descended on Queen Street West, Dundas Street West and even Bloor Street from 6 a.m. to about noon on April 28, as the city kicked off what will be more than a year of work to maintain the aging elevated highway in safe repair. “It took me twice as long to get to work as it normally

does,” said Parkdale-High Park Councillor Gord Perks, who was heading in to Toronto City Hall from his home in his west-end ward. “When the province downloaded this highway, they didn’t give us the money to deal with this and we’re scrambling – we’re a little bit behind. It’s going to

be a rough season.” City transportation officials are monitoring the early days of what will be a long summer and fall of traffic delays and detours. On April 26 and 27, the city shut down the Gardiner Expressway to prepare the three >>>CITY, page 15

Parkdale Collegiate Institute will celebrate its 125th anniversary this weekend. “This school has been at the heart of our community for so many years,” said principal Irene Chewchuk. “For those of us affiliated with the school today to be able to be a part of that and to represent all the wonderful individuals who have gone before us ... is a very special honour.” Throughout the weekend, the school will offer an open house allowing visitors to see a visualization of Parkdale CI’s 125-year history. Rooms called “decade rooms” will be available to view. Each “decade room” will consist of artifacts and history of a particular decade in the school’s long history. The planning for the anniversary began last year. Marlena Rivett, a curriculum leader at Parkdale CI, is one of the many staff organizing the event. “We came up with a theme of celebrating past, present and future, because we don’t want to look at what just happened in the past, we want the kids to celebrate how unique they are in being students here and being part of that history, as well where does this go in the future,” she said. Parkdale man honours father’s time in the Korean War ERIN HATFIELD plv@insidetoronto.com A far cry from his days panhandling on Queen Street to buy his next piece of crack, Ken McLarnon sat in a sun-filled window of a Parkdale cafe, flipping through the polished pages of a project that became a passion. Clean cut and dressed in khaki pants and a golf shirt, McLarnon explained a research paper assignment as part of his Academic Upgrading Program at literacy organization Parkdale Project Read, offered in partnership with George Brown College, turned into much more when he settled on a topic — his father. “At first it was all about getting a good mark, but now that doesn’t mean anything to me,” McLarnon said. “It is about my dad, it is his day and I am doing this for him.” When McLarnon was assigned the research project he immediately chose to focus on his father, Corp. Howett Lynel McLarnon, who had not only been a devoted father, but had also fought in the Korean War. “He has done so much, not only fighting in the Korean War and fighting for all of our freedom, but he has done so much for me,” McLarnon said. “I just wanted to do something for him.” Adopted when he was just three

days old, McLarnon, now 49, is originally from Vancouver. He moved to Mississauga at 24 when his mother, who lived there, was diagnosed with breast cancer. He has lived in Parkdale for the past 20 years and currently lives at King and Dufferin streets. He worked as a cook and then as a carpenter and eventually became a journeyman before a back injury forced him on to Ontario Disability. At the same time his wife fell ill. “I lost my wife to breast cancer and as a result I dove into the bottle and became an alcoholic,” McLarnon said. “I was addicted to drugs for 17 years.” He panhandled on Queen Street, collected empty bottles and cans, whatever he needed to do to get his next drink or his next piece of crack cocaine, McLarnon said. “And of course, during that time I basically abandoned my dad,” McLarnon said. “I barely saw him at all.” McLarnon has been clean and sober for more than a year now. When his current partner fell ill with a lung infection, it snapped him into shape. “I thought I was going to lose her and it woke us up,” McLarnon said. When someone told him about Parkdale Project Read, McLarnon said he dove into it headfirst

“I never graduated and it is something I always wanted to do,” McLarnon said. “It is time to start finishing things in my life and that was something I always wanted to finish.” He is studying in the Academic Upgrading Program to get his Grade 12 equivalent. “If it wasn’t for Parkdale Project Read, I probably would have gone back to crack,” McLarnon said. He has studied English, communications, vocabulary and comprehension. As part of his studies, he was required to do a 1,500-word research paper. Upon receiving the assignment, McLarnon said he knew he wanted to do the project on his father and his time fighting in the

Korean War when he was just 18 years old. “The Korean War has always been the forgotten war and he never got the recognition he deserved,” McLarnon said. McLarnon did a personal interview with his father. “What an eye opener,” McLarnon said. “It made me cry.” He then did extensive research, matching the dates and timelines of his father’s story to historic accounts of the Korean War. He pulled it all together into a detailed report and a glossy-bound book of images to accompany it.

