The Ossington Community Association (OCA) is young by comparison, but Chair Jessica Wilson said that even in their three short years, she has seen the clout a strong community voice can have in the political arena. They made an impact with their Trinity-Spadina Councillor Mike Layton when it came to taking measures to protect Ossington Avenue’s unique character, Wilson said. The OCA, whose mandate is to promote the flourishing residential and commercial communities within its catchment area, grew out of a grassroots organization called Smart Growth For Ossington.

“That was focused on getting up to speed on planning issues and dealing with 109OZ (a proposed condo development on Ossington),” Wilson said. “But what we realized shortly thereafter was that there was a real need for a general community association in this area.” So they formed the OCA, set up articles of incorporation and bylaws and started hosting monthly meetings. The OCA started working with the councillor’s office on liquor license applications, minor variances and development issues in the area. The OCA then shifted to

getting an area study going on Ossington, participating in a visioning study for the area and getting the ball rolling on a Business Improvement Area (BIA) for Ossington. “ We like to think we have something to do with the positive outcome that emerged,” Wilson said. “I think we certainly played a pretty important role.” The upcoming municipal election will be the first since the OCA formed and Wilson said they are starting to think of how their group will approach the opportunity. “As a community organization you can just be a voice that is expressing community concerns that hopefully candidates will take into account while developing their platform.” An offshoot of the RMRA, the Wabash Building Society ( WBS) is one community group that has met some

significant success in making things happen in their area of focus – Sorauren Park. Officially incorporated in 2006, the WBS was formed by residents to advocate, advance and fundraise to open a community centre in the old linseed oil factory on Wabash Avenue and to ensure the community has a voice in the development of a community centre. Kathy Allan has been a volunteer director with the Wabash Building Society since its inception. She explained the group takes baby steps toward that goal: first raising the funds to open the Sorauren Park Fieldhouse in the small building next to the factory in 2008, then helping to get a farmers’ market started in the park and now breaking ground on a town square that will occupy the space between the fieldhouse and the factory. “We have had influence and shown the city that we care about this community centre and we want to see it built,” Allan said. She said they have met such success in influencing area politicians and planners because they are not combative and they work with bureaucracy at city hall like parks and planning. “We are looking for solutions and we don’t mind being flexible,” Allan said. “We are positive and looking for new solutions all the time. There are barriers, but you can get around them, under them and over them. You just need to be creative.”

Strong neighbourhoods make a strong city

S

trong neighbourhoods make a strong city, and involved residents make strong neighbourhoods. In Toronto, that’s true thanks to the work being done by our scores of local community associations. These organizations play a key role in how our city is not only governed, but in how it is planned and how it grows. Neighbourhood associations, which can vary in size from a dozen members to those with membership lists of more than 1,000, are the first place to go for residents who want to have a say in their community. In this week’s paper, our special feature looks at these local associations and their impact. To see what’s going on across the city and how you can get involved, visit us at http://bit.ly/1hlAN8D Whether it’s organizing a street party or dealing with a massive redevelopment proposal, the neighbourhood association is the best our view way for residents to get involved. There’s power in numbers when it comes to such associaBringing tions when they need to make neighbours their case to municipal politicians and big developers. together Don Mills Residents Inc. is a good example of this. With more than 1,000 members, the neighbourhood association took a proactive role in negotiations with developer Cadillac Fairview when it came to the Shops at Don Mills redevelopment, which also included condos and a possible community centre. The residents’ group was able to ensure the community centre was not lost during what was a sometimes difficult and contentious planning process. The reality is that a powerful neighbourhood association puts the local politicians on notice that they have to work with residents to come up with a satisfactory solution to development plans, or risk not being elected again. This helps focus the politicians to bring the full weight of the city and its planning processes to bear when negotiating with developers. A strong association also helps developers know what the feelings of the community are, and who they need to deal with in order to come up with a successful project that can be welcomed, or at least tolerated, rather than scorned by the area’s residents, But it’s not all about negotiating with politicians and developers. The real strength of these organizations is how they bring the people of a neighbourhood together. They make your community stronger, and by extension they make Toronto – as a whole – a better place.

