Muzik nightclub owner Zltako Starkovski is looking to leave the club scene after the shooting of two patrons early last month.

“We can start steering the ship in a different direction,” Starkovski told the Exhibition board of governors at a meeting Sept. 4. “But I need the board’s help to do that.” According to Starkovski’s

As a scenic artist on such films as the yet-to-be-released film Suicide Squad and the actionadventure Pompei movie, Erin Leslie borrowed from her wide range of skills. A High Park area resident, Leslie was tapped to create exact replicas of props actors would use, such as weapons and accessories, like an axe or tomahawk. There would be one real one and 10 soft props that would come out of a mold looking like black rubber that needed painting. “It’s a very dynamic, diverse career with lots of ups and downs,” Leslie told The Villager. “There’s a great diversity of skills that are required – and a lot of it has to be learned on the job.” There is no other job that can compare, Leslie added. People come to the profession from different backgrounds. There are a large number in the department >>>ERIN, page 15

Garden provides clients with healing alternative HILARY CATON hcaton@insidetoronto.com For the past year, in-patients at the Centre of Addiction and Mental Health (CAMH) on Queen Street, have been participating in one of its newest alternatives to traditional therapy through its sensory garden. Created by occupational therapist Phyllis Wong, from CAMH’s mood and anxiety inpatient unit and volunteer Andrea Stauber, the greenspace is often referred to as the healing garden. “We wanted to create an environment that would provide stimulation to the five senses that’s (also) a safe healing space where they (patients) are relaxed,” Wong told the Villager. This small piece of green space on the east side of the campus is a sanctuary for some CAMH clients and is filled with a wide range of plants designed to captivate the five human senses of sight, touch, taste, smell and sound. That’s the goal, Wong said. As patients walk through the garden, signs next to various plants let them

know which sense the plant is supposed to stimulate. For example, next to the touch sign is the Lamb’s Ear plant that is extremely soft. With a recent donation of about 30 lavender plants, the sign smell can be found because its aroma is known to help soothe and de-stress. The aroma section also has

basil, sage and mint herbs along with chamomile and dragon wing begonias. The garden is one of three CAMH initiatives to encourage clients to get outside and enjoy the spring and summer months. The other two are the sunshine market and the summer picnic program; it also has an indoor green

thumb program for clients in the fall and winter months. “It (the garden) offers clients a healing alternative away from the building unit. I work with in-patient clients and a lot of them have been cooped up indoors for safety reasons. So it’s just nice to get them outside,” she said. “A lot of them (clients)

find it relaxing. It at least gives them a brief moment of peace where they’re not fighting with their racing thoughts.” It cost Wong about $1,000 in funding from CAMH’s Gift of Light Foundation to get the garden up and running. At this point, patients are helping with minor tasks such as weeding and watering, but even such simple tasks go a long way to boosting a patient’s mood, she said. “I took a client out the other day and we just did weeding, but she felt really great after because she found engaging in a mindful activity,” Wong said. “She felt relaxed and wasn’t thinking about her worries or engaging in her racing thoughts because she was so focused on the activity.” She takes about three clients to the garden every other day, weather permitting. The majority of patients Wo n g w o r k s w i t h a r e “unstable,” she said and can be involved in the sensory garden in two ways. The first is in a passive capacity; this involves observation and appreciation for the garden and following

the touch, smell, taste, see and hearing signs. She said just being in the garden is often enough for some of her patients. The second is in an active way, which involves watering, weeding or planting. “It all depends on the client’s readiness to participate,” she said. “A lot of my clients who haven’t been working have lost their sense of purpose and have been able to engage in some productive activity to regain that productivity through the garden. By having some routine task they can engage in, it will help them to establish a basic work habit.” Wong’s complete vision for the garden is still unknown, she said, but so far it’s been beneficial to her clients and she has no intention of discontinuing it. “This is our first actual year we’ve been up and running. We’re still a work in progress, but we’ll continue to work on it so it can become the best sensory garden it can be for clients,” she said.

