HILARY CATON hcaton@insidetoronto.com The city got its 78th Business Improvement Area (BIA) this summer with the creation of the Ossington BIA. “It’s been a long time coming,” said Nicky Potter, the owner of the Painted Lady on Ossington Avenue and the chair of the steering committee that brought the BIA to life. The BIA’s boundaries run between Queen and Dundas streets along Ossington Ave. The BIA is still in its early stages after city hall approval; there are no board members yet, but all that will change come Wednesday, Oct. 22 when the Ossington BIA will hold its first annual general meeting to officially choose the members of its board. The process of becoming an official BIA took about a year, Potter said. She along with seven other business owners on Ossington and Ward 19 Councillor Mike Layton became part of the steering committee to help the strip get its own BIA. According to the staff report submitted to the City of Toronto for approval, 78 per cent of local businesses were in favour of having Ossington become a designated BIA. Recovering addict helps others at Parkdale Peace Group HILARY CATON hcaton@insidetoronto.com Don C has made two major mistakes in his life and both involve cocaine. At 54 years old, the recovering cocaine addict has been to hell and back and had to restart his life and career more than once after being introduced to
the drug in his 30s. Don is currently a sponsor at the Parkdale Peace Group, a Cocaine Anonymous group, that meets every Sunday at the Emmanuel Howard Park United Church. Before he became a sponsor, he was battling other substance-based demons since his mid-teens.
“I would say by the age of 28 I would consider myself a functioning alcoholic,” Don admitted. He would drink Scotch and beer with his parents. Having grown up in a house with parents who were also functioning alcoholics he wasn’t exposed to much else so Don saw this as the norm. He said he saw it as
a rite of passage. “I’m Scottish and Irish, so you work hard and you play hard,” Don said. “My father had me when he was in his 40s and I found one way – the only way – to connect with my dad and that was if I drank with him. We had nothing else in common.” >>>CREDITS, page 13

Lack of affordable daycare an important issue in Ward 14 HILARY CATON hacton@insidetoronto.com Signing up for daycare while still pregnant is something many Toronto moms know they have to do. But Parkdale resident and first-time mother Tsering Chokey didn’t. She signed up for subsidized daycare for her son when he was six months old. “I signed up for three different daycares in the area,” Chokey said. “I was on a waiting list for so long, I got fed up and decided to stay home with him.” According to Anne Conway, a program coordinator at More Than Child’s Play, a not-for-profit family resource centre for kids up to six at Masaryk-Cowan Community Centre on Cowan Avenue, lack of affordable daycare is a common problem. “Childcare is in high demand, specifically with this area,” Conway said. “It’s frustrating for a woman, especially, because with the cost of daycare, many have to choose between their kids and a career, which is unfair.” Conway said she hears first-hand the range of parental frustrations surrounding daycare, from the difficult and often overwhelming application process to the lack of spaces for their children. According to Toronto Children Services, there are currently 242 children on a waiting list for childcare fee subsidy in Ward 14, 105 of them are infants. Infant care is especially hard to find and is extremely costly, Conway said. The ward currently has a capacity for only 1,365 children. According to Ward 14 political hopeful Charmain Emerson, it’s not nearly enough space. “I know that it’s a struggle. I can sympathize with this because I’ve been there. I’m a mother, I have three kids and I struggled myself for options,” Emerson said. “And it never changes and it doesn’t change simply because there aren’t enough spaces. We’re not addressing it in terms of government priority. It has to be a provincial and federal priority. If not the problem

