The festival, presented by the producers of the not-for-profit organization Ekran, will feature critically acclaimed films and documentaries that put a spotlight on some of the most talented filmmakers and actors of Polish origin. The festival will open with Body, a film directed by Malgorzata Szumowska starring Janusz Gajos and Maja Ostaszewska. Body received the top prize at the 40th annual Polish Film Festival in Gdynia, and Szumowska has received numerous prestigious awards for the film, including a Silver Bear for Best Director at this year’s Berlin International Film Festival. The closing night feature Warsaw 44, will take the audience back to the 1944 Nazi occupied Polish capital and tells the story of the Warsaw uprising from a youthful perspective. The director, Jan Komasa, will be available for a Q&A session following the screening.

Neighbours complain about rooming house on Laxton Avenue calling it a ‘problem property’ Owner says his main concern is that living conditions of tenants are ‘safe and good’ HILARY CATON hcaton@insidetoronto.com Walking east on Laxton Avenue in Parkdale is picturesque. A woman can be seen pushing her baby in a stroller on a tiny sidewalk as a man tends to his garden. Large well-kept Victorian-style homes line the street. One has been transformed into a bed and breakfast and two operate as monasteries. But the majority of homes function as single-family homes with porches large enough for children to play on. Even the lawns, front gardens and shrubbery are immaculately trimmed, but as the one-way street comes to an end the atmosphere changes. A cracked driveway comes into view that leads to a red and grey bricked house that is in need of repair. A portion of the porch is boarded up with a sheet of plywood, on the other portion a make-shift curtain is hung. Weeds are growing on the patches of dirt where grass should be and the door is wide open. This is 9 Laxton Ave., and it’s been in this state for years. “It’s a problem property. The street has gone through a remarkable transformation in the 13 years we’ve been here. It’s just not fitting in,” said Patricia Onysko. She and her husband Alan Lawrence run the B&B and have been the most active residents trying to hold the property owner accountable for the poor conditions. “It started getting worse in 2012. As the street changes it’s becoming the odd one out.” The property is the only rooming house that remains on the street and has about 21 tenants. The property is owned by real estate agent Munish Chandra who owns two properties in Parkdale: one on Laxton and another on Callender Avenue. He’s
been the owner of the home on Laxton for at least seven years. Both were issued conditional four-month rooming house licences in the past by the city, due to bed bug issues, improperly stored waste on the property and a number of fire code deficiencies, according to Shanta Persaud, the licensing assistant with the City of Toronto’s Municipal Licensing & Standards, Rooming House Licensing department. Both Onysko and Lawrence have stories about 9 Laxton Ave. The tipping point for the couple was a fight that happened just over a year ago when Onysko, her husband and a few neighbours were gathered outside chatting on the sidewalk, and a fight between a female tenant and a male guest made its way outside. “He hopped on his bike and takes off and she comes out of the place with a knife in her hand screaming, coming towards us,” Onysko recalls. “And it was like, OK. That’s it. Enough is enough.” Residents now fearing for the safety of their families took their concerns to local Ward 14 Councillor Gord Perks and have even gone so far as to have the owner appear before the Rooming House Licensing Commission for a hearing on at least four occasions within this calendar year. “I’ve had complaints from inside the building (from tenants) and from neighbours,” Perks said. “At the end of the day it’s all about being a safe and decent place to live for both parties.” This also isn’t the first time Perks has dealt with this property owner about his rooming houses. “The cycle seems to be the property declines, then (city) staff catch him at it, we have a hearing, impose a series of conditions and then it gets better and I don’t hear from

him for five years,” Perks said. “We have a long period where things get better, but in my experience with this owner he doesn’t know exactly what’s going on... and then the property declines again. It’s a problem.”

The issue here is that the property owner should have some accountability as per the rooming house act,” Onysko said. “It’s appalling that community housing would allow people to live like that. They should be ashamed of them-

But despite the property’s issues and residents reaching their breaking point with the property owner, they’ve been extremely vocal at hearings that this is not about getting the rooming house removed from the street, it’s about bringing the house up to a minimum standard. “It doesn’t need to go. That’s not the issue here.

