SUBIC BAY METROPOLITAN AUTHORITY The Subic Bay Metropolitan Authority (SBMA) was created in 1992, through Republic Act 7227. Specifically the SBMA is the operating and implementing arm of the Philippine Government in developing the Subic Bay Freeport (SBF) into a self-sustaining industrial, commercial, financial, investment, and academe center to generate, among others, employment opportunities in and around the Zone, and to attract and promote productive foreign investments.
SUBIC BAY FREEPORT ZONE Republic Act No. 7227, otherwise known as the Bases Conversion and Development Act of 1992, also provided for the creation of the Subic Bay Special Economic and Freeport Zone, now known as Subic Bay Freeport (SBF). As the first free port in the Philippines, SBF is recognized as the first successful conversion of a military base into a tax and duty free zone. Strategically located in Asia-Pacific, SBF is conveniently accessible by land to and from Metro Manila, as well as North and Central Luzon, via first-class super highways. The bay itself is endowed with a naturally deep navigational channel and is equipped with cuttingedge container terminals and berthing facilities. The port is uniquely complemented by Subic Bay International Airport for air cargo and passenger movements. Covering a total of 670 square kilometers consisting of the former US Naval Base, SBF today is known as a choice investment site with 1,510 locator-companies with committed investments of more than US$8.5 billion and 90,000 active workers. A wide variety of natural endowments and modern facilities have also made Subic Bay a top tourist destination in the Philippines. It has been cited as the “Premier Convention Capital of Central Luzon�. 3
HISTORY Behind what Subic Bay is today is a long history of trials and tribulations. Mainly because of a naturally deep and protected harbor and a most strategic location, Subic Bay became a Spanish naval fortress in the 1900s. At the end of the century and after a vicious sea battle, American forces took over Subic and made it its largest military base outside the US mainland for almost nine decades. The rule of the Americans in Subic was suddenly ended by nature’s wrath. With the eruption of Mt. Pinatubo on June 15, 1991, the area was buried below 30 centimeters of rain-soaked volcanic ash, devastating most buildings and structures in the American facility. That same year, the Philippine Senate rejected the ratification of the “Treaty of Friendship, Peace and Cooperation” which could have extended the lease of American bases in the country. On March 13, 1992, Republic Act 7227 or the “Bases Conversion and Development Act of 1992” was passed, creating Subic Bay Metropolitan Authority (SBMA) and the first free port of the Philippines, in anticipation to the eventual departure of the Americans from Subic Bay. Just recently, the National Historical Commission of the Philippines (NHCP) unveiled a historical marker for the port of Subic,recognizing the contribution of the area and the role of Filipino workers in the economic development of the nation. The marker, which cited the area as the “Himpilang Pandagat ng Look ng Subic” or the Subic Bay Naval Station, paid tribute to the contribution of the Filipino workers who toiled here during the time and after foreign hostilities, which became significant to the development of the region and the national economy. 4
ENVIRONMENTAL CARE AND PROTECTION As distinct as Subic Bay’s past is its natural environment. It is so richly diverse that SBMA considers environmental care and protection a most serious and shared responsibility. To preserve the natural environment, SBMA prescribes a whole set of environmental rules and guidelines for companies, residents and even visitors. Every effort is also undertaken for and by the community to live in harmony with nature, making environmental care and protection a matter-of-course and daily discipline at Subic Bay.

mountains, trained by local indigenous people called the Aetas who have learned to live in harmony with their natural environment These days, the forest trails of Subic echo with the awed murmurs of tourists and visitors who come for some serious communing with centuries-old trees, crystal clear brooks and one of the most extensive collections of animal species found in the country. Its triple-canopied rainforests, which are among the very few remaining in the country today, teem with colorful birds, butterflies, bats, monkeys, lizards and many other creatures in their natural habitat while the not so adventurous can come face-to-face with them in well-maintained animal zoos and sanctuaries, another prime attraction of Subic Bay.