Taking an early position a gamble in mayor’s race Whenever Karen Stintz gets asked about how she feels about her singledigit next-to-last spot in the polls, she always answers that she’s looking forward to a good mayoral campaign and avoids the numbing question. One might be glib and note that given her trailing popularity, a good campaign is as much as she might reasonably look forward to. But Stintz does imply a point: the mayor’s race is a long game, and while the Oliver Chow, Mayor Rob Ford and John Tory campaigns are dominating attention now, there is still time for those positions to shift. After this article goes to press, but before you read this Thursday, Stintz and the rest of them will have finished the first mayoralty debate of the season, and that might have changed the entire field by now. But for the moment, it’s fair to say that Tory,

david nickle the city Ford and Chow are running a rear guard fight against Stintz and David Soknacki’s attempt to gain ground. Policy clarification On Monday, Stintz made her first foray into that, with what she billed as a major policy announcement and delivered as a policy clarification. She gathered some cameras and reporters together on a south Riverdale street corner to give more details about how she would monetize Toronto Hydro to pay for a downtown relief line. Stintz had already said she wanted to get some cash out of Toronto Hydro for the subway – when she spoke at the Toronto Region Board of Trade to launch her campaign.

But (mayoral candidate Karen) Stintz does imply a point: the mayor’s race is a long game.

There weren’t details then, but she was well aware that the complicated rules of utility ownership in this province meant that Toronto couldn’t sell more than 10 per cent without paying a whack of tax. Sell off Toronto Hydro So Monday, Stintz told reporters the city would need to negotiate changes to the rules – so that the city could sell just more than 50 per cent of the billion-dollar utility. That would make a down payment for the downtown relief line. The wisdom of this policy is debatable. Toronto receives a tangible benefit from the power

company, in the form of dividends, which last year amounted to $41.9 million. That revenue will have to be made up somewhere, even as the city struggles to find more cash to build the relief line. But like everything coming from candidates at this stage, taking a position is a gamble. When Tory questions the wisdom of Stintz’ financing policy, Stintz can point to the absence of Tory’s. When Chow suggests the city should keep its electricity asset, Stintz can paint the New Democrat front-runner as a biggovernment socialist. Of course, it’s easy for everyone to name-call in March. But really, at this stage in the game, everybody’s got to do what they got to do. It is, as Stintz has observed, a long game ahead.

Blind Parkdale goalie relies on sound and touch Ali Raza araza@insidetoronto.com Parkdale goalie Joey Cabral won’t let anything prevent him from stopping the puck – even if he can’t see it. Cabral, 32, participated as goalie for Team Quebec in the 2014 Courage Canada National Blind Hockey Tournament at the Mattamy Athletic Centre this past weekend. At the age of five, Cabral lost his eyesight due to glaucoma. He’s played blind hockey since. In 2003, Cabral began playing blind hockey through CNIB (Canadian National Institute for the Blind) and in 2005 was drafted by the Toronto Ice Owls. “I became blind at five, so I was pretty young,” Cabral said. “I adapted well, but if you’re 50 and then you go blind, it’s very challenging because you were used to seeing your whole life. I don’t remember much before my blindness, so for me it’s basically since birth.” Courage Canada Hockey

for the Blind is a national registered charity that leads the development of Blind Hockey and provides youth with the opportunity to learn to skate and try Blind Hockey. It was established in 2008 by founder and president Mark DeMontis, a partially sighted hockey player. Cabral participated in the tournament this year, but he regularly plays for the Toronto Ice Owls, a hockey team formed in 1972 to provide a recreational outlet for people living with vision loss. Blind hockey utilizes a specialized puck made of aluminum. It’s twice as big as a traditional puck and makes a rattling noise, allowing players to hear its location. The game has some modified rules as well. Face-offs begin with the puck on ice and players may only touch it on the referee’s whistle. Because the puck does not make any sound while airborne, goals may only be scored in the bottom three feet of the net. Teams must complete at least

