owners, is making things a little less comfortable for all members of the community, Webb said. A recent walking tour around the neighbourhood reveals dog waste scattered across Liberty Village Park and the adjacent streets. One of the 170 members of the Liberty Village Dog Owners Association, Webb often carries extra dog waste disposal bags to give to residents he sees failing to pick up after their dogs. “Most of them are compliant and are a bit ashamed, but some can be verbally abusive,”

Webb said. For some, he attributes the problem to “entitlement issues” – dog owners who see their pets as “fashion statements” and do not take responsibility for cleaning up after them. Others simply don’t have a place to put the waste during their daily walk, and leave the filled bags behind, he said. The city has started to address the lack of disposal areas by installing new disposal bins around the park and near condo buildings along East Liberty Street. But Webb, who owns a bull-

dog named Tucker, said the waste issue points to a larger problem in the area: a lack of green space. “Essentially we have less than an acre of green space servicing thousands of people,” Webb said. Liberty Village Park, the small, central area where most dogs and their owners congregate, is tattered as a result of dog digging and the amount of waste. “The dogs take over and it lessens other residents’ ability to use parks,” Webb said. >>>LINEAR, page 7

In the shadow of construction cranes and newly erected condos, shovels broke ground on Saturday for a construction project of a different kind. Ju s t s o u t h o f Qu e e n Street West on Lisgar Street, Councillor Ana Bailao (Ward 18 – Davenport), hosted a ground breaking for a new arts oriented park. “Yes we have condos going up, but we also have a neighbourhood being born, Bailao said. “A place where people can live, work and play.” Yet to be named, this park will feature café-style seating with a garden area, a grove area with shade trees, and lighting mounted on art poles and timber columns. It was designed, with much community consultation, to be a venue for arts events and displays. “A lot of people have immense pride in what is going on here,” Bailao said. This park, Bailao said, is the result of hard work by the City, the community, residents’ group Active 18, The Theatre Centre and members of the Toronto Media Arts Centre. New television museum shows Znaimer’s love for the set

I

t began with a television set shaped like a woman. For High Park resident Moses Znaimer, the Philco Predicta Pedestal, a 1958 American TV with a long, narrow chassis, was the piece to ignite his obsession. “I was crazy about it,” said Znaimer upon first viewing the television set years ago. Now the Canadian media icon has an entire museum dedicated to his love for television. About 175 vintage sets are currently on display in the new MZTV museum in Liberty Village, and there are nearly 10,000

TV-related items, including original papers relating to televisions, in the collection. Each set’s scientific and historical importance was not lost on Znaimer, but it didn’t drive him to be a collector. “The fact is what got me going was I thought the object was beautiful,” Znaimer said. He began collecting in the mid ’60s, but only became serious about it in 1992, when he started acquiring other people’s collections. For Znaimer, picking his favourite piece of the collection is like choosing between kids, though the Philco Predicta remains the symbol of the museum.

One of the most valuable pieces, a clear Lucite television set, is insured for a million dollars. The piece, one of two featured in the 1939 RCA television fair, was lost for nearly 40 years after the war. Znaimer has the only recovered set. Though Znaimer said

he is pretty confident he has collected at least one of every vintage television set out there, he is open to the potential of items he is “completely unaware of.” His newest addition, a pair of television speakers, are what Znaimer explains as the rich’s attempt to mask the rather “crude

look” of the early technology before the Second World War. To Znaimer, the television set has essentially disappeared in today’s technology. “There is very little that you can find beautiful except the thinness of the object,” Znaimer said. As for the future of television, Znaimer said there is no end to the size or detail viewers can experience through the screen. “As gripping as it is

today, we ain’t see nothing yet,” he said. “The history of media technology is about trying to get closer to the real thing, whether its ultrahigh def or 3D television or holographic television or television we step into, it’s sure to come,” Znaimer said. Znaimer’s current focus is retracing the history of each inventor of the television sets. He is also in the process of building a radio set collection. The MZTV museum in Liberty Village will be open to the public during Doors Open this weekend. Regular hours (Tuesday to Friday, noon to 5 p.m.) will begin on July 2. There will also be daily tours at 4 p.m.