How to get there As a top Philippine destination, Subic Bay offers several options by land, air and sea to get there at your own pace. It is a most accessible holiday haven - whether you come from the south, north, east or west; and from either within or outside the Philippines. By land Subic Bay is easily accessible via world-class expressways and highways – namely, the North Luzon Expressway (NLEX), the San Fernando-Gapan-Olongapo Highway and/or the Subic-ClarkTarlac Expressway(SCTEX). Going around Subic Bay itself is likewise a breeze. Not only are roads well-maintained but taxis and other public transportfacilities, which are registered and monitored by the Subic Bay Metropolitan Authority are also available and safe. Aside from a central bus terminal in the heart of the Central Business District, bus stops and taxi stands are strategically located for the convenience of visitors, shoppers and commuters. Mall and supermarkets likewise provide shoppers with free shuttle services to and from their respective locations. By air Located within a highly secured area of Subic Bay, the Subic Bay International Airport is open to local and international chartered flights. But for regular air travel to and from Subic Bay, the Clark International Airportoffers domestic and international flights daily and is only 45 minutes away via the SCTEX. By sea The Port of Subic offers cruise ships and ocean liners quayside docking and disembarkation, as well as a privately operated passenger terminal. Private yachts may be moored at the exclusive Subic Bay Yacht Club while arrangements at most hotel front desks may be made to rent privately-owned motorized boats for island-hopping.

Today Subic Bay squarely measures up to this expectation, especially after opening the Subic Bay Convention and Exhibition Center (SBECC) to the public in 2005. Jungle Environmental Survival Training (JEST) Camp
Spread over more than two hectares of rolling terrain and forests, JEST Camp used to be the training ground of US Navy Seals, Special Forces and Army Rangers in jungle warfare and survival techniques, which they learned from our very own indigenous people. Today the same local Aetas demonstrate their jungle survival skills. In addition to the camp site are other attractions, including a minizoo, an Insectarium, a butterfly garden, a spider world, and an aviary and viewing deck.
Apaliin Forest Trails
Take a refreshing hike through Apaliin Forest Trails within Subic Bay’s Ilanin West Forest. Treat yourself to a brimming showcase of nature’s sights and sounds, as you burn and shed off a few calories. Then take a break at the end of the trail at Apaliin Point and marvel at a panoramic view of the Subic Bay.

Bird-watching
There is no better proof of the greenness of Subic Bay than its avian spectacle of species and colors. In fact, bird-watching is a highly recommended activity at Subic Bay.Whether by the roadside or in a quiet secluded place, Subic Bay offers birders an awesome array of winged creatures – Brahminy Kite, Crested Serpent Eagle, Red Jungle Fowl, Green Imperial Dove, Colasisi, Collared Kingfisher, Tarictic Hornbill, White-bellied Woodpecker, Blue-naped Parrot, Crested Mynah, Glossy Swiftlet, Philippine Scops-owl, etc. – perched on tree tops and branches or soaring and gliding across the sky. Declared as one of the country’s 13 bird-watching sites by the Philippine Department of Tourism in 2009, Subic Bay offers 11 ideal bird-watching sites in one of most secure and safest birding areas in the Philippines where you Located within a triangle of bird-watching sites very near Metro Manila – Candaba Swamps, Pampanga; Balanga, Bataan; and Subic Bay has been cited by prestigious international and local birding groups. • “…the avifauna sighted and recorded (in Subic) reach as high as 182 bird species, 35% of which or 65 species are Philippine endemics, or only found in the Philippines. With the Philippines having about 600 bird species where 200 are endemics, Subic can claim to host 30% of the entire Philippine avifauna, including 33% of entire Philippine endemics” (Alain B. del Pascua, vice president, Wild Bird Club of the Philippines). • “Luzon’s best lowland forest bird-watching site” (birding2.com) • “In Subic, you have a brilliant environment and it is secured. Another eco-tourism attraction at Subic Bay is its pristine beaches, first-rate beach amenities and safe waters. In fact, the waters and beaches of Subic Bay feature miles of fine sand and calm waters for beach lovers and picnickers, spectacular corals and underwater fauna for divers and snorkelers, mysterious sunken wrecks for history aficionados, and even choice spots for a relaxing afternoon of fly fishing. 14

