Ossington development on agenda at council Two contentious issues will be before the Toronto and East York Community Council June 18.

The Queen Street Restaurant Study is wrapping up and on June 18 community council will consider the amendments to zoning along Queen Street West between Roncesvalles Avenue and Dufferin Street that arose out of that study.

Area planners have come up with a set of additional restrictions on restaurants and related uses in the area in order to mitigate conflict between these establishments and adjacent neighbourhoods. Those restrictions will be considered by community council.

Detailed info about the proposal can be obtained from city planners.

Also set for the June 18 agenda is the development known as 109OZ on Ossington Avenue.

A “direction report” will advise the city about whether to send counsel to the Ontario Municipal Board (OMB) hearing.

Suits them just fine at CAMH fashion show ERIN HATFIELD ehatfield@insidetoronto.com The Suits Me Fine Fashion Show last Thursday created an opportunity for the entire community to celebrate the style and flair of Centre for Addiction and Mental Health (CAMH) clients as they strutted their stuff on the catwalk.

The event is hosted annually by Suits Me Fine Clothing Shop – a unique hospital boutique that has been providing clothing and personal items at no cost to CAMH clients for nearly 20 years.

“Imagine you are in Paris and it is springtime and it is fashion season,” said Sarah Downey, executive vicepresident, clinical programs at CAMH, as the 25 models prepared to take the stage in the Paul Christie Community Centre at CAMH’s Queen Street West hub.

The theme of the show was ‘Looking Back and Moving Forward’. In addition to showing fashions from the 1920s through today, the emcees also shared key pieces of CAMH’s 150-year history.

‘Today we celebrate’ “ To d a y we c e l e b ra t e not only how fashion has changed throughout the decades, but also how CAMH has responded to the trends towards mental health and addictions,” said Fiona Blair,

a volunteer and former CAMH client who emceed the show with Sheila Pitch, Project Manager, Enterprise Project Management Office at CAMH. The annual show is aimed at showcasing what the Suit Me Fine Boutique has to offer, but also as an opportunity for a number of CAMH clients to get dressed up, pampered, have their makeup done and strut their stuff.

“It is full of glamour, and let’s be honest, who doesn’t like to primp themselves up now and again and what a treat it is to be on a catwalk,” Downey said.

The CAMH Suits Me Fine boutique is open three days a week to service its clients with clothing, shoes, accessories and cosmetics and is managed by Volunteer Resources.

Downtown portage will lead to 20k paddle for charity LISA RAINFORD lrainford@insidetoronto.com Standing at the corner of King and Bay streets with canoes atop their heads certainly raises some eyebrows, yet for the past five years as many as 100 people have portaged down to Lake Ontario each spring as part of an event that raises funds to send kids from low-income families to camp.

The sixth annual Canoe Heads for Kids, a gruelling 20-kilometre paddle and portage through downtown Toronto, takes place this

Saturday, June 1, to raise money for the Amici Camping Charity, which enables children to enroll in overnight s u m m e r c a m p s a c ro s s Ontario.

“Certainly, we get some strange looks when we’re portaging across King and Bay,” said Janice Greenshields, a team captain participating in Saturday’s event.

“It’s definitely a very different experience than being on a canoe trip. When we walk down Front Street, we turn heads. The amount of times people point to the lake and say, ‘The lake’s that way.’

Everyone is intrigued.”

Former campers themselves, participants will embark on their paddle at 9:30 a.m. from the Harbourfront Canoe and Kayak Centre and portage by the Distillery District, the Financial District, Roy Thompson Hall, the Ro g e r s Ce n t re, Ma r t i n Goodman Trail and Sunnyside Park.

They’ll stop for lunch at Sir Casimir Gzowski Park at 12:30 p.m. and will paddle from Humber River Bay back to Harbourfront Canoe and Kayak, ending at 4:30 p.m.

co-founded by Willie McCrae, a camp graduate himself, who says the experience instilled in him the value of teamwork, co-operation and leadership while teaching him to portage and set up camp in the rain, among other skills. Just eight participating in the inaugural year, the Canoe Heads event raised $10,000. Over the years, it has grown to involve more participants and has raised thousands of dollars.

“It’s not hard to engage those who’ve had the camp experience,” said McCrae.

This year’s goal is to raise $100,000, which will provide

two weeks of overnight camp to 200 kids at 30 accredited partner camps across Ontario, according to Mike Stewart, program manager at Amici Camping Charity. “(Camp) can be a lifechanging opportunity, an opportunity to get out of the city,” said Stewart. “(The kids) are living in an urban setting and get to experience a natural setting where they get to try new activities, to meet new friends, to develop self-esteem and to do things that wouldn’t be possible otherwise.”

ages seven to 17.

The event is for people who are “passionate” about the camp experience and want to give back, added Stewart.

