More so than ever before, St. Joseph’s Health Centre has reached out to the community it serves for comprehensive input into creating the hospital’s fiveyear strategic plan. Looking ahead to the year 2020, the five-year plan seeks to redefine its role as a health centre for the 21st century while outlining three new strategic priorities, highlighting success factors and a renewed vision. Titled The St. Joe’s Difference: Community, the priorities include, creating seamless care transitions; delivering “an exceptional” experience; and shaping care through teaching and education. The hospital sought input from thousands of people in the west end of Toronto as well as from its staff through an initial survey and then through a ‘community reference panel’ comprised of 36 individuals, a first-ever approach for the hospital in engaging with its patients, families and local residents. “To better understand what we’re doing we decided, let’s get input from our patients,” Elizabeth Buller, president and CEO, told The Villager. Author Kyo Maclear pens book about Julia Child HILARY CATON hcaton@insidetoronto.com

hildren’s author Kyo Maclear is a bit of a French foodie, especially when it comes to pastries and cakes. So, it’s only natural that one of her books, Julia, Child, whose illustrations are nominated for a Governor General’s Literary Award, captured the essence of a famous chef who wrote the book on French cuisine, Julia Child. According to Maclear the inspiration for the book came from a former boss during her teenage years. “My first job was working at a French patisserie when I was 15 in Toronto at Patachou. “My boss was this older Parisian woman, who taught me lessons in life and love through pastry,” Parkdale resident Maclear said. “She really captured my imagination and really had this kind of style and flair and joie de vivre and I fell in love with French food, which led to Julia, Child.” Maclear has always been
a lover and collector of children’s books even before she had her two sons, who are now 10 and 13 years old. Since their birth she’s become more interested in children’s books and in fact, she wrote her first children’s book, Spork, for her son. Julia, Child follows Julia and her best friend Simca, who’s based on Child’s real life collaborator Simone Beck, on a baking adventure that includes cooking classes, trips to the farmers’ market and even a special homemade dinner for the “big, busy grown-ups” in the book. Together, with a dash of imagination, a pinch of wonder and sweetness, the pair write Mastering the Art of Childhood. The story is loosely based on Child’s life, said Maclear, who has written another children’s book, a loosely based biography of Virginia Wolf, illustrated by Isabelle Arsenault, the winner of the Governor General Literary Award in Children’s Art in 2012. “I wanted to capture Julia

she explained. “I wanted to bottle up the essence of who she was
and put her in a children’s book.” The illustrations were done by Julie Morstad, an artist based out of British Columbia. Maclear has always been a big fan of her work and was thrilled that she was able to collaborate with her. “I just think she has this style that can really appeal to the cuteness of childhood, but still have sophistication to it. It’s very artsy and she’s really good at texture, pattern and composition.” Maclear said. “I knew she could capture that French flair and she did such a great job.” Morstad has been illustrating since 2004 and has illustrated for 10 children’s books so far in her career and is currently working on her 11th book. She was nominated last year for the Governor General’s Literary Art Award for her work on the book How to. “It’s always a huge surprise and a nice honour,” Morstad told The Villager. “Working with Kyo and the editor at Tundra
Books was really fun and the process was very creatively fulfilling because we were kind of all on the same page about what we wanted.” Morstad’s inspiration for her work stems from folk art, classic mid-century illustrators or artists that were working at least half a century ago, she said. She does all her illustrations by hand with “classic pen and ink.” According to Maclear, when it comes to Morstad’s visuals for the book she “nailed it.” “She just managed to capture this tiny child version of Julia Child with a neck scarf, it’s super adorable. I feel like she got a sense of the grown-ups as well,” explained Maclear. “As a writer it’s great to see illustrators add to your story so it’s not just a one to one correspondence. “It’s like 1+1=3 suddenly and it becomes infinitely more than you could have ever imagined.”

CAMH opens new psychiatric emergency department HILARY CATON hcaton@insidetoronto.com After 18 months of phased construction while still servicing patients at the same time, the Centre for Addiction and Mental Health (CAMH) on College Street officially opened its new psychiatric emergency department. “This is a profoundly important moment in the history of CAMH,” said Darell Gregersen, the president of the CAMH Foundation to the room of about 50 people. “Together we are creating a transformation our country so desperately needs.” The Gerald Sheff and Shanitha Kachan Emergency Department, which cost $7-million to build, is named after the couple who donated a generous $2.5 million gift to help build the department. The couple’s donation comes through CAMH’s Breakthrough Campaign
that has raised $112-million of its $200-million goal for patient care, research and education. “The campaign to which Gerry and I are contributing will allow CAMH to deliver care in a larger, brighter, more welcoming emergency department,” said Kachan, the director of the CAMH Foundation. She added their donation will also help construct a state-of-the-art emergency department at CAMH’s Queen Street Campus in 2017. “We hope our donation will serve as a catalyst, so that we can encourage and inspire others...,” said Kachan at the Oct. 30 event. The project also received a $4.2-million grant from the Ontario Ministry of Health and Long-Term Care. According to CAMH, this renovation has allowed the emergency department’s capacity to double in order

