To ensure the city of Toronto’s planning department has all the information it needs when compiling information for the
West Queen West Planning Study, the Parkdale Residents Association (PRA) took matters into their own hands and conducted their own walking study of Queen West. “This is the PRA’s perspective.
We wanted to inform everyone else of what we want,” said Ric Amis, the secretary of the PRA and one of the leads on the study. “The city is supposed to be asking for everyone’s input, well,

In just over a month, two Parkdale Collegiate Institute students are hoping to raise enough money to compete in an international competition for youth in the category of business law and ethics. Christian Cutts and Sydney Wilson, both 16, placed first in the team-based category out of 200 teams in Ontario and have qualified to represent Parkdale CI in Florida in April at the huge event, organized by DECA, an international not-for-profit student business organization. “It feels amazing to be able to go and represent Parkdale,” Wilson, told The Villager. The trip is for one week and includes some fun events such as trips to Universal Orlando and Walt Disney World, on top of different business seminars and study sessions. “What we’re really excited about is we have a history of doing well in the category and because we finished first in Ontario we have a good chance of placing top three internationally,” Cutts said. “It’s a proud thing being able to represent your country and city.” The teens’ business teacher, Suyen Valle, who’s been a >>>THIRD, page 6

A nature-focused outdoor classroom is coming to High Park beginning this spring with the help of a Weston Family Parks Challenge grant, the High Park Nature Centre announced this month. The Weston Family Parks Challenge has committed $269,900 over three years to support the High Park Nature Centre’s Outdoor Urban Restoration Space (OURSpace). The new outdoor classroom will be situated just outside the centre’s new digs, the Forest School, near the entrance of High Park at Bloor Street West. An outdoor classroom has always been at the top of the High Park Nature Centre’s wish list, according to executive director Natalie Harder. “An area that kids could explore and learn about the special areas of High Park,” she told The Villager. “We call it a bridge between the recreation areas and restoration areas in the park.” Through hands-on education opportunities, the High Park Nature Centre and the community will restore a little-used area of the park back to the original oak savannah ecosystem. “It’s hard to know why these grassy areas are so remarkable. The black oak savannah houses some of the locally, regionally and provincially rare species and they’re all right here in the city,” Harder said. Because it’s not a traditional restoration area, the space will include a shaded teaching area so kids can cool down before they go off

exploring. “Throughout the space, we’ll have different examples of habitat restorations like a snake hibernacula, bird boxes and bat boxes,” Harder said. The outdoor classroom will allow those who drop into the park to learn about the black oak savannah without having to take part in a High Park Nature Centre program, she added. The grant will enable the High Park Nature Centre to engage the community in planting 15,000 native savannah grasses and wildflowers while highlighting the significance of the black oak savannah. Fo u n d a t i o n l a u n c h e d the Weston Family Parks Challenge to ensure the long–term sustainability of Toronto’s parks. The Ontario Trillium Foundation lent its support last year with an additional commitment of $1.125 million towards the initiative. Gertrude Kearns has exhibit at Fort York Visitor Centre HILARY CATON hcaton@insidetoronto.com Contemporary war artist Gertrude Kearns’ 46-piece exhibition at the Fort York Visitor Centre is more than just homage to Canada’s Afghan mission; it’s a reflection of the effects war has on those who call the shots on the front lines. “I hope each piece will indicate certain things about the personality of each commander and what the weight and burden he had to carry and show the energy of each one and the loneliness of command,” Kearns told The Villager. He r w o rk h a s b e e n described as an emotional journey, fearless, self-assured and ruthlessly honest by the military subjects portrayed in her latest body of work The Art of Command - Portraits and Posters from Canada’s Afghan Mission. The exhibit showcases large scale portraits and posters Kearns created from 2006-2015. For the majority of pieces this will be the first time they’ll be on display to the public. According to chief curator for the City of Toronto and the
Fort York Visitor Centre Wayne Reeves, the centre couldn’t pass up the opportunity to have Kearns showcase her work here. “It’s my job to know the history of Canadian military art and I knew she was a very important part of that over the last 25 years,” Reeves said. “Her work has been at the Canadian War Museum and it’s caused quite a bit of controversy too. So all the museum staff were super charged to have her because it’s very contemporary, it’s edgy and yet it’s a natural fit to Fort York. We thought it was a winning combination.” The exhibit has two components, the first is her portrait series of 20 different commanders. Each face etched with such intensity, precision and detail it’s hard to look away. Every line, wrinkle and crack on their face is amplified to show how commanders wear their time abroad on their face and not just on patches stitched onto their uniform. The second component is 26 texted art prints that incorporate an image of the portrait with text sprawled around it.
Snippets of phrases, like “War changes you” and “No time for Hollywood moments” adorn the posters in bold, bright texts. “Everything about the posters is deliberate. The positioning of the words, the colors, the angles,” Kearns explained. “It’s all based on notetaking I did with them while in conversation and some are quotes from other people talking about them (the commander) and their mission.” According to Kearns, it took years to persuade some commanders to agree to do a portrait, which consisted of about three, three-hour sit down sessions. Since 1991, the Torontobased artist has been interested in covering war and different conflicts around the globe. In the early 2000s, her introspective portraits of retired Lieutenant-General Roméo Dallaire drew national attention. response to the attacks on the United States on 9/11. Since that contract, Kearns has continued down the wartorn path for the sake of art. “I wanted to stay connected to it because it’s interesting. It’s an extension of the experience. It’s a connection to the
war,” she said. “...To be in a situation where you’re seeing aggression, you’re seeing violence, it was a complex experience. It does change you as a person. It certainly changed me for a while.” Gertrude Kearns: The Art