will persist year after year after year.” Incumbent Gord Perks agrees. “We need to eliminate the backlog of people waiting for daycare spaces, which is a particularly acute problem in Ward 14,” he said. “I like to call it the stroller capital of Canada, and I’m running into people who put their kid on a list before they’re born. It shouldn’t be that way.” The lack of space is not the only childcare problem for parents in Parkdale, it’s also the cost. Parkdale has been designated a priority action neighbourhood and has a high population of its residents living at poverty levels. In 2011, the average price of public daycare per day ranged from $23.70 to $46 for school-age children, $35 to $61.80 for preschool children, $45 to $81 for toddlers and $56 to $91 for infants. That averages out to be anywhere between $8,000 to $32,000 a year in unsubsidized child care alone, while the average household income in Parkdale is $36,763, according to the 2011 City of
Toronto National Household Survey. “The average in the city is about $1,600 a month for daycare. Even if you have a decent paying job, who has that much money laying around?” Conway said. “It’s more than a mortgage especially for the young kids. A lot of people are working to pay for daycare in this ward.” According to Elaine BaxterTrahair, the general manager of Toronto Children Services, the reason why the cost of daycare is high is because 80 per cent of it goes to salaries. She also added that childcare staff are “not among the best paid in the city.” For the case of subsidized childcare, waiting lists are also lengthy because there’s a lack of funding for it, according to Perks, who said that while in office he managed to get a small amount of funding from the administration. “The real problem is we
don’t have enough money to operate daycares or provide the subsidies for families that need it,” Perks said. In some cases in the ward, the costly service and long wait lists have pushed parents to take risks in the form of unlicensed daycares, done out of desperation because they have to work to continue to support themselves and their family, Emerson said. “We have to find them proper childcare so that we can ease the burden on the parents who are working multi-jobs,” she said. “It’s forcing people to come up with other alternatives and sometimes those alternatives aren’t in the best interest of their children.” When it comes to solving the issue of affordable childcare and minimizing the backlog not only in Ward 14, but across the city, Emerson and Perks agreed it all boils down to money from the province and working together at city hall to ensure
it becomes a priority across the wards. Perks added capital money could come from the city’s Section 37 agreement, which, according to the city website, has secured $309 million in cash benefits and received $212 million in payments and accrued interest since amalgamation. For Ward 14 candidate Gus Koutroumanos, his solution is to model our childcare system after the regulated child-care service in Quebec, where it costs families $7 a day to have their children cared for. “The first thing we got to do is lobby the government and be a little bit more like Quebec,” Koutroumanos said. He also suggested creating competition for daycares by allowing workers to get a certificate that would allow individuals to have the education level that is just “below an early childhood educator, but above a babysitter with certain qualifications.” “If we had some sort of a licensing program that could allow people to look after three or four kids in a community, it could work. That
would help bring some of the cost down,” Koutroumanos said. All three candidates agree the state of childcare has gotten to this point because it just hasn’t been a priority at city council for years. According to BaxterTrahair, relief is on its way to help create spaces for daycare services through a capital strategy coming to council in the new year and the province’s “school first capital campaign.” “It converts unused classroom space into space for infant and toddler childcare,” Baxter-Trahair said. “Per the result of that, we’ll see an additional 181 infant spaces in the next three years and 700 toddler spaces (in the city) and those are the two age groups that are the most underserved.” For Emerson, her solution, along with a boost in funding, includes finally building the Wabash Community Centre off Sorauren Avenue. According to Emerson, it’s a proposal that has been dangled in front of Parkdale residents for more than two decades without any progress. “Given the growth our ward has seen in terms of children and babies, we have a huge need to build that community centre. “We need to find the money to build that community centre and in terms of what goes inside that community centre maybe one of the things we can consider is a subsidized childcare centre.” She added that although there is already the MasarykCowan Community Centre and the Mary McCormick Recreation Centre, the community still needs one more. For Conway, the pressure to serve the ward’s childcare needs is something that childcare staff have been scraping by on for years and it’s time councillors move it from the back burner. “We’re at that critical point where you can’t make something out of nothing forever,” she said. “Something’s got to give.”

Hurricane Hazel: Lessons learned

ixty years ago today, Toronto woke up to a scene of horror. On the night of Oct. 15, accumulated heavy rains associated with Hurricane Hazel led to flooding that killed 81 people. On Raymore Drive along the Humber River, 32 houses were washed away and 30 people were killed. Five volunteer firefighters died when their truck was swept away as they tried to help a stranded motorist caught in the Humber’s flood waters. Along with the Humber, the Don and Rouge rivers and Highland Creek flooded their banks with enormous amounts of fast-moving water. By the time it was over, some 4,000 families across southern Ontario and more than 1,800 in Toronto had been left homeless. While 1954 may seem a long time ago to many, the impacts of Hurricane Hazel and how it changed land usage and development in Toronto are felt to this day. The firemen were all there and had ropes and were making a human chain to reach the stranded people. I will never forget their cries for help as long as I live.” Madeline McDowell, who is now vice-chair of the Humber Watershed Alliance, was 13 when Hurricane Hazel struck. She said at the time many didn’t realize how deadly the storm had been until the next day. Coming on the heels of days of heavy rains in southern Ontario, Hurricane Hazel resulted in some 20 billion gallons of water rushing down the Humber, washing away everything in its path – bridges, houses, vehicles and people. After the hurricane, a conservation authority, now known as Toronto Region Conservation Authority, was formed to improve flood control measures and regulate development on flood plains. A hard lesson was learned by the death and destruction of Hurricane Hazel, but our city is now much better prepared for natural disasters.