to handle the growing need for its services. Since 2003 the volume of patients using the department has more than doubled with 7,400 visits from 20132014. Located at 250 College St., the facilities originally opened in 1966 as part of the Clarke Institute of Psychiatry – it was Canada’s first specialized 24/7 psychiatric emergency department.
Linda Mohri, the executive director of access and transitions at CAMH, started her career at the Clarke Institute in 1992 as a social worker and said the department has come a long way since then and desperately needed the upgrade. “It was dark and dingy before. It was terrible. The waiting room was a third of what it is now,” Mohri told The Villager.
“We’ve got many spaces now where people can be comfortable. Overall the size is great, it’s bright, it’s open, it’s just a dignified open space.” New features of the emergency department include: • barricade-free doors; • two waiting areas – one for high acute care and another for low acute care; • a private room for family members; • 10 interview rooms – an increase from five; • and a new state-of-the-art patient care station located between the two waiting rooms.
This particular design feature allows staff to see all areas surrounding the waiting care station. “That was one of our key design features, to have the care station in the middle,” Mohri explained. “It allows us to have sight lines to different areas of the department so our staff can see patients and families, and likewise families can see us.” The care station also has a conference room for medical students, fellows, nurses and health professionals from the University of Toronto’s department of psychiatry. The room is also equipped to conduct psychiatry via video. “It’s something we’re excited about doing as an opportunity to help remote communities where they don’t have emergency psychiatric care like we have here,” Mohri said.

fter recent events in Quebec and Ottawa saw the killing of two Canadian military personnel, and an attack on Parliament Hill, it is important to remember that soldiers continue to serve our country every day – both at home and abroad. Torontonians went to the polls Oct. 27 to elect a mayor and city councillors who will govern our city for the next four years. With Remembrance Day taking place this Tuesday it’s beholden to Torontonians to remember what those who serve this country are fighting for – the right for democracy allowing every single one of us to vote for our elected officials, and to stand up for what we believe in as a country, province and city. This sentiment has been said before, perhaps every Remembrance Day, and in the pages of this newspaper – but with the recent election and a federal election in 2015, it is a sentiment worth repeating. our view Voter turnout increased for the 2014 municipal election – Use your right more than 60 per cent of those to be involved eligible cast their ballots – and is something we should strive and be heard to do each and every election. Engagement pays respect to those who fought for our right to engage in politics. But once you’ve cast your vote – whether you liked the outcome or not – it is not time to stand still. Your vote continues, your opinion continues, and your ability to impact policy and decisions continues. If all you do is cast a ballot but do little else over the next four years, then it was all for naught. Participate in town halls, call your councillor, join a residents’ or community association and let your voice be heard. With each military mission Canada has engaged in – including the most recent one against ISIS – our country offers up its military family to fight for freedom. Not just ours, but the freedom of other countries and innocent people. Voting is a sometimes dangerous endeavor in many countries. For us it is simple: go to a polling station and participate. No worry, no danger. We owe it to every soldier who fought for our freedom to remain engaged in the political future of our country, province and our city.

It’s crucial for mayor-elect John Tory to get executive committee right It is a quiet time at Toronto City Hall this week. With the new council weeks away, radio silence seems to be the watchword. In at least the first part of the week, Tory took some time off to recharge after a long campaign. If councillors have heard from him or his team about their roles in the new administration, they’re not talking about it. The mayor-elect did tell a local radio show the would hope to noticeably improve traffic congestion by early 2015. But he’s going to have to deal with another congestion issue a little bit sooner than that: namely, deciding the shape of his executive committee. Case Ootes, who’s heading up Tory’s transition team, wouldn’t speculate on how that committee
david nickle the city would find its shape, but he did acknowledge that the committee would be no good if its members didn’t help Tory implement his agenda. Getting this one right is crucial. The question is, what kind of ‘right’ is right for John Tory. When Ootes helped Rob Ford make an executive committee four years ago, the two came up with a membership that was entirely suburban, mostly male and of a single mind politically. Councillors from the former City of Toronto and most of the women on council were on the outside. That composition suited the Ford administration as
he wasn’t elected on a mandate of conciliation, and a divided council suited his style. Tory’s playing a different game. He’s billed himself as a city-healer. If that promise is going to bear fruit, he’s going to have to reach across the aisle. Not altogether, of course: if reliable city hall conservatives like Denzil MinnanWong don’t find a place on Tory’s executive, then the city is truly out of joint. And it is unlikely that just-as-reliable progressives like Gord Perks would be either eager to participate or welcome on a Tory executive committee. But there are plenty of voices who have spent time on the outside this past term that might find a seat inside on this one. Ward 15’s Josh Colle, Ward 22’s Josh Matlow, Ward 27’s
Kristyn Wong-Tam all sit at various removes from Tory’s fiscally conservative, socially liberal realm of politics. Shelley Carroll from Ward 33 is like many of Tory’s supporters, a card-carrying Liberal but over the past four years a persistent opponent of the Ford agenda. Will Ootes recommend councillors like these to round out the committee and extend Tory’s reach? Or will he, and Tory, pick a more consistent core of supporters? It might be a good survival strategy to hunker down. But there is a difference between survival and success – and we will see in the coming weeks whether Tory and his team know what that is.