This is the fascinating world of Subic Bay where you can indulge in your favorite sports that brings you to the blue waters or skies of the bay or to rugged terrains or green open spaces. Subic Bay is also a favorite venue of organizers of international and local sporting events – from marathons, sailing and beach volleyballs to airsoft and dragon boat competitions, from exciting car races to serious chess tournaments.
Diving
Whether diving for colorful fish and corals, or crusty and rusty vintage shipwrecks, the deep midnight blue waters of Subic Bay are a “must-dive” for both leisure and serious divers. In fact, Subic Bay is one of the finest dive spots in the Philippines where rich aquatic life co-exists side by side with remnants of the past, where you can go into the deep in the morning and lunch in style by noon. o USS New York USS New York (CA-2, aka USS Rochester).Scuttled on December 14 1941 to prevent capture by the Japanese, the wreck lies on its side in 27 meters of water. Almost a half of the wreck has sunk into the sand leaving the starboard side in 18 meters of water. o The SeianMaru. Located between Alava pier and the end of the airport runway just outside of the shipping lanes and 150 meters from the USS New York, this vessel was sunk by aircraft on November 19, 1944 after running aground outside of Subic Bay two days before. o San Quintin. Off the islands of Grande and Chiquita at the eastern entrance of Subic Bay in 6-18 meters of water, the San Quintin is an excellent dive site for everyone. Surface conditions can be a little rough at times but the diving is relatively calm with an occasional mild current. The wrecks have been underwater for over 100 years and nature has not left that much. The majority of the San Quintin has collapsed upon itself. o El Capitan / USS Majaba. An excellent dive for all levels of divers, this wreck is situated near the inner channel marker of Ilanin Bay. This small freighter lies on her port side with her stern in five (5) meters while her bow rests in 20 meters. From a dive of 16 meters, one can swim smoothly through the accommodation area and expect to encounter the average tropical fish species of the shallows in this area. Visibility is 5-20 meters depending on tide. o The OryokuMaru (The “Hell Ship”). A luxury Japanese cruise ship converted for military use, she was being used to transport Japanese families and prisoners of war to Japan when she sank on December 15, 1944. Located near the Alava pier, the ship has been reduced to mostly rubble by demolition teams and nature. A wide variety of fish life has grown creating a nice artificial reef. Although a nice site, divers do not visit it often. o USS Lanikai. Purchased by the US Navy just days before the 15
attack on Pearl Harbor, the USS Lanikai was hastily fitted with a Spanish American war gun and a WWI Lewis machine gun, her then secret orders were to follow the Japanese Navy off the coast of Thailand. The attack on Pearl Harbor, however, aborted her mission. She sank in 1945 during a typhoon while waiting for repairs. o Others. Two (2) LSTs, (“Landing Ship, Tank”) and a Japanese patrol boat.
Marathons According to TriMag Asia, the region’s premier triathlon magazine, Subic Bay “with its interesting course and friendly atmosphere is increasingly getting a reputation for top notch races”. And that’s not all. A favorite pick among sports organizers and individual enthusiasts, Subic Bay caters to marathons for all ages and sizes, ranging from duathlons to other forms of competitive running.
Water Sports Making waves in the Asian sailing circuit is Subic Bay with its challenging mix of wind and water. Known as a premier sailing destination, Subic Bay’s brilliant sunshine, flat blue waters and wind conditions demand the close attention of tacticians and skippers – whether local or foreign-based.
Other popular water sports in Subic Bay are kayaking, dragon boat races, propulsion jetting, parasailing,and water and jet skiing.
Other sports or adventure activities Subic Bay also offers excellent natural and man-made venues for car racing, cycling, dirt biking, off-road motocross and other motor sports, golf, hiking, beach volleyball, soft ball, fishing, basketball, tennis, badminton, darts, billiards, bowling, boxing, airsoft games, target shooting, etc. 16
OTHER PLACES OF INTEREST In addition to a wide array of attractions and activities, Subic Bay is dotted with other places of interest – ranging from historical sites and landmarks to leisure parks.
Spanish Gate
The Spanish Gate is a remnant of the Spanish Naval Station in Subic Bay. It was originally the entrance to the Spanish colonial fortress, which was built in the 1800s when the strategic importance of Subic Bay in protecting Manila from infiltration from the North was recognized.In 1898, Spanish forces that were garrisoned in the station were forced out by Filipino revolutionaries. A year later the station was occupied by the United States Navy, which used the gate as a jail just like the Spaniards did during their time. The Americans used the West Gate, which they called the Spanish Gate, as the main gate to the station for many years. Behind it was a small marine cemetery. This gate was equipped with gun ports and was connected to the South Gate, which was near the water front, by a high wall of locally quarried stone. Today the Spanish Gate is where you will find the historical marker of the National HIstorical Commission of the Philippines for what was once the Subic Bay Naval Station.
San Roque Chapel
This small church was built in the 1800s for Spanish sailors and Filipinos who were converted into Christians. According to parish historians, the San Roque statue was first enshrined in the chapel, then known as the Olongapo Parish Church, in 1905, when the then barrio of Olongapo was still a part of the parish of St. James in Subic, Zambales. After the Spanish-American war (1899–1902), which put Subic and Olongapo under American Naval control, the chapel became known as the ecumenical Subic Chapel, and much later, as the San Roque Chapel under the Diocese of Iba, Zambales. 17
InangLaya - Mother Country Monument
Erected in the early 1990s at the waterfront area, this monument standsas a proud tribute to the 12 Filipino senators who in a vote of 12 to 11, stood up and declared “NO” to the extension of the RP-US Military Bases Treaty on September 16, 1991, finally freeing the country from foreign military presence. On the bronze markers of “The Hands that Freed the Nation” in front of the InangLaya - Mother Country monument are engraved the actual handprints of the 12 senators, known as “The Magnificent 12”, together with their respective votes.
Children of the Sun Returning Monument
Also known as the Subic Volunteers Monument, this landmark honors the thousands of men and women who helped secure the facilities of the former Subic Naval Base from looting after the Americans evacuated their families in the wake of the Mount Pinatubo eruption in1991.
SBMA Flagpole
Located along Waterfront Road and right across the nerve center of the Subic Bay Metropolitan Authority (SBMA), the SBMA flag pole is 96 feet tall, symbolizing the number of years of US military presence in the Philippines. Its base is eight (8) feet high to represent the 8,000 volunteers who reformed and rebuilt the former US naval base into SBMA. The biggest Filipino flag was unfurled and hoisted here during the turnover ceremony of the former US naval base to the Philippines on November 24, 1992.