We know there’s a need for community housing, but it must meet minimum standards and if the current owner can’t do that it needs a new owner who can keep a rooming house under control.” Chandra told The Villager, he’s doing his best to keep the place up, but it’s been tough. He said his main concern is always the tenants living con-
ditions are “safe and good.” “And as neighbours we want to make sure there are no problems, but off and on some problems do arise because it’s a rooming house.” Over the summer, Chandra gave the community response unit of 14 Division a notice of trespass, which allows the police to have a key to the main building, but not individual units. Police also have access to a live feed of the main floor, second floor, basement and backyard of the premises that can be accessed 24-hours a day seven days a week. Toronto Police noted, in a hearing in September, that in July alone police were called to the premise 18 times regarding noise complaints, assaults and breaking and entering into units, but since police were given access to the building, the number of calls dropped to five in August and four in September.
However, one resident (who wished to remain anonymous) and rents a room with a private bath and kitchenette at 9 Laxton Ave. for more than a year and half still doesn’t feel safe she said. She’s had her own personal belongings, a table and two chairs, broken by tenants. She can’t move out because rent in Parkdale has gotten too expensive. But another tenant, Al White, who moved in in September, but moved out in November to Chandra’s Callendar property, said the living conditions were “pretty good.” “ T h e y ’re w o r k i n g t o improve the property. These things take time. I don’t have a complaint about the place,” White said. “They’re very special people (the owner and property management). If I ever need anything from them all I have to do is ask.” But according to the Municipal Standards and Licensing department of the city, there are still issues of unsafe living conditions that need to be addressed. At the October hearing, Toronto Fire Services found the building was in major violation of various fire codes, including holes in walls and ceilings that could help spread a fire and no portable fire extinguisher on the property. Fire Services made it clear it will be seeking legal action against Chandra for these violations. Last month, the city granted Chandra a six-month conditional licence to give him a chance to rectify those ongoing issues. It’s a decision Onysko and Lawrence were disappointed with. “It just can’t keep staying like this. It’s not good for anybody. It’s just disrespectful to the neighbourhood and the people that live there. If there was a fire in that house people would be dead,” she said. “I don’t know why low income housing has to equal living in a slum. I just don’t understand. Why does that have to be the norm in this city?”

he war on drugs may be nearing an end, but the war of words on drugs is just getting started. At last week’s Toronto council meeting, a debate on banning hookahs in Toronto business establishments couldn’t go for long before handwringing questions about the implications of legalized marijuana would have on such a ban. Toronto’s Chief Medical Officer of Health Dr. David McKeown told councillors again and again that the fulfillment of the Prime Minister Justin Trudeau government’s promise to legalize the drug wouldn’t have much impact on this ban one way or another. But that didn’t stop the rhetoric. It is an easy target for fearour view mongering politicians, pot legalization. And Toronto has been dealing with that reality for a decade now, through the Toronto Drug Strategy. On Monday, McKeown provided an update on the city’s attempts to deal with problems that arise from addiction, experimentation and overdose in the city. Overdose right now is the big problem faced by public health officials. Over the past 10 years, death by drug overdose has increased by 41 per cent and is now the second largest cause of death for young people. (Vehicle collisions remain the first.) The culprit in the overdose spike is a resurgence in popularity for opiates like heroin – highly addictive and so difficult to discourage with the threat of arrest and long jail sentences. The Drug Strategy’s implementation board has come up with a partial solution: POINT, a Toronto Public Health program to prevent overdoses. POINT distributes a kit for delivering Naxolone, a drug that can reverse the fatal effects of an overdose if administered immediately. So far, 2,000 kits have been distributed, and the drug has been used 300 times. More lives might be saved if the province and federal government passed a Good Samaritan law so that people present at an overdose can call 911 without fear of arrest themselves. That won’t solve things either, but that is the reality: when it comes to drug use and abuse, there’s no solution, just mitigation. And no amount of talk will change that.

Sizing up garbage in Toronto is getting tiring ‘If this is what you do with an extra large garbage bin, Toronto, maybe you shouldn’t be allowed to have one.’ When Toronto homeowners moved from old-fashioned garbage bags and cans to a payas-you-throw bin system under former mayor David Miller, Torontonians went along with it gamely. The plan was intended to encourage us to recycle and use our green bins, in the spirit of extending the life of Toronto’s landfill capacity without getting into the dirty business of incineration. It had some secondary benefits, too, many of them to the health and well-being of Toronto’s solid waste workers, and also to the gradual elimination of their jobs. The bins were designed to be emptied mechanically, which meant trucks