one pass prior to scoring in the offensive zone to give the defense and goalie a chance to locate the puck. And all players wear protective face masks. Being completely blind, Cabral relies on his sense of hearing and touch to find the puck. “I rely on the sound (of

the puck),” Cabral said. “My defensemen communicate with me, but I know where the puck is and what side it’s on. I can also tell when someone’s coming towards me because the air changes.” Cabral was born and raised in Parkdale and owes the neighbourhood’s “friendly atmosphere” to his interest

in hockey. “Parkdale’s all about rinks and ball hockey,” Cabral said. “Everybody in the area is a hockey fanatic, so it definitely helps motivate you.” Courage Canada founder Mark DeMontis, 26, played hockey until he was diagnosed with Leber’s optic neuropathy at age 17. DeMontis founded Courage Canada five years ago, providing a platform for the blind and partially sighted to play Canada’s game. “It started with the idea to provide more opportunities for both boys and girls who are blind or partially sighted,” DeMontis said. “To give them the opportunity to not only take part in our nation’s game, but to celebrate it just like millions of other Canadians who equally love this game just as much as we do.” Courage Canada is partnered with AMI (Accessible Media Inc.) and CNIB. Body percussion fest tough to beat Ali Raza araza@insidetoronto.com Feel the rhythm with Parkdale dancer and choreographer Viv Moore’s Body Percussion Festival March 28 to 30 at Harbourfront Centre. Part of the centre’s 2013/14 NextSteps dance season, the festival, the first of its kind in Canada, features performances from local, national and international artists. “It (body percussion) focuses on creating rhythms with dance, voice and movement,” Moore said. “It’s a way for the body to musically move by using no instruments.” Audience members can relish in rhythmic performances invoked by several different types of dance and vocals. The festival also features a workshop taught by guest dance teachers. Dance and vocal styles include gumboot, kathak, hambone, flamenco, beatboxing and more. For instance, gumboot dancing, which started in South African mines, engages in rhythmic

boot stomping. Kathak is an Indian dance form meant to make percussive sounds through ordered dancing. And Hambone, originally a method of communication for slaves, involves slapping the body to create percussion. Moore has been working on the show since October 2013, but organization started two years ago. “It’s taken about two years to come to fruition,” Moore said. “I got some grants, did some fundraising. Some people were invited, some were commissioned and it was open for the community to apply.” Dancing since the age of four, Moore’s passion has taken her from her home in England to South America and all over Canada. She settled in Parkdale in 1990. “I love the area, it’s great,” Moore said. “It’s eclectic nature is a reflection of myself and my dance. It’s rich and colourful and it’s got all kinds of people.” For the audience, the festival is more than just a spectat-

ing event. Moore encourages audience participation. “They can expect fun and education,” Moore said. “They’ll feel something on a visceral level. When things make sounds, you feel it in your feet, heart and soul. It won’t fail to get through your skin.” Featured artists include Keith Terry, founder and artistic director of the International Body Music Festival from Oakland, California, Hambone master SlapJazzDanny from San Diego, California and Kerry Fletcher, a southern English step and clog dancer. The evening programs begin at 7 p.m. Friday and Saturday and a Sunday matineé at 3 p.m. Tickets are $30.50 with discounts for seniors, students and arts workers. Children under 12 can get tickets for $5 to $7.50. The workshops are $10 per person. Harbourfront Centre is at 235 Queens Quay W.

