The Liberty Village Express (LVE) is the first transit service in the world to be funded entirely through online donations, said organizer Line Six. The project reached a target of $2,500 via an online fundraising campaign – enough money to launch on a trial basis a morning rush hour service between Liberty Village and Union Station which kicked off Monday and will continue until Friday. “People are liking the service, that they have a guaranteed seat,” said Taylor Scollon as he welcomed passengers Tuesday morning at the corner of East Liberty Street and Pirandello Avenue alongside his Line Six partner Brett Chang. “It’s a more comfortable experience than what they’re accustomed to.” Billed as an alternative to the overloaded 504 King streetcar, for a $25 donation, passengers were able to reserve one seat for every day of the trial run on a mini-coach bus chartered for the service. Development along Ossington Ave. strip key in Ward 19 HILARY CATON hcaton@insidetoronto.com Known for its quirky collection of stores and a mish-mash of industrial buildings and karaoke bars, the Ossington Avenue strip between Queen and Dundas streets has changed significantly in the past 30 years. “There’s been significant gentrification in the neighbourhood; there were anchor restaurants and bars in the neighbourhood that really changed the face of it,” said Ward 19 Councillor Mike Layton (Trinity-Spadina). “It’s become a more desirable place to live for a lot of young people and those young people turn into young families and with that comes yet a different set of needs,” such as housing and development. “In the neighbourhood there’s only so many houses, there’s only so many apartments in those houses and there’s obviously a demand for more, which is why you see so many condo developments coming,” he said. “They see demand and they’re trying to serve that demand.” The Ossington strip has become desirable to developers over the years with Queen Street West and Dundas Street becoming increasingly trendy and popular to young people. “What was once a low-rise street on Ossington has now been the subject of several development applications for an increase intensification of mid-rise buildings,” Layton said. The community has been fighting against it since 2012, with the Motif mid-rise condo building at 41 Ossington under construction by the Reserve Properties developers. According to Ossington Community Association (OCA) President Jessica Wilson, the community was completely taken off guard by sudden interest condo developers had in the area. She said there was no community association established when the fight came to their doorstep. “The residents felt screwed by the process, by the developers and by the city to be frank,” Wilson said.

The Ossington Ave. strip has experienced significant gentrification recently, and Ward 19 residents in the area see development as a key election issue.

The building was approved in January 2012 and just six months later, the community had another condo proposal with 109OZ, a mid-rise condo development that was “three times the size of Motif ”, Wilson said. “Once 109 came down the pipe, the community was like, ‘Woah, we’ve got serious development pressures here,’” Wilson said. “At that point as a community, we got together and got a community association and became a very strong lobbying group to the city and planning department.” The community had major concerns, not only with the quick and sudden interest condo developers had in the strip, but also with height, increased traffic and decreased parking options. Not to mention the townhomes that will have a midrise condo overlooking their backyard on Bruce Street. “What’s happening in Toronto is the infringement on residential enjoyment, it is a scandal,” Wilson said. The community even took their fight to the Ontario Municipal Board (OMB); however, 109OZ will still be going up. The consolation prize, Wilson said, was

that the ground level retail component was broken up from one large retail space into three. “It’s a win for the community. It reduces the ability to have a big corporate store in the bottom,” Wilson said. Ward 19 council candidate George Sawision isn’t a fan of the condo developments, not only for the size but the infrastructure issues it will create. “It’s detrimental to the area because the infrastructure isn’t available. Ossington has very limited sewer, pipes and water supply as well as electric supply for the area,” Sawision said. He says condo developers are refusing to “pick up the tab” on infrastructure costs and are still bold enough to build the condos that no one in the community really wants. “In Ossington alone, you’re looking at a minimum $400 million for infrastructure,” he said.

“That means a minimum 15 per cent tax hike on properties for the next four years.” Sawision said he’d like the Ossington strip to develop into something similar to Queen Street West. “I’m trying to keep the c h a ra c t e r o f Ossington unifor m and the condo development should comply with that, and it’ll take a zoning change to do that.” A rezoning of the strip would prohibit future developments from going against already established height and commercial space standards. Sawision said the development in the area isn’t being fought because the community is anti-development, the community just wants developers to consider the area’s character and build what best suits its look. Layton agreed. “Our job is to make sure what they’re building reinforces the unique character of the neighbourhhood and reinforces it in a sustainable