Toronto City Hall’s 50th bash is about more than just architecture

Write us

T

oronto marks an important milestone this Sunday with celebrations to commemorate the 50th anniversary of Toronto City Hall. The two half-circle towers, with the council chamber pod in the middle, that dominates Nathan Phillips Square is an iconic symbol of the city not just for residents but around the world. It’s another of the many great things about Toronto that should make all residents proud. To celebrate, there will be a free event from noon to 5 p.m. featuring entertainment by the Jordan John Band and a performance by STOMP dance competition finalists. Also taking the stage will be a group called the Clamshell Quintet, which is made up of four councillors and a deputy city manager. Master builders from LEGO will be on hand to help residents build a replica of Toronto City Hall and surrounding area. Inside, there will be photographs, architectural models and some of the original furnishings that were specifically our view designed for the building. As was shown during this summer’s Toronto 2015 Pan Take time to Am/Parapan Am Games, the know Toronto’s building and Nathan Phillips Square are an important gatherhistory ing place for residents. Whether it’s hosting special celebrations, New Year’s Eve parties or just serving as a nice place to sit and have lunch in the summer or to go for a skate in the winter, the area is always busy and reflective of the life in the city. It also serves as an historical reminder of preamalgamation Toronto as its formation coincided in many ways with the creation of Metropolitan Toronto in the late 1950s. An open competition was started in 1957 to design the new city hall, and the eventual winner was the design of Finnish architect Viljo Revell. Ground was broken in 1961 by then City of Toronto mayor Nathan Phillips. It officially opened Sept. 13, 1965. Along with celebrating a community gathering spot and a uniquely designed building, Toronto residents can also use this month to find out more about how Toronto City Hall came to be and how the city has grown and developed over the past 50 years. Free lectures on that very subject are set for Sept. 10 and Sept. 24 in the council chambers starting at 7 p.m. For more info on the celebrations, go to www. toronto.ca/cityhall50th

Council set for a busy few months

I

t has been a quiet summer at Toronto City Hall – the kind of quiet summers we’re going to have to get used to in the years after Rob Ford’s pyrotechnic mayoralty. If it weren’t for the pyrotechnics of the federal election, indeed, we might as well all have run off to cottages and patios for August and tried to get our head around city government again. Lucky for us – there’s every indication that this new fall legislative session will be much like the old session. Council will be fine-tuning, reviewing and in some cases re-debating issues that have already had their day in the sun in this latest term. There will be a refined design to the Gardiner ‘hybrid’ reconstruction, that council narrowly approved in concept earlier this year. In c a s e a n y o n e h a d wearied of Councillor Jim Karygiannis’ bloviations on the Uber ride sharing service during the Pan Am Games, take heart: council

david nickle the city will be looking at a regulatory regime that will bring the popular service under something resembling control. There will be a Scarborough subway debate, perhaps, along with a serious talk about Tory’s SmartTrack proposal that will for a span align almost directly with the new Scarborough subway. If I were to place odds, I would say it’s unlikely that council will move off course on either plan. But if you were done feeling unsteady about spending all that money on such a small piece of transit, you might want to break out the smelling salts this fall. There will be smaller fights too. Later this month, the allies of the Muzik nightclub at Exhibition Place will be squaring off to deal with the Toronto and East York Community Council’s

move this week to have city staff try and get the liquor licence removed from the nightclub, in the wake of the deadly shootings there this summer. Add to that labour negotiations with the city’s unionized workers and a budget debate that will once again have to accommodate both Mayor Tory’s costly service improvement agendas and his imperative to keep tax increases at or below the rate of inflation – and it’s going to be a full agenda for the next few months. It is worth noting, again, what a recursive cycle we find ourselves living. It might not be a bad thing: government is a long game, and under a serious-minded regime it can become a trifle grinding. But grinding away often c re a t e s g o o d , s m o o t h things. Here’s hoping it’s so.

Dave Nickle is The Villager’s city hall reporter. His column runs every Thursday.

Dog parks are for pups, not picnickers To the editor: I have an issue with people using the leash-free area at dog parks for picnics. This, in itself, is not upsetting except that the dogs all congregate where the food is and often make nuisances of themselves. In addition, many of the picnickers, being kindhearted, will give food and bones to the dogs, not realizing that cooked bones (especially chicken bones) can splinter and cause severe internal damage in the digestive system. In some cases, dogs are on special diets and should not eat the bits they are offered, but being dogs, will eat them anyway. In my case, I prefer that mine not get into the habit of accepting food from strangers. It is a constant battle trying to get them away from the picnics and back to playing. Lucie Karpinec

Muzik owner would like to transition away from the nightclub business >>>from page 1 nightclub. “Since at least 2007, Muzik has said please let us move into different types of events that aren’t nightclubs,” Binetti said. “That is always on the table. That has never not been on the table.” Since 2012, Muzik was permitted to host two banquets and one trade show after receiving approval from Exhibition staff. Binetti requested to “unshackle” the restrictions in the lease for Muzik, adding it’s a “minor amendment.” The board agreed to look into Starkovski’s request, but did not give a date of when it would reveal its decision. Starkovski’s reignited interest in transitioning away from nightclubs comes after Ward 14 Councillor Gord Perks (Parkdale-High Park) and Ward 19 Councillor M i k e L a y t o n ( Tr i n i t ySpadina) issued a letter to the Toronto and East York Community Council Sept.

