Planning staff says 383 Sorauren Ave. isn’t a fit. Toronto and East York Community Council voted Tuesday to oppose a proposed condo development at 383 Sorauren Ave. at the Ontario Municipal Board. Community council adopted a report at the meeting, recommending council authorize the city solicitor, together with city planning staff and any other appropriate staff, to oppose the applicant’s appeal respecting the zoning bylaw amendment application for 383 Sorauren at any Ontario Municipal Board hearings. The application proposes to amend the former City of Toronto zoning bylaw 438-86 to permit the construction of an 11-storey mixed-use building. According to the city’s planning department, the proposal does not provide adequate transition to its existing and planned context, it does not provide sufficient parking, and it does not provide enough private amenity space, among other concerns. Toronto council will consider the recommendation at its Oct. 8 meeting.

New regulations mean any venue where music is not the primary business must pay a $275 application fee per musician and crew member when it applies for a Labour Market Opinion (LMO) to allow them to perform and work at the venue. An additional $150 work permit must also be paid per musician and crew member. For the Small World Music Festival, which provides opportunities for Canadian performers at various stages of career development by presenting their work alongside recognized international artists, it could mean the show will have to be cancelled. A charitable organization, Small World Music, which is run out of Liberty Village, has presented close to 400 events since 1997. The 12th annual Small World Music Festival launches Sept. 26 and runs until Oct. 6 at venues across Toronto. Along side local artists, the festival features internationally renowned musicians performing genres including Balkan, calypso, Afro-Colombian jazz, funk, Mexican rock and more.

According to Fortier, when international artists are being booked by a promoter or booking agent to play at several bar and/or restaurant venues across Canada, they are only required to pay the LMO fee once. “Also, let’s be clear, it is very difficult for a Canadian band to enter the United States to play a show. For a Canadian band to enter the U.S., the paperwork is burdensome, there is a substantial fee, and some of the visas have numerical caps so after a certain point you cannot get any more.” Fortier said. “Canada is filled with high calibre musical talent, and it is ridiculous to claim that Canadian musicians can only become successful if they are included in a show with international artists.” Tracy Jenkins, manager of the Lula Lounge, said that venue focuses on presenting diverse
music and has international artists playing there frequently, often in collaboration with local artists. “We work with local musicians to create collaborative projects where we invite international artists to come here, spend some time, work with local musicians often in a mentoring position, do workshops and then present a concert at the end,” Jenkins said. “With this new fee, it will make that kind of project almost impossible to do.” It will also affect younger people who work at small venues, according to Marion Lewis, a Bloor West resident who was a co-creator of Canada’s first artist-run centre, known as A Space. Because of a lack of employment opportunities, many young people end up with part-time work in the arts, entertainment and service industries, which will be hit by the fees. “Bars will be shuttered, club venues will be cancelled and our children who have worked so hard to get through university and have huge debts will again be penalized because they won’t have their jobs,” Lewis said. Carlyle Doherty, an independent promoter from Waterloo, ON, has started a petition at change.org/canada4music. 100,000 signatures The petition demands the government cancel the fee hike on live music and has garnered more than 100,000 signatures inside a week from people across the globe, Doherty said. “We simply want to allow an exemption for the bars and restaurants that have been so important to be able to operate and not have to close their doors to international touring artists,” Doherty said.

rovincial politicians are back to work at Queen’s Park this week, and for Toronto residents there will be something we haven’t had for 10 years – a Progressive Conservative MPP representing a Toronto riding. Doug Holyday, who until the Aug. 1 byelection was Toronto’s deputy mayor and councillor for Etobicoke Centre’s Ward 3, is the first PC from Toronto in the legislature since Liberal Dalton McGuinty was first elected premier in 2003, replacing the Tory government of Ernie Eves. Since then, Toronto’s representation has been decidedly Liberal, with a smattering of NDP MPs. Now we see a legislature with five NDP MPPs, one PC and 17 Liberals among our 23 ridings. With Premier Kathleen Wynne representing Toronto riding our view of Don Valleythe West in the Liberal minority government as well, we Holyday will expect the needs of our city to be offer balance given the priority they deserve at Queen’s Park. at Queen’s Park A first step took place last week when Minister of Transportation Glen Murray announced funding for an extension of the Bloor-Danforth subway line from Kennedy station to the Scarborough Town Centre. This was a big issue during August’s byelections, particularly in the riding of Scarborough-Guildwood (which stayed Liberal in a race won by Mitzie Hunter). Regardless of whether one thinks replacing the aging Scarborough RT with a subway is the right or wrong decision, what it shows is the political balance shifting in the city to a point where Toronto’s support can no longer be taken for granted by the Liberals. With his experience as Toronto’s deputy mayor, we’ll be looking at Holyday to bring his perspective to a number of issues including government spending as he has a well-deserved reputation of looking after taxpayers’ money. Given the riding he represents is right on the border of the Mississauga gas power plant that was controversially cancelled by the Liberals, we also want to see Holyday holding the government to account on exactly how much was spent on that decision. Holyday is deeply respected and passionate not only about Etobicoke but all of Toronto. Having an experienced and level-headed PC with a strong understanding of the issues of the entire city bodes well for the upcoming session at Queen’s Park.