To those considering voting early: Think about it
W
ith advance polls open this week, it is tempting for those with strong opinions about the future occupant of the Toronto mayor’s office to put on their voting pants and cast ballot now rather than Oct. 27. Certainly by this point, anyone paying even a bit of attention has heard enough from the Top 3 mayoral candidates to make a choice. As long as one doesn’t hold with the idea of strategic voting – which is to say, watching the polls up to Election Day and deciding where their vote best goes to, ahem, defeat a particular candidate – then there’s no reason to wait. If only it were as simple as that: that the future of the city rests solely, or even largely, on the shoulders of one mayor. It doesn’t, of course. There are 45 pairs of shoulders including the mayor, and while the mayor has
david nickle the city enough influence to carry most votes, the buck ultimately stops with 44 city councillors who can support or thwart an agenda as they see fit. Local candidates And while mileage may vary, it’s a fair guess that most voters haven’t had nearly as close a look at their local ward candidates as they have at the ChowFord-Tory trifecta. With the high-octane drama in the mayor’s office this past term, it’s also more of a challenge to assess the record of one’s incumbent councillor. All of them have been operating under extraordinary circumstances – working in an arena that is one-half local governance and one-half Lord

of the Flies. There are a few incumbents who’ve stood out either as candidates for re-election or for the boot. Giorgio Mammoliti, the Ward 7 councillor surely leads the pack in the latter: more than any other councillor not blood-related to the mayor he’s been a very publicly destructive force on council. Ron Moeser’s terrible attendance record can be partially excused as he was laid up for nearly a year from ankle surgery gone bad, but otherwise Ward 44 voters would be justified in turfing him. Long-serving councillor Norm Kelly, on the other hand, probably deserves another victory lap in Ward
40 solely on the basis of his supply-teacher/deputy mayor role in the final, potentially fractuous year of this last term. Others, like Ward 22’s Josh Matlow or Ward 27’s Kristyn Wong-Tam, have maintained an active enough rookie term to make re-election a relatively easy choice. What about those many incumbents who kept their heads down through the term? And what do voters do in those seven wards with no incumbent? It boils down to this: voters who take advantage of advance voting opportunities have more before them than whether it’s to be Ford More Years or four new years. Getting it right will be delicate work, and nothing to be hasty about.

She then took notice again when the Ossington strip was starting to notice an increase in new businesses. “This street has been through a lot, but in the last 10 years it’s gone through a transition where the storefronts have changed and there’s been an influx of restaurant and bars and galleries,” Potter said. “And when that change was happening it caused a lot of tension between the residents and business owners. Suddenly there were more people here and parking became more of a challenge...” She also mentioned the tensions between the community and the developers of the 41 Ossington and the 109OZ mid-rise condos. “That was a big issue for sure, so I would classify it as growing pains. It (the BIA) came from the community’s growing pains.” Potter still isn’t sure if she’ll be a part of it, but she would like to see a group of dedicated individuals take on the

responsibility of beautifying the strip, hosting festivals, beer gardens and sidewalk sales. She added the Ossington BIA still has to show how it differs from other BIAs and neighbourhoods in a positive way “We have to establish our own personality and our own character,” Potter said. “Then we can use that to tell Toronto and the world about us and encourage them to come here, to buy food and
things at shops. That way when we have our first festival, we can say ‘Tada we’re here! It’s our first birthday party and this is who we are’ and present ourselves.’” The Ossington BIA’s first AGM will be held Wednesday, Oct. 22 at 6 p.m. at the Lower Ossington Theatre, 100 Ossington Ave. The meeting is open to building and store owners on Ossington Avenue interested in taking on a role on the board.

