We must change the way we think, adapt to condo boom

T

here’s a shift taking place in Toronto that really should not come as a surprise given the amount of condominium construction happening in our city. One need only look at the number of cranes, not just downtown, but also in other parts of the city, to recognize this building boom. But the stereotype regarding the people who these condos are being built for is changing rapidly in Toronto. They are no longer the choice for young people, seniors and those looking to be landlords. More families are saying no to the socalled suburban dream of a house and yard, and are choosing to buy condos

and raise their families in them. Certainly some of this is driven by price, and the fact that single-family homes in Toronto are becoming more and more out of reach for many. For some, condo life is strictly a financial decision, but for many others it’s become a lifestyle preference. As Amy Geer told Metroland Media Toronto of the decision she and her husband Andy made to buy a two-bedroom condo in the Fort York area, it was a question of financial balance and the kind of life they wanted to live. And that’s changing the way the City of Toronto’s planning department has to think and operate. The planning department initiated the study Growing Up: Planning for

talk radio, and one that has lent the mayor a great advantage with the public. It is no coincidence that Tory’s biggest successes fall into this category, too, first pointing out, and then dealing with, the many small irritants in city life. One of Tory’s first acts as mayor was to announce a towing blitz on those darned cars that keep parking illegally on downtown streets during rush hour. Don’t you hate those? And isn’t it absurd to pay the equivalent of a meal out, to haul your kids onto the subway for a Sunday trip? Free rides for children was the answer to that. And then there was the business of the raccoons. They’re comedy gold, those clever little, erm, bandits. Dealing with the ingenuity of raccoons has turned us all into hapless coyotes trying to catch a road runner, and Tory is more than happy to deliver the ACME raccoon-proof bin, that (like all ACME products in Road Runner cartoons) looks raccoon proof, if possibly not fool proof. It made for a breezy and pleasant afternoon last week, having a bit of fun in Scarborough with Ms. Potter, commiserating about a silly but still troublesome problem and offering up a simple solution. As I write this, I’m watching Toronto Council try and figure out another troublesome problem – the city’s coyote-androadrunner relationship with UberX, and the troubled taxi industry. If only the solution to this problem were as simple as building a better green bin, our excellent mayor would know just what to do.

Children in New Vertical Communities as it works on ways to deal with what will be the increasing needs of families with children in what had previously been condo communities geared to adult residents. The study is looking at how these high-density condo communities can better accommodate “households with children and youth.” That’s an issue for the present, and it will certainly raise some challenges as many of these communities are lacking in both recreational and educational spaces nearby. This shift also puts pressure on Toronto’s public and Catholic school boards, which will find themselves with growing numbers of students living nowhere near schools, while many schools in established “suburban” neighbourhoods are seeing severely declining enrolment. As our city changes, so must we change the way we think, plan and adapt.

I was struck last week, attending the official launch of Toronto’s new raccoon-proof green bins on a lovely, quiet street in Scarborough, at just how suitable the event was to the talents of our current mayor, John Tory. That may sound mean, but I don’t intend it to be. When Tory arrived at the foot of the driveway of Scarborough resident Rhoda Potter, the host of the launch event, he could not have been more charming, or dare we say it, funny. He joked around with the city sanitation worker who was driving the truck. He kidded around with Ms. Potter, who was demonstrating her own raccoonproofing on her green bin as a contrast with the city’s new, Atlanta-designed higher tech solution (Ms. Potter used a rock and a bungee cord). He kidded around with reporters while demonstrating the even higher-tech robot arm that is designed to lift the green bin into the sky and dump its offal in the truck from a height even raccoons would find dizzying. At least we think he was kidding when he suggested one of us try the robot arm. The whole event went like one of those stand-up comedy routines that ask the audience if they’ve ever noticed how absurd something-or-other is, how irritating whoever-we’reirritated-with is or (as in this case) how darn cute and clever whatever-is-vexing-us is. It occurs to me that this is one of the most formidable skills that Tory brings to the job of mayor, in the post-Rob Ford Toronto: the ability to be pleasant and funny, an ability honed no doubt by his years hosting