Through events such as Canoe Heads for Kids along with the support of generous donors and camp alumni, Amici will provide summer camp experiences to 170 campers in 2013.

To date, Canoe Heads for Kids has raised more than $180,000 and sent more than 180 kids to camp.

n today’s newspaper we’ve presented the 11 funding tools Metrolinx was considering as ways to find $34 billion to fund the first part of the Big Move project in the Greater Toronto and Hamilton Area (GTHA).

There’s been plenty of debate about these tools, how transit expansion should be paid for and who will pay. Ultimately, all roads lead to the Province of Ontario when it comes to these questions.

Metrolinx, the provincial agency tasked with building and financing the Big Move transit expansion, has recommended four of the 11 revenue tools in a report, which will go to the province and affected municipalities by Saturday. You can find which four Metrolinx said no to; which three it listed our view as supplemental measures; the four it passed on to Tell your MPP and the province in our exclusive your thoughts look online. Other players with a stake in the Big Move, on Big Move including the City of Toronto, CivicAction and the Toronto Region Board of Trade have their own positions on the funding tools; this is also reflected in our report.

The Big Move is a huge project with many spurs of transit growth, and multiple jurisdictions with competing priorities. However, we are all part of the same transit/traffic mess, and it’s hurting our economy right now in long commute times and increased business costs. We’ll all pay the price for not getting the Big Move right.

The onus is on taxpayers to understand the situation and its impact. It’s your tax money that will potentially fund transit upgrades. It’s easy to just say no to taxes, but then you have to be able to offer other sources of funding and be part of the solution.

We hope our report will let readers better understand some of the ways in which Metrolinx thought the Big Move could be funded, and how those funding tools would work.

Take a look at them and then let your local MPP know what you think, and what you would be willing to accept and pay.

It is the province that will decide which revenue tools to implement, and right now we have a relatively unstable minority government situation.

Hopefully, the importance of better transit will trump politics when making these decisions.

Metrolinx shows leadership; unlike councillors In the midst of the political apocalypse unfolding here at city hall, it’s nice to see that things aren’t collapsing everywhere when it comes to the governance of our city.

On Monday, Metrolinx released its preferred revenue tools to pay for transit expansion in Toronto and the surrounding communities.

The revenue tools preferred are a one per cent hike in the HST, a five-centper litre gas tax, a 25 cent commercial parking levy and a 15 per cent increase in development charges.

Metrolinx also recommended tolls on HOV lanes, parking fees at transit stations and a land value capture tax as supplemental tools for funding.

The total cost for the average household would be $477 a year, according to Metrolinx’s calculations.

More for big families.

All of this was too rich for the broken instrument that Toronto council had become earlier this month,

david nickle the city when it attempted consensus on ways to raise money for transit expansion. The best council could do then was ask for a couple more subways, and tell the provincial government to find the money to pay for it elsewhere.

The political appointees that currently make up Metrolinx are, sadly, left to be the grown-ups.

Toronto needs that politically mature guidance right now. The city and the region that surrounds it desperately needs to update and expand its transportation infrastructure. Those families being hit up for $500 to $1,000 a year in new fees will be needing that infrastructure as more families arrive.

And council? Beset by scandal in the mayor’s office, its members divided... In its current state, it’s never been less fit

to govern this city.

As Deputy Mayor Doug Holyday has pointed out, the business of the city goes on as it collapses. And that’s true, inasmuch as Toronto is 90 per cent a service delivery organization and as long as it’s financially sound and retains a professional bureaucracy, the city itself will work.

But that crucial 10 per cent, which involves moving an agenda forward and crafting policy – looking at the city we’ll have five years from now as opposed to dealing with the one we’ve got – is beyond Toronto.

Fortunately, the most crucial policy question of this term – how to fund and build better transportation – has been taken away from Toronto council and given to an unelected body. Under ordinary circumstances, that would be cause for alarm. These days, it’s a lucky break.

Zoo’s elephants deserve better While we are basking in the pandas who are costing a great deal to keep at the Toronto Zoo, maybe we could give a thought to the poor elephants.

They looked pathetic last year when I saw them. I think we could do better than that. Who is being selfish to keep them from going?

I would like to hear that every animal lover in Toronto has written to Prime Minister Stephen Harper to approve a cargo plane to take the elephants to where they need to go before they have to stand another summer here. What a life.

Gallery 1313 receives grant for summer mentorship program ERIN HATFIELD ehatfield@insidetoronto.com Gallery 1313 in Parkdale was only able to secure half of the funds it projected it would need to run a summer art mentorship program for youth, but gallery director Phil Anderson said they are going to go ahead with the program.

“It is a mentorship program, putting Parkdale youth with artists,” Anderson said.

The youth will be introduced to different art practices, tour some galleries and then they will team up with a local artist.