Excitement over World Cup builds

he World Cup soccer championship officially kicks off June 12 in Sao Paulo, Brazil, with a game between the host country and Croatia, but the excitement in Toronto is already starting to build. Short of being in Brazil, Toronto has to be the best place in the world for soccer fans to watch the World Cup. Most residents are already very familiar with how our city gets all dressed up and celebrates World Cup. Beyond the flags waving from cars, there are vendors selling hats, shirts and flags, and fans gathering in locations across Toronto to catch the action. Everybody will be talking soccer between June 12 and July 13, when the tourney wraps up with the championship game in Rio. There are 32 teams taking part in the World Cup and Toronto has significant our view demographic links to many of those teams. For instance, the Italian, Greek, Portuguese, German, English, French and Dutch diasporas are large and well established throughout the city. We’re all familiar with scenes of flag-waving fans filling the streets and celebrating after their teams win. Parts of Little Italy, Little Portugal, Corso Italia, and Greektown on the Danforth are seas of celebrating fans after wins by their teams. What’s especially interesting and makes the World Cup in our city so much fun is the mixing of fan bases, and how the Brazilian fans will watch and celebrate in Little Portugal, and parts of Corso Italia along St. Clair West have also become home-base for many fans with links to South American teams other than Brazil. Liberty Village became fan-central for Dutch soccer enthusiasts during the last World Cup. It’s all a part of what makes Toronto great. Tory’s transit proposal compelling & speculative Oh, John Tory is a coy one. All this time when the mayoral candidate was talking about building a “Yonge Street Relief Line,” we assumed that he was simply renaming the Downtown Relief Line – and that his promise to start building the thing right away, at the same time as the city and province built a subway to Scarborough, was pie-inthe-sky. Well, it turns out the reason Tory didn’t call his secret transit plan the downtown relief line was he doesn’t intend to build the downtown relief subway line any time soon. His Yonge Street Relief line is something else: a 52-kilometre, 22-stop SmartTrack line, using GO Transit rail lines for an above-ground subway that will stretch from the western reaches of Etobicoke to the middle of Scarborough, and dip south to Union Station

david nickle the city touching Main Station in the east and Dundas West station in the west. It will cost $8 billion divided between three levels of government, and the city will pay for its portion using Tax Increment Financing (TIF), the same system of borrowing against future property assessment increases that Gordon Chong advocated when Mayor Rob Ford hired him to come up with a funding plan for his failed subway proposal on Sheppard Avenue. The idea itself is a refinement and expansion of a proposal that failed 2010 mayoral candidate Rocco Rossi proposed – to use GO lines as an interim downtown relief line. And it is a compelling idea. It provides rapid com-

muter transit to places that are pretty far off, and gives commuters from the edge of the subway system an alternative to clogging up the Bloor-Yonge interchange as they head to work downtown. It is also, in the context of this election, a too-cute game of rope-a-dope: an attempt to get his opponents to spend their energy attacking and questioning a suspected plan that is nothing like the real plan. For a short time after its revelation, it forces Tory’s opponents to basically call him on his semantics. It also, however, allows his opponents to accuse him of hiding a flip-flop behind semantics. Earlier in the campaign, Tory did make it clear that a downtown relief subway line was essential, and sharply criticized Chow and Ford for not embracing it as a number-one priority. And while it is true the

new plan sidesteps some of the logistical problems of getting a downtown relief subway going right away, it raises other problems. To begin with, the TIF model of financing is another semantic trick: it is debt by another name, and with the billion-dollar Scarborough subway plan, Toronto will have nearly reached its debt ceiling. And like Chow’s downtown relief plan, Tory’s surface rail plan relies on a massive federal and provincial buy-in to go ahead, and in that sense, is just as speculative. The plan also doesn’t obviate the need for the TTC’s downtown relief line – the city has to find the money for that too. And as Tory himself pointed out not too long ago, that needs to come sooner rather than later.

ACCORDING TO CENSUS data, Trinity-Spadina was home to 144,733 residents in 2011. The riding is bounded roughly by Ossington Avenue to the west, Avenue Road and Victoria Street to the east, Dupont Street to the north and Lake Ontario (including Toronto Island) to the south. It was made up of parts of the former Fort York, St. Andrew-St. Patrick and Dovercourt ridings prior to 1999. New Democrat Rosario Marchese has represented the riding since it was founded. Prior to that, Marchese represented Fort York from 1990-1999.

From the Downtown Relief Line, subway improvements, and the Eglinton Crosstown LRT transit is a big issue. What would you do as MPP to improve transit for your constituents?

The debate over whether to expand Billy Bishop Toronto City Airport continues to be a hot topic in the riding. What is your stance on the Toronto island airport?

