Looking at Davenport in 20 years ERIN HATFIELD ehatfield@insidetoronto.com Sometimes it takes dreaming big and working backwards to build a better community. That is why MPP Jonah Schein is asking residents in his west-end riding to imagine what they want Davenport to look like in 20 years and then work to achieve it.
“Too often we work in short political cycles,” Schein said. “But we need to build political will to push things forward.” JOIN IN THE CONVERSATION Schein is asking Davenport residents to join the conversation about what they want communities to look like in the year 2030.
“We have a lot of people who increasingly want to be engaged in community making and have really good ideas and engaging ideas,” Schein said. Schein is hosting two community visioning meetings to discuss neighbourhood priorities and themes of transit, building, energy, schools, the environment and food, among others topics.
“It is really important that communities look at these things,” he said. PRA plans waterfront update April 24 ERIN HATFIELD ehatfield@insidetoronto.com It has been five years since the city passed the Western Wa t e r f r o n t Ma s t e r P l a n ( WWMP) and residents are wondering where those plans stand now. To update the community on the WWMP, which laid out a vision for the western beaches, the Parkdale Residents Association (PRA) is planning a meeting on the topic. At this meeting, scheduled for April 24, an overview of the WWMP vision and timeline will be presented, and the ParkdaleHigh Park Waterfront Group will provide their assessment of progress to date. BOULEVARD CLUB Of particular interest, currently, is a rebuild of The Boulevard Club, a private sports and recreation club in south Parkdale. One of the elements of the WWMP is a vision of continuous waterfront access. That access is currently interrupted by a number of private lakefront clubs. Boulevard Club rebuild of its old west wing necessary >>>from page 1 Club could provide an opportunity, some believe, to create public waterfront access along the south side of that club. Mike Babin, president of The Boulevard Club, said the rebuild of the nearly 90-year-
old west wing of the club is necessary. “When it was built, it was built on top of a concrete slab and that slab has been deteriorating for some years now, to the point that we have been advised by consulting engineers that it is
time to replace the slab,� Babin said in an earlier interview with the Villager. Although the club does not have immediate plans to work public waterfront access into their design, Babin said the rebuild does not impede a boardwalk
along the water’s edge from happening in the future. Babin will attend the PRA meeting to make a presentation about the rebuild, field questions and hear comments from residents. The meeting, scheduled for 7 p.m. on April 24 at May
Robinson Auditorium, 20 West Lodge Avenue, will also include brief updates from elected representatives as well as updates from PRA committees.

Parkdale skater gunning for Olympic podium

NORM NELSON nnelson@insidetoronto.com Parkdale born and raised Dylan Moscovitch, 28, who is on the verge of becoming an Olympian next year in Sochi, Russia, recalled how it all began at McCormick Arena. “My parents took me skating when I was 13 months old and they weren’t allowed to carry me on the rink so I had to be on bobskates (adjustable double runner ice skates for kids) and (I) just started walking. I guess I ran around the ice for hours and loved it,” he said, in a recent phone interview. “They put me in a learn to skate (program) at about two (years of age) I think. I just kept going from there.” Indeed, he has kept going all the way to the highlight of his career, so far – a fourth place finish at the recent world figure skating championships in London, ON, with pairs partner Kirsten Moore-Towers, 20, from St. Catharines. The two finished just off the podium behind another Canadian pair – Meagan Duhamel and Eric Radford – who earned the bronze medal. The two pairs teams also finished neck and neck at the national championships earlier in the year, where they were first and second, respectively. The two Top 5 finishes at the world’s carried with it a real perk – guaranteeing Canada three spots in the event at next year’s Sochi Olympics. That gives the two high flying pairs teams a bit more breathing room when they try and qualify for those spots next season. While qualifying for an Olympic Games is obviously a goal of every amateur athlete, Moscovitch said it

last year’s national championships failed to even qualify them for last year’s world’s. “We had a rough end to our season last year and didn’t even make the world championships so coming back from something like that and coming fourth in the world and just missing the podium is a great stepping stone towards next year’s Olympic season,” he said. In 2011, in only the second year of their partnership, they finished eighth in their inaugural appearance at the world’s after winning nationals. definitely wouldn’t be their only, or even most important goal. “To participate in, for sure, but I mean we have every intention of shooting for the podium and as high up the podium as we can get,” he said. “I think we re-established our-
selves this season at world’s and throughout the season, and I think going into next season we’re going to be viewed a little more as contenders so I think we’re in a great place going in (to the season).” The pair re-established themselves after a fourth place finish at

