TARA HATHERLY thatherly@insidetoronto.com Santa Claus got some help from the Toronto Police Auxiliary Toy Drive in Scarborough Saturday, Dec. 17. Dozens of auxiliary and police officers, and community volunteers, joined Santa to deliver thousands of toys from the drive to under-privileged families in Scarborough. The Toronto Transit Commission donated two buses for the special deliveries, one for toys and another for volunteers. In previous years, the group travelled as a convoy with a police escort stopping traffic as it went. While heavy snow caused the group to forego its traditional travel style this year, it didn’t dampen any spirits. "It’s a special day," Auxiliary Staff Sergeant Rick Jordan told Metroland Media Toronto during the group’s lunch break at 42 Division. "We just bring smiles to the kids. We have Santa come along and we
really make it fun." The group visited six locations in Scarborough Saturday, including shelters and emergency housing, spreading holiday cheer. "The kids come out, sometimes in their pajamas, and they’re greeted by Santa and a bunch of police officers and auxiliaries that have pre-bagged toys," shared Jordan. "There’s nothing better than seeing a little child that’s happy to see Santa and happy to receive a toy. For us, it’s a feel good moment." The group met at 7:30 a.m. to load toys at Woodside Square before departing for the day. Toys for the drive were collected from donors in the community and donations brought to Toronto police 41, 42 and 43 divisions. Thanks to a young lady with a big heart, more than 1,300 toys were collected at two Toronto schools. Ella Craig, a 13-year-old Grade 8 student at Hodgson Senior Public School, organized a drive in support of
low on donations at the time. Her mom organized a donation of 100 backpacks to help out, and wanting to contribute personally, Ella spent some of her own money to buy toys for the drive. After helping deliver toys that first year, she was hooked. "Seeing smiles on the little kids’ faces when Santa arrives and when they get their toys is priceless. Nothing can compare to it," she said. "It just feels good, and it’s a great time." The Toronto Police Auxiliary Toy Drive started more than 20 years ago, when a single auxiliary officer helped brighten one family’s holiday season. Though its big delivery day is done, people can still support the drive by bringing new and unwrapped toys to Toronto police 41, 42 and 43 divisions up to and even after Christmas. "It’s better to give than to get," encouraged Ella. "It’s great knowing that you contributed to something that means a lot to people."

Officers from Scarborough’s 41 Division are distributing bells that attach onto wallet zippers at Scarborough malls this month. The bells jingle when the wallet is moved, making life more difficult for a distraction thief or a pickpocket.

Don’t ruin your life, or the lives of others, by driving drunk The holidays are a time of year for family gatherings, evenings out with friends and reminiscing about the year that was, and looking ahead to what might come. With every story shared of dreams fulfilled, or those that remained just out of reach, alcohol may be a regular companion at the table. Catching up over a bottle of wine isn’t uncommon during the holidays, but what shouldn’t become common is getting behind the wheel after an evening of drinking - now, or at any time of year. MADD Canada reports that accidents involving alcohol and/or drugs are the leading criminal cause of death in Canada. Its website reports that in 2012, there were 2,546 crash deaths. Of those, 1,497 involved drivers who had some alcohol or drug presence in their system. That works out to almost 60 per cent of people who knowingly turned the key in the ignition after consuming alcohol or drugs. But that doesn’t have to be the case. There is enough education and awareness about the dangers of drunk or drugged driving that there’s no excuse to get behind the wheel impaired. The human cost is staggering; innocent people’s lives changed in an instant, without their consent. The financial cost to all parties involved can be catastrophic; draining their savings and in some cases, losing their homes because of court costs or stacking medical bills. The Toronto Police Service, along with 16 other police services across the province, launched its annual holiday R.I.D.E. campaign last month. Toronto police are out every night until after the new year holding spot checks at various locations across the city – working to keep you safe. But drivers have a responsibility. Pay for the long cab ride, take Uber, arrange for a designated driver or call someone you trust to pick you up. Making arrangements to enjoy yourself, but not taking the unnecessary risk of getting in the driver’s seat impaired, is the best gift you can give yourself this holiday season. If you’re heading out to celebrate the start of 2017, Corby Spirit and Wine is partnering with the TTC to offer complimentary rides home for revelers. There are options everywhere. No good time is worth driving impaired.

