No one should live in squalor

T

oronto Council is being asked to approve a system to licence the city’s landlords, and we believe it’s an idea whose time has come. At a committee meeting last week discussing the issue, Parkdale-High Park Councillor Gord Perks came out strongly in favour of the proposal. “We have a duty to make sure that no one in the City of Toronto lives in squalor,” he said. “That’s an absolute minimum requirement that we have to meet and if we don’t meet it, we’re failing in our responsibilities as councillors.” We couldn’t have said it better if we’d written the motion ourselves. It is without question the responsibility of our elected officials to make sure we have rules and

regulations in place that guarantee basic human dignity. The thought of people living in “squalor,” as Perks described it, is something that belongs in the pages of history. Of course such conditions are unacceptable, and our city must have the legal means to enforce laws preventing such a thing. To that end, councillors will be voting on a bylaw at their meeting on June 7 that will allow the city to directly fine landlords who are not meeting minimum standards. As it stands now, fines against landlords are levied by the province. The new bylaw would see the city impose the fines as part of administrative fees and it would also make sure buildings are regularly inspected, rather than when complaints are made, which is how

tory imperatives – to provide fulsome services and infrastructure, and to minimize the tax burden on property owners – means that very soon, Toronto Council will no longer be able to balance its annual budget. How, under those circumstances, do you say yes to a plan to host a world’s fair 25 years into the 21st century, of the sort that was really only a big deal in the middle of the 20th century? It’s not to say that an oldfashioned Expo wouldn’t bring some benefit to the city and the country. It would showcase the city to interested, forward-looking visitors. And it would maintain that interest over the better part of a year. But really, Toronto can do all of that on its own, and is doing that on its own. The port lands are already undergoing a major redevelopment and regeneration, meticulously planned and with great private-sector interest. Those precincts don’t need pavilions – they need parkland and housing and office/industrial space. We are already undergoing a massive and at-least partially funded public transit expansion. Would a successful Expo bid accelerate that? Or would it simply shift funding to other transit projects that might benefit visitors better than Torontonians? Last year, Tory did something that few other mayors have done, and said no to a potential Olympic bid. It’s not hard to see a repeat performance when it comes to Expo.

the current system works. Councillors are also being asked to improve the inspection system for rental apartments and to set minimum standards for when the city itself will come in and do the work and bill the landlord. Also, councillors are being asked to approve the city collecting more detailed information about landlords who constantly violate the rules and to set up a rating system. Those are two more good ideas councillors should be acting on. It should be noted the biggest landlord in Toronto is actually the city itself through Toronto Community Housing (TCH). And as of last week, TCH was at the top of the list of complaints at LandLordWatch.com, which advocates for tenant rights in the city, One hopes that along with getting tough on landlords in the private sector, these new city standards and rules will also improve the quality of publicly owned housing as well.

xpo 2025, here in Toronto, with a major build in the city’s port lands, the eyes of the world on us, fancy pavilions from around the world, visitors from everywhere... How’s that sound? Tough to say no. Actually, it looks as though it will be pretty easy for Toronto to say no. On Monday, Mayor John Tory offered as tepid a response as he could to a letter from Prime Minister Justin Trudeau indicating the federal government would be interested in exploring a bid. He was even more tepid Tuesday, after a group of business and political leaders came to Toronto City Hall to offer up a private-sector funded business case for hosting the exposition. A study advocating a business case – that, he was fine with. But a commitment to hosting the event that involved either significant city expenditure or funding from other levels of government that might cut into money that would otherwise go to the city? Not likely. It would, in fact, have been very difficult for the mayor to say anything else this week, as his Executive Committee was grappling with a bombshell report from City Manager Peter Wallace talking about Toronto’s longterm fiscal forecast. The report has been floating around for more than a week, and its findings are stark: Toronto is headed for a fiscal cliff, and soon. Council’s two contradic-

How does it feel to win the People’s Choice award? It’s immensely gratifying. I’ve taken other photos which I’ve been very proud of, which I suspect might not resonate as well with a larger audience as taste is obviously subjective. But this photo is distinctly Torontonian and I think it’s tapped into the pride that we have for our city, making it appeal to a very wide audience and directly contributing to it winning the People’s Choice Award.

A growing trend in Toronto and other cities around the world, urban farming is meeting the needs of a growing population With the world’s population expected to boom to as many as 11 billion people by 2050 and more and more people looking to go green and buy locally, urban farming is growing in popularity in Toronto and other cities around the world. Toronto welcomed two more urban farms in recent days, with food plants being grown in crates in order to help feed some of the city’s most vulnerable residents. At Scadding Court Community Centre, a new crate garden installed by urban gardening initiative The Bowery Project and local volunteers will see 250 square feet of food being grown.

It features 500 milk crates stacked two crates high, with plants being grown in the uppermost crate. Given that soil in cities often contains contaminants, the two-crate stacks help ensure the soil in which the food is grown is clean and free of toxins. Rachel Kimel, who co-founded The Bowery Project (www.boweryproject. ca) with Deena DelZotto a few years ago, said the Scadding crate garden would support the surrounding community in several ways. “The food grown here will support Alexandra Park throughout its revitalization, along with the (Scadding Court) community centre and its food programs and a local youth centre,” she said. “It’s also a good way to

Alexandra Park youth will do the maintenance work, and it helps connect people because when you’re out getting dirty in the garden, there are no language barriers.” The garden is one of several initiated by Kimel and DelZotto since 2014. “We have a site outside the YMCA buiding at 7 Vanauley with 1,500 milk crates where all the food gets directed into the homeless shelter,” said Kimel. Scadding Court Community Centre executive director Kevin Lee said his organization would also provide volunteers to help maintain the new crate garden, adding that a local women’s shelter has also offered to lend a hand. “It’s a great initiative to help animate urban spaces and create edibles here in the city,” he said. “This project fits in with our plan to help improve food security and food access in the community.” Yorkdale Shopping Centre has also added a new urban farm, led by Frank Ferragine (also known as Frankie Flowers) to help boost sustainability initiatives and give back to the community. “I got the idea when I first saw Fenway Farms at Fenway Park in Boston and thought ‘that’s pretty compelling,’” Ferragine said. “I’d been helping Yorkdale with their internal planting to help make it more welcoming and saw they have a lot of roof space that would be great to grow food on.” While the initial plan was to plant Yorkdale’s Elevated Eats urban farm – which grows plants in specialized crates – atop Yorkdale’s food court, the ability of the roof to support such a structure, the fact that Yorkdale is in a flight path and other issues led to the initiative being moved, at least for the time being, to the office building parking deck at 1 Yorkdale Road (south end of the mall). “Right now it’s a test farm,” Ferragine said. “It’s about 1,000 square feet but the goal next year is to grow it to 5,000 square feet.” That should be possible once the shopping centre’s renovation is complete. Elevated Eats features more than 25 kinds of edibles, including herbs such as rosemary, basil and oregano, several types of lettuce, tomatoes, peppers, strawberries and more. The food grown and harvested there, or proceeds from the sale of the food, will go toward Daily Bread Food Bank. “It’s a great opportunity for us to give back to the community,” said Yorkdale Shopping Centre general manager Claire Santamaria. “It’s also an extension of the sustainable initiatives we have here. For instance, 60 per cent of our expansion’s roof area will be a green roof with the runoff being used as grey water in our toilets and for other non-drinking water uses.” The urban farm will also be open to school groups who can learn more about farming at the site.