way,” Layton said. Unfortunately, according to Sawision, the community isn’t getting their voice heard on the issue. “The community has to have a say. Right now the community has been very vocal. But for some reason their input has been disregarded to a large extent actually...It looks like condo developers won’t be stopped now.” But with the community noticing the drastic changes happening around them, they decided to be proactive against future development. “In 2013 we started a neighbourhood visioning process, half a dozen meetings with a steering committee where we got to hear from the community about their thoughts and how they’d like to see the community grow,” Layton said. “We involved the city planning department and wrote area-specific guidelines that were reflective of the community’s desire.” That visioning process developed into the Ossington Planning Study, which according to Wilson, is the best thing to come out of this battle with developers, but it

was still a little too late in her opinion. The Ossington Community Association also managed to get the Toronto Official Plan amended in November to have Ossington Avenue from Queen to Dundas a protected area. “I think that will hopefully provide a measure of protection in the area and preserve the main street feel and the small-scale retail,” Wilson said. According to Wilson, the OCA’s next task is ensuring the character of Ossington is further protected by getting the city to recognize the area as a Heritage Conservation District because it’s a “historically interesting street.” She tried about a year ago and her nomination was rejected but she plans to keep trying. “A persistent issue with our neighbourhood is the city neglect and the failure to appreciate what we have here,” she said. “Consequently, we’re going to lose a lot of what makes us special and what the world sees as special.”

ere’s the challenge to Toronto citizens for this municipal election: let’s keep increasing the voter turnout. In 2010, the voter turnout in the city was 50.5 per cent. While that figure may not seem impressive, it is actually the highest total in amalgamated Toronto’s election history. It is a remarkable double-digit increase from the 2006 municipal election total of 39.3 per cent. It’s also more than 12 per cent higher than the 2003 vote. So was the election that swept Rob Ford into the mayor’s chair just a spike or a sign of a more engaged populace? We hope it’s the latter. Stronger voter turnouts mean more people are heard from and a more accurate portrayal of the city’s desires is presented for our representatives to act upon. So how can increased engagement happen? Know that multiple voting options are available. If your schedule is tight on our view Oct. 27, advance polls run – one location in each ward – from Oct. Make your 14 to 19. While online voting in Toronto voice heard is not yet a reality, one location in each of the city’s 44 wards on Oct. 27 is equipped with a Voter Assist Terminal that will be available for both the advance vote and on Election Day. The city’s website, toronto. ca, lists accessibility information for all voting locations. Secondly, check to see that you’re registered. Paper cards are being sent in the mail to 1.6 million eligible voters this week. Citizens can also check the eligible voters list or get on it by visiting www. toronto.ca/myvote Finally, and most importantly, there are no shortage of issues – city-wide and neighbourhood-focused – for citizens to explore. If you live in the city, there is something out there that impacts you. Visit our election website at insidetoronto. com/2014torontovotes to familiarize yourself with the candidates and the issues. If you don’t find that a concern is being voiced, why not voice it yourself? Elections are the perfect opportunity to do exactly that. There’s less than three weeks to go until Election Day, and less than a week before Advance Voting begins. Whenever you do it, whomever you cast your ballot for, make sure your voice is heard.

How flexible is John Tory’s SmartTrack plan? John Tory’s plan for surface subway rail has been getting a lot of attention over the past months of the mayoral campaign, much of it skeptical. Indeed, Tory’s opponents have been attempting to use this rapid transit plan as their primary means of transporting themselves ahead of the popular Tory in the polls. They have good reason to: Tory is extolling the feasibility of his transit-fornothing plan like a Revival tent preacher. The financial plan for SmartTrack is built primarily on his faith that Toronto development might continue to boom over the next decade or so as it has in the past – and that in particular it will boom around specific transportation nodes. For the western portion of the run, through Etobicoke, Tory places his faith in engineers to lay new track around, under and (who knows?) over houses and community facilities and roadways to

david nickle the city complete the whole grand vision. So assuming the whole thing goes ahead, and Tory’s faith is not rewarded – Toronto could be paying back a shortfall in funding to a city-spanning ‘surface subway’ that will wreak havoc on a west-end community ruing the day they turned their back on the Ford family. There is, however, a more likely outcome should Tory prevail: the realities of economics, politics and engineering will make the plan Tory’s pitching now impossible. To begin with, there is that Tax Increment Financing (TIF) plan, which relies on the marginal increase in property taxes from new development. Even if the rules permit it and the development bears out Tory’s projections, there will be significant political problems in actually col-

lecting the cash. The TIF scheme will keep tax dollars away from municipal services associated with the growth, and, more significantly, could keep funding away from the province’s education system. And of course engineers are not magicians: the problems raised by Olivia Chow are significant. Tunnelling for what could be kilometres through the loamy soil of Etobicoke will increase the financial cost of the operation; tearing through neighbourhoods and roadways will inflate the political cost. Now, Tory will still want to do something to fulfill his mandate, and even if a majority of skeptics are elected to council, he will be bound to use political capital to see that something through. He might be able to do so. One could imagine a compromise SmartTrack plan that avoids all that west-end trouble entirely, by not going there at all and concentrate on