Parkdale artist always looking for signs - literally HILARY CATON hcaton@insidetoronto.com Inspiration for art can be found anywhere and for Parkdale artist Yan Wen Chang it is in local signs. Chang is a painter that is drawn to signs across the city. To her, some signs have added a sense of mystery and attraction due to their use of colour and font. But in her art she takes those signs and puts her own twist on them. “I’m taking signage and text and contextualizing them through different means of paintings,” Chang explained. The Lansdowne Avenue and Queen Street area resident is exhibiting a pair of pieces in the City of Art exhibition at Gallery 1313, 1313 Queen St. W., through to Nov. 22.
One piece is based on Full Worth Groceries on Queen Street West and Close Avenue and another is inspired by Anna’s Place at Wilson Park Road and Queen, both of which are intentionally created in black and white. “For right now, I’m using black and white because I want them to be graphic enough,” Chang said, adding that black and white is used in order to devoid the painting from any unpredictable emotions the spectator might project onto the piece and change her intended message. The City of Art exhibition explores the relationship between architecture and city planning and how this shapes the works of artists. Most of the art pieces displayed have Toronto-based content although some have

national or international content. More than 20 artists are par-

Meagher said allowing inclusionary zoning would be a win-win for the provincial government. “Nobody is asking the province to do anything here. We’re just asking them to get out of the way,” Meagher told The Parkdale Villager . “It doesn’t cost a nickel. If they had done it a decade ago, it would have created somewhere in the neighbourhood of 12,000 units of affordable housing. Twelve-thousand units of affordable housing at no cost to the province seems like a very good deal.” Meagher added that inclusionary zoning would create necessary clarity for developers. “Inclusionary zoning says we’re going to set some clear policies about what we’re expecting from everybody and everybody is playing by the same rules and every new development faces the same set of expectations,” Meagher said. “That clarity saves time and time is money. It’s a bit of a no-brainer. I’m surprised it’s taken this long.” The push for inclusionary zoning started in May when Layton put forward a motion

in council, which was seconded by Ward 18 Davenport Councillor Ana Bailão, and had “wide spread support” on council. Layton said relying on Section 37 funds, which allows municipalities to receive benefits from developers in exchange for allowing housing projects that exceed height and/or density restrictions, just wasn’t enough. “Instead of us having this notion that if this development’s big enough then maybe they’ll give us the value of Section 37 and maybe if the local councillor deems it necessary, maybe we’ll put it towards affordable housing,” he said. “In that case we’re only getting a handful of units or some money to do some TCH (Toronto Community Housing) repairs and it’s not
close to what we actually need.” Amending Bill 73 would also allow mixed-income communities to become a more prominent reality in the city as many wards face the rapid spread of gentrification. “One of the important things about inclusionary zoning is that it would be helpful for all wards because one of the things we see in Toronto is a concentration of poverty in some neighbourhoods in the city and what inclusionary zoning is helpful for, above and beyond creating an adequate stock of affordable housing, is helping to ensure we have an integrated community,” Meagher said. Adopting inclusionary zoning isn’t the only answer to the affordable housing crisis the city is facing, Layton said, but it’s certainly one of the tools that could alleviate significant pressure on the city. “We can’t only use this as a solution. We’re always going to need the government to step up and provide more resources, build units and provide financial support. “We’re never going to be able to do it with one tool,” Layton said. “But this is one that will certainly be helpful.”

unauthorized James Bond stories by professional writers. Licence E xpired, The Unauthorized James Bond, will be released Tuesday. “I think we’ve had more buzz about this book than almost anything else we’ve ever published. People love Bond and they’re excited by
it,” said ChiZine co-owner Sandra Kasturi. Canadian copyright expires 50 years after the author’s death, so agent 007 entered public domain in this country in January. The publisher quickly jumped on the opportunity to publish its own book. This opportunity could be a short one, however.

People at ChiZine anticipate Canadian copyright law will be amended to extend to 70 years after the artist’s death, to be in line with much of the rest of the developed world. This copyright change will likely happen in 2016. The publisher sent out a call to its regular authors and an open call for submissions in January, and quickly set to work to get the book published. “We have this tiny little window in which to publish this book because Canada may change the copyright law next year,” Kasturi said. “In the meantime, it’s perfectly legal to do this. We’re doing it while we can.” The idea for the book came from its two editors, David Nickle and his wife

Madeline Ashby. Nickle is Metroland Media Toronto’s city hall reporter and a published author. When the couple heard of Bond’s expired licence in Canada, they approached Nickle’s publishers with the idea. Kasturi said the 19 stories are fantastic and help reenvision Bond.
“I think Ian Fleming himself would probably have liked this, to see this natural evolution of his character.” The stories in this Bond book, which range from about 3,000 words to 10,000 words, look at different stages of Bond’s life. Kasturi said reading this book will be like rediscovering a beloved family member you once thought was gone. “He’s your weird uncle and kind of a creep and said some really terribly rude and racist and sexist things, but I kind of love him anyway. And look, now he’s a little bit better,” Kasturi said.“We’ve reinvented him a little, we were able to look at him through a 21st century lens.” Kasturi said she hopes Canadian copyright remains at 50 years for a while longer, which would allow her reimagine another of Fleming’s books, Chitty Chitty with new illustrations.