Industrial buildings tempt the faithful, despite city crackdown Toronto is a place of religious freedom, but isn’t a friendly place for religious groups which lack a lot of patience and money. If you want to start a church, mosque, or temple, and you don’t want to rent space in another religious institution, your options are limited. Building a place of worship takes plenty of time and cash. If you don’t have that, you’re more likely to do something foolish, such as moving into an old warehouse or factory. On a stretch of Birchmount Road in Scarborough, the city shut down a Hindu temple last month. The Canada Kanthaswamy Temple Society held services in a warehouse for years, temporarily, while its home on the same street

ship and schools - but the city also acted because they were in an employment area it wants to save. Michael Thompson, chairperson of Toronto’s Economic Development Committee, says the city is not picking on any religious groups, but Sakinah and Canada Kanthaswamy both ignored the city’s warnings about improper zoning. "A lot of folks are just not wanting to follow the rules." Part of the problem is this industrial part of Birchmount is already dotted with places of worship and private schools, as are many employment zones across the city. Seeking to stop a trend, the city clamped down in 2013 with a new bylaw,
though it seems it sometimes takes inspectors years to find and act against new places of worship existing where they shouldn’t. To leaders of religious institutions struggling to find an affordable building - and who perhaps received bad advice - this must look awfully unfair, and empty industrial real estate awfully tempting. But what about those believers who scraped together the donations, the money for lessons? Where can they go now? Last-minute appeal spurred by dropout donors CYNTHIA REASON creason@insidetoronto.com The Catholic Children’s Aid Society of Toronto is sending out an urgent appeal for donations to its annual Adopt-A-Family program after more than a dozen registered donors dropped out at the last minute. The Hope for Children Fund program, which has run every Christmas for about 30 years, annually matches 200 of the CCAS’s neediest families anonymously with donors from the community, who then purchase Christmas gifts for the entire family, along with a gift certificate to a major grocery store for a Christmas meal. That 15 of those donors
have suddenly gone MIA this year means the society is now "scrambling" to collect cash donations toward the purchase of gift cards for 15 of its most disadvantaged families this holiday season, said Kara Spedding, manager of fund development for the CCAS. "These are families that, without this program, would really, honestly have no Christmas at all likely," Spedding said. "Each of our front line workers are allowed to put through their two neediest cases from their case loads, so you know the families are really in dire need." Spedding said that while CCAS is used to a dealing with a handful of absentee donors, this year’s 15 dropouts is triple the number it’s accustomed to accommodating for. "That’s a pretty high number for us - about three times as many as we usually have, so now we are sort of scrambling to support