Prior to his new partner, he skated with his sister, Kyra, who had to retire due to nagging injuries. They were also a highly touted pair, basically scooping up the complete slate of youth titles (pre-novice, novice and junior national championships) and then making a smooth transition into senior competition (7th at nationals in 2007; 4th in 2008). As to when they will begin training for next year’s Olympics, Moscovitch noted with a chuckle: “We’ve actually skated the last few days.”
But he quickly added they were both on their way to well deserved vacations – he to southwestern United States and she to the Dominican Republic. “Basically, the second we get back, we’re back on the ice.” They will be doing the ice show circuit with a lot of shows booked for early spring. “But we start choreography April 15 and we’re right at it. We’ll start slow in terms of the intensity on the ice, but the new required elements for the short program we’ll start building those, and, like, breaking down some of the elements to try and make them even more high quality.” Moscovitch grew up on Cowan Avenue, although he did travel out of the community for high school. “I went to Interact, which is a program located inside Vaughan Road Collegiate for the first half of high school and then switched to the APGA (Academic Program for Gifted Athletes) program at Northview Heights Secondary School.” As a youth he played a lot of sports, including hockey with the Parkdale Flames, soccer, karate, volleyball. “I played baseball at Christie Pits for the Lizzies. But I guess I always kind of just knew that I was going to be a figure skater.” With his family still in Toronto, he still visits the city a lot, and, in fact, is anxious to return to his old club. “I grew up skating at McCormick Arena and, as I got more competitive, throughout the city, of course, but that was my home club – West Toronto Skating Club. A few of my friends that I grew up skating with coach there now.”

A recent screening of the award-winning documentary Our School was a landmark day for the Roma community, according to the executive director of the Roma Community Centre on Bloor Street West. “We have never had this type of event in our Canadian-Romani history,” said Gina Csanyi-Robah. “It truly exemplifies the value of coming together as Canadians, schools, police and community, to genuinely support anti-discrimination, education, inclusion, equity,
anti-racism and healthy communities.” The free screening for Toronto District School Board (TDSB) staff and students was a collaborative effort between Humber Cinemas, the Toronto Police Services 11 Division and the TDSB’s Equitable and Inclusive Schools department. March 21 screening The screening, on March 21, was an extension of the Roma Rising Project at Greenwood Secondary School to build self esteem and leadership skills among Roma youth.
The film follows three Roma children in a rural Transylvanian village who are among the pioneer participants in an initiative to integrate the ethnically segregated Romanian schools. “It is really about how Roma children are segregated in the education system,” Csanyi-Robah said. Approximately 60 students, about 40 of them Roma, attended from three TDSB schools including Bloor C.I., Greenwood S.S. and Marc Garneau C.I.