Parkdale photographer Doug Hemmy captures views of Toronto ‘Toronto Observed Through Three Generations’ exhibit at Market Gallery until May 9 HILARY CATON hcaton@insidetoronto.com Parkdale photographer Doug Hemmy has been within arms-reach of a camera ever since he was young boy, thanks to his dad, the late Jake Hemmy. “My father was a professional photographer and he had his own business,” Hemmy said. “I’d hang out in darkrooms and go out on shoots with him.” Now, at the age of 67, Hemmy will have his work shown alongside his friends and fellow photographers Harry Joy and Andy Brooks at Market Gallery’s exhibit Toronto Observed Through Three Generations.
Each photographer’s work documents the city at different times and in different ways through 80 pictures. Brooks is an established contemporary photographer who favours classic buildings and landmarks from early Toronto. Shot in the early hours, his photos are free of human interference – no people in his photos. Joy has been capturing Toronto through his lens for more than 70 years. Almost 50 of his prints will be featured, including a very different view of Kensington Market in the ’50s and ’60s. He’s 97 years old. Hemmy’s photographs highlight the unique char-

acteristics of urban living, including back lanes, graffiti, market places and cultural neighbourhoods. “My work is more present day, urban living. So we all have different views of Toronto. I do street photogra-
phy....old buildings I remember as a kid, like Grossman’s Tavern. “I find Toronto is such a great place to be taking photos. It’s such a diverse city. It appeals to all the senses. It has so much to offer… I’m
trying to snap landmarks that I know won’t be there in a couple of years. Honest Ed, Sam the Record Man, those were hangouts in my time.” Each photograph Hemmy takes falls on the candid side, printed in black and white, but each one has something that caught his eye, he said, whether it’s the colour of the graffiti or just the character of the building itself. Since retiring in 2005 as a visual arts and photography teacher at Bendale Business and Technical Institute in Scarborough, Hemmy has been able to focus more on his travel photography. “My wife and I have a real passion for travelling,” Hemmy said. “Taking pictures is great, because it gives me something to take back with me.” The pair have travelled around the world; they bought around-the-world tickets in 1988 and visited
more than 25 countries in a year. On his website, doughemmy.format.com, he writes, “each trip to new places, I have attempted to recreate some of the magic, the colour and the unique people through photographic images.” The same holds true for his Toronto exhibit, Hemmy said. He said he tries to capture the essence of Toronto through its urban landscape in hopes to peak people’s interests in different parts of the city and encourage exploration. “We all have different views of Toronto,” he said. “This exhibit just shows a good cross section of it.” Toronto Observed Through Three Generations, will be on display at the Toronto Market Gallery until May 9.

ayor John Tory’s first 100 days have been momentous: he’s waged a war on those who park on arterial roads during rush hour; he’s headed to Ottawa to discuss city issues; he’s discussed bringing the city’s outdated methods into the 21st century; he’s put into motion the beginning analysis on his SmartTrack transit plan; and he’s tabled his first budget. Exciting times for Tory. Equally exciting times for the City of Toronto. But all this excitement, whether admitted or not, will come with a price: fare hikes, tax hikes, service fee hikes – hikes, hikes, hikes. This is not to say hikes are necessarily a bad thing; you have to raise money to run this city. But where does this lead? While these steps feel like the our view city is heading in the right direction in terms of government relations, transit planning and Long-term economic development, goal is what even we assume they are planks in a short-, medium- and long-term matters strategy for the city. We think the public would be served with the ever-craved transparency of a public document that shows what those strategy benchmarks might look like for key municipal files. Tory has done an admirable job of being available to the media – what seems like any time of the day – and he’s also brought a necessary calm to the chain of office. But this is window dressing when it comes to the big picture. It’s clear Tory wants to see Toronto on solid ground – he has to, he banked on the city’s economic outlook by borrowing in the future to pay for a present-day budget shortfall. Regardless of all the things accomplished during his first 100 days, it’s the next 265 days, the next 1,095 days until the next election that matter more. The short-term gains are welcome, but the long-term goal is what needs articulating. If we are to be the world-class city Tory and Torontonians want to be, we will need to pay for it – we’ve said as much in many editorials. However, we also need to know from those in charge of the municipal purse what their long-term vision is – two, three, four even eight years out. The first 100 days sets a tone, but what is the entire song they’ll be playing?