THE EVOLUTION OF THE MODERN ZOO Increased public scrutiny sparks change or controversy at zoos In the new climate of rising public scrutiny of the conditions of zoo animals, some zoos are struggling while others are flourishing. Jennifer Tracey, senior director of communications for the Toronto Zoo, said institutions that have been entrusted with wildlife should be held to high standards. Modern zoos feature exhibits designed to match each animal’s specific habitat and programs are tied to conservation and education. At the Oshawa Zoo and Fun Farm, attendance was up 25 per cent last year compared to the year before because of social media marketing and a new focus on domestic animals. While there are still some exotic animals at the zoo, years ago the owners decided to move away from exotic animals to feature more farm animals. “When I was a kid, everyone’s grandmother and grandfather had a farm. We don’t see that anymore,” said Alan Connell, owner of the Oshawa Zoo, who wanted to provide that farm animal education for children. “Kids get more attached to farm animals. Exotic animals have a mean streak to them and we decided to go with a children’s zoo.” The Oshawa Zoo is geared for younger children up to Grade 2, but older children and even adults without children enjoy visiting, said Connell. He said the zoo is popular because the animals are friendly

and tame. “Nothing that can hurt anybody.” Connell said animal rights activists haven’t protested the Oshawa Zoo. He thinks protesters are valuable and actually help zoo owners continually improve life for the animals – whether it’s building bigger pens or making sure the pens are interesting for the animals. “We built a goat run last year,” said Connell. “They love it. We weren’t sure whether they’d use the slide but we had goats jumping on it while we were trying to install it.” Last year was a tough year for the Bowmanville Zoo, with protests, investigations and charges against owner Michael Hackenberger. In April, Hackenberger was charged with five counts of cruelty to animals in relation to a video released last December. The video clip released by People for the Ethical Tr e a t m e n t o f A n i m a l s (PETA) appeared to show Hackenberger whipping a tiger during training. In a video rebuttal posted online in late 2015, Hackenberger said he could be accused of viciously whipping the ground or the air, but not the tiger. He said he hit the animal three times, once on the paw when it was reaching to claw another trainer. He will be back in court in early June to answer to the charges. In August, the zoo owner was criticized for swearing at a baboon during a live Breakfast Television broadcast on CITY-TV. PETA’s broad stance is that wild animals belong in the wild, and when they can’t be in the wild, they belong in reputable sanctuaries, said Brittany Peet,

department director of captive animal law enforcement for PETA. Peet said wild animals forced to live in small enclosures suffer psychological harm. However, Tracey said the public needs to understand the critical role accredited zoos, such as the Toronto facility located in Scarborough, play in ensuring the survival of so many species. “When the zoo first opened, it was believed the planet was losing one or two species each year. In 2014, the World Wildlife Fund stated that we are now losing one to three species a day. It is statistics like these that drive the professional staff at the Toronto Zoo to do more to save and protect species,” said Tracey. The Toronto Zoo wants to take this one step further – to become a zoo-based conservation centre of excellence. That means being a leader in wildlife conservation and advocating for wildlife and habitats, focusing on Canadian species and habitats while continuing to be active globally. Established in 1893 for deer, the zoo’s animal paddocks have always been a popular attraction. Today, the zoo’s 11 paddocks are home to a variety of animal species from around the world: bison, llamas, peacocks, reindeer, highland cattle, wallabies, emus and sheep. Friends of High Park Zoo was formed in 2012 to raise funds to ensure that the zoo remained open in the wake of city budget cuts for the 2012 and 2013 operating years. Now, the west-end attraction is looking forward to a facelift, in the form a new master plan, announced in January. Enhancements include increasing the size of the bison pen by seven metres, creating a new administrative building, improving lighting, and installing flags and signs so that the zoo is more noticeable.