he City of Toronto must present a cohesive vision for its transit future when it applies for federal government funding. Last week’s federal budget, containing a bolstered Building Canada Fund, is potentially good news for cities eager to get much-needed infrastructure projects (including transit) in place to serve their residents. Under the previous federal commitment, those funds were set to run out in 2014. The extension of this program should be welcomed by municipalities. But in order to properly take advantage of the opportunity for its fair share of the funds, Toronto must clearly identify what its priorities are. TTC chair Karen Stintz has said she the funds will help our view makeis hopeful a downtown relief subway line (DRL) a reality. A necessary The DRL project has already been identified by provincial transreality to get portation agency Metrolinx as a priority in its “next wave” of transit funding projects for the Greater Toronto and Hamilton area. According to a Metrolinx document, one of the other next wave projects, extending the Yonge subway line north, is dependent on the DRL being built along with necessary “capacity improvements” at Bloor-Yonge station. Mayor Rob Ford has made it clear his preference is extending the Sheppard subway into Scarborough. He went so far as to say the DRL, while important, is not as important as a subway extension on Sheppard Avenue. Currently, a light-rail line is planned along Sheppard to extend from Don Mills Road to Morningside Avenue. That there are disagreements on the transit file is not unexpected in this city. This council term has seen some hard-fought battles already on this file. And Natural Resources Minister and Eglinton-Lawrence MP Joe Oliver, speaking at the Toronto Region Board of Trade on Friday, acknowledged the reality of “competing enthusiasms” for the funds. “Competing enthusiasms” aren’t necessarily a problem. It’s when a fractured vision of a city’s future emerges, one that keeps changing while little gets done in the meantime to actually get people in the city moving – whether they live in Etobicoke, North York, Scarborough or downtown. Ultimately, like it has previously, Toronto Council will make the decision.

Is Ford properly fulfilling his job as mayor? Does Mayor Rob Ford have an alcohol addiction? It’s impossible to say. The only addiction that Ford has admitted to in his time as mayor is one of stress – eating ice cream late at night. But whether he does or not, and whether he likes it or not, the mayor needs to face that other question. The Toronto Star this week published a long article laying out the case that he just might have a drinking problem – and that it, or some other affliction, is affecting the performance of his job. The article quoted sources as saying he’d been asked to leave the Garrison Ball last month while there in his official capacity. It alleges he got into trouble earlier at a Toronto nightclub. The story also said members of the mayor’s staff past and present have been attempting over the past two years to get the mayor to seek help with his drinking. The mayor denied the
david nickle the city story in its entirety, calling it “an outright lie.” That’s his prerogative. But Ford is on shaky ground when it comes to the question of alcohol. In 2006, he was caught lying about having engaged in a drunken harangue with two out-of-town visitors at the Air Canada Centre. During the 2010 election, he had to field questions about a driving-under-theinfluence charge in Florida, back in 1999. And earlier in March, failed mayoralty candidate Sarah Thomson called out Ford for allegedly boorish behaviour at a party for the Canadian Jewish Public Affairs Committee. Accompanying the accusations was a photograph of the mayor next to Thomson, looking disheveled and unwell. In that incident as well, it should be noted, the mayor

denied everything. Ultimately, though, the question is not for us: it’s a question for him and his family. DiNovo tables housing bill - again ERIN HATFIELD ehatfield@insidetoronto.com It is a short bill, just two pages, but if it is successful it could mean more affordable housing and more diverse communities across Ontario. Parkdale-High Park MPP Cheri DiNovo has tabled a private member’s bill that will allow inclusionary zoning and enable municipalities to tackle the shortage of affordable housing in Ontario. Tabled March 26, the bill would trigger a change to the provincial planning act and would give cities across Ontario the power to develop inclusionary zoning policies. This type of policy would require a given share of new construction to be affordable to people with low to moderate incomes. Inclusionary zoning is in effect in more than 500 jurisdictions across North America and DiNovo said there is proof out there that it works. In Ontario, 24 jurisdic-