Good journalism essential to democracy

iven the hearings, trials and appeals that Mayor Rob Ford has gone through over the past three years, it’s hard to imagine a lower-stakes game than the Ontario Press Council hearings that took place Monday. If the Globe and Mail and Toronto Star are found to have behaved unethically in pursuing stories about the mayor and his brother, Doug, they’ll have to publish the scolding decisions in full. No one’s talking about throwing them out of their newspaper boxes. But wouldn’t you know it? Out of the second half of the hearing came one of the most cogent – and dispiriting – statements of the health of our body politic to come along in years. Specifically, it came from complainant Connie Harrison, who objected to the Globe and Mail’s story
david nickle the city alleging Doug Ford once ran a hashish distribution business in central Etobicoke. She, however, demands more than the Globe has been able to provide, being as none of the sources who spoke about the alleged Ford hashish business were willing to be identified. Not enough Assurances from editors and reporters that the sources had been vetted, and their fears of the consequences of revealing their names were real, didn’t wash with Harrison. The Globe should have betrayed its sources, submitted its reporter’s notes to a third party, or failing that, simply ask for its reporter’s resignation. Bottom line: whatever
credibility the Globe had managed to earn over the decades reporting and publishing the news of the day didn’t count to her. By reporting as much of the story that it thought it could without squaring the circle with unwillingly named sources, the Globe and Mail did only harm to the city. Not feeling the love Now, we journalists have never enjoyed the love we feel we deserve from the public, and Harrison’s opinions and feelings are her own. But they are not only her own, in this divided city. The mayor and his brother take pains to paint their critics in the media as partisan liars, whose freedom-of-information requests are signs of impertinence rather than diligence. Is that narrative taking hold? Not overall, hopefully.
The accountability provided by good journalism is, as was stated by both Globe editor John Stackhouse and earlier in the day by Toronto Star editor-in-chief Michael Cooke, essential to the functioning of a healthy democracy. It’s also fragile. Reporters and editors cannot compel testimony or proceed with criminal charges if they believe they’re warranted. They can’t use wiretaps. They can’t enter premises. They cannot, always, deliver 100 per cent of an important story as fast as their readers might wish. With all its imperfections, however, good reporting sheds light on matters the public should know about, and that’s a vital function – even if sometimes that light isn’t as bright or constant as some of us might wish.

ossington Avenue is under construction wuntil November The City of Toronto and the Toronto Transit Commission (TTC) is completing track reconstruction, road resurfacing and partial sidewalk repairs. The work is expected to be complete in November. One traffic lane southbound will be maintained for the duration of the project, while northbound lanes will be fully closed to traffic until Oct. 18. One northbound traffic lane will reopen Oct. 19 and will remain open to the end of the project. In addition Harrison Street, on the east side of Ossington Avenue, will be temporarily closed at Ossington Avenue for about three to four weeks as track work progresses north. Roxton Road between Harrison Street and College Street will temporarily become two-way traffic. Driveway access on the
east side of Ossington may be restricted temporarily as track work and sidewalk work progresses. The work will take place from 7 a.m. to 7 p.m., Monday to Friday and from 9 a.m. to 7 p.m. on weekends, with work after hours as required. The encounters are endless, something spotted in the corner of your eye, a far off scream, doors opening and closing on their own: those who have spent any amount of time at Toronto’s Exhibition Place have tales to tell of hauntings there. Those ghost stories are what make up the Exhibition Place Ghost Walks, which kicks off for their fifth season Friday, Sept. 13. Exhibition Place is known for its bright lights and entertainment, but late-night staff know another story – that things sometimes “go bump in the night”. The walks are lead by Steve Collie, a longtime volunteer at Exhibition Place and a frequent host of Toronto Heritage Walking tours. “He knows all the stories about ghosts here at (Exhibition Place),” said Linda Cobon, manager, records and archives, Exhibition Place. “He is really quite entertaining.” Haunted Walking Tours of Exhibition Place begin at the General Service Building, home to the Operations Division of Exhibition Place, the CNE Archives and the security department, wellknown for paranormal activity. Participants then make

