.

In both High Park and Trinity Bellwoods Park, area politicians are also set to mark the day with community celebrations.

MP Olivia Chow and MPP Rosario Marchese, who both represent the riding of Trinity-Spadina, are teaming up to host a celebration in Trinity Bellwoods Park on July 1 from 1 to 4 p.m. The afternoon will feature music, dancing, kids’ activities, a doggy contest and food.

Meanwhile, over in High Park, Peggy Nash MP for Parkdale-High Park will present a celebration with live music, kids’ activities, refreshments and a special ceremony. The party is planned to take place in the High Park picnic area from 11 a.m. to 2:30 p.m. on July 1.

Residents can also spend Canada’s special day at the birthplace of urban Toronto, The Historic Fort York. Kids can enjoy various take-away crafts, face-painting, hula-hooping and storytelling sessions.

There will be Fort York temporary tattoos and Canadian flags for visitors to show their pride.

Bring a picnic and learn the exciting story of this National Historic Site on one of the varied tours.

This is a Celebrate Canada event sponsored by the Government of Canada through the Department of Canadian Heritage.

On July 1 between 10 a.m. at 5 p.m. admission to the historic site is free.

The Electronic Recovery Care Plan (eRCP) eliminates the need for “confusing” and “complicated” paper record trails, Instead, it engages patients directly in their care plan, according to its creators, Dr. Kelly Driver, medical lead for the Mental Health Short Stay Unit and Dr. David Gotlieb, medical lead of the Emergency Psychiatry team.

“I was frustrated by the paper and pen model,” Driver admitted. “I’d notice redundancies. The hand-writing was sub-optimal. I approached Dr. Gotlieb and said, ‘Can you put this on the computer?’”

Patients say they are “delighted” to have a copy of their own care plan, which outlines their diagnosis, the history of their treatment and recommendations doctors have made for future care.

The eRCP doesn’t require any special software, only a browser.

Gotlieb, who has worked at St. Joe’s since 2000, conceived of the idea and

came up with a working prototype within a two-month period.

“We wanted it to be user-friendly.

We did it with zero budget,” Gotlieb said, who has a background in computer science. “It was nice

because there was no bureaucracy involved.”

The eRCP is the first of its kind – no other hospital has this, Gotlieb said. His and Driver’s efforts have been attracting attention beyond the St. Joe’s community. The two hosted a workshop to describe the eRCP system at the Annual Meeting of the American Psychiatric Association in San Francisco last month.

The eRCP essentially tells a patient’s story. Each document outlines the possible risks to the patient, for example, suicidal, homicidal or unsafe sex behaviour – “any risk would be identified,” Driver said.

The document includes diagnosis, medication(s), addiction issues, doctors’ recommendations and treatment goals, such as maintaining steady employment.

Five out of six patients who are admitted to the Mental Health Short Stay Unit are suicidal, Driver said.

The length of stay varies depending on the needs of each patient, however, the average stay is four days, she said.

The eRCP has special additional features. It seeks out any acronyms and replaces them with full titles.

Acronyms like CAMH are changed

to Centre for Addiction and Mental Health or MDD, Major Depression Disorder.

“We used to give (patients) a hand-written letter by nurses,” Driver said, who has been at St. Joe’s for 10 years. “Now, it’s spelled out for them.”

The eRCP gives doctors a framework for how to interview a patient, she added.

transit councillor says Put wTheLRT underground province should back up recent comments by the provincial transportation minister and build a new light rail line completely underground, says a Scarborough councillor.

Taking issue with Minister of Transportation Glen Murray’s contention in early June that the Eglinton Crosstown light rail transit line (LRT) is a subway – since the majority of its planned route runs underground below Eglinton Avenue West – ScarboroughAgincourt Councillor Mike Del Grande said the entire 19-kilometre line should be built below street-level.

At last Tuesday’s meeting of Scarborough Community Council, Del Grande introduced a motion calling for all of the Crosstown, in light of Murray’s remarks, to run underground.

Currently, the line is slated to emerge from a tunnel east of Don Mills Road before continuing at street-level to its eastern terminus at Kennedy station.