tions, including Toronto, have shown support for this bill. “This is one way of getting affordable housing done without tax dollars being spent,” she said. The bill does not impose on municipalities, or set out exactly what policies would look like, but simply gives them the power to introduce these kinds of policies, if they choose to, DiNovo said. “All it does is get the OMB (Ontario Municipal Board) out of the way so that if municipalities want to bring in inclusionary housing policies they can,” she said. “Right now they can’t, their hands are tied.” What an inclusionary zoning policy looks like could be different depending on each municipality and
its needs. It could be that a municipality could use so-called Section 37 money negotiated with developers toward housing in a building, they could forgo down payments or use a rent-toown model to make owning a home or condo more accessible. “Even if it were 10 per cent of all new units of big developments we would have 12,000 new units a year,” DiNovo said. Inclusionary zoning also leads to more diverse communities because of the mix of affordable and market rate housing, which DiNovo said makes for better communities. This is DiNovo’s fourth attempt to get the bill passed, starting in 2006, her first year in office. Previously, the bill has passed second reading twice, including just before the prorogation of the Ontario legislature in 2012. Controlled burn slated for High Park Toronto Parks, Forestry and Recreation is preparing to conduct a prescribed burn in High Park in early to midApril to protect and sustain its rare black oak woodlands and savannahs. A specific date for the controlled burn has yet to be determined. The burn must take place during ideal weather conditions and will be announced 24 to 48 hours in advance. Park use will be restricted during the burn. Notices will be placed at park entrances advising users the burn is taking place on the specific scheduled date. Temporary disruption People walking in the park will be restricted from entering areas that are being burned and park users should expect some temporary road closures in High Park on the day of the burn. Prescribed burns have been safely executed in the past by the City’s Urban
Forestry unit and are part of the long-term management plan to protect and sustain Toronto’s rare black oak woodlands and savannahs in High Park, Lambton Park and South Humber Park. These rare vegetation communities are at risk of extinction not only in Toronto but throughout North America, according to the city’s parksdepartment. Under ideal weather conditions, the smoke from the prescribed burns will lift and will not affect surrounding neighbourhoods. However, it is possible that some smoke will reach residential areas near the park. Individuals with asthma or high sensitivity to poison ivy may wish to limit their exposure to smoke by staying inside and keeping windows closed, or leaving the area on the afternoon of the burn.