“It will culminate in an exhibition with work from both the mentor and the young artists,” Anderson said.

The program is designed for youth aged 16 to 25, but

Anderson said he expects many of the youth will be high school students from the area.

“The idea is to find youth who are already interested and somewhat engaged in art,” Anderson said.

He expects there will be 10 youth and five artists involved.

“The goal is to have artists who have studios in the area,” Anderson said.

For this program, Gallery 1313 was gifted a $10,000 grant from Telus, a national telecommunications company. Orietta Mukeza, an intern with Telus’ Community Investment team, presented Anderson with the cheque on Friday, May 24.

The Telus grant will pay for an honorarium for the artists involved as well as the cost of materials, transportation and the odd trip to galleries.

“I’ll have to work creatively with the budget now,” said Anderson.

Anderson looked for another funder, but wasn’t able to secure one, so he said the gallery is going to go ahead with the project on a slightly smaller scale than originally planned.

Anderson said he will continue to look for additional funding to support more youth and artist involvement in the program and possibly pay a program coordinator.

“There might still be a few companies we can approach,” he said. “But it can be difficult.”

Although a little delayed, plans to tear down an abandoned strip mall in Parkdale and put in a parking lot are still going ahead.

“It is going forward,” said Lorne Persiko with The Toronto Parking Authority.

“We are just in the process of seeking site plan approval.”

The Toronto Parking Authority bought the property at 1624 Queen St. in 2011 and hosted a community meeting in June 2012 on plans to develop it into a parking lot.

The site, on the north side of Queen Street West at Callender Street, was formerly a 24-hour convenience store called Saks Convenience.

TTC board agrees to new, amended Gateway newstand contract At a meeting last Friday, May 24, the TTC board agreed to approve an amended contract for the operation of subway station newsstands, which came under scrutiny following criticism from Mayor Rob Ford.

The new deal with Tobmar Investments reduces the size of the contract to operate the Gateway newsstands and convenience stores from 10 to four years after which

the contract must be put to public tender.

The new deal, which is supposed to kick in following the expiration of the current contract in 2014, will continue to give Tobmar exclusive rights to TTC’s newsstand locations until 2018.

PAPE STATION CLOSURE STARTS IN JUNE Following a customer survey, the TTC announced it is clos-

ing Pape subway station for an extended amount of time in June to complete renovation work ahead of schedule.

Beginning on Saturday, June 15, there will be no buses or subways at the station until the start of service June 27.

Local cycling groups celebrated the start of Bike Month which kicked off on Monday, May 27.

The region-wide initiative

is an undertaking of groups such as Cycle Toronto and Smart Commute, which is supported by Metrolinx, as well as other organizations who want more residents to rely on pedal power to get around the city.

Bike Week began with Bike to Work Day which saw several groups take part in organized rides, including one from the intersection of Yonge and Bloor streets

to Nathan Phillips Square where a pancake breakfast was served.

Planned every day of Bike Month are various events including races, bike tours, seminars, group rides and repair workshops.

Originally rolled out as a pilot program in the Entertainment District last October, BBN recognized the participating venues at a special award ceremony at the Park Hyatt on King Street West Monday, May 27.

“We were looking for a program that would be able to bring partners and stakeholders together and we’ve managed to work with the AGCO (Alcohol and Gaming Commission of Ontario), LCBO, residents’ association, city police, licensees and other partners,” said Ontario Restaurant, Hotel and Motel Association President and CEO Tony Elenis, who helped lead the charge to get BBN off the ground.

“It’s industry-driven and completely voluntary, and driven more by compliance

than enforcement.”

The program mirrors one unveiled in the U.K. in 2003, meaning that it was tried and true before it was unveiled.

Nonetheless, Elenis said the program is being reviewed to ensure it works as well as possible. After that evaluation, he hopes to see it rolled out in other areas.

“We’re evaluating this pilot project and then it will be taken to another stage,” he said. “We got great support from (establishments) in the Entertainment District and once we’re convinced it works the way it should, we’ll bring it to other communities, whether in Toronto or someplace else.”

AGCO Board Chair Eleanor Meslin said the program complements her organization’s dedication to ensuring alcohol is served in a responsible manner, and the fact it received strong buy-in in the Entertainment District despite the fact establishments are not forced to sign up speaks volumes.

“Best Bar None Ontario is a unique opportunity for establishments to voluntarily raise their standards to improve the safety of their (venues) and their communities,” she said.

The awards were presented

as the always-busy summer season approaches. Ontario Deputy Attorney General Patrick Monahan said BBN will help ensure the safety of patrons, staff members and those living in the area.

“As any person or business entrusted with the sale of alcohol knows (especially) at this time of year... the importance of safe and responsible service cannot be overemphasized,” he said.