The biggest message Spedding said the CCAS hears back from the recipients of the Adopt-A-Family program is not that they’re grateful for the gifts themselves, but that they’re so thankful a complete stranger cared enough to go out and buy them something. "It’s pretty amazing to know that you’re giving our clients - our youth, our families and our children hope when they weren’t feeling it themselves already," she said. "I want people to realize that whatever they can donate, small or large, will give a child in Toronto a special Christmas - and what an incredible gift that is." Officers ’build relationships’ in Scarborough hot spots ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Earlier this year, constables Jaime Knox and Jeff Burleau heard complaints from residents in Scarborough’s Chester Le neighbourhood about gang activity. Residents told them they’re scared to go out at night and they don’t let their kids out once it’s dark. "We started to really notice a huge influx of anti-social behaviour," Knox said. With the support of the 42 Division unit commander, the officers initiated a three-phased safety project in the community. Phase 1 focused on crime reduction. Officers from 42 Division’s major crime and community response units were brought in to do surveillance, resulting in the arrest of a dozen males and almost 20 charges. The second phase involved an extensive uniform police presence. Officers from the community response and primary response units were assigned to foot patrol duties in Chester Le every day for a month. "It made a huge difference over the summer," Knox said. "People were coming out of their houses, enjoying their yards." The initiative is now in its third phase, which focuses on community involvement. As part of that stage, police are partnering with residents on local projects such as a community food share program run out of the Chester Le community centre, where about 50 people get together biweekly to make a large meal.
"Everybody gets to eat and everybody takes home a good food box, which is a large box of fresh fruits and vegetables," Knox said. "That helps with the low income issues that are definitely a predominate issue with some of these families." Another aim of the food share program, which is now in its seventh week, is to foster a sense community. "They’re all getting to know each other, they’re all coming out of their houses, and that’s part of what makes a stronger community," Knox said. Knox and Burleau were assigned to the Chester Le, Bay Mills and Glendower housing complexes in northwest Scarborough three years ago as part of the neighbourhood officer program. "The whole point of the program is to build relationships in some of these marginalized communities," Knox said. Staff Sgt. Andrew Ecklund, who manages the program at 42 Division, said the initiative was "in response to an increase in crime in various at-risk neighbourhoods. "Those officers are responsible for going into the neighbourhood, learning who’s who, making connections." The division’s two other neighbourhood officers, constables Devon Martin and Kathleen Petersen, cover the Malvern community, specifically housing complexes on Wilcox Creek Pathway, Empringham Drive, Brenyon Way and Washburn Way. "They’ll go into the schools as well. The youth

Petersen helps run a weekly workout program with fitness instructor Mylene Facchini, for teen girls at a local high school. "It’s just a way of them getting to know me out of uniform," Petersen said. "I’ve seen a lot of the girls come up to me and ask what other programs I’m involved in, and then they ask if they can be part of the other programs." In Chester Le, like many other at risk-communities, drugs, guns and gangs continue to be an issue. "There’s been a smaller gang that’s started in there,
and then they take their drug-dealing outside of the community," Burleau said. "When you bring it outside the community, they’re interfering with another gang’s territory. And then that other gang comes to the (Chester Le) neighbourhood looking to cause trouble." A big challenge, the officers say, is getting residents to come forward to help combat crime. "There’s still a massive concern from people who are wonderful upstanding community members, who feel like they can’t come forward and talk about any of the crime and drug dealing
and violence that’s going on for fear of reprisal," Knox said. "We had to help a resident with an emergency transfer because of those exact issues, so these are very real issues." Settling neighbour disputes are also part of the job. In Chester Le, two families living across a walkway were at each other’s throats, resulting in frequent calls for police service. "They weren’t really criminal allegations, but they were getting to the point where at some point it could escalate," Burleau said.

The neighbourhood officers couldn’t sort out the issues themselves, so they brought in a mediator to work things out. "We got them to the table, and it was about a twohour process," said Burleau. "By the end of the mediation, they had a contract that they both agreed to. . Now everyone is coexisting peacefully." Burleau noted some residents were initially quite wary of having the police in their community every day. "Now we’re a part of the landscape," he said, adding even some hardened criminals have "warmed up to us."