Transit a hot issue in Ward 18 debate HILARY CATON hcaton@insidetoronto.com It’s no surprise that for Ward 18 residents the hot topic for this municipal election is sustainable transit. Judging from the turnout at the Wednesday night meeting it’s an extremely important issue that will help make their decision easier on Oct. 27. Transit, cycling, congestion and walking were on the table at an Oct. 8 all-candidates meeting at the Bloor/ Gladstone Library, and the standing-room-only crowd heard a lot of solutions to help solve these issues. “I take my bike and take the TTC so it was important for me to come and hear what the candidates had to say,” said Josh Shook, a Ward 18 resident in attendance. “I would like to see things move forward, especially for bike parking and bike safety.” About 60 people squeezed into the small meeting room including two dozen people who stood and sat on the floor for more than two hours listening to Paul Alves, Ana Bailão, Bobby Beckett, Jolene Hunt, Alex Mazer, Jim McMillan, Derek Power, Elsa Romao and Mohammad Uddin talk about the different transportation issues facing the ward. For the themes of transit and congestion, candidates agreed the Dufferin Street bus is a nightmare for TTC riders during rush hour and that congestion on streets such as Dundas Street West and Queen Street and Dufferin Street and Lansdowne Avenue need better service. “Why are we waiting half an hour for two or three buses
to show up?” Alves asked the crowd. He suggested an express service on Dufferin and Lansdowne Avenue. Incumbent Bailão said while in office she helped alleviate some congestion by adding one bus to the Dupont Street route, which also sees its fair share of congestion, but candidates Beckett and Hunt weren’t impressed. “One bus? Alves was the only candidate to suggest putting the new fleet of streetcars on the Dupont route to improve service, which he said would take twice as many people and uses electricity rather than fuel. Romao suggested more traffic studies and consulting with experts to solve the problem. The solution of timed lights to help with the flow of traffic was also suggested by a few candidates. Candidates were also asked which mayoralty candidate’s transit plan they were most in favour of and how they would choose to fund it. The majority chose Olivia Chow’s plan, which pledges to boost bus services city-wide and backs the funded Finch and Sheppard LRTs and a downtown relief line. “I’m closest to Olivia’s
plan,” Mazer said. “I like the idea of building light rail in Scarborough. I like the idea of enhanced bus service, I like the idea of putting money toward the gaping hole in the TTC capital budget, which is why we have so much unreliable subway service.” Beckett joked about a monorail coming to the city, but noted choosing a proper transit plan for the city is a serious matter. “When you look at certain plans versus others, they’re a bit laughable. Olivia Chow’s makes sense,” Beckett said. “It works, it works now and it works sooner than anybody else’s...If we can’t get around in the moment it’s not going to make a difference.” Alves said he would prefer to leave the transit planning to the experts at Metrolinx, but did choose one. “I would have to agree that Olivia Chow’s is the least ridiculous plan, it’s actually doable,” he said. Uddin also chose Chow’s plan. Bailão said she was in favour of a mixture of John Tory’s SmartTrack plan and Chow’s plan, while others like McMillan and Alves didn’t choose. As for funding, Mazer and Hunt said if Torontonians want better transit, they will have to pay for it, while Power suggested that raising taxes isn’t the only solution, but better transparency regarding where tax dollars are being spent on a dollar per dollar basis. Indie stars play benefit for Beverley School

Hayden got idea from playing Neil Young’s famed Bridge School concert JUSTIN SKINNER jskinner@insidetoronto.com When indie rock star Hayden Desser takes the stage at Massey Hall as part of the Dream Serenade concert later this month, his performance will be a true labour of love. Desser, better known in music circles simply as Hayden, is but one act on a star-studded bill that also features Feist, Aaron Dessner and Matt Berninger of the National, Kevin Hearn of the Barenaked Ladies, Sarah Harmer, Jason Collett and others. The concert will serve as a fundraiser for the Beverley School, a small downtown school for children with special needs. Desser organized the show with his wife Christie Greyerbiehl after seeing first-hand the good work done at the school. The couple, who live in Parkdale, have a young daughter who was born with a rare chromosome deletion. Their child has attended Beverley

for the past two years. “It’s an unbelievable place,” Desser said. “It’s pretty spectacular and this is an effort to help it remain spectacular.” A portion of the proceeds from Dream Serenade will go toward creating a new green playground for Beverley School students, replacing the school’s old playground, which is on hard cement. Another portion will be used to start up a respite fund for parents and caregivers of children with developmental disabilities. “I know for certain, having a child with special needs, you have to still find time to connect with your partner and have a break now and then,” Desser said. “Even just a little time makes a huge difference.” Desser and Greyerbiehl have been working on Dream Serenade for a few years, but the seed for such a show was actually planted when Desser played at a Bridge School concert hosted by Neil and Peggy

It was really something else.” When it came time to find talented acts for Dream Serenade, Desser was thrilled at the response. First and foremost, he was looking for artists he knew and whose music he enjoyed. When he approached the artists he wanted to have play the show, they jumped at the chance. “I don’t have a huge list of people I call friends in the music industry,” he said. “The people who are playing all have a connection to me and to my family, and it really means a lot to have them come out.” While each act is slated to play a short set, Desser said the concert will feature some crossover numbers with performers taking the stage in support of one another. He also hinted at unbilled special guests.

