"The person starts to leave through the car wash bays out to the back of the premises, and Mr. Rozik continues to follow him while he’s waiting to be connected to the police." "Send the police right now. There’s a guy in here asking for my cash. I’m at 1566 Midland," Rozik told the 911 operator. "Stop following me," the suspect is heard telling Rozik in the 911 recording, which police release to The Scarborough Mirror last week. "No, I’m going to follow you out," Rozik screamed back. Moments later, the suspect turned around, removed a gun from his waistband and opened fire. "Mr. Rozik immediately fell to the ground, and the individual continued walking out," Gallant said in an interview. The shooter got back into the tan car and was driven away. Police don’t know if the driver was an accomplice, though he or she likely does know who the suspect is. "There are three different scenarios for that driver: had no knowledge (of the crime) whatsoever, had the knowledge and dropped him off and picked him up or didn’t have the knowledge until after the fact," Gallant said. "I would like to see that person, if anyone, come forward and say here’s what happened that day." Rozik, 49, opened his car wash business nine months before he was

"Ironically, he trained everyone that when they get a robbery, don’t worry about it, just give them what they need," Rozik’s widow Maggie said. A friend of Rozik managed the car wash for two months after the murder. Then Maggie ran the business for two years before it was sold.
"It was extremely difficult at the beginning because at some point I realized this is the spot where he passed away," said Maggie, noting her husband was a "great" and "hardworking" man. Last year, police posted a $50,000 reward for information leading to the arrest and conviction of the murderer. "We need closure. We
need to know why. Did he provoke him? Was it really a robbery attempt?" Maggie said. "I just want peace of mind. I want my kids to close this topic and just have the good picture of their dad." Maggie’s son Michael, 15 at the time, was working at his dad’s car wash on the day of the murder but left just minutes before the suspect arrived.
"He got a call from a friend: ’Let’s go swimming at my condo,’" Maggie said. Michael, who is now studying law abroad, asked his dad if he could leave early, and his dad agreed. "My son always regretted it and said ’I should have been there,’" said Maggie. Police said not one tip has been received from the
public on the case. Rozik’s relatives are frustrated that no arrest has been made and are critical of some aspects of the investigation. The family’s lawyer Mireille Dahab said there were four eyewitnesses at the car wash at the time, though no attempt was made by police to create a sketch of the shooter. "They don’t have a sketch and it might be too late with everybody’s memories fading," she said. Gallant suggested a sketch may have been counterproductive. "Putting a sketch out there that may or may not be the individual may not have been the right thing to do at the time because it could’ve led to false identifications," he said. "It’s an investigative decision that’s made initially by the investigators who are working the case. They know the case inside out from the start as it unfolds." The suspect is black, in his early 20s, six-foot-three to six-foot-four, with short dark hair and an average build. He wore a white long T-shirt, long denim shorts, black Nike running shoes with white soles and a white swoosh and white ankle socks. Police believe he also wore a black Blue jays cap. Gallant noted there’s a good chance the suspect is from Scarborough. "He was fairly direct in the way he walked and where he went, so that tells me he knows the area." Time to fix Toronto’s too-low property tax problem Toronto’s budget committee has heard from 230 members of the public concerned about the city’s operating and capital budget for 2017. And if the committee were seriously listening to those deputations, the course forward on the year’s budget would be obvious. First, preserve services that impact Torontonians: services that include but are not limited to subsidized daycare, shelter services, library hours, public housing, transit, and to at least one Toronto Olympian, swimming pools. And following from that, finance it all adequately; which is to say, Toronto Council should raise property taxes appropriately for the many tasks at hand. There were some, such as representatives of the real estate sector, who worried about changes to collect more revenue from the municipal land transfer tax and urged status quo. But there were only a handful if that, who suggested that Toronto’s property tax rates were too high and needed to be reigned in. That, of course, is because property taxes in Toronto aren’t too high. Indeed, single family homeowners pay lower property rates than anywhere in the Greater Toronto Area, and have since Toronto was amalgamated nearly 20 years ago. Those single family homeowners are also bearing the burden of infrastructure and service demands that other, smaller municipalities don’t have to contemplate: an aging public transit system and a vast inventory of public housing. It confounds reason to think that the city has managed to give its residents such a deal on their taxes for so long. And yet this year, Mayor John Tory and budget chief Gary Crawford are sticking to a pledge to raise property taxes only by two per cent. This won’t close a budget gap of $91 million in total, so it is likely in the coming month that Toronto’s budget committee and City Council will have to disappoint some or maybe all of the people who came forward asking that services and subsidies be maintained - and cut. As well, council will have to dig into reserves and defer important investments, to the tune of $100 million. Politically, it is easy to understand why Mayor Tory doesn’t want to waver on property tax rates. He did promise inflationary tax increases, and might lose support in some quarters if he goes back on that promise. But what is politically expedient is not financially, or societally sustainable. Council needs to move beyond expedience, and raise taxes to an appropriate level.