2016 was a cruel year for everyone Bombardier delays save TTC difficult answers - including City Hall I don’t know how your social media feed has been coping with the nearly-finished 2016 - but mine has been cursing the year, with every death and setback: David Bowie, Prince, Mohamed Ali, Canada’s own Alan Thicke . While one might gently point that death comes for some of us every year, it’s hard not to see that in 2016, the reaper cast an unusually long shadow, at least against the glare of public light. Toronto was not spared. In March, former Mayor and City Councillor Rob Ford succumbed to the cancer he had been battling since 2014. Arguably the most famous politician that Toronto has ever produced, and also one of the most divisive, Ford’s passing - and the opulent public viewing and funeral - was impossible for any Toron-
DAVID NICKLE The City tonian, grieving or otherwise, to ignore. And when it was done, Toronto finished the first year in a long time that was not defined by its relationship with Ford and his particular, and very powerful, kind of populism. The late former mayor’s nephew Michael Ford moved into his city council seat in Ward 2 (Etobicoke North). But the sharp, populist critique from a former mayor who had promised to run again and might well have
won if he had . that was gone. Its absence seems to have made at least some difference. Just last week, Mayor John Tory and Toronto Council moved forward with only minimal fuss, to look at a revenue tool that would have turned into a Ford-fed bonfire a year earlier: road tolls, on the Gardiner Expressway and the Don Valley Parkway. This fall, council supported looking at a billion-dollar-plus rail deck park. There are bike lanes - bike lanes! - on Bloor Street. Some of these things may well have come forward with Rob Ford sitting on council. As it stands, while 2016 was a cruel year for too many – for Toronto’s political leadership, at least for a time, it was uniquely unconstrained.
Here’s a shocking revelation: BombardierNEW might just make a delivery window for the TTC’s new streetcar fleet after all. It’s gotten to the point where it’s news when the Canadian transportation giant actually makes good on a commitment, albeit far skimmed down, for making available the new vehicles. But here we are. TTC CEO Andy Byford delivered the "good" news to the TTC board Tuesday BombardierNEW will have provided 30 new streetcars, as was pledged, by the end of the December. The news will no doubt come as a relief of sorts to the likes of Mayor John Tory, who only last week issued a stern and scathing missive to the Canadian transportation giant over continued delays to the $1.25-billion commitment to provide a total of 204 new vehicles by 2019. His censure of BombardierNEW follows similar rebukes in the past from TTC chair
RAHUL GUPTA rgupta@insidetoronto.com Josh Colle and Byford, expressing palpable frustration with BombardierNEW’s continued inability to ship even four new streetcars per month from its facilities in Thunder Bay and La Pocatiere, Quebec. Having less of the new vehicles means the TTC has to retrofit its well-pastits-prime older fleet, and run more buses on streetcar routes. But it also means it doesn’t yet have to face a possible traffic nightmare from running the larger new streetcars on congested routes. So far, the estimated 27
new streetcars in service have stuck to dedicated routes on Spadina and Queen’s Quay. That will change, eventually, when you see the new models running on congested Queen and King Streets. Current service on those routes, especially during rush hour, is plagued by congestion and short-turns, leading to frustration for road users. So what happens to traffic when the TTC starts running the larger vehicles, which take more time to start and stop, and load passengers? It’s quite possible future road configurations removing car traffic will make it easier to allow the new streetcars to travel with much impediment. So long as BombardierNEW continues to falter on its commitments, the question of how well the new vehicles fit Toronto’s busiest streets is one which won’t require an answer.

Costco to open Business Centre store on the Golden Mile Costco Wholesale will open a new store in Scarborough in March targeting business customers. Housed in a former Zellers on Thermos Road, near Warden and Eglinton avenues, the Costco Business Centre store is "vastly different from any current Costco Wholesale warehouse, with 80 per cent of its product offerings unique" to the new store format, the company said after an outdoor groundbreaking ceremony on Wednesday, Dec. 14. Although open to all customers who pay a yearly Costco membership, the first Business Centre in Canada will also offer nextbusiness-day deliveries to commercial addresses within 20 kilometres of the store. The U.S.-based company
said this means the Thermos Road store’s delivery zone will reach from east of Bathurst Street to Markham Road, and from Steeles Avenue to Lake Ontario. Costco already has one of its conventional stores not far to the north on Warden, south of Ellesmere Road. However, the new Business Centre will be part of mid-Scarborough’s Golden Mile area, known for bigbox retailers such as Walmart and Staples. At 127,000 square feet, the Costco Business Centre store will be smaller than other Costcos in Toronto, and won’t have some of the extra in-store services family shoppers may expect. The Thermos Road location also offers shorter but more "business-friendly hours," open Monday to
Friday from 7 a.m. to 6 p.m., and Saturday from 7 a.m. to 4 p.m. The format, said to be a throwback to Costco’s earlier U.S. operations, is meant to appeal to owners of food services, offices and smaller grocery stores - stocking items such as bulk foods, commercial kitchen wares, cleaning supplies and office furniture. Costco says business owners will find the same items available both online and in the store. "The arrival of this new concept in Canada will enable Costco to better respond to the needs of Canada’s business owners," Andrée Brien, a senior Costco Canada vice-president, said in a release. "As a result, we hope to also bring new consumers to discover the benefits of a Costco membership."
Online hub for muralists launched A Scarborough not-forprofit organization has launched an online hub for muralists. Mural Routes said its new website, muralroutes.ca, offers a "centralized hub for muralists and anyone interested in public art to connect, learn and develop." The site includes a con-
tinually growing mural map of Canada, a directory of member artists and educational resources. The project was funded by an Ontario Trillium Foundation Grow Grant made in late 2015. Mural Routes has been working for more than 20 years to support and pro-
mote public wall art, and education has been a key focus for the organization since 2001. In January, the group launched the Mural Art Learning Institute, a cohesive training program with four levels. About 150 people have taken part in the program.