Tory set comforting standards in first 100 days One hundred is a nice round number – and instinctively, one thinks that if you have 100 days at a job or with a new employee or dating a new paramour, it ought to be enough time to tell if things are working out. It’s fair to say that 100 days into our four-year relationship with Mayor John Tory, things are working out. The former provincial Conservative leader and radio talk show host has set a standard of behaviour and leadership that’s pretty comforting in the moment and shows potential in the future. The phrase “unlike his predecessor” could show up in sentences throughout this column, and I’ll try to just use it this once, because the fact of the moment is that Tory’s success so far is made all the greater by the contrast with what went before.
david nickle the city Since taking office, Tory has shown a good-natured work ethic and a willingness to modify his preconceived agenda based even on inconvenient facts. Tory’s only interest outside of his new job appears to be his wife Barbara: there are no afternoon field trips for football coaching or any other games. And beyond those baseline virtues? Speaking with reporters on his 101st day, Tory summed up his sense of his own accomplishments and aspirations. “This was not going to be an administration of ideology and slogans… I hope what people see of it so far and I hope that what they do see is that it’s an administration of common sense, an administration

of compassion, an administration that serves all the people and has a balanced city government.” That is actually a pretty fair self-assessment as far as it goes. Tory has spent his very long workdays trying to break the literal gridlock of downtown Toronto with new anti-congestion measures. When he heard the impact that cuts on the TTC had, he looked for ways to mitigate those impacts by bolstering service. When it got too cold outside, he did everything he could to open shelter beds. My, but he is green,
though. Tory is the first person to hold the mayor’s office in Toronto with no municipal experience whatsoever. He is awkward and easily tripped up when he chairs a meeting, and naïve when it comes to intergovernmental negotiations. Sometimes this is inconvenient, sometimes it creates a real problem. Tory misread the mood of the provincial government woefully when he left a meeting with Premier Kathleen Wynne believing that the $86-million hole left by the end to housing pooling might be filled. In dropping that ball and deciding not to raise property taxes to cover the shortfall this year, Tory risks turning the next few hundred days in office into a much larger challenge than he signed up for.

The main purpose of the study, according to Peter Welsh, a member of the PRA executive committee who prepared the study, is to preserve Parkdale’s character, or what Welsh calls “kookiness,” ahead of developments moving into the neighbourhood. “That’s a fear here in Parkdale. Call it what you want, but the term I like to use is kooky. It’s a bit nutty in an endearing way,” Welsh said. “That’s why people like it here. If we start to get development that takes away the kookiness we lose Parkdale. It’s as simple as that.” The study addresses the built environment of Parkdale that falls into two categories: streetscape, which includes sub-cate-
gories of greenspace, open space, sidewalks and setbacks; and buildings, which includes sub-categories of facades, architectural history and height. With each category, the PRA provided a list of do’s and don’ts for each subcategory, followed by a list of recommendations for the two categories. For greenspace the study suggests creating multifunctional green spaces that also blur the boundaries between sidewalk and open spaces. It also suggested eliminating parking in front of any public open spaces. Landscaping For sidewalks and setbacks it suggests installing landscaping at every possible opportunity, but not allowing them to fall into disrepair over time. When it comes to facades the PRA would like to see the width of the buildings maintained, and ensure new

facades don’t deviate from the traditional style. It also addresses various dead zones in the area, such as the corner of Close Avenue and Queen Street West where they suggest thinking of creative options to “liven the decrepit space.” Upon completion, the study was sent to Avery Carr, the project lead on the West Queen West Planning Study with the City of Toronto, who told The Villager he was impressed with what the residents’ association had done. “I’m a little surprised they did one on their own, in a good way. It’s a huge piece of work they’ve done. It’s a big piece to contribute to

the direction of the study,” he said. “This counts just as much as any feedback we gather from all other community events, popups and walking tours, if not more so because there’s a lot of work that’s been put into it.” According to Welsh, one of the reasons the study was created in the first place was to ensure the city had all the appropriate feedback valued by the community at large. In other words, it was a precautionary measure. ‘They don’t get it’ “Perhaps some people on city staff live in Parkdale. I’m not assuming that at all, but unless they do they don’t get it. You can’t count on them to understand what it is to live here and put recommendations together based on being a resident here. They don’t understand the value,” Welsh said. “Sometimes you just don’t have the time or the