their way to just outside of the Stanley Barracks. “We can’t get into (Stanley Barracks) right now, but it is frightening,” Cobon said. “Even our own security don’t like to be alone in there at night.” SIGHTINGS AND STORIES The tour then heads to the Horse Palace, to share Tale of the Ghostly Police Officer and his Horse and the Tale of the Phantom Horses, and hear stories of sightings from the area of grounds near the Better Living Centre. The tour then takes a turn to the former Horticulture Building (now Muzik Night Club), which Cobon explained was used as a temporary morgue in 1949 when the S.S. Noronic was docked in Toronto harbour. A fire was discovered in one of her linen closets and within 15 minutes, the entire upper portion of the ship was ablaze. “There was a fire, one
of the biggest marine fires in Toronto’s history, a boat caught fire,” Cobon said. “One hundred people or more were killed while it sat in the harbour.” The tragedy overwhelmed Toronto’s only morgue so many of the bodies were taken to the Horticultural Building because of its availability, size and proximity to the disaster site, and laid out for families to come and identify. “One of our security people, if he had to go in there late at night, before Muzik took it over, he would just have to say out loud to himself, ‘Do what you have to do and get out,’ because he could hear voices in the building.” The tour then heads to Scadding Cabin, Toronto’s oldest house, which sits on the grounds of what was a giant battlefield during the war of 1812 and possibly countless graves of countless fallen solders. Cobon said, the tours don’t go out of their way to scare people. They just share real stories of the history of the site. It is not recommended for children under 10 and there are some stairs and uneven ground. Walks begin Sept. 13 and continue to Sept. 20, then go Sept. 27, Oct. 4, 11, 18 and 25. Tours go from 7 to 9 p.m.

SKETCH gets $500,000 grant from federal government ERIN HATFIELD ehatfield@insidetoronto.com A local community arts initiative is on the receiving end of an exceptionally large grant from the federal government. SKETCH Working Arts for Street-Involved and Homeless Youth has been granted $500,000 to assist
with the construction and renovation of its new creative hub for youth at the Artscape Youngplace, 180 Shaw St. “It is a great boost for us to be able to move forward on the build,” said Rudy Ruttimann, executive director of SKETCH. Artscape is repurposing the historic Shaw Street School and will house a
diverse mix of creators as well as arts, community and social mission organizations. SKETCH will be housed in a 7,500-square-foot multidiscipline creative hub there and had been fundraising since 2012 to pay to create the space, which Ruttimann said will allow the organization to engage thousands
more youth and the community around them. “We are going to be in a building for those who are engaged in the practice of art-making as a livelihood, so there is a lot of potential for partnerships, mentorships and apprenticeships potentially,” Ruttimann said. The grant is through the Community Infrastructure
Improvement Fund, which is aimed at rehabilitating, improving and expanding existing community infrastructure facilities. “We are one of the few that have received that level of funding,” Ruttimann said. “They are significantly investing in what we are doing and getting behind what we are doing.”
SKETCH has raised$1 million so far and it needs another $500,000 to fully fund the build. In 2014, SKETCH expects it will need to raise a further $500,000 to properly equip the space.

MP Cash in Portugal Architect aims to preserve neighbourhoods for friendship mission JUSTIN SKINNER jskinner@insidetoronto.com
ERIN HATFIELD ehatfield@insidetoronto.com On Monday, NDP Davenport MP Andrew Cash took off for a friendship-inspired mission to Portugal. Cash was invited to visit Portugal by the Portuguese Ambassador to Canada where he will visit until Sept. 13. Cash is the chair of the CanadaPortugal Parliamentary Friendship Association and has been working with the Portuguese community locally and the Portuguese ambassador to promote things important to the communities. “One of the issues is that Canada and Portugal are yet to sign a youth mobility agreement,” Cash said. “This is an agreement Canada has signed with most other European countries and it allows for Canadian young people to go to Portugal for a year and Portuguese young people to come to Canada for a year.” Cash said one of his interests is
to bring the two countries together and this agreement would help foster a better relationship. This isn’t a government trip, Cash is paying for it on his own, but he said he thinks it is important opportunity for him to talk about the Portuguese community in Toronto and the contribution the Portuguese-Canadian community has made and continues to make here. “I think that is something I would like the folks in Lisbon (Portugal) to know about, if they don’t already. Little Portugal is bounded on the west by Landsdown Avenue, on the north by College Street, on the east by Ossington Avenue and on the south by the rail line.