Two-year partnership >>>from page 1 Canada, the inaugural Arthur Lipsett Award was established to recognize an innovative and unique approach to music video art. “Arthur Lipsett was a groundbreaking filmmaker whose films often simply implied their narrative, rather than explicitly stating it,” said Prism Prize Director and Founder Louis Calabro in a March 13 release. “We saw a kinship in Leblanc and Cudmore’s creative skill. The feeling and tone of their videos tend to be the focus of the work, to chilling effect. It’s about time we recognized their talents.” A l t h o u g h t h e Leblanc+Cudmore partnership was only officially established two years ago, the pair has been working together on a range of music video, film and commercial projects since 2007. “ We’d b e e n w o r k i n g together so much and it got more collaborative,” said Cudmore, who has lived near Dundas Street West and Gladstone Avenue for about seven years. In the early days, Cudmore, a writer/director, hired Leblanc, a producer/cinematographer, to work for him on various low-budget music video projects. “We just worked well together,” said Leblanc, who lived in Parkdale and Roncesvalles Village for about eight years before moving to the Gladestone and College streets area last summer. He described their creative process as a collaborative one where roles tend to get blurred as each partner brings

his knowledge and experiences to the table. Both Leblanc and Cudmore fell in love with the art of filmmaking when they were in high school. For Cudmore, a native of London, ON, watching movies became an obsession after seeing British films O Lucky Man! and if...., which both star legendary English screen actor Malcolm MacDowell. “Seeing those films was a revelation in that I didn’t know a movie could be like that, that you could tell a story like that,” he said. Cudmore said his first step was to learn all about the history of film, who were the directors and filmmakers and where they were filmed. “That was when I knew this is what I wanted to do,” shared Cudmore, who went on to attend the film program at Ryerson University’s School of Image Arts. Leblanc, who grew up in Moncton, N.B., first started making small films with his parents’ old video camera when he was a teenager. After high school, he

went on to study theatre at Dalhousie University and after graduation performed in several plays, commercials and the feature film, Parsley Days, which was directed by Andrea Dorfman. “She was the true inspiration for me,” said Leblanc, who started working behind the camera more than a decade ago. In 2004, he moved to Toronto and started working with Cudmore a short time later. Committee moving to ease food-truck restrictions, now up to council DAVID NICKLE dnickle@insidetoronto.com Food trucks and ice cream trucks could have an easier time plying their wares. If council goes along with the licensing and standards committee’s amendments, food trucks will be able to stay in one spot for five hours at a time and put as many trucks as will fit into street parking zones.

If the local business improvement area or councillor wants to prevent trucks from operating in a particular neighbourhood, there won’t be much they can do about it as long as the vehicle’s operating safely, because the committee nixed an appeal process recommended by staff. The amendments came after a long day of hearing from restaurant owners, BIAs and food truck operators deputing

on the new policy. Restaurant owners argued that food trucks in BIAs created unfair competition for restaurants that had invested heavily in their properties and their neighbourhood – and paid the property tax bill for the privilege of the high traffic address. Vendors, meanwhile, argued they needed fewer restrictions and they tended not to compete with local businesses so

much as enhance them. Eglinton-Lawrence Councillor Josh Colle and Beaches-East York Councillor Mary Margaret McMahon were the two councillors behind the push to open up restrictions on food trucks. “I think the one thing that’s clear, by any measure, any survey, our residents desperately want this. I think this is one area where by every measure we can see the ben-

efit it brings to the city,” Colle said. “In a neighbourhood like mine, I’d love to have food trucks – in many cases just for the food, period. We’ve got massive food deserts. In one sense it’s about gourmet food and this whole hipster food scene. But it’s also about trying to open up other areas of the city.” McMahon said that residents she’s spoken to want

more choice of street food. “I think we’ve all heard it especially at the park,” she said. “Torontonians want more diverse street food options. They want food trucks. They’ve all been to the other cities where they seem to be able to operate. So let’s just get our heads around it, give it a year to try it out – get the food trucks out on the street... Competition is healthy.”