On May 7 at 10:30 a.m. McLarnon will make an oral presentation of his research paper at Parkdale Project Read. His father, who is 82, will attend the presentation. “I want him to get recognized for what he did,” McLarnon said. The Government of Canada has issued a Letter and Certificate of Recognition for his father’s service in the Korean War, which Pat Schnurr of Picture It Framed on Dundas Street West framed for him free of charge.

Help city improve its response to future weather emergencies

emembering last year’s floods and ice storm may not be on the top of Torontonians’ list of fun activities this month, but the city wants to hear from you about what it should be doing to help residents in future weather emergencies. The ice storm of late December and the flooding after a massive rain storm in July saw our city hit with two unprecedented weather incidents that knocked out power, caused environmental damage and millions of dollars in property damage. The massive thunderstorm of July 8 hit Toronto hard and fast. Rain hammered down in a line across much of the west and central parts of the city, causing power stations to flood and shut down, the subway line to close, roads to turn into small rivers and basements to flood. In the Don Valley, stranded GO train passengers had to be rescued by boats as water our view seeped into the train cars. The ice storm wreaked Residents need similar havoc; knocking out power for days (in some cases to plan for weeks) as tree branches toppled emergencies under the weight of the ice and brought down power lines across Toronto. Hydro crews from across the province worked for days straight to restore power, and the city estimated some 20 per cent of Toronto’s tree canopy was destroyed. In some parts of the city, the damage was estimated as high as 50 per cent of tree canopy lost. They were both huge incidents impacting hundreds of thousands of people and highlighting the need for all residents to take some basic emergency preparedness steps including stocking of food, candles and cash in case of similar incidents. It also showed how important it is for residents to keep an eye out for neighbours in need and offer help. This month, residents can weigh in on how the city did in responding to these weather emergencies and what it might do better in the future. Meetings are set for May 12 at the Scarborough Civic Centre; May 13 at Toronto City Hall; May 14 at the North York Civic Centre; and May 15 at the Etobicoke Civic Centre. All meetings go from 6 to 9 p.m. Residents who can’t attend the meetings can share their input by going to the city’s website at www. toronto.ca/weatherprooftoronto A report on how the city dealt with the storms will go to the city’s executive committee July 2.

Taxes and services should be defining mayor’s race

O

ne thing that everyone seems to agree on in this mayoral election: transportation, and public transit, is a defining issue. Well, let me be the heretic in the room for a moment, and suggest that may not in fact be the case. I come by my heresy honestly, after having heard two candidates – front-runner Olivia Chow and trailing hopeful Karen Stintz – articulate as clearly as anyone yet has, how they’ll pay for the multibillion dollar downtown relief subway line. Now, the downtown relief line has come up more than a couple of times in mayoral debates and announcements. No one is opposed to it (although Rob Ford puts it at the bottom of his list of priorities). Also, nobody quite knows how to pay for it. Stintz got things rolling early on the morning of April 29, outlining a

david nickle the city 15-year plan to raise $1.6 billion. She’d do that for the most part by diverting revenue from parking tickets and parking lots into a special transportation fund, and also charging an extra $3 levy on certain downtown Green P parking garages. In the afternoon, Chow had a simpler plan. She’d cancel the Scarborough subway and the tax levy council approved to fund it, and having secured financing from the federal and provincial governments, institute a new tax levy to pay for TTC repairs and upgrades, and the downtown relief line – or rather, to pay for the $1 billion the city would borrow to fund the city’s share of those things. Both plans are forward looking, and could probably work. One raises

