New RESPA Rules Help Consumers
On January 1, new regulations were enacted that could save American homebuyers nearly $700 million. By clarifying settlement fees and closing costs, the Real Estate Settlement Procedures Act (RESPA) now makes it easier for mortgage borrowers to calculate settlement fees and closing costs. A new standardized Good Faith Estimate (GFE) form requires that mortgage lenders and brokers combine most fees into a single “origination charge.” This form, along with HUD’s new settlement cost
booklet, must be provided to the borrower within three days of receiving a loan application. Charges listed on the GFE are now grouped into three categories: 1. Costs controlled solely by the loan originator, which cannot change prior to closing. 2. Services that can be selected by the loan originator or the borrower, which may increase by as much as 10 percent before closing. These might include items such as title insurance or appraisals. 3. Third-party services selected by the borrower, such as

How much Green Does it Cost to be Green?
Consumer interest in: energyefficiency, green products, environmentally responsible building practices, and money saving home features has dramatically increased in recent years. But as they say the “$64,000 dollar” question is what green home features are we as consumers willing to pay for? According to a recent survey of more than 500 builders by the National Association of Home Builders (NAHB), the answer is -- not necessarily all that much. While builders are seeing significant interest in green building; cost effectiveness is clearly a key concern among home buyers. A recent survey of builders nationally indicated that buyers who are willing to invest in green features, typically are willing to increase the overall cost of a home by around two percent. However, two percent spent on “Green Features” can make a very significant change in the overall energy efficiency and the environmental impact of the home. The money spent on energy efficiency typically can be recaptured over the course of 3-7 years. All of us are feeling the pinch of the recession and tend to be much more careful about our spending choices. Today’s home buyers may not be able to budget all of their “dream green features” into their homes; so they are carefully picking and choosing features that will provide good returns on the money spent.. The study also found that preferences for green features PAGE 12
tend to vary by region. For instance, home owners in California might be more interested in water efficiency, while people in the South are more concerned about heating and cooling costs. If you would like to incorporate a few green features into your home, it is best to contact a Certified Green Professional (CGP) in our area who can determine the best choices based on your specific circumstances. You can find a local green building or remodeling expert by visiting www.mchba.org Keep in mind you don’t have to do a complete home wide renovation to make significant energy-efficient improvements to your home. Although it is best to talk to a NAHB Certified Green Building Professional -here are two quick ways to help you get the best green bang for your buck. Insulation Improving the insulation in your attic is one of the easiest ways to realize immediate benefits. Adding insulation will help save energy costs, increase comfort by better controlling temperature, and improve indoor air quality by eliminating many gaps through which dirt, dust, and other impurities can enter. When choosing insulation, the higher the R-grade, the better. Tankless Water Heaters Tankless water heaters — which save energy by heating water only when needed — are comparable in cost to traditional gas water heaters but are 30 percent more efficient, accord-