beefing up and accelerating the electrification of the GO Stouffville line through Scarborough, extending it slightly to the west to Liberty Village and up to the Bloor subway line. Doing so would provide rapid transit to parts of Scarborough that don’t have it now, and also deal with the considerable transportation infrastructure deficit in Liberty Village, while avoiding many of those costly engineering problems. Which means that the whole scheme need not rely so heavily on the worrying TIF plan. It would also, in the strictest sense of the word, represent a broken promise. But since Mayor Rob Ford claimed the Scarborough subway compromise following the failure of his Sheppard subway plan was a “promise made, promise kept,” the term ‘promise’ has taken a certain elasticity.

Glass artist part of Ontario Craft Show HILARY CATON hcaton@insidetoronto.com The first glass piece Clayton Haigh made was a blob. “It’s literally a blob, but a paperweight might be the best way to describe it,” Haigh said with a laugh. “The first piece that would have looked like anything would be some oil lamps I tried to make.” The Parkdale resident has been glass blowing and creating sculptural art for eight years and according to the artist himself, he’s come a long way since his initial blob paperweight. He has his own design company, Balance Glassworks, and he’s one of Craft Ontario’s 20 emerging artists showcasing his work at the inaugural 2014 Ontario Craft Show Oct. 10 to 12 at Artscape Wychwood Barns. “I’m very excited to do this show. Craft Ontario has always been so supportive of me and various artists in Toronto,” he said. Haigh is also the artist-in-

residence at the Harbourfront Centre and has been there since 2009, after he graduated from the Sheridan Institute’s crafts and design program where he majored in glass. “I think it’s gotten more technical as my skills have improved, but also the biggest difference is the size. The scale is much larger and it’s little bit more experimental,” Haigh said. “When you have a studio like that available to you, you’re able to be more experimental and you don’t have to worry about having a 100 per cent productive day. You can take a day and try out some new things not knowing if they’re going to work or not because you have a lot more freedom.” The program allows Haigh to teach glass blowing at the Harbourfront Centre while also providing a work space. As an artist-in-residence, he’s also responsible for maintaining the studio. He first got into glass blowing after signing up for the crafts and design program.

“I’ve always worked with my hands and worked in the arts as well, so blending visual arts with craft was pretty attractive to me,” Haigh said. “Plus I like working with fire. There’s an element of danger there that I like.” Haigh’s work focuses on home decor items such as candleholders, wine decanters and glasses, all with his own personal touch that stray from the ordinary; and sculptural installations, such as his Geode Series, a collection that came to fruition by accident while at Sheridan College. “It was originally created from a mistake that I made – a lot of things happen that way I guess,” Haigh said. “I was trying to just make a simple bowl and it ended up falling off the pipe onto the floor and we managed to save it. But we had to change the look of it and it evolved from there.” It’s currently his most popular sculpture series that comes in a variety of colors and are now inspired by crystal formations.

Haigh said his favourite pieces to make are realistic sculptures or trying to create new things from his illustrations. “It’s (the process of drawing then creating his pieces) really time consuming, but it’s also very rewarding when it turns out well,” he said. Haigh said he couldn’t be more excited for the Ontario Craft Show, which allows him to socialize with other artists and it’s also a chance to talk about his craft with clients. “I like doing shows because you really get to interact with clients and really get some one-on-one time with them,” Haigh said. “I think it’s really important to explain the process to them because people don’t always understand why someone would go through the trouble to produce all this stuff if it can be produced by a machine in a factory somewhere.”

Emotions ran high between candidates and constituents as questions about gentrification, cycling and the moratorium on restaurants and bars along Queen Street West were asked at a Ward 14 (Parkdale-High Park) allcandidates’ debate Tuesday at Fern Public School. It was a full house as about 80 residents filled the cafeteria with at least a dozen forced to stand as the RoncesvallesMa c d o n n e l l Re s i d e n t s Association (RMRA) held its first all-candidates meeting for the ward. Candidates Charmain Emerson, Tim Kirby, Gord Perks and Gus Koutroumanos answered residents’ questions. Cycle Toronto’s Mary Jo Pollak asked if candidates support bike lanes in the ward. Perks mentioned he and mayoral candidate Olivia Chow came up with the city’s first bike plan and began listing off what he believes are his cycling triumphs including the contraflow on Fermanaugh, Roncesvalles bump out and getting bike plans approved on Bloor Street West. This answer led to the first of many jabs political hopeful Emerson took at the incumbent. “I definitely support bike lanes, but I support bike lanes that are carefully planned. When I take a look at the Roncy bump outs, I don’t consider that a plan that was well thought out,” Emerson said.

