Dear Community,

What about the 2009 Housing Market? As the President of the Realtor® Association, I have had the honor of preparing these weekly articles about the local housing market and important industry news items for publication in The Pilot. I hope that these weekly articles have helped to explain what is happening in the local market. For my last article as the 2009 President of the Association I would like to recap some important aspects of the real estate market. First, yes real estate is local, but in our market place, as a desirable second home and retirement community, our local market activity is very dependent on what is happening in the US economy and existing home sales across the US. Over the last several months, according to reports from the National Association of Realtors®, existing home sales has been increasing as compared to 2008. There has been renewed interest in making the dream of homeownership a reality mainly because of the positives of the tax credit programs, favorable pricing, attractive interest rates and sellers more realistic in their pricing expectations. I am hopeful that as the US economy continues to improve our existing home sales

will also improve. Secondly, I want to again stress that real estate when purchased properly is a great investment. In Moore County, buyers and seller have been very fortunate that real estate values have not been affected negatively to the same extent as other markets, such as, Florida, Las Vegas and California. Our properties are holding their value. in Moore County the upper end of the market has experienced slow sales which is not unusual given the uncertainties of the economy, but there have been plenty of lower-price homes that are selling. It’s important to remember that markets heat up from the bottom as homes sell and previous owners move into something larger or relocate in their retirement years. Finally, I want to thank, on behalf of the 500 members of the Pinehurst-Southern Pines Area Association of Realtors®, the over 2000 Moore County residents, either buyers or sellers, who have used the expertise of a professional Realtor® in their transaction during 2009. I wish you all the best of holiday seasons and look forward to a great 2010.

Tax Credits Now Include Repeat Buyers Just a few weeks ago, the first-time buyer tax credit was expanded to include repeat homebuyers, and the effects of this pioneering legislation are already making an impact. Originally, set to expire on November 30, 2009, the tax credit of up to $8,000 for firsttime homeowners has now been extended to those who sign a sales contract by April 30 and close before July 1 of this year. Plus, income limits are now much more generous. Single taxpayers with incomes up to $125,000 and married couples earning up to $225,000 qualify for the full tax credit, while partial credits may be

available to buyers whose incomes exceed those levels. The law also adds a new tax credit for many repeat or moveup buyers. If you have lived in one residence for five consecutive years out of the past eight years and close on a new home before July 1, you could be eligible for a tax credit of up to $6,500. Remember that both tax credits are refundable. If you owe less than the amount of your credit, the government will send you a check for the difference, and any refund you are due will grow by that same amount. Also keep in mind that qualifying purchases include