“The government can’t provide solutions on its own. We can’t provide police officers in every bar and on every corner, nor would we want that honestly.”

In addition to accrediting 37 Entertainment District establishments, Monday’s event saw seven best-of awards in a variety of categories. The Bier Markt on King Street West earned the titles of Best Overall and Best Bar/Lounge, while other winners included 360 Restaurant for Best Restaurant, Fionn MacCool’s for Best Pub, Best Club winner Footwork, Best Members Club winner The Spoke Club and Best Hotel Lounge winner for the Intercontinental Toronto Centre.

Givens/Shaw Fun Fair

COMMUNITY NOTICE AND OPEN HOUSE Toronto Hydro received approval from its regulator, the Ontario Energy Board, to build an electricity transformer station in downtown Toronto. The construction site is located at the historical Roundhouse at Bremner Boulevard and Rees Street.

We are hosting an Open House for the community at the Metro Toronto Convention Centre. There, you will be able to meet key project members, learn more about the construction project, ask questions and share your feedback.

WHEN AND WHERE: Thursday, June 6, 2013 Metro Toronto Convention Centre, Room 205D 255 Front Street West 4 – 7 p.m.

BACKGROUND This is the first station built in the downtown core by Toronto Hydro since 1955 and will provide electrical service to buildings and neighbourhoods in the central-southwest region of Toronto. The station will be built under the existing Machine Shop at the west end of the Roundhouse property, which will be re-assembled after construction is complete. Building the transformer station mainly underground will minimize its footprint and allow it to blend-in aesthetically with the neighbourhood. The transformer station is expected to be complete by the end of 2014.

Loading up for the long-term: Here’s why Toronto Hydro is investing approximately $195 million in the new transformer station: It will enable replacement of 1950’s-era equipment currently being used at the nearby existing Windsor Transformer Station.

Once its first phase is in service, it will add 144 MVA of capacity, which is equivalent to approximately 70 condo buildings.

The station will power major Toronto institutions including the CBC, Rogers Centre and the new Ripley’s Aquarium. It will also connect to new infrastructure along Queens Quay which is being revitalized as part of Waterfront Toronto’s vision for a showcase along the waterfront.

Notes from 14 Division’s Community Police Liaison Committee The Community Police Liaison Committee (CPLC) for Toronto Police Service’s 14 Division holds monthly meetings, which aim to improve public safety in partnership with 14 Division, promote positive working relations between the community and police officers and identify problems and challenges involving community safety and policing.

Here are some highlights from the May 21 meeting that took place at 14 Division headquarters. motorcycle thefts spike wBetween in south end April 7 and May 18 there were 24 thefts of vehicles within 14 Division, which represents a 27 per cent increase this year to date over last year, but Const. Laurie McCann explained the increase is largely due to a spike in thefts of motorcycles.

In the south end of the division, south of King Street, there were seven motorcycles stolen in that time frame.

A detective with 14 Division explained thieves are targeting large buildings in the south end of the west end. Police say thieves wait in the parking lots with a van and when the motorcycle owner parks and leaves the lot, the thieves load the motorcycle into the van.

“The buildings being hit up the most, we have their security (staff) on board and they have video surveillance,” he said.

Awarded to wFourScholarships St. Mary’s students Community Safety Scholarships of $2,500 were award to students in 14 Division at a ceremony May 22.

Scholarships were awarded to three students from St. Mary’s Catholic Secondary School – Bryan Chavez, Lucia Brasil and Kristopher Sousa – and one student from Central Technical School, Yangzom Drakto.

Fundraising for the 2013 Community Safety Scholarship is wrapping up.

The goal had been to raise $10,000, but the CPLC well surpassed that and was able to raise $18,536. This is the scholarship program’s third year in 14 Division. officers in wFourCommunity Kensington / Chinatown permanent officers have been assigned to the Kensington Market / Chinatown Neighbourhood.

According to Const. Gord Reid, the Crime Prevention Officer in 14 Division, there have always been officers from the Community Response Unit assigned to neighbourhoods in 14 Division, but with this new initiative four of those officers, known as Neighbourhood Officers, will permanently cover this area of the city.

The neighbourhood officers will patrol their neighbourhood exclusively and attend community meetings, meet with business owners and generate community contacts.

Bathtub wIn Project increases police response to community complaints of high school students engaged in unlawful activity, police launched Project Bathtub. This project

has increased the uniform deployment of officers around Bloor Street West and Harbord Street between Christie and Brunswick Avenue between 11 a.m. and 4 p.m. and has resulted in

increased enforcement.

News maker of the wConst. month Laurie McCann was named 14 Division’s “News Maker of the Month” for

her part in saving the life of a fellow officer who collapsed during the Toronto Marathon. McCann and two others are being credited with saving the 54 Division officer’s life.