We don’t want a surface treatment study, we want them to know that at the very least these are the characteristics that we value.” But Carr disagreed, he said the city study is designed to go into that level of detail and residents shouldn’t be concerned about the depth of the study. “We’re considering all of the same things,” he said, adding many of the recommendations suggested by the PRA are what the city is leaning towards with the feedback gathered thus far. Third year for Parkdale DECA chapter >>>from page 1 teacher at the school for six years, couldn’t be more proud of their hard work and dedication. “They did amazingly well; they really put forth the effort. As a teacher I can only facilitate it running at the school, but it’s really up to them to do the studying and practice case studies,” she said. “They have to be very selfmotivated and driven and for them to accomplish this and come in first place? I’m very proud of them.” There are more than 10,000 DECA members in Ontario, while Toronto has about 1,200 students, according to Valle. The Parkdale chapter of the business club has about eight members that meet once a week. The program works as an additional class to students with a particular interest in the business world. For Wilson, she’d like to pursue international business law in the future, while Cutts is debating between corporate, business and international law. According to Valle, the workload is similar to that of a regular class. Students are given study materials and packages to learn and prepare on their own time. Cutts admits the workload does fluctuate, and is highest about a week before the competition. “Sydney and I spent at least 70 hours preparing before each competition,” Cutts said. This is the third year the Parkdale DECA chapter has been running under the lead-
ership of Valle. “Students have an opportunity to learn more about the specific business area they’re interested in,” Valle said. “It provides general business knowledge and explains business terminology and concepts. Then there’s the presentation piece, which is being able to sell their concept and their idea, present solutions and being able to argue their point and convince the judges.” Possible solutions Students are often given packages just 10 to 30 minutes before they have to present and argue the best possible solution to the provided problem. “They’ve got to sell it under high pressure,” Valle added. “The ways they can compete is very diverse and it’s very intense. The energy these kids bring is amazing.” Although the program runs like an extra circular activity with a business focus, there is a fee. To join, interested students must pay $35 and each competition entered cost about $70, which can add up to about $200 for entry fees alone. DECA also provides trips to different cities across North America for members that help teach them leadership and networking skills that can be transferred to real life in and outside the business realm. This year students had the chance to go to Washington D.C. if they could find the $450 to attend.
“That’s one of the biggest barriers to promoting the club, is the high cost,” Valle admitted. “Many couldn’t afford to take that trip.” The international competition is about three times that much with the week-long trip with a price tag of $1,400. According to Wilson, students have to have the means to finance the trip the minute they find out they’ve qualified, which Wilson agrees is limiting for a lot of students. But for her and Cutts they’re both “lucky enough” to attend. “Sydney and I both have the privilege of being able to afford the trip, but that doesn’t go for anyone else for the chapter,” Cutts said. Fundraising is one of the club’s “major challenges” Valle said. Bake sales can only go so far, so this year in preparation for next year, she’s looking for some community sponsors from local businesses and the Parkdale Village Business Improvement Area. In return their business will be featured in the Parkdale CI yearbook. With this potential sponsorship, Valle has the goal to send at least 10 students on a power trip next year and have the sponsorship subsidize 50 per cent of their costs. “It would be a great opportunity to give students who may not have the means to attend to receive financial help,” Valle said. “We hope community businesses will step up.”

Perks tries unsuccessfully to push property tax hike above 2.75 per cent Toronto Council has approved a base property tax increase of 2.75 per cent for homeowners – rejecting a move by ParkdaleHigh Park Councillor Gord Perks to increase the rate high enough to pay for this year’s $60 million shortfall, and also turning down former Mayor Rob Ford’s request to cut the entire tax increase down to 1.99 per cent.
Council voted 36-8 to set both the tax rates and the rates for water and solid waste collection toward the beginning of its 2015 budget meeting on Tuesday. The property tax increase was set at the rate of inflation, with an additional half-point increase to pay for the Scarborough subway – despite a shortfall of $60 million that will have to be dealt
with in the future. Mayor John Tory urged councillors not to simply raise taxes to forestall that reckoning. He pointed out that “97.16 per cent” of voters in 2014 threw their support behind a mayoral candidate who promised to keep taxes at or below inflation. Tory said that in order to maintain credibility with other
levels of government the city has to demonstrate it can live within that means. “We have to get our own house in order. It is otherwise impossible for us to look them in the eye. The other way out is the easy way out – to say let’s have three, four per cent and put it on the property taxes.” Perks tried without suc-
cess to convince colleagues otherwise. He urged an increase that would have seen taxes rise by more than five per cent – changing the increase on the average home from $7 to $12 a month. “We should tell people honestly, this is a burden that we have to bear as the province is no longer willing
to pay it,” said Perks, referring to the provincial decision to download housing costs onto the property tax base. Perks warned Tory’s plans to find efficiencies and repay the money in future years might not be up to the daunting task – as it’s estimated the city will need $2.5 billion in those efficiencies. – David Nickle