some taxes more than some would like, one cuts some services and sells off assets more than some would like. Neither can really deliver the transit that Toronto needs on their own. Chow made that point most forcefully when she spoke to the Toronto Region Board of Trade. She pointed out that Toronto receives just eight cents of the dollar its residents pay in taxes federally and provincially. And she points out that it’s not sustainable to expect Toronto residents to fund all or even most of the needs of an urban centre by itself. She’s right, but doesn’t go far enough. The reality is that Torontonians could fund rather more of the things that are needed, through the relatively low property taxes we pay now, and through additional taxes that might be imposed by future governments. Since amalgamation,

Torontonians have been trained to flinch from tax increases or new taxes to the point of self-destruction, even as we’ve grown to expect good customer service and reliable infrastructure. We’ve been taught to avoid drawing a connection between those things – taxes, and services – to the point that we’ll send our elected leadership to work with an impossible task, and elect the ones who’ll most gleefully lie about their ability to complete it. And that is the real defining question in the 2014 election: will voters finally show the maturity and intelligence it takes to pay for the things we all need, and turn away from comfortable lies and halfmeasures. Will we collectively find the credibility we need to ask our fellow Canadians to do the same?

In its long history, it has changed, adjusted and developed alongside the community. “We’ve always been a community school,” Chewchuk said. “We really service the community that is here in Parkdale. And that is very reflective often of newcomers to Canada. Every so many years, you see a new influx of a different group of people from a different part of the world.” Parkdale is one of Toronto’s most vibrant and diverse communities when measured by the multiplicity of immigrants. Chewchuk believes the school has been a firm support for newcomers to the community. “Knowing how difficult it is to immigrate, to come and learn in an environment where you feel welcome, respected and safe, I think is critically important for our young people, but also for their families,” she said. The school’s original location was in the Masonic Hall on Dowling Avenue. When the town of Parkdale was annexed by Toronto in 1889, the school moved to Jameson Ave. Parkdale High School, as it was known then, changed its name to Jameson Avenue Collegiate Institute in 1901. In 1910, the school received its current name. The school is not unfamiliar with anniversary celebrations, as it has celebrated its 120th and 100th in the past. It boasts

Cobain fans raise teen mental health awareness JUSTIN SKINNER jskinner@insidetoronto.com With April 5 marking the 20th anniversary of the sudden death of Nirvana frontman Kurt Cobain, a trio of fans of the band have decided to use his legacy to promote the arts and raise awareness of teen mental health issues. Ni c o l a Sp u n t , L i a n e Ba l a b a n a n d Ka t h l e e n Munroe teamed up to create In Bloom: A Celebration of Teen Spirit and the Arts as an homage to the revolutionary, but conflicted artist. “In January 2013, Liane, Kathleen and I were chatting and we realized April 2014 was the 20th anniversary of Kurt Cobain’s passing,” said Spunt, who lives in the Brockton Village area. “We started to play around with the idea of putting together a community arts event to commemorate him, but also one that was associated with a cause of some kind.” They quickly decided to hold the event in support of Delisle Youth Services, a mid-

town agency that provides support of all kinds to Toronto youth, with a special focus on mental health. “They have on-site counselling, but also offer counselling in six different schools and there’s a strong emphasis placed on arts programming,” Spunt said. “They have a very long standing working with LGBTQ youth.” Both the celebration and the cause being supported fit well with Cobain’s legacy. He

was a staunch advocate for equality and was outspoken in support of queer rights. He himself also had mental health challenges with which many young people could relate. “He was a complicated icon, not just a reluctant celebrity who was so much cooler than anyone else,” Spunt said. “He struggled with a lot of the same issues so many teens and people of all ages struggle

with – anxiety, depression and substance abuse.” In Bloom features two events. The first was a March 20 youth-led showcase of the arts featuring students from Lawrence Park Collegiate Institute, the Etobicoke School of the Arts and Delisle Youth Services. “We linked up with those partners for a special community arts event and had a mentorship program with professional artists,” Spunt said. On Thursday, May 6, In Bloom will feature a benefit concert, SiriusXM Presents: Come As You Are, featuring an array of professional musicians performing covers of Nirvana songs to raise funds for Delisle Youth Services. The organizers have also set up an IndieGogo crowd-funding page (www. indiegogo.com/projects/ in-bloom-a-celebration-ofteen-spirit-and-the-arts) in hopes of raising additional funds.