3 to have the Alcohol and Gaming Commission of Ontario (AGCO) review of the nightclub’s liquor licence to either have stricter operating conditions or have its licence suspended or revoked. The letter calls Muzik “a continued source of concern for local residents with regard to loud noise, public urination, traffic and public intoxication amongst other issues with the licensee’s operations.” The AGCO has issued “numerous warning” and levied $6,000 in fines against Muzik between 2012 and 2015 and lists 20 different assaults on the property and one case of discharging of a firearm as well as the recent death of the two club attendees, Duvel Hibbert, 23, and Ariela Navarro-Fenoy, 26, Aug. 4 that’s currently under investigation by the Toronto police. The board doesn’t agree with Layton’s decision to review the license and made it clear in Friday’s meeting it

does not see a need to review the tenants’ liquor licence. The act to review the club’s liquor licence is seen, by Starkovski, as a direct personal attack and vendetta against himself and his nightclub. “Councillor Layton doesn’t want us to do it (move away from a nightclub) either and instead of sitting down with us and trying to come up with a plan, he wants to take away our liquor licence without even speaking to us,” Starkovski said. But Layton told The Villager the decision to approach the AGCO was not a personal vendetta at all. “Where is the vendetta? There’s a series of violent incidents, most recent where two people were shot and killed, how is that a vendetta? All I’m asking for is a public hearing…We (Perks and I) take the action we always take, which is stronger conditions and I want a public process to discuss it. We have to have that discussion,” Layton said.

Community council recommends yanking Muzik’s liquor licence DAVID NICKLE dnickle@insidetoronto.com City lawyers will ask the Alcohol and Gaming Commission of Ontario to yank Muzik Nightclub’s liquor licence if Toronto Council goes along with a unanimous recommendation from the Toronto and East York Community Council. The community council made the recommendation at its Sept. 8 meeting, just over a month after two people were fatally shot following the OVO Fest after party held at the nightclub that leases its space from Exhibition Place – and just days after the board of directors voted to extend the lease there 10 years to 2034. Local councillors Mike Layton and Gord Perks brought the motion forward, citing numerous incidents of violence, noise and public disturbances in the neighbouring Parkdale community. The community council

Councillor Mike Layton

also heard from Parkdale resident Don Kelcher, who said the nightclub has been making trouble for neighbours. “You people that are here and the public in general don’t understand what it’s like to be woken up at 2:30 and 3:30 in the morning with people starting fights, urinating between houses... the squealing of tires,” he said. “We are getting very tired of it.” The committee also heard from Muzik lawyer Michael Binetti, who said the matter was properly in the hands of Exhibition Place and

the Alcohol and Gaming Commission. And he said Muzik would have been willing to cooperate with local councillors during the summer when the shootings there had taken place. “Had we been asked five weeks ago we could have had an intelligent debate,” he said. “Unfortunately you’re late to that party.” Binetti said the club is reopening this weekend under new conditions set by the AGCO. Councillors on community council nevertheless supported seeking the removal of the club’s license. Councillor Layton said the hearing should take place given the club’s record, “so we can hear from the community and the AGCO and have a public dialogue. Is that too much to ask? After a pattern of violent activity, of breaches of their liquor license, we need to find a course to make sure that the patrons are made safe.”

Torontonians urged by Mayor Tory to help Syrian refugee families Mayor announces he is part of group sponsoring family through Toronto-based Lifeline Syria DAVID NICKLE dnickle@insidetoronto.com

M

ayor John Tory is urging Torontonians to follow his example and find ways to help Syrian refugee families settle in Canada and Toronto. “I want to say to the people of Toronto, to say every one of us can be of some help in this, whether through a faith group, through a neighbourhood group, whether it’s just through a group of friends making sure we can take this terrible crisis in which people find themselves, to be as blessed as we are to come to this country,” said Tory in front of reporters last Friday morning. Tory and a group of friends have banded together to sponsor a family of Syrian refugees through the Toronto-based Lifeline Syria.

The non-profit group is working to help Syrian refugees settle in the Greater Toronto Area, aiming to assist 1,000 in doing so in the next few years. The sponsorship of a single family costs $27,000, as well as a commitment to provide personal and emotional support.