Though his name may be unknown to many living downtown, there’s no denying the impact Rollo Myers has had on Toronto’s built form. Myers has spent much of the last three decades working to preserve heritage sites and buildings in Cabbagetown, the St. Lawrence area and other portions in and around the city core as well as helping preserve views near Fort York. Born in Australia, Myers first came to Canada at the age of 15 when his father got a job teaching at the University of British Columbia in 1960. Though his father returned home five years later, Myers and his brothers opted to remain on this side of the Pacific. “I was at university (studying architecture) and I had a lot of friends here,” he said. While living in B.C., Myers founded Topographics Ltd., a company that designed a way to turn maps into 3D renderings. He first came to Toronto in 1970 when the company moved its head office here. He settled in Cabbagetown with his wife, which helped steer his path

as a protector of the city’s built history. “I had no interest in heritage at all, but moving into Cabbagetown changed all that around,” he said. “People 120 years ago were pretty smart – they didn’t have endless supplies of gasoline or electricity so they made do with what they had. You could walk to school, walk to
the store, walk to church. I think that’s the way we’ll design cities in the future.” Myers played an instrumental role in a 15-year battle to recognize the site of Ontario’s first dedicated parliament buildings at the corner on Front and Berkeley streets. Until he noticed it on a map while working with the Architectural Conservancy of Ontario, the site’s history had been sadly neglected. The site is now designated under Ontario’s Heritage Act and a planned test dig could help uncover the old building’s bones. Myers has also worked to preserve houses in Cabbagetown and worked to get the neighbourhood recognized as a series of Heritage Conservation Districts, used his 3-D modelling techniques to preserve views near Fort York, which led to the scrapping and redesigning of development plans and the foundation of the Friends of Fort York. He is one of the leading lights when it comes to the history of downtown Toronto.

n its first season, photographers captured images of abandoned buildings in Europe, including a Belgian castle, a forgotten German cathedral, a Nazi hospital and a power plant in Luxembourg. Debuting on Bravo in November 2009, photoXplorers was a TV series that followed an intrepid group of shutterbugs on a quest to document forsaken structures. Despite a loyal fan following, the network cancelled the show after Bravo decided to no longer air arts programming, according to photoXplorers creatorproducer-director Claude Barnes, a Roncesvalles
Village resident. “We were just so sad it went away,” he said. After repeated requests from fans to resurrect the show and a chance meeting with a representative of the crowd-funding platform indiegogo at the ReelScreen West entertainment conference in Santa Monica, California, in June, Barnes was inspired to launch a crowd-funding campaign for season two of photoXplorers. The indiegogo campaign officially launched Sept. 3 and in three days raised more than $1,700. “It’s a really fun way to fund a project you’re passionate about,” Barnes told The Villager. “With a crowdfunding campaign, you don’t have to empty your

bank account anymore. It’s pretty cool.” Barnes’ goal is not to raise money to make money, but
rather collect enough funds to pay the crew and cover some expenses. With a modest budget
of $45,000, Barnes said the film crew and photographers can find, explore and shoot seven new locations. Each location will become its own 22-minute show. If the campaign brings in more money, the funds will go toward creating more episodes. While season one featured abandoned places in Europe, Barnes said the second season would film closer to home and focus on “the forgotten byways and mechanized rust belt” of the United States. “I always say, who hasn’t walked by an abandoned building and wondered, ‘What was that?’” Barnes said. “You’d probably be breaking a law going in there. But, there’s such history there. Look at Detroit –
it’s basically an abandoned city.” Urban exploration is a huge pastime around the world, Barnes pointed out. The photographers – Laurin Jeffrey, Sean Galbraith, Steve Jacobs, Mathew Merrett and Russell Brohier – take only pictures and leave only footprints, Barnes said. Merrett, a Parkdale resident, said the group doesn’t use any tools to break in. “In many cases the door will be open, you may have to jump a fence or ignore a sign that says no trespassing,” he said. “But, I am not going in with a pry bar or anything like that.” – with files from Erin Hatfield