Veteran served as Second World War engineer HILARY CATON hcaton@insidetoronto.com Veteran Clayton Moss, 95, served in the Second World War as an engineer. For the duration of the war, Moss helped repair bridges, roads and airfields ahead of troops in seven European countries. “Without them I don’t think the army would have been able to move forward,” said Judy Wilson, Moss’s 74-year-old daughter who lives in Windsor, ON. “It was dangerous work.” Although Moss was never injured during the war, he still faced as much gunfire and bombings as the soldiers in the trenches. Often attacks couldn’t even begin without engineers working ahead to ensure troops got to their destination. Moss lived in Parkdale for almost 50 years with his wife Florence and was a member of the Royal Canadian Legion, Branch 344 at 1395 Lake Shore Blvd. W. The couple have two children, Wilson and her younger brother Richard. It wasn’t until almost a year ago that the coupled moved to

Sunnybrook Health Sciences Centre’s Veteran Centre. Originally from Truro, Nova Scotia, Wilson described her father as a hardworking man, who upon returning from the war continued to work, despite the effects his time overseas had on him. “Dad had no wounds, just hearing loss and nervousness,” Wilson said. “You couldn’t go up behind him and yell ‘boo.’ He’d knock you over.” Moss, a member of the Royal Canadian Engineers, initially joined the army in New Brunswick in 1940 rather than in Nova Scotia. According to Wilson, the army there wasn’t enlisting black men at the time. She remembers when her father came home from the war after five years of being overseas. Wilson was still a little girl at the time and he brought home a book. “I remember the book. It showed pictures of how nice places were before the war and after the war,”
she recalled. “Those images still stay in my mind. It’s terrible. War is hell.” Wilson also remembers her father never really talking about the bad parts of the war. She said he was more inclined to share the dark side of war with her brother. Her father shielded her from a lot of his unpleasant memories, however, she does remember a story her father told her about seeking shelter in a town in France. Her father took shelter and the town was bombed that night by the Germans. Moss was dangerously close to where the bombs had landed. “He said there was one night that they shelled them so bad his clothes were blown off,” Wilson said. He was left naked. “War is terrible – I would never want to go through it,” she said. As Remembrance Day approaches Wilson said her father won’t be participating in the ceremonies because he now suffers from dementia and uses a wheelchair. However, he’ll participate in the event Sunnybrook hosts for its veterans. “He loves the military and he’d never miss a parade.”

Clinic offers free dental care to low-income clients JUSTIN SKINNER jskinner@insidetoronto.com Good dental health is a key to overall well-being, but for far too many people, the costs of even the most basic dental appointments makes check-ups unaffordable. Downtown Toronto charity Evangel Hall Mission (ehm) is doing what it can to bridge that gap by offering free dental care to homeless and low-income individuals and families. The mission has served some 750 clients since it opened in 2009, with many coming back for repeat visits. “A lot of our clients come to us through our drop-in program for homeless people, but some are living paycheque to paycheque and others are new Canadians with no status,” said ehm clinic coordinator Arsema Okbat. “Our criteria is someone has to have an income of $16,000 or less.” The patients are referred to the clinic by a variety of service agen-
cies across Toronto and elsewhere throughout the GTA. The mission’s dental clinic features hygienists-in-training doing placements from college, plus two regular dentists and a denturist. “We do basic services like cleanings, fillings and root canals; we do dentures,” Okbat said. “When people lose their teeth, they can’t smile and they lose their selfesteem.” Children’s needs are often overlooked when it comes to programs such as the dental clinic, but ehm has one dentist who specializes in pediatric dental care, ensuring that anyone from the age of one up can receive dental care. “The dentists and the denturist volunteer their time so everything’s free of charge,” Okbat said. The hygienists see six to eight patients every Monday, with the dentists coming in once a week and the denturist also making a weekly visit. Because the services come at no cost to patients, the clinic is limited
in the services it provides, but those who use the service know just how valuable it can be. “I had an accident a while ago so I couldn’t work and I pretty damn near ended up homeless with my son,” said John Oster, who has used the clinic on multiple occasions. “There’s absolutely no way I could have afforded squat, so being able to get treatments for me and my son was huge.” Oster was impressed with more than the free service – he was pleased with the quality of care and the warmth of those who treated both he and his son. “They were very professional and extremely nice, which was especially good for my son,” he said. ehm also has a medical office on-site to deal with other medical issues its clients face. the City’s 2013 Street Needs Assessment Report, there are close to 5,000 homeless people in Toronto and approximately 500 of them sleep outdoors. The hospital opened its newly renovated ‘Our Lady of Mercy’ wing in 2012 – before Buller took the helm of the