CCAC can help you find a primary care provider through Health Care Connect For the thousands of Torontonians who don’t have a family doctor, it can be frustrating to try to get a new one – making phone calls to doctors’ offices and asking friends for references may work some of the time, but can also be time-consuming and often unsuccessful. This is bad news for all of us, because people without a family doctor often go straight to a hospital emergency room when they feel unwell. In most cases, this is not the best place for them, and means incurring needless costs for care. In other cases, early intervention by a doctor could prevent severe health issues that require emergency care or hospitalization. There is good news. Toronto has the highest number of family doctors in Ontario – 1200. In addition, primary care can now also be provided by nurse practitioners, experienced nurses with additional years of training and testing, who can diagnose, treat and prescribe medication for most conditions. They can be found in Family Health Teams, working with physi-

cians and nurses to provide care to a larger number of patients. They can also run their own patient clinics. And there is a free service available to help people find a primary care provider. Health Care Connect was created by the Government of Ontario in February 2009. Any Ontarian with an OHIP (health) card who does not have a primary care provider can register. A Care Connector then contacts the individual and works to find them a doctor. Individuals with more complex health needs are prioritized so they can receive the ongoing care and monitoring that we know is important to maintaining their health and keeping them out of hospital. To date, over 9,000 people who have registered with Health Care Connect in Toronto have been linked with a primary care provider. Lo-

cation is an important consideration when matching a patient with a primary care provider, but other preferences can be taken into consideration, including wheelchair accessibility, the ability of the doctor or team members to make housecalls, or languages spoken. This doesn’t mean all these preferences will be met, but usually the most important can be. When the Care Connector finds a ‘match’, an individual meets with the primary care provider, then decides if the match is right. Everyone has the option to accept the match or re-register to begin the process again. Whether a family doctor, nurse practitioner or Family Health Team, matching individuals to primary care improves their health, peace of mind and our healthcare system as a whole.

While it may not feel like spring for another few weeks, GO Transit has unveiled seasonal changes to its train and bus schedules. The regional transit provider has also announced it will offer weekend train service from Union Station to both Niagara Falls and Barrie during the spring and summer. While specific schedules are not yet known, the Niagara service will be in operation over the Victoria Day weekend and then from the end of June until September and once more on Thanksgiving weekend. Road network for Pan Am Games RAHUL GUPTA rgupta@insidetoronto.com The provincial government is planning to establish a special road network to transport athletes competing in the 2015 Toronto Pan American Games. Introduced by Ontario Tourism Minister Michael Chan, the proposal would see a coordinated system of priority lanes to form a Games Route Network (GRN) linking venues and training facilities in the downtown core and throughout Southern Ontario. According to the plan, some 770 kilometres of lanes would be designated as High Occupancy Vehicle (HOV) lanes – including 150 kilometres in the Greater Toronto Area – and located on major roadways like the QEW, Gardiner Expressway, the Don Valley Parkway, Lake Shore Boulevard and the 400series highways. They would be intended for use by Games personnel, athletes, media and public

transit and restricted to singleoccupancy vehicles before, during and after the Pan Am and Parapan American Games. However, there are no plans to enforce proper use of the lanes beyond current security levels. Speaking at a recent press conference, Chan said Games organizers were confident traffic levels during the Games could be reduced by as much as 20 per cent locally – if people commit to carpooling measures, make use of public transit and take alternate routes to get around. The plan will be incorporated in the Games’ overall transportation budget, estimated to be $75-90 million, and will also require the completion of the Union Pearson Express air rail link which promises express travel between Pearson International Airport and Union Station. Metrolinx is building the project on behalf of the province and has stated repeatedly it will be completed before the

The plan, which was posted online, also calls for some road closures and parking restrictions, as well as turn restrictions at certain points along the GRN during the Games for road races and other street events. In addition, Games attendees will be able to use their admission tickets to ride GO Transit and TTC as well as other local transit agencies without paying an additional fare. Complicating matters, particularly within the Toronto city limits, are ongoing construction activities such as the Union Station revitalization as well as regular congestion effecting roadways and the subway system. The plan estimates some 1.4 million spectators will visit Toronto and surrounding areas for the games as well as 23,000 organizers, coaches and athletes.