The motion was adopted by a majority of the 10-member council.

Report to look into making King Street streetcar-only during morning rush hour RAHUL GUPTA rgupta@insidetoronto.com Following a board vote Monday, the TTC’s political body took the first step toward one day reserving King Street West for streetcar and bicycle traffic.

During its June 24 meeting, the TTC’s board of commissioners voted unanimously to support chair Karen Stintz and call for a report on the feasibility of making King and perhaps Queen Street West streetcar-exclusive during the morning rush hour period.

A motion introduced by Stintz asks for TTC staff to collaborate with the city to address specific details of the proposal, first floated by CEO Andy Byford last week which includes examining boundaries, means of enforcement, costs for implementation and other questions.

Following the meeting, she said the study, which will also require consent from the city’s

public works committee to go ahead, was necessary to determine how to serve ridership on King Street West, which could increase significantly due to new residential development in

Liberty Village and other neighbourhoods in the King corridor.

“At this point it’s very preliminary in our analysis,” Stintz told reporters after the meeting at city hall. “We just know that we will have so many more riders we will need to accommodate.”

While Stintz last week suggested a pilot morning rush hour ban of all nontransit vehicle traffic could

take place by the 2015 Pan American Games, but refused to commit to a timeline for implementation until the report is complete so as not to prejudice its findings.

‘Year-and-a-half’ “I think we could reasonably pilot something within a year-and-a-half, but there’s still lots we don’t know,” she said.

During the meeting T TC commissioner Glenn De Baeremaeker said he would support completing the study.

“We as a city are moving tens of thousands and we have to figure out to accommodate a greater amount of people in the most efficient and economic manner,” he said.

Downtown Walmart proposal Bylaw limiting Queen St. West sparks second public meeting night spots could soon be JUSTIN SKINNER jskinner@insidetoronto.com With a second public meeting slated for July to debate the controversial RioCan proposal for 410-446 Bathurst Street, the developers are hopeful the public is changing its tune toward the application.

The plan calls for a threestorey retail centre, including a Walmart, on the site, a fact that attracted a great deal of ire from many in and around the area.

More than 200 people attended a public meeting in early June to learn more about – and in many cases speak out against – the plan.

The meeting was so wellattended, a second public meeting has been scheduled for July 9.

According to RioCan senior vice president of planning and development Jordan Robins, however, many of those concerns were due to public misconceptions.

“There’s a misconception that the development was in Kensington Market,” he said.

“It’s actually on the Bathurst Street corridor north of Dundas in an area that needs improvement and is not wellserved by retail.”

Robins said RioCan commissioned a number of studies and reports, which showed there would be no significant impacts on traffic or on the

surrounding market areas.

He acknowledged he has heard “a lot of anti-Walmart sentiment” but noted while the City of Toronto’s bylaws can determine the use of a space, they cannot determine who the tenants will be.

Robins contended the retail centre would not – contrary to the concerns raised by many – eat away at the Kensington retail market, which offers its own unique goods and charm.

“A number of people who are drawn in to Kensington come for (the Kensington Market) experience. We have an entirely different experience we’re offering,” he said, adding he has maintained an open-door policy, going so far as to meet or speak personally with individual members of the community who have expressed concerns.

Robins said RioCan is in the process of setting up a website through which community members could offer suggestions and said he plans to maintain contact with those who have suggestions.

He feels that, as some of the misconceptions surrounding the proposal have been cleared up, opposition to the proposal has diminished.

“By virtue of the calls (received) and comments and blogs I’ve read, I think some

of the concerns have started to abate,” he said.

The proposal has sparked councillors Mike Layton and Adam Vaughan into action, with the pair commissioning a Bathurst Street Study to look at development as a whole along the downtown portion of the street.

Layton remains staunchly opposed to the RioCan proposal for a variety of reasons, not least of which are the retail impacts he feels a big box store in the area would have on the surrounding community.

“The fact is, it’s going to have an impact on the surrounding smaller retailers along College Street and in Little Italy, on West Queen West and in Kensington Market,” he said. “These large retailers suck folks in so they don’t visit their local bakery or the cheese shop.