Activist hoping for electrifying budget w RAHUL GUPTA rgupta@insidetoronto.com A west-end community activist remains skeptical the Union Pearson (UP) Express air rail link will ever be electrified despite recent comments from Metrolinx indicating such work could begin as early as next year. Kevin Putnam said he would instead wait to see if funding for converting the rail line from diesel to electric is included in the upcoming provincial budget, which is scheduled for release on Thursday, May 1. “The finance minister has to put it in the budget. If they do that, great, we’ll believe the Liberals will move ahead with electrification,” said Putnam who heads up the Junction Triangle Rail Committee (JTRC). The committee has campaigned extensively to electrify UP before it launches the Toronto region’s first express train service between Pearson International Airport and Union Station, via the

GO Georgetown South rail corridor, next year. Metrolinx CEO Bruce McCuaig – following an announcement last week by Premier Kathleen Wynne and Ontario Transportation Minister Glen Murray on a plan to electrify the GO train network within 10 years – said with proper provincial approvals and funding of around $450 million in place this year, work on converting UP to electric could begin as of 2015. “We’re starting electrification of UP Express next year subject to an environmental approval and funding,” said McCuaig at the time. But Putnam, who has met with Murray and other representatives from the province, as well as Metrolinx on multiple occasions, said he wouldn’t believe any statements until money is in place for UP electrification. “I don’t think Metrolinx makes the final decision, it’s the premier and her cabinet,” he said. “The Liberals have made a variety of different

pledges, but it’s a lack of money that’s stopping (electrification).” Putnam also expressed hope Metrolinx will suspend plans on constructing around 10 kilometres of noise wall barriers five-metres-high along the rail corridor to reduce noise and vibration from increased use of diesel trains, which Metrolinx is promising to run every 15 minutes when UP debuts just before the Pan American Games in the summer of 2015. E a r l i e r i n t h e y e a r, Metrolinx announced it was moving ahead with the full build of noise walls following community consultations, which it said indicated widespread support for the project. Construction is scheduled to start later this year. Metrolinx spokesperson Anne Marie Aikins said there are no plans to change course on the noise walls. “Noise walls are required even if the system is electrified,” she said by email.

blue seats denote priority seating The TTC is adding blue seat inserts to its vehicles to clearly denote priority seating for the disabled, seniors and expectant mothers. Designated seating areas are already in place throughout the TTC, but they’re often taken up by able-bodied riders who are either unaware or uncaring the seats are not for them. In response to provincial accessibility requirements, the TTC is also introducing a $235 fine to be levied on anyone who refuses to give up a priority seat when requested to do so by a TTC staff member. Spokesperson Brad Ross said the blue seats are already onboard the new articulated buses that were introduced recently. The TTC plans to have the seats on all of its vehicles within two years. GO to start service wGOto Niagara Falls Transit will resume weekend bus and rail trips to Niagara Falls beginning Victoria Day weekend. From May 16 to 19, the

The service will then run every weekend from June 27 to Sept. 1 and also on Thanksgiving weekend, Oct. 10 to 13. A shuttle bus service is also planned between Niagara-onthe-Lake and St. Catharines to connect with local GO Train service. A similar weekend service is also planned for the Barrie Line. By the Humber River, the city is doing deck work on three bridges, median work between Ellis and Dufferin Streets – which should be finished by the end of the summer – and a deck project near the CNE that will be going forward in two phases.

Good news There was one small bit of good news coming out of the weekend: plans to close the eastbound lanes of the Gardiner from the Humber River to Carlaw overnight during the week won’t be necessary any longer because of work done over the weekend.