Lawyer’s lonely mission takes him to the streets Mukhtiar (Mark) Dahiya brings free legal help to homeless people in Toronto. Tall and fierce, Dahiya, a lawyer from Northern India, has made pro bono street law in his adopted city his mission, and works at it despite being unable to do so officially, as a lawyer of record. It has cost him. The Beach resident has seen people decline into drugs and mental illness, and knows many who died. He’s attracted unwanted attention from police. He contracted tuberculosis. Dahiya’s now 65, but won’t give up his dream: to open the City Law Centre, an office where people without homes or money can get a will, or deal with

"I kept many people from suicide." But since he became a lawyer here in 2006, Dahiya says the Law Society of Upper Canada has held him back from doing what other lawyers won’t. As a street lawyer, he couldn’t afford licence and insurance fees for a practice, so he’s appeared in summary trials for the homeless as an agent, rather than lawyer. Short of funds, he was told last October he’s now exempt from the lawyer’s annual fee but, as he’s considered retired, he can’t provide legal services. If he returns to practice law, he’d have to pay insurance. Last week, the city announced it will finally begin recording and assess-
ing all the deaths of its homeless, hoping this can lead to their better health. But who will see to their legal rights? Dahiya argues the homeless don’t stand in lines for legal aid. He refuses, after all he’s tried, to join any charity or church who can fund his dream. "That is beneath my dignity," he says, waving his hand. A storefront clinic may not be something Dahiya, for all his passion, can achieve. But that doesn’t mean he’s wrong. The City Law Centre must exist. MIKE ADLER madler@insidetoronto.com It’s like the floodgates opened. After 25 years with Raymond Cho as councillor, people in his ward can choose one of 29 candidates vying to replace him. Still, in the Ward 42 byelection called for Feb. 13, one of the area’s more familiar faces may have an advantage. At a launch event last month, Hratch Aynedjian, Cho’s former executive assistant, lined up with Cho - who became ScarboroughRouge River MPP in September after a campaign Aynedjian helped run - alongside fellow supporting Scarborough MPPs Brad Duguid and Soo Wong. "I’ve been involved in municipal and provincial politics for over 25 years - I can hit the ground running," Aynedjian says on his website. • Another candidate with a lot of experience campaigning in the ward is Neethan Shan, who became the area’s public school trustee last January, handily beating 19 opponents. Shan, a former Malvern youth
worker, ran for council against Cho in 2010 and 2014, and again in last September’s byelection as a New Democrat. • Also running is George Knia Singh, a former Green candidate for the riding whose website says he "has been defending the cause of Scarborough-Rouge River for twenty nine years" by working against racial carding and substance abuse in Toronto. • Ferduse Bari, a former telecommunications engineering executive and an expert on clean water technology, founded a local group called Malvern-Scarborough Community Network and Care, and was the first candidate to sign up in November. • Kingsley Kwok is also making a first attempt at politics. Kwok is a registered respiratory therapist from the ward, known for his activist work with Scarborough Health Coalition, Scarborough Transit Action and other groups. • Amanda Cain is the founder of Scarborough Alliance of Youth Workers and Educators, and proposes - among other things - adding speed bumps to areas of the
ward where speeding is common. • Sandeep Srivastava says his own community involvement and political experience "has given him strong insight into the issues and concerns of Scarborough-Rouge River including taxes, businesses, families and communities." • David Nissan, another candidate, says he will vote "against tolls and other unfair taxation on middle-class families, encourage business growth and investment, and empower our diverse cultural and youth groups." • Sohum Prashar says he understands issues Ward 42 residents face, "be it the increased transportation times, a lack of engagement within the community or simply the lack of access and transparency" leaving them feeling unheard. • On her website, Aasia Khatoon says she’ll work hard to exceed the most important expectations of the people of her ward. The first on her list is distributing free fertilizer, "not just once but twice a year." Other candidates who regis-