Last Friday, the TTC chair sent a letter to Metrolinx chair Rob Prichard seeking “clarity” on the proposal. The Premier Kathleen Wynne government has pledged $13 million this year to Ontario’s After School Program, an increase of $500,000 over last year and $3 million more than the province provided in 2011. Provincial Tourism, Culture and Sport Minister Michael Chan said that number would swell to $13.5 million next year. The funding will support sports, arts and crafts, personal health and wellness education and nutrition programs offered by not-forprofit organizations across Ontario. Cauch said the festival will always harken back to that and give people a taste of the history. “The Polish flavour in the neighbourhood is palpable, it is definitely still there, but it isn’t as prevalent as it was 15 years ago,” Cauch said.
The changing streetscape will be reflected in the food offerings, and Cauch said organizers are looking to provide a little more breadth of Polish and local music. “We want to give people a taste of Polish culture, but not at the expense of other
cultures that have populated Roncesvalles Village over the years,” Cauch said. “It is really a true community festival.” Among the highlights this year is the move by organizers to bring in the band Brathanki from Poland. It will perform
Saturday at 7 p.m. and Sunday at 5 p.m. on the main stage. The event is under the patronage of the Consulate General of the Republic of Poland in Toronto. The festival’s Opening Polka Party is Friday, Sept. 13 at St. Casimir’s Church Auditorium,

Toronto’s budget surplus of $57 million will likely grow to $100 million by the end of 2013, but in the meantime, the city’s management is struggling to fill 2,500 vacancies that some councillors say is affecting front-line services. The vacancies are highest in planning, public health and information technology positions, but are across the board, a result of ongoing cost-saving efforts by the city. So far, the city has saved $38 million by leaving vacancies unfilled. That amount will likely go down by the end of the year, as the city struggles to hire staff and replenish services. Catholic board’s new director hits the ground running Angela Gauthier endorsed by board of trustees to replace Bruce Rodrigues CLARK KIM ckim@insidetoronto.com As the buzz of students returned to schools last week, Angela Gauthier has already hit the ground running. The new director of education for the Toronto Catholic District School Board (TCDSB) officially replaced Bruce Rodrigues Aug. 1 after he was selected as the CEO of the Education Quality and Accountability Office (EQAO) for the province. “It’s been crazy busy,” Gauthier said in an interview with The Parkdale Villager before the school year began. She attended a Focus on Youth celebration event in

August with summer school programs still going on. Gauthier also met with senior staff to identify board priorities and took part in workshops to help new prin-
cipals and vice-principals prepare for the school year. So far, the transition has been smooth. It helped that she’s already very familiar with the board,
Gauthier said. Prior to her appointment as eduction director, Gauthier served as TCDSB’s associate director of academic affairs since 2008. The board of trustees also endorsed her as someone who brings a wealth of experience to the education director position. “Angela is very passionate about how we can better support the academic achievement and well-being of our students,” said board chair Ann Andrachuk in a statement. “She is the right person at the right time with a clear understanding of the gains already made by this board and how we can move forward together with innovative, new ideas that support learning and deal with the challenges ahead.” In her tenure as associate director, she focused on the board’s 21st Century Learning strategy and improving access to technology for students and teachers.
Using technology to identify “teachable moments” and to figure out what fully engages students remains a priority this year, Gauthier said. setting priorities From a curriculum standpoint, she noted they will redouble their efforts and revisit strategies to improve overall math scores, which have plateaued lately. Another priority is working with local parishes as key stakeholders within the schools to provide Catholic values. Stabilizing governance will also be a continued work in progress. “We want to make sure our resources are aligned with our needs,” said Gauthier, who expressed optimism about working with the trustees. “We’re progressing really nicely. We’ve done a lot of reflection and there’s always room for improvement.” As for the challenges ahead, Gauthier cited a better under-

That will mean getting involved beyond the school walls, reaching out to community stakeholders such as daycares and police as well as parent councils for their input. “We want our neighbours to know that we’re there,” said Gauthier, adding that Catholic schools should be a positive presence within the community. With the school year now underway, Gauthier emphasized the importance of shared leadership and collective responsibility with her staff. They’ll also be out in the schools more often to connect with the students and to understand better what’s good for their education. “It’s good for us to have that constant reminder,” she said. “It’s going to be fun.”