Reflections on the year past. Resolutions for the year to come. It’s all the rage this time of year. When it comes to resolutions, like exercising more or being more productive at work, I often start out strong, lose momentum, and then by the end of the year wind up where I started. All the self-help gurus I’ve read seem to say the fewer goals, the higher the level of success. So, when it comes to Scarborough I’ve created three recommended resolutions for the politicians, leaders and pundits who purport to be invested in us. Retire the ’Scarborough has some good’ mentality: I hear it often. It was amplified earlier this year when residents in The Beaches were upset about possibly having to become part of a Scarborough ward. Often, it’s said as people point out areas like the Bluffs or the

Scarborough has a lot of good, and it extends far beyond these hand-picked areas. Get on with the transit relief already: Many who ride the Scarborough RT and the area’s various bus routes regularly have given up on the idea that relief is on the way. The Scarborough Subway line has morphed so many times. Who can blame those skeptical it will ever materialize? Even if it is just one stop. In 2017, Tory and company need to give us tangi-

Each year the Ontario Long-Term Care Association (OLTCA) bestows a lifetime achievement award to a member of one of its homes and this year’s recipient is from Scarborough. Lillie Johnson was honoured in late November at the association’s annual awards conference in Toronto - and further recently honoured at her Extendicare Rouge Valley home. The award is bestowed on an individual who has made remarkable accomplishments and outstanding contributions to society, their community and/ or their long-term care home. Extendicare staff who missed the conference felt that they could not leave it at that and were determined to continue celebrating Lillie Johnson in the place she calls home. Born in 1922, Lillie is the epitome of the senior of today, one who continues to contribute to her community at any age, who sees age as a gift and not a challenge, said a news release from the communications team at Extendicare. "She has worked for more than 70 years caring for, teaching and working for her community. One

She has been a volunteer at many art organizations throughout the Greater Toronto Area (including inventory researcher for the late Doris McCarthy) and recently participating in a successful exhibit (Mirage a Trois - Visions of Three) at the McKay House in Unionville. area of immense contribution is Lillie’s work with Sickle Cell, a disease where she still volunteers to this day. Because of her work, Sickle cell is routinely tested on newborns in Canada. "Lillie got her grit and determination from her parents and especially her father who was also an advocate for others. We continue to see that determination today through her interactions in her com-

Kennedy BIA is extending its thanks to all of the stores and personal donors who opened their hearts and pockets to grant hundreds of kids the opportunity to open a gift on Christmas morning. The local merchant association celebrated yet another year of giving by assisting the Toronto Police 41 Division with their Auxiliary Police Toy Drive. During the presentation, Kennedy BIA was awarded with an honorary plaque from the Toronto Police Service for theirefforts throughout the years. "With the collective efforts of Sharilene Rowland, Eddy Jagan, Ammar Odeh, the entire BIA Board and a special group of volunteers from Trios College, our tradition for yet another successful year has drawn to a close," said a BIA news release on their website. "We look forward to participating and giving back next year and in the years to come."