Here on the eve of the inauguration of presidentelect Donald J. Trump in Washington D.C., it’s hard not to think about the inaugural meeting of Toronto Council in 2010, and the years that followed it. There are all sorts of parallels between Rob Ford, amalgamated Toronto’s third mayor, and America’s soon-to-be 45th president. But the one that strikes me most this week is the one that impacted me most in 2010: their declared war on portions of the news-media. Both Trump and Ford took full advantage of an early advantage. In Trump’s case, it was the report of unverified intelligence information on the website Buzz Feed, and a more restrained report on same by CNN. In Ford’s case, it was a series of reports during the election by the Toronto Star, calling into question his methods coaching high school football.

DAVID NICKLE The City Trump, in high dudgeon, refused in his first, rare news conference to take questions from a reporter from CNN and flung invective at both organizations. His Transition Team has mused about tossing the Washington press corps out of the West Wing of the White House. Ford, you may recall, ordered the Toronto Star banished from the mayor’s office’s email notification list, falsely denigrated one of the Star’s reporters as a pedophile, and later in his administration, hid from growing scandal behind the doors of

the mayor’s office and the bluster of his brother Doug. Through much of this time, the Toronto media was fighting a rearguard action in the war over public opinion with the Fords. I was President of the City Hall Press Gallery at the time, so was something of a public face for my colleagues. It had amazed me at the time, how easy it was to denigrate journalists trying to bring light and accountability to a highly-questionable mayoralty. What also has amazed me, though, was how possible it was for good journalists to turn that denigration around with tough, diligent reporting. Seniors closing the gap on digital divide HILARY CATON hcaton@insidetoronto.com At 101 years old, Bessie Stallworthy has a cell phone, can send emails, use Facebook, blog and search the web from her laptop or iPad. "I have to admit, it’s pretty awesome and I started tinkering with the computer with no purpose at all. I just wanted to learn something different," said the centenarian who has lived in the Upper Beach neighbourhood for 65 years. She first dabbled in technology at the age of 79 as a New Year’s resolution. One of her friends gave her an old laptop and printer and she began her foray into technology. She’s never taken a computer course, but instead has either learned on her own or had a little help from her friends. She uses her computer to send emails and her iPad to go on Facebook and look at pictures from her recliner. She still continues to explore the world through the Internet, when many seniors, 20 years her junior, feel overwhelmed by the concept of technology. "I have an interesting life thanks to computers and technology because I have so much at my fingertips now," she said. Stallworthy is one of the many seniors across Canada who are choosing to not be left behind on the "shoulder" of the information highway. According to Statistics Canada, seniors have the fastest growing rate of Internet usage in the country. The number of Canadians 75 and older who choose to go online spiked from five per cent to 27 per cent from 2000 to 2012. It’s a trend the Canadian Association of Retired Persons (CARP), a non-profit organization that advocates for financial security and improved health care for Canadians over 50, is noticing more and more, said chair of the Toronto chapter Adina Lebo. "Seniors are using technology rather socially for

CARP encourages their membership to keep up with technology as a part of active living after retirement, which is where seniors begin their decline and disinterest in technology; when they leave the workforce. "We are in an increasingly digital world and if you’re not digitally connected you’re not part of the world. You’re left behind," Lebo added. But it’s all about the right motivation for the majority of seniors to adopt the technology in the first place, ac-
cording to University of Toronto professor and co-director of the Aging Gracefully Lab Dr. Cosmin Munteanu. Society is pushing more towards intergenerational technology use with generations coming together in digital spaces like Facebook and Skype. "It gives them the option to be more a part of the family life as family life becomes more digital, it forces them to adopt technology," said Munteanu, who also works on creating apps to bridge the digital divide between seniors and youth. Youth make up a large portion of tech users today having grown up with technology right at their fingertips from infancy. From using touch screen technology
on phones and tablets to using SnapChat, kids are consuming technology faster and earlier than previous generations and have access to the Internet like never before. According to MediaSmarts, a non-profit organization focusing on digital and media literacy, 99 per cent of the 5,436 Canadian students they surveyed in 2012 from grades 4 to 11 have access to the Internet outside of school. "It’s always shocked me at how fast this generation has picked up technology. It’s just second nature to them," said Penny Staznik, a mother of two boys, who already has one of them asking to create a YouTube channel with friends.
"I think it’s the mentality that they’re not afraid of it. It’s always been there so they just go for it." Staznik’s oldest son, Goran, is nine years old and loves computer programming. He’s working on creating his own video game with the help of MakerKids, an after school program in Bloor West Village. It focuses on teaching kids ages eight to 12 about robotics, coding and Minecraft. The company’s lead instructor Graham Steele sees firsthand the amount of technological knowledge kids already have when they walk through the doors of the program. "They know about the concepts we teach, but they’re missing the applica-
tion portion, like what can you actually do with that knowledge. Now if they have ideas, they know the first step in where to go to pursue that idea," Steele said. Kids are building video games, hot water heater switches and more. That thirst for technology is a gateway to creating a more technologically literate society that will hopefully also include more tech-savvy seniors. "There’s no dearth of opportunity for you as a new person to tech, young or old," Lebo said. "The connectedness we have is less of a burden and becomes more like a need for many of us no matter what your age."