They just go to one place to get everything.”

The councillor, in whose ward the proposed development land sits, said he would rather see a mixed use building with smaller retail outlets or institutional land to go along with Toronto Western Hospital, which is situated across the street from the proposed development site.

The second public meeting will take place from 7 to 9 p.m. on Tuesday, July 9 in Toronto Council Chambers.

The recommendation came after a planning study of that area, and Vaughan wouldn’t set a cap percentage for Kensington until a similar study takes place there.

But he said the neighbourhood has been feeling the strain from the increasing number of restaurants that turn into effective nightclubs.

“One of the things we’re noticing in Kensington is that the bars aren’t just putting up the rent, they’re displacing the greengrocers and cheese shops – the things that make the Market a market,” he

said. “It’s like a frog in a boiling pot of water. You don’t notice the transformation until it’s too late.”

Vaughan said it’s been easy for his office to track this because it’s routinely informed of new liquor license requests.

And he said while it’s good to have some bars and restaurants in a neighbourhood, too many will transform it from a livable space into a nightclub district.

“It changes the nature of the community,” he said. “High streets need to sustain the communities around them... When I was a kid I used to get sent up the street to buy a quart of milk all the time. “It sounds like a small thing, but it’s a huge thing.”

n dirty, tattered clothing, Emily is first introduced to audiences toiling at the bottom of a mine, an axe over her shoulder, exhaustion and defeat in her eyes, which quickly turns to fear as she catches a glimpse of one of her captors, a wily black-eyed fox.

Seizing her moment, the little girl – with big green eyes – attempts to make an escape, running through the mine before a light at the top of a stairwell catches her attention.

Gingerly creeping up the stairs, Emily cautiously looks through a window into what she discovers is her house.

Inside, her mother is getting ready to start her day.

“Mom, mom,” she cries repeatedly, but gets no response. “Foxes, they kidnapped me. They made me dig, in a mine. It’s been

days.”

Fighting against evil forces, Emily must “fight her way back into her village and reclaim her place as a child and a member of the community in the eyes of the parents,” explained James Stewart, producer, codirector and stereoscopic supervisor of the awardwinning 3D short, FOXED! FOXED! is a tale about fighting for what you believe in, a three-minute, 40-second stop-motion animated film that gets its Canadian 3D premiere and theatrical run in Toronto at the TIFF Bell Lightbox starting Friday, June 28.

into believing children can be replaced. Just when audiences are led to believe she’s going to escape, viewers are left to wonder just what her fate will be after an encounter above ground leaves her

lost and confused.

Currently making the film festival rounds, FOXED! has been “fantastically well received,” said Stewart, whose studio, Geneva Film Co., has been in Liberty

Village for the past 13 years.

The 3D short is a teaser of sorts for a feature-length film.

Ottawa-born Stewart, who has called the High Parkarea home for the past eight years, said he was inspired to create FOXED! after seeing Coraline, the 2009 American stop-motion 3D horror/ fantasy film based on Neil Gaiman’s 2002 novel of the same name.

Stop-motion is a very slow, but incredibly rewarding process, Stewart said. The short was filmed over 52 days with two frames being shot about every 20 minutes.

“It’s a very detailed, yet rewarding experience,” Stewart said.

FOXED! is like a fairy tale in that there is a lesson to be

learned, he said. However, it is crafted for an older audience.

Stewart’s interest in film grew from an initial passion for photography. He got used to looking at the world through a lens. He said he is continually amazed by seeing words come to life on the screen. The characters’ voices were recorded before any animating was done.

“The animation is done to the real performances,” Stewart said. “A lot of the emotion comes from the actors.”

Stewart is currently working on raising funds to make the feature film.

by Toronto and East York Community Council (TEYCC) lays out the framework to give city staff some guidance when it comes to considering applications for businesses on the west side of Roncesvalles Avenue.

“It is a screwdriver, rather than a hammer in terms of how we handle applications,” said Councillor Gord Perks. “I think it is a rather neat new tool.”