■ The most important challenge confronting our community is the need to invest in transit. We’re going to fund subways like the downtown relief line, electrify GO and build $10 million worth of bike lanes and cycling infrastructure. All of these new investments and even some of the projects already underway will be cancelled by PC leader Tim Hudak, and even traditional NDP supporters tell me that we need to keep building.

■ I have a plan to bring direct bus service from Liberty Village to Union Station. We’re going to build and invest in the TTC, GO Transit and other regional transit services so we can break gridlock and get our people moving forward. And I also fully support Kathleen Wynne’s plan to invest $10 million in bike lanes and cycling infrastructure because I would love to cycle to work more often.

■ I fully support building the Union Pearson Express so jets aren’t needed at the Island airport.

■ I’ve lived in Trinity-Spadina since my family came to Toronto. The story of my career is working with government to help people. I’ve worked in business, I’ve volunteered, and I’ve worked for cabinet ministers. Working in politics really opens your eyes to the big impact you can make in people’s lives. I grew up here, I live here with my wife and kids, and my parents still live in their house here.

■ I would champion junk food taxes to pay for school food programs and low-income fruit and vegetable benefits. Ontario invests less than any other province per capita in preventing illnesses. Junk food taxes are a powerful tool for combatting poverty, diabetes and obesity, while encouraging everyone to eat better foods. Research has also shown that they will reduce health-care costs.

■ When car drivers pay 33 per cent of the cost of the roads they drive on, while TTC passengers pay 77 per cent of the costs of running Toronto’s transit system, we need to charge drivers more and use that money to improve transit and reduce congestion on the roads. The province also needs to start contributing to the costs of cycling and pedestrian infrastructure. At the moment, they contribute no funding to either.

■ With a train to Pearson airport soon to go into service, it is time to close the Island airport. The problems caused by the current operations – traffic congestion, noise and air pollution – are incompatible with nearby residential communities and the increased need for parkland. In its place, let’s build a car-less community of mixed housing, and use the new tunnel to make it easier for thousands to enjoy the islands’ parks and beaches.

■ I’ve lived in Trinity-Spadina almost all my adult life, and worked with thousands of residents in many community projects over the years. From serving as chair or co-chair of tree-planting projects, Tower Power Toronto (helping condo residents green their buildings), the Downtown West Solar Energy Project and the Harbord Village Residents’ Association, I’ve worked collaboratively with many people and diverse groups.

■ The government killed my Bill 20 to free Toronto from the Ontario Municipal Board, but I will bring this bill back. My four bills to protect condo residents finally pressured the government to review the Condominium Act, and I want to make sure the government finally delivers for condo residents. The Liberals have been silent about jets and island airport expansion, and I want to defend the waterfront when this issue returns in 2015.

■ We need to make the Downtown Relief Line our top priority, not the impractical Yonge subway extension to Thornhill that the Liberals recklessly promised during a byelection. We need clean electric trains to the airport, not dirty diesel trains that will pollute our neighbourhoods. Also, Metrolinx needs to become a credible, transparent and independent public agency like Waterfront Toronto, and stop serving partisan political objectives, like the Liberals’ other reckless subway promise made during the Scarborough byelection.

■ The airport should stay as it is. Expansion threatens Ontario Place, neighbouring communities, marine activity and Waterfront Toronto’s revitalization plans. And the Toronto Port Authority wants millions in provincial funds to pay for the new infrastructure needed to support expanded airport operations, which is money that should be spent on public transit, not on private interest. The public wants a sustainable and vibrant waterfront – not mega-malls, Ferris Wheels and mega-casinos. And not a megaairport either.

■ I emigrated from Italy as a boy, and grew up in Trinity-Spadina, living on Shaw Street most of my life. I was a teacher, and then my Harbord Collegiate friend Joe Pantalone somehow talked me into running for school trustee. I did that for eight years, then ran for MPP in 1990. I have been serving the people of Trinity-Spadina at Queen’s Park ever since, and it is the best job in the world.

■ As an advanced-care paramedic who has worked extensively in Trinity-Spadina, I can see first-hand how people with mental health issues are struggling. The current system can’t cope with it. Our white papers identified some ways we can work to solve these problems. These include ensuring mental health care gets the same priority as physical health care in the emergency room, introducing standardized measurable care targets and improving treatment for addictions and mental health among the homeless.

■ By building new subways – such as a downtown relief line from Etobicoke to Scarborough – and expanding our current highways, we can alleviate the current strain on both systems. This will allow us to improve commuting times, ease crowding on public transit and help you get to where you need to go. We are also going to put the province in charge of all rail-based transit and major highways in the GTA without raising taxes.