Bob Rae says Scarborough private garbage plan’s immoral DAVID NICKLE dnickle@insidetoronto.com Former Ontario premier Bob Rae told the city’s Public Works and Infrastructure Committee that contracting out garbage collection in Scarborough would be foolish and immoral. Rae, who spoke at the Jan. 18 meeting of the committee "in my status as a citizen," urged the committee
to reject the plan put forward by staff to introduce "managed competition" in Scarborough for garbage collection. The plan, put forward by staff, would see CUPE Local 416 compete with the private sector to collect garbage in District 4 - the former municipality of Scarborough. While staff said they believe Scarborough garbage
collection is cost effective and efficient, they recommended plan in Scarborough would let the city see just how efficient as compared to the private sector. Rae, who led the Ontario NDP government in the early 1990s and also served as interim leader of the federal Liberal Party, said the city has no need to go to the private sector in Scarborough when the western half

I want to believe in our individual and collective ability to bring about change.In fact, this is a time when we especially need change agents at a grassroots and community level. And we need media to amplify stories of these change-makers and their work.Forget fake news, I’m looking for positive news. Stories about people like Huda Hussan, a Toronto PhD

I am not naïve to the idea that the more gruesome or salacious a story is, the more eyeballs it attracts, or to the age-old newsroom ideology of ’if it bleeds, it leads.’ What I’m saying is that for many - especially those of us belonging to marginalized groups - we will need as many stories that incite hope as we can get. Especially since we won’t be able to count on U.S. presidential speeches for that type of inspiration anymore.

"I’m hoping it is a beginning," said Ravi Gukathasan, a Scarborough businessman who is giving $2 million to expand Tamil studies at the university. "I do not want, 100 years from now, the Tamils to forget Tamil, (or) where they came from." The CEO of Digital Specialty Chemicals Ltd. left his Sri Lankan birthplace before civil war engulfed the island. His family immigrated to Canada in 1978, and Gukathasan enrolled in what was then called Scarborough College. There were two Tamils on the campus, he recalled. "That includes

That makes UTSC a natural home for a permanent Tamil Studies program which needs about $5 million, Gukathasan said. Gukathasan previously gave a donation of $750,000.
Now, he’s confident others in the community will invest, too. "There are people who could donate now," he said last week. Gukathasan argued people in the Tamil community collected millions to fund the civil war in Sri Lanka, and should make a similar effort to promote Tamil culture in Canada.

"The numbers are up right across the board," said Det. Chris Scherk, coordinator of the crimefighting program. "Our arrests are up, our tips are up and our charges are up." Tips last year led to charges in homicides, internet child luring, child abuse, robberies, breakins and drug crimes. Tipsters can claim rewards ranging from $50 to $2,000 when arrests are made as a result of their information. But Scherk said the majority of the approved rewards aren’t claimed. "That shows me that most people are just not motivated by cash. A lot of times they just want to do the right thing." Since its inception in 1984, Toronto Crime Stoppers has received more than 133,000 tips, resulting in more than 11,000 arrests and the laying of 37,468 charges. "That’s the beautiful part of Crime Stoppers, anybody can be that tipster," Scherk said in an interview. "It could be a family member, it could be a jilted girlfriend, it could