“And I do believe that’s happened under the current councillor, so what I say to him when he talks about a bike plan for Ward 14, I say what happened there?...What happened to the planning of that? That was under Mr. Perks as our Ward 14 councillor.” The crowd then burst into applause, with some residents agreeing out loud with Emerson. Another point of contention for the candidates was when a business owner asked Perks why he put forth the Queen Street West Restaurant Study to council two years ago. Wet blanket It’s a motion the resident deemed “a wet blanket” on economic growth of the area. Candidate Kirby said the area was “robbed of economic growth” and that if elected he’d get rid of it because it never should have happened. Emerson said she would do the same. “Queen Street West affects the entire Ward 14, that’s all of us. Where was the consultation?. “Did anybody in this room receive a notice about the consultation?” Multiple voices from the crowd shouted “No.” “I didn’t. And to have one individual who we elect to make a decision on that is not right and is not fair.” Perks responded by saying he did in fact speak to the businesses and complainants about the issue. “Our practice has been to

sit down with each business and come up with a good neighbourhood agreement and seven out of 10 cases that turned out really well,” Perks said. “But three of the cases didn’t so what happens, particularly in the sections from Brock Avenue to Dufferin Street, is what used to be a residential street was quickly becoming an entertainment district. One stretch had too high of a concentration while others did not, so we decided to put a cap on how concentrated each stretch of Queen Street is.” The meeting quickly became a two-person debate with Emerson interrupting Perks during his answer portion and bringing up the closure of the Roncy’s Bean patio and pointing out Perks doesn’t live in the ward and doesn’t know the neighbourhood as well. Near the end of the debate residents asked candidates about what they plan to about gentrification in Parkdale. Koutroumanos said gentrification isn’t a bad word and it should be welcomed as it attracts businesses. He suggested pooling resources with different business using one store and sharing the high rent costs. Perks encouraged the community to be a voice for the tenants who are facing “predatory landlords” who are trying to squeeze tenants out in order to charge higher rent prices to new tenants.

Illustrator creates Toronto ABC HILARY CATON hcaton@insidetoronto.com The idea for Paul Covello’s children’s book, Toronto ABC, stemmed from a video project he wanted to submit for the Toronto Underground Film Festival (TUFF). It consisted of a 30-second clip of different parts of the city. “I showed it to some people and they all said it should be a book,” Covello said. “I didn’t think about that at all.” It didn’t take long for the Brockton Village resident to take the suggestions to heart; a year later, he created Toronto ABC. released Oct. 14 Set to be released at all major bookstores Oct. 14, the alphabet book helps children learn their ABCs through identifying the letters with different aspects and attractions around the city. “Because it’s an alphabet book, I knew right off the bat which places I wanted in it,”

Covello said. “I knew I wanted to do Casa Loma, High Park, that one shows the seasons, Kensington Market was really fun to do...There’s plenty of places to choose from that’s really unique to Toronto.” Other locations in the book include the Junction, the Waterfront, the AGO and Toronto islands. All the images were drawn by hand by Covello, then scanned and filled in with Adobe Illustrator. The process allows him to make changes and offer a clean, crisp and

bold image, he said. Illustrating has always been his passion, despite having a masters in English from the University of Ottawa. While he currently works as a graphic designer for HarperCollins, he said hispassion lies in illustration. “It was a fun project because I got to combine both graphic design and illustration,” he said. “If you’re really passionate about something, you’ll always keep it around.” Covello said he couldn’t be more proud of his first illustrated book, particularly as it highlights aspects of a city he’s called home for years. “I feel so lucky that I got to work on a project like Toronto ABC,” he said. “I really tried to present all the places mentioned in the book in new or dynamic ways to hopefully get readers to feel excited and proud to live in Toronto.”

The founder of Autoshare, a Toronto-based car sharing company, McLaughlin said Line Six’s model of providing independently-operated transportation was in line with North American trends and ideal for “transit-challenged” Liberty Village. “We’ve already got private transit, whether it’s taxis or limos or shuttle buses, and a lot of people use them to get to work already,” said McLaughlin who recently agreed to sell Autoshare to the Canadian subsidiary of Enterprise Rent-A-Car. “I think there’s a big opportunity here.” Despite some unexpected snags in the service – including a road closure on Strachan Avenue which forced a last-minute rerouting on the first day of service – plans are already in place to launch further Line Six routes, which will be chosen through an online vote.