Young families are choosing condo living in the city rather than moving away from the downtown core 8

Trading in the downtown lifestyle for a spacious suburban house is no longer a swap young families want to make. It’s also a lifestyle sacrifice many aren’t willing to make either. It’s a rising trend that’s forcing the City of Toronto’s planning department to conduct a study to look at how it can better accommodate those who have forsaken the plush green lawns of a house in the ‘burbs for a condo in the sky. Take Andy and Amy Geer for example. Both are young professionals working in the city, married for two years with a baby on the way (she’s due in August). They bought their two-bedroom, two bathroom condo in Fort York after a painful three months of looking for houses in Mimico, the Junction and East York. “I distinctly remember one Sunday morning, after looking at listings, thinking ‘I don’t want to do a house,’” Amy recalled. “It occurred to us at the same time, actually. After looking at houses and (realizing) what we’d be getting ourselves into, we just realized overnight it’s not what we wanted.” So they chose the high rise life and they couldn’t be happier. “We could have borrowed money from the bank, but we wouldn’t be able to do anything else. There’d be no going out for dinner. We wouldn’t be able to do anything other than pay our mortgage,” Andy explained. “It was just a lifestyle we wanted to be able to maintain… If we bought a house we wouldn’t be able to afford a baby; a condo would allow us to have the lifestyle and a baby.” This shift in mindset is all too common and has forced the City of Toronto to take note, which spawned: Growing Up: Planning for Children in New Vertical Communities, a study which is an extension of the Condominium Consultations held in 2013-14 and the Chief Planners Roundtable in 2014. This study is looking at how new “multi-unit housing in high-density communities can better accommodate the needs of households with children and youth.” Surveys were available online, with plans to roll out community consultations in the summer. The study also aims to provide some direction for new development in the city to consider three areas when building a new condominium — the unit itself, the building and the neighbourhood, while addressing the issues of unit size, layout, building amenities, surrounding amenities and the design of the nearby public realm. “We’re basically doing this study to have this concerted focused effort to look at how we plan for better family-friendly communities and recognizing that a lot of them are vertical,” said Anne-Marie Nasr, the manager of strategic initiatives with city planning. “We (the City) need to think in a focused way about how we can plan better for families because the reality is most of Toronto’s growth is going to be happening in units that are in five-plus storey buildings.” The city has begun interviewing families in high density areas like Yonge and Eglinton, Liberty Village, City Place and Scarborough, but they’re also conducting workshops with developers, architects and designers to gather input on design ideas and share experiences about what works and what doesn’t when developing a condominium. Part of that discussion is the construction of more two- and threebedroom units. But developers have been slow on creating high rises with the majority units of that size. According to the Housing Occupancy Trends report released in 2015, out of the 60 per cent of units built in high rise

buildings between 1996 and 2011 period (the remaining 40 per cent were considered low-rise), only 3.8 per cent of them had three or more bedrooms. The push for more two- and three-bedroom units is something TrinitySpadina councillors Mike Layton (Ward 19) and Joe Cressy (Ward 20) have been doing for a few years now. “We’re going to have a need for family-sized units in new developments that are coming. It’s been done sort of haphazardly so far,” Layton told The Villager. “We need something more systematic and we need tools in order to ensure developers are coming to the table with them and we’re not negotiating, but they’re a requirement of the zoning bylaw or the official plan.” Conducting a study like this needs to happen sooner rather than later from Layton’s point of view because a new reality is settling in for families. One that involves city’s growing up rather than out due to rapid population growth. “With the pace our city is growing, particularly in the downtown core, but also across the city, we’re not building housing stock for the traditional family homes anymore,” said Layton. “There’s no space. We’ve hit our borders.” As a result there’s been an increase in families with children in high rises in Toronto. In 2011 there were 10,145 more families with children living in high-rise apartments than there was 15 years earlier, representing a 15 per

cent increase. And these children are young, born between 2006 and 2011, plus the number of infants to pre-schoolers in Downtown has increased by 11 per cent. The main reasons for the boom align with why the Geers chose to stay in the city, which has less to do with housing costs, although the housing market is highly competitive and expensive, and more to do with quicker commute times, close proximity to amenities, workplaces, services and transit. “I think it’s a convenience thing that urban living is just becoming more desirable to this generation of families as they grow up,” Layton said. “People don’t want to spend hours commuting on a daily basis. They’d rather spend their time doing more enjoyable things.” The culmination of information gathered from the study will come together in the form of an official handbook given to developers when designing new buildings, which will be what Nasr calls “a living document”, evolving as the years go on. If the document is to carry some weight it will need to be put into the city’s Official Plan, which is currently under review. “We want to create more liveable, higher density communities that are planned appropriately with families in mind,” Nasr said. “Toronto is transitioning and this is part of that evolution we’re experiencing as a city.”