There are a lot of people who can’t come up with $27,000 or $2,700 or $270, but not too many people who can’t come up with $2.70. And there’s something everybody can do. If you don’t have any money there are other things people can do.

provide assistance For Tory’s friends, that means chipping in to cover the cash, and providing other assistance as well. Tory said that one member of the group has donated a suite of furniture, which will be held in storage until the family arrives – likely in early 2016. The group came together just days before pictures were published of the body of a Syrian toddler, Alan Kurdi, that had washed ashore in Turkey.

– Mayor John Tory Staff photo/DAVID NICKLE

Mayor John Tory spoke to a group of reporters this past week about the crisis in Syria.

His family was attempting to escape the terrorist Islamic State. The photograph has galvanized an international response to the growing

crisis in Europe and worldwide, of so far more than four million refugees fleeing their homeland seeking safe harbour. Tory said seeing the

image “broke my heart.” “I am a father and a grandfather…and to see a little boy…it doesn’t matter whether a little boy or a girl, or a child of any age, a human being…in a situation where they’ve washed up on the shore trying to seek refuge from catastro-

phe that we can’t imagine…it broke my heart,” he said. “These are human beings.” Tory said he hopes to speak with other mayors in September to talk about ways to facilitate the resettlement – but in the meantime said that Torontonians need to do their part – even those who can’t necessarily afford to donate cash. things people can do “There are a lot of people who can’t come up with $27,000 or $2,700 or $270, but not too many people who can’t come up with $2.70. And there’s something everybody can do. “If you don’t have any money there are other things people can do,” said Tory.

Chilean filmmaker attends screening of his doc The Pinochet Case Takes place Sunday at the Revue Cinema Chilean documentary film director Patricio Guzmán Lozanes will attend a screening of his film The Pinochet Case at the Revue Cinema, Sunday. The cultural association Casa Salvador Allende is screening the film to mark the 42nd anniversary of the 1939 coup. That year, a halfmillion Spanish refugees fled the Franco regime across the border into France, where they were held in a concentration camp. Chile was one of the countries that responded to their plight. The then-Chilean consul in France, later known as the eminent poet Pablo

Neruda, arranged to have a ship transport as many people as could fit on board to Chile. The country’s health minister at the time, a young Salvador Allende, welcomed the 2,500 passengers when they landed. That support of people fleeing a repressive dictatorship is one reason a Spanish prosecutor and magistrate launched legal action in Spain and in London in a bid to hold former Chilean dictator Augusto Pinochet responsible for the political murders and torture that followed his 1973 overthrow of Allende’s elected socialist government.

Their efforts are the subject of The Pinochet Case. The screening of The Pinochet Case will raise funds for Casa Salvador Allende’s scholarship fund. Guzmán, who is here for the Toronto International Film Festival, will be heading immediately to the airport after he speaks at the Revue. For that reason, the event starts at 3:45 p.m. sharp. Tickets are $10, available in advance at the Revue Cinema box office during open hours.

i

The Revue is at 400 Roncesvalles Ave. Email frameline@sympatico.ca for details.

of paintings she completed of people who are internationally known. “I was interested in expressing the young person before they reached that iconic level of world recognition,” Leslie said. She stumbled across photographs of Van Gogh as a teenager and was “fascinated” by the feel of them. “You can see something powerful in his expression,” she said. Leslie’s niece Aurora Kruk is also exhibiting a portrait in the show. Off Camera, created by Pat Chard, takes place annually and features members of Local 873 exhibiting a wide variety of work, from film to photography, sculpture and woodwork, among others. This year’s installment coincides with the Toronto International Film Festival.

HILARY CATON hcaton@insidetoronto.com The numbers are in and it’s looking good for the Canadian National Exhibition (CNE). Early estimates released Tuesday show attendance was up 10 per cent over last year’s 1.43 million visitors, making it one of the most successful runs in the past decade. “The CNE remains one of the most value-packed entertainment events in the city, and people are recognizing this and responding positively,” said CNE General Manager Virginia Ludy in a press release. “Combined with great weather and accessibility by transit to our grounds, visitors near and far have come out to enjoy the fair. “I’d like to take the opportunity to thank everyone who has helped make the 2015

CNE a great success.” Although the final official tally will not be released for another few weeks, organiz-

ers said they are confident that 2015 CNE will be one of the highest attended since 2004. The 18-day run of the CNE, which concluded Sept. 7, had a handful of new shows including the Lumberjack Show, parkour demonstrations, a Craft Beer Tent and an extreme Pogo Show. Returning favourites were the Food Truck Frenzy, the 66th annual International Air Show and Superdogs. new foods New foods were also introduced including Frosted Flakes Battered Chicken, Chicken Waffle on a Stick, poutine Timbits and the S&M (Spaghetti and Meatball) Burger. “The EX is an end-ofsummer Toronto tradition that keeps getting better with each year,” Ludy said.