The charities the concert will support may vary, but they will likely all be organizations that work with children with special needs. “Throughout the last five years, one thing my wife and I have noticed is that there are a lot of good people and a lot of good organizations doing what they can for children and parents who find themselves in the situation we found ourselves in, but they need help as well,” he said. This year, he said he is just thrilled to be able to support a school that has helped his daughter flourish. “They use a lot of cutting-edge technology to help kids who can’t communicate or who can’t communicate in traditional ways,” he said. “She’s done really well there.” Dream Serenade will take place at Massey Hall at 7 p.m. Saturday, Oct. 25.

He was introduced to a 12-step fellowship for cocaine addicts at the recovery house that helped him battle his addiction. Don has been sober for 11-and-a-half years and credits the 12 steps for it.
“You know that line in Amazing Grace, ‘I once was blind, but now I see’. I really feel that way. I feel like these steps helped shift my thinking to a point where I can stand on my own two feet,” Don said. “I

CYNTHIA REASON creason@insidetoronto.com Yesterday (Wednesday) marked the 60th anniversary of Hurricane Hazel – for many, a time to remember the 81 lives lost to the most destructive storm in Toronto’s history, to reflect on the lessons learned and to rejoice in the measures taken since to prevent such a loss from occurring again. Madeleine McDowell, a Humber River heritage preservationist and covice chair of the Humber Watershed Alliance, was just 13 when Hazel struck in a fury of 110 kilometres per hour winds and torrential downpours on the evening of Oct. 15, 1954. “I understood that there was flooding and that the winds were terrific and they were blowing down trees and causing waves, but we didn’t realize that people were being swept away and drowning,” said McDowell, who still resides in the Humbercrest Boulevard home that sheltered her teenaged self as Hazel raged that night, dumping more than 300 million tons of water and turning the nearby Humber River into an unstoppable force. “Approximately 20 billion gallons

The force it exerted took out bridges, houses, trees – and all that debris accumulated at the bridges and formed dams, and when the bridges broke, the flood press pushed on through. Some of

the bodies were recovered over at Rochester (New York), that was the force that the river had.” In total, the Toronto and Region Conservation Authority (TRCA) estimates 4,000 southern Ontario families were left homeless by the ravages of Hazel – 1,868 of those in Toronto.

While Hurricane Hazel was undeniably tragic, Laurian Farrell, senior manager of flood risk management and infrastructure for the Toronto TRCA, said the storm served as a catalyst for positive change – especially when it came to flood control. The whole concept of building near rivers, she said, changed because of Hurricane Hazel. “One of the most important things we have now are our flood plain management policies, which allow conservation authorities to regulate development within flood plains,” Farrell said, noting the regulations were implemented to restrict future development and land use in flood hazard areas, thereby reducing potential flood damage. Before the storm, Farrell said the mandates of most conservation authorities were focused more on forest management, forestry and ecological habitat. But after Hazel, the need for a

body to oversee the valleys and flood plains became painfully clear, and conservation authorities were tasked with the role. The TRCA itself was formed in 1957, when four smaller area conservation authorities merged to deal with the nine watersheds in Toronto: Etobicoke Creek, Mimico Creek, Humber River, Don River, Highland Creek, Petticoat Creek, Rouge River, Duffins Creek and Carruthers Creek. In the years since, Farrell said the TRCA has invested heavily in flood control infrastructure. Should another Hazel-like storm hit Toronto again, Farrell said the city is much better prepared for it. As climate changes, however, so too do storms, and Farrell said Torontonians now have to face the spectre of dealing with not only Hazel-like storms but also with “flashy thunderstorms” like that of July 8, 2013, which temporarily paralyzed the city with flash floods that caused many a Toronto basement to flood.