Four items John Tory needs to make a priority DAVID NICKLE dnickle@insidetoronto.com In just weeks, John Tory will be taking over the job of mayor from Rob Ford — becoming the amalgamated Toronto’s fourth mayor. Voters have handed Tory a fractured and fractious city government whose problems will require complex solutions. We’ve spent nearly 10 months listening to the promises Tory hopes will resolve those issues: transportation gridlock, a lack of leadership, a divided council and a weakened position with other levels of government. Voters also expressed some expectations. Forty per cent of those who voted want to see Tory keep his promises. Sixty per cent expressed wishes and hopes that Tory didn’t address: worries about child care and children’s nutrition, and higher-order transit in corners of the city not addressed by Tory’s plan. If Tory is to successfully unite Toronto as he’s promised, he’s going to have to speak to all those expectations. Here’s what we’ll be watching for:

Soon-to-be-former Mayor Rob Ford’s approach to politics has served to widen those divisions to the point that normal channels of leadership all but collapsed in late 2013 and were replaced by a provisional government barely held together by the straining goodwill of city councillors. This term offers an opportunity to begin anew, with a new mayor who has run expressly on his ability to lead and build consensus. In a 10-point code of conduct, Tory pledged to treat his colleagues, his office and his constituents with respect. That’s a good start, but Tory will have to not only build the base of political support on council he needs in order to put his agenda into effect – he will have to deal with a council traumatized by four years of unprecedented division. City-wide, Tory must deal quickly with the reality that for much of Scarborough and Etobicoke, he is a second choice. Voters there made it clear they feel downtown ‘elites’ like Tory don’t represent their needs and desires. Fixing our broken city is bound to be a fundamental task.
Toronto has spent the last decade stuck; whether behind the wheel of a car, in a bus shelter on a wind-swept road, or waiting to pack onto a crowded subway. All three main candidates in the 2014 mayoralty race put forward ways to relieve that congestion. Toronto voters expect Tory to come through on some big promises: he’s got to get his SmartTrack plan on the rails quickly in order to meet his self-imposed schedule of a fully operational frequentservice surface rail line stopping at 22 stations in Scarborough, Liberty Village and Etobicoke. Tory has pointed to this infrastructure plan as not only a way to meld the city together geographically but also socio-economically, giving Torontonians a way to connect with employment regardless of the neighbourhoods in which they live. Tory has also said he will make a point of personally ensuring that disruptive road repairs will be conducted efficiently and with an eye to maintaining traffic flow; that he will construct fully separated bike lanes at a reasonable pace to improve safety for cyclists.
Tory takes charge of a city increasingly divided between richer and poorer neighbourhoods, and where many new Canadians and people with disabilities do not think they have the same chance to participate. South Asian business groups told Tory companies led by first- and second-generation Canadians don’t think city hall has a fair process for awarding contracts. Tory didn’t think that was a conscious exclusion on the city’s part. But he said he’d make certain one such business was placed on each short list for city contracts. Tory said he’d urge Ontario’s professions to accept more foreign-trained candidates, and suggested doing more to integrate Toronto’s ethnic chambers of commerce with mainstream bodies such as Toronto and Region Board of Trade. Tory doesn’t agree the city should force its contractors and suppliers to hire or train people from disadvantaged areas of the city, or visible minorities or persons with disabilities. Tory told an audience of people with disabilities he would be a powerful advocate for them if elected.
John Tory has cast himself as the ‘chief salesperson’ Toronto has lacked for four years, a leader with a personal reputation strong enough to ‘sell, sell, sell’ his city to the world. Tory, as co-chair of the Greater Toronto Marketing Alliance, a body trying to bring jobs to Toronto, and as former CEO of the Greater Toronto CivicAction Alliance, has thought about what Greater Toronto needs as a region – not just a city and its sprawling suburbs – to compete against the world’s other city regions. Preparing to retire this year, city manager Joe Pennachetti said protecting core services residents want depends on getting the province to resume its former policy of funding half of TTC’s operating costs, and persuading both federal and provincial governments repair and expand Toronto’s affordable housing stock. If the other governments won’t relieve those big financial pressures, Toronto must look for new revenue sources to scrape up the money, Pennachetti said. How would Tory convince the other governments to permanently shift large sums to the city’s coffers?