community on tap wWithimprovements for TTC service September in full swing, the TTC has finally unveiled the first round of $95 million in service improvements. Thirty-seven bus routes, many of them in suburban areas, will see an overall uptick in all-day service, restoring levels to what they were before sweeping budget cuts dating back to 2012. Thirty-nine bus and streetcar routes as well as subway service will now provide all-day, frequent service. The Blue Night network that operates once the subway closes at 2 a.m. also has expanded service. The improvements could come at a cost to riders. It’s practically assured the TTC will hike transit fares for 2016 partially to off-set the added expense of running the new service. UBER TO PROVIDE INSURANCE COVERAGE As the city prepares to commence discussions on stricter regulations for rideshare providers, Uber

w

rahul gupta TO in TRANSIT announced this week it has signed a deal with a Canadian insurance company to provide coverage for its drivers. While not much is known about the agreement, Intact Financial Corp will soon offer policies for Uber drivers under its belairdirect brand. The agreement also comes in advance of anticipated stricter regulations for rideshares which will likely come up for debate in city council. Uber does cover passengers and drivers in certain situations for up to $5 million, but according to media reports, at least one former driver was planning to sue the company after his insurance claim was rejected following a major collision. TTC HOSTS Sept. 16 wTheACCESSIBILITY FORUM TTC will hold its eighth

annual forum for accessibility next week. The event allows riders with accessibility issues to

connect in public or oneon-one with TTC staff and senior executives, as well as members of the transit commission’s accessibility advisory committee. This year’s forum takes place Wednesday, Sept. 16 at the Allstream Centre inside the Exhibition Place grounds starting at 6 p.m. The TTC will operate an accessible shuttle bus service leaving Bathurst Station starting at 5 p.m. FINCH WEST LRT wMetrolinx OPEN TO BIDS has issued a

request for bidding on contracts related to the Finch West LRT construction project. The province’s transit planner issued a public notice for qualifications this week as a way to draw in private sector companies interested in bidding for construction of the 18-stop line, which will travel mostly above ground between the as-yet-unfinished Finch West subway station and Humber College.

HOT EATS Contest

Bridge work for Dunn and Dowling Avenue is set to start in phases HILARY CATON hcaton@insidetoronto.com The demolition and reconstruction of the Dunn and Dowling Avenue bridges are expected to start this fall and that means disruptions for Parkdalians. Upon demolition, temporary bridges will be installed while an Environmental Assessment for a permanent bridge design takes place. Once complete, the functionality of the bridges will change. The Dunn Avenue bridge will accommodate vehicles, pedestrians and cyclists and the Dowling Avenue bridge will only accommodate pedestrians and cyclists. This project will occur in several phases and updates will be distributed through Canada Post before each phase. Phase 1 Pre-Demolition (dates and timelines are weather permitting): In September and October, work crews will need to

build a roadway and access points on the rail lands beside the Gardiner Expressway at Dowling Avenue and beside Lake Shore Boulevard West at Dunn Avenue. This will require some lane closures and restrictions, outside of peak hours. Phase 2 Bridge Demolition: Bridge demolition for both bridges is scheduled for Nov. 21 and 22, 2015 over 48 hours straight. This work will be extremely disruptive and will occur overnight, as well as during the day. If possible, residents who live closest to the bridges are advised to make alternate arrangements. Phase 3 Temporary Bridge Installation: Work will take place to install the temporary bridge at Dowling Avenue between November and early January 2016. Work on the installation of the temporary Dunn Avenue bridge will begin in November and will be complete by early March 2016. Phase 4 Dowling Bridge Demolition over the Gardiner

Expressway: In May 2016, the City will have a planned closure of the Gardiner Expressway. During this weekend, crews will return to demolish the Dowling Avenue structure over the Gardiner Expressway. This work will be extremely disruptive and will occur overnight for 48 hours straight. If possible, residents who live closest to the bridge are advised to make alternate arrangements. Phase 5 Dowling Avenue Temporary Bridge Installation over the F.G. Gardiner Expressway. Work will take place to install the temporary bridge on Dowling Avenue between May and the end of June 2016. A construction notice will be delivered to affected properties approximately two weeks before work begins with an exact start date and details before each phase of work.