Bicentennial Park
Also known as Volunteers Park, the Bicentennial Park is easily accessible from the hotel and restaurant row within Central Business District. Located across a small lake, it is another monument in honor of Subic volunteers whose names are inscribed in a stone memorial and whose admirable spirit of volunteerism is celebrated at the park every November 24. Also available are clean, spacious picnic grounds right beside the lake.
Boardwalk Park
The Boardwalk Park along Waterfront Road is a favorite gathering place for beachfront walkers and strollers. An outdoor venue for open air relaxation or hot concerts and other events, this natural promenade also offers breath-taking views of glorious Subic Bay sunsets and turns into a classic “Sunday at the Park” scene during weekends.
Waterfront Road
The Waterfront Road runs from Alava Pier to the end of the Moonbay Marina area. This 1.6 kilometer drive offers scenic views of the bay, as well as an interesting mix of government buildings, hotels andrestaurants.
Remy Field Complex
The Remy Field Sports Complex is Subic Bay’s main sports center equipped with an oval track, indoor and outdoor tennis courts, airconditioned basketball gym, badminton courts and a grandstand where big sports events usually start off and are culminated.

Magellan’s Point Maritime Museum At the heart of Subic Bay Freeport is the Magellan’s Point Maritime Museum which exhibits artifacts excavated from shipwrecks off the shores of Puerto Galera and other parts of the Philippines. Most of the pieces are dated as early as 1800’s and some are authentic porcelain pieces and pottery from the period of the Chinese Ming Dynasty. Likewise on display are pieces of weapons including knives and pistols from wrecked Spanish galleons.