HILARY CATON hcaton@insidetoronto.com The 2015 Rosie McGroarty scholarship recipient, Lisa Ferguson, is grateful for what the Parkdale Anti-Violence Education Working Group (PAVE) provides for women who are victims of violence. “From someone who’s been affected by violence, I’m just glad there are organizations like this that are helping women realize that they’re not alone,” she said. “These are systemic issues we need to fight against... Any efforts like this that help women pursue their education so that they can recognize their full potential allows them to give back to their community.” Originally from Prince Edward Island, but a Parkdale resident for the past decade, Fe rg u s o n re c e i ve d t h e $500 award at the annual International Women’s Day Lunch at May Robinson Apartments last Thursday. Presented by the MP for Parkdale-High Park, Peggy Nash, the award is meant for women who are working to improve their lives through education and, according to Nash, Ferguson was “the perfect fit.” “What was very attractive about Lisa is her commitment to community engagement,” said Nash. “According to Peggy Gail, an organizer with PAVE, this will be the last time Nash

will fund the award as she’s looking to the community in the future to help contribute to the cause. This year’s recipient is studying community engagement leadership and development, a certificate program with Ryerson University. She’s currently focusing on her fifth course out of a total of six needed to graduate and this scholarship money will help with her final course. “I’m very honoured and thankful. Any little bit helps in furthering your education,” Ferguson told The Villager. “I appreciate the help.” Along with the monetary contribution, Ferguson will also receive educational planning and counselling through PAVE. The award, now in its ninth year, is in memory of Rosie
McGroarty, a woman who was murdered in Parkdale 10 years ago. She was bludgeoned to death at her Dunn Avenue apartment; her torso was discovered in a Parkdale alley, while her legs were recovered at a garbage transfer station. She was 46 years old. Her common-law husband Robert Wiszniowski, 50, was later charged with seconddegree murder and sentenced to 14 years in prison for manslaughter. “With Rosie McGroarty, she was many things. Yes she faced violence, but she contributed to the community, she was generous, she was a community activist, she met with people, she donated her time,” said Nash. “And this scholarship is to ensure that she is not defined as a victim or by violence.”

DIANE is a patient family advisor who helped hire our new Director of Patient, Family and Community Engagement. We believed there was no better way to make sure our new director related well to our community than by testing that dynamic during the interview process. “Sitting on that panel was just amazing because to me, hiring the new Director of patient engagement for the hospital is probably the most momentous role that this hospital has,” said Diane. “It’s an effort to be able to bring in a leader who understands customer service who can bring the patient voice into action.”
ANDY joined 35 other community members during our Strategic Plan process to share stories and brainstorm ideas about how St. Joe’s could enhance the experience for all. “I’m glad I took the three or four days to come sit, listen, learn, participate and put forward my thoughts and opinions,” said Andy. “Sometimes in processes like this, you can hear a lot of noise from upper management saying they want to do something but saying and doing is completely different. I feel with St. Joe’s they actually said ‘This is what we want to do’ and my experience to date is that they’ve actually followed through.”
LEAH is a patient family advisor who has worked with us on the redesign of how our surgery team works together to provide care that is as patient-centred as possible. Leah met with our doctors and interprofessional staff in our surgery program and shared her experiences as a patient at St. Joe’s. “It is important for me as a patient to be involved because I want to know what the hospital’s vision for the future is and how to be a part of that vision,” said Leah, “and also to share some of my personal stories with the medical team so they have an understanding of what patients are going through.”
ALIES is a patient family advisor who has joined our hand hygiene working group and used her experience as a patient to help the team create educational materials for staff and patients about hand washing so we can increase our hand washing rates overall. “I think it’s very important that we hear from patients and caregivers and that we work together to solve problems that affect all of us,” said Alies, “and you can’t solve something like lowering the infection rates in the hospital through hand hygiene if you don’t have everybody on board.”