■ Toronto’s Island Airport is an important piece of economic infrastructure, and the Ontario PC Party supports the plan to expand its capacity so it can handle modern, quiet jets. This is about taking greater steps to open this city and this province to the world.

■ I’m a longtime resident of Trinity-Spadina. I have served as a full-time advanced care paramedic in the community for almost 30 years, and served on the Toronto Paramedic Association and the Ontario Paramedic Association. I’ve volunteered for Habitat for Humanity, Mothers Against Drunk Driving, Interval House Women’s Shelter and Fife House. These experiences, and the desire to provide a better future for my son, have led to the desire to serve my community.

oronto soccer fans are getting ready to wave their flags next month when the World Cup of soccer begins in Brazil. Being one the of most diverse cities in the world means that when the World Cup takes place every four years, there is no shortage of fans cheering for the 32 teams taking part in the tournament. And this year will be no exception. The World Cup kicks off on June 12 with a game between host Brazil and Croatia in Sao Paulo. Scarborough’s Josie Tanga is of Italian descent and she is already looking forward to this year’s World Cup, in which Italy will be making its 14th straight appearance. “It’s great,” said Tanga of the World Cup and its importance to Toronto’s huge Italian-Canadian population.

We support them no matter what.” Tanga said family and friends often gather at her home to watch the games when Italy is playing. “We have family and friends over and we get all dressed up for the game; wearing the bracelets and the hats,” she said. “Everyone gets very excited.” Of course, food is a big part of the celebration when it comes to watching the World Cup for Toronto’s fans supporting the countries taking part. “We make rice balls and pizza,” said Tanga. After enjoying the game in the relative calm of the home environment, Tanga said heading out to celebrate on Corso Italia, in the St. Clair and Lansdowne area, is also usually on the agenda providing Italy wins the match.

Given his background of playing soccer and his Greek heritage, Kouzoukas said he finds it interesting how everyone in Toronto becomes a soccer expert once the World Cup begins. “When the World Cup comes, everyone is watching and everyone has an opinion. Reduced surplus not a problem Respite care options for seniors for newly independent CNE JUSTIN SKINNER jskinner@insidetoronto.com The Canadian National Exhibition’s first year as an independent entity may not have brought in as much cash as in years past, but those in charge of the Ex still touted it as a huge success. Last year, the Canadian National Exhibition Association (CNEA) became independent from the City of Toronto and Exhibition Place. An agricultural society, the CNEA shared its surpluses and deficits with the City and Exhibition Place from 1983 through March, 2013. While the organization brought in a $2.8 million surplus in 2012, last year saw that number cut to just more than $335,000. “There is no reason to think of this as a negative trend,” said CNEA general manager David Bednar. “We planned to break even in 2013 and we made that budget plan for a couple of practical reasons. We knew that there would be start-up costs, some of them unforeseen at the time that would affect our expenses.” Bednar added the decision not to increase CNE ticket prices and issues stemming from weather, parking and traffic congestion also kept revenues low, though the organization still turned a profit. “We do face factors outside of our control,” he said. “We know we can’t change the weather, but we also know we’re strong enough to survive it. We’ve earned our customers’ confidence and our business model is a sound one.” Bednar said last year was

the CNEA’s “first year as a 135-year-old start-up” and pointed out the CNE brought in 1.36 million people over the 18 days it was open. He vowed the CNEA was continually looking for new ways to improve the CNE experience to ensure it appeals to longtime visitors and newcomers alike. “We continue to pursue opportunities to improve the fair, to keep it relevant in the world of social media and to grow new audiences...who will create their own new traditions,” he said. Bednar offered a glimpse into what this year’s CNE will offer to Exhibition-goers. “First of all, you will eat, and of course you will also shop,” he said. “There are rumours about bacon-wrapped corn on the cob – I don’t know if that rumour is true or not – but of course there will be a wide selection of food both inside the food building and out of doors.” He promised a new look to

retail pavilions and added the Ex will feature a new country and western bar with a mechanical bull starting this year. Family activity areas will also be back, including the farm, Kids World and a sports zone, while popular attractions such as the SkyRide and zipline will return as well. Live entertainment from bands to acrobats will provide even more reasons for families to come out. “As usual, all of these shows will be included in the price of admission,” Bednar said. With that in mind, he said the future of the venerable CNE is bright. “The independent CNE is financially viable without government support and this summer is going to be a great time to bring family and friends to the CNE,” he said. The Ex will run from August 15 through Sept. 1 this year.