Can Parkdale pilot project stand as model for rooming houses city-wide? ERIN HATFIELD ehatfield@insidetoronto.com
For a Parkdale visual artist who goes by the name Tyde, living in the substandard conditions of an illegal rooming house in south Parkdale was stressful and left her feeling desolate and scared. A native of Montreal, Tyde said she was drawn to Parkdale by the services and supports in place to help people living on Ontario Disability Support Program (ODSP). But she found herself living in the basement of a two-story home that had at least 15 tiny units crammed into it. “There were too many people, cramped into too small a place and feeling desperate, in a building that wasn’t safe,” Tyde said. There were no banisters on the staircases, no alarms or proper fire exits. “No one was checking to see if the plugs were safe or if the alarms would go off if there was a fire,” Tyde said. She was able to find better housing, but the experience wasn’t lost on her and when she was asked to sit on the Parkdale Housing Committee, she agreed. The committee formed after three decades of contention over illegal bachelorette apartments came to a boil at a public meeting in 1998. The committee was involved in extensive community consultation out of which grew the Parkdale Pilot Project (PPP). The project was intended to offer landlords an opportunity to legalize their buildings while retaining the affordable housing stock and improving safety. The pilot project wasn’t perfect and took eight years longer than expected, but when it was over Tyde said there was a marked difference in the rooming houses that were regulated through the process. “People are happier and the vibe is better,” Tyde said. “There were inspections making sure there were fire alarms, maintenance was being done and the garbage was being picked up. You could see the difference just walking down the street.” It has been about five years since the PPP, which legalized 80 buildings, came to an end and now many who were involved in the process say it could and should be a model applied across the city. York they are banned altogether. “It is an unmitigated civil failure that we don’t have a single policy to cover housing for the disadvantaged from one end of the city to the other,” said Nora McCabe, who sat on a number of incarnations of committees intended to address rooming houses and illegal bachelorettes in Toronto through the ’80s and ’90s. In addition she has a son who has lived in boarding homes in the a Parkdale area since the closer look late 1980s. “But not only do Inside Toronto they have to harmonize the rules around housing, you also need to preserve the existing stock and you need to make sure the services needed by those living in boarding homes are accessible to them.” Bruce Voogd, the former chair of the Parkdale Housing Committee, said the city needs to harmonize rooming house rules and that it should look to the PPP as the example. “This model is one of Toronto’s best kept secrets in terms of affordable housing,” Voogd said. “If it could be replicated across the city it would be amazing.” Not all the owners of illegal rooming houses took part in the PPP and Voogd said he suspects there are still
some illegal ones in Parkdale, but the buildings that went through the process now provide more stable housing and he said the PPP helped to protect Parkdale’s stock of affordable housing. “We were able to legalize rooming houses, it made them safer and made a way for the city to check up on them,” Voogd said. “The Parkdale Pilot Project put some benchmarks and standards in place.” Ray Van Eenooghe owns seven buildings that went through the PPP. He also sat on the Parkdale Housing Committee. Van Eenooghe said the PPP didn’t just benefit the landlords and people living in the buildings, but it also benefited the neighbourhood. “The old acrimony between the classes has dissipated to a large degree,” Van Eenooghe said. “The bachelorettes had to be brought up to a certain standard – to look like the rest of the neighbourhood and do some landscaping.” Van Eenooghe said he strongly believes the city should look at implementing a similar project across the city. Not every aspect of the PPP worked and not everyone was left pleased with the results. In fact there is a civil lawsuit in the works related to the notice tenants
should have received letting them know of rent reductions they were entitled to as a result of the PPP. As negotiated through the mediation process, licensed bachelorette apartments would be taxed at a residential rate and that savings should have funneled down to the tenants. Last December, the Court of Appeal decided to permit a class action lawsuit on behalf of Parkdale rooming house tenants whom the city failed to send notice of their entitled rent reductions. Brendan Van Niejenhuis, the lawyer who will argue the civil suit, said he expects it will go before a superior court judge in a month or so. “In Parkdale, the pilot project was sold to the community, in part, on the basis that it would financially benefit all parties, including tenants through rent reductions that they would be notified of,” Van Niejenhuis said. “But when it came to implementation, the city dropped the ball and failed to notify tenants of the rent reductions.” He said, if the city were to attempt something like the PPP in other areas, it will be important to get the details right when following through on implementation, to make sure everyone receives the benefits they’re promised.
The history of rooming houses in Parkdale The story of Parkdale’s position as the epicentre of licensed rooming houses and bachelorettes in Toronto stretches back to the village’s beginnings. Annexed by the City of Toronto in 1889, Parkdale was one of Toronto’s first commuter suburbs and considered one of the most desirable residential locations. The Sunnyside Amusement Park opened in 1922 making it an even more attractive place to call home. There was a mix of housing stock from large Victorian homes, substantial mansions and large 20-unit luxury apartment buildings. Bu t w h e n t h e Ga rd i n e r Expressway was built in the late 1950s, it cut these homes off from Lake Ontario; the amusement park was bulldozed as were many homes to make way for the expressway; many of the affluent owners left the area, and Parkdale went into economic decline. When the trend of deinstitutionalization hit the Queen Street Centre for Addiction and Mental Health in the 1970s and then the nearby Lakeshore Provincial Psychiatric Hospital, many discharged patients found homes in the rooming houses and bachelorette apartments created in the former single-family homes. But these rooming homes and bachelorette apartments became a source of community conflict because of the number of cars parked around these buildings and the behaviour of tenants. Three decades of debate over rooming houses erupted at a community meeting in 1998 and a conflict resolution process arose. T h e Pa rk d a l e Ho u s i n g Committee was formed, which led to the Parkdale Pilot Project, which launched in 1999. The project offered landlords of illegal rooming houses the opportunity to legalize their buildings and entitled them to a significant reduction on their property taxes while improving the safety of the rooms for tenants. It was supposed to last for two years but due to a variety of factors, the program didn’t wrap up for 10 years. Almost 80 rooming houses, making up more than 800 units, were legalized in the process.

Slim majority oppose transit taxes A slim majority of Toronto residents are against paying higher taxes dedicated to building new transit according to a poll taken last week. Forum Research found 52 per cent of respondents disapproved of the Toronto Region Board of Trade’s recommendations last week to pay for transit expansion via revenue tools, or taxes. The poll surveyed 1,045 residents March 19. Not surprisingly, opposition for the revenue tools suggested by the Board of Trade, which includes a parking levy and a one per cent regional sales tax, is higher among supporters of Mayor Rob Ford – who is against using revenue tools to pay for transit.
