ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Members of the Muslim community in Scarborough are gripped with grief and fear following Sunday night’s mass shooting at a Quebec City mosque, a local imam says.

"Everyone here is expressing their grief," said Imam Yusuf Badar of the Islamic Foundation of Toronto (IFT) on Nugget Avenue. "They are also somewhat fearful that this rise of Islamophobia could lead to more violence and hate."

The IFT has stepped up security to its mosque and school, increasing the number of functioning surveillance cameras, hiring a security company, locking more doors and warning staff to be extra vigilant.

Badar said the shooting, which killed six men and left 19 others injured, has "sent shock waves across the country, including here in Scarborough."

On Monday night, about 100 people turned out to a vigil held at the Islamic Institute of Toronto on Neilson Road.

going to support each other," he said. "I feel very proud to be a Canadian and it brings a sense of unity and togetherness that we won’t let these types of elements of hate or extremism or terrorism to divide us."

Scarborough-Rouge River MPP Raymond Cho is also organizing an interfaith vigil at 7 p.m. on Sunday, Feb. 5 at the Malvern Community Recreation Centre, 30 Sewells Rd. "This vigil is arranged as a sign of solidarity to respect the victims who have lost their lives in the recent Quebec shooting and also to give support to the families of these victims," an email from Cho’s office said.

Scarborough Centre MP Salma Zahid called the mass shooting a "cowardly and senseless act of terrorism."

The MP said she felt outrage, sadness and concern when she learned of the incident.

"I say to all Canadians: let us choose love," she said in a news release. "Love for those who will grow up without their loved ones.

Love for a community in mourning. Even love for those who try to stoke fear to further their own narrow ends."

Muslim community in grief after Quebec shooting

Scarborough mosque brings 1,000 protesters to city hall DAVID NICKLE dnickle@insidetoronto.com More than 1,000 members of various religious communities came to Toronto City Hall on Wednesday, in a protest hoping to convince Toronto Council to repeal a 2013 change to the city’s zoning bylaw that requires places of worship to locate only in commercial and residential areas, not more affordable indus-

trial lands.

The only trouble? The January meeting of Toronto Council went by extraordinarily quickly - and by the time the protesters arrived, councillors were gone.

At the centre of the controversy was the Sakinah Community Centre, a Birchmount Road mosque that had been operating in violation of the bylaw. The group purchased its prop-

erty shortly before the new bylaw was approved. In 2016, it was ordered closed for safety reasons - a lack of a working sprinkler system and fire alarms specifically.

At City Hall Feb. 1, Imam Said Raheah said that the bylaw as it stands is discriminatory, in that it forces places of worship to purchase land that they might not be able to afford.

"The city is pushing us

to buy land that is commercial and residential, and both of them to the majority of the community is unattainable," he said. "We have over 1,000 people who came here to express our displeasure of this new bylaw. As a faith community we request with our elected officials to consider and work with us to find a resolution and repeal the bylaw."

"I want to make sure that other faith based organizations do not find themselves in contravention of the zoning by-law," wrote Tory, and said he’d asked community media and the Toronto Real Estate Board to ensure that other religious groups are adequately informed.

Provincial politics-as-usual scupper a good toll policy Cowardice.

That’s the only word to describe Ontario Premier Kathleen Wynne’s about-face last week, scuttling Toronto Council’s plan to charge a toll to drive the Don Valley Parkway and the Gardiner Expressway.

The road tolling plan hatched by Mayor John Tory and supported by Toronto Council might not have been a perfect solution to Toronto’s financial woes - even at $300 million a year once fully in place, it wouldn’t pay for the long-term infrastructure needs of the city - but it was a giant step. Dare we say it, approving tolls was a rare courageous move on the part of a city council that has been perennially averse to approving adequate taxation levels.

For some time, it seemed as though the Wynne Liberal government was on-side with the city, and prepared to grant the necessary approval, one mature level of government to another.

But last Friday, the premier changed her tune, and at a news event a safe distance up the highway in Richmond Hill, told Tory and Toronto Council that the Ontario government wouldn’t be supporting road tolls in Toronto after all.

Instead, she dangled funding, a gift that might have been generous under other circumstances, of $170 million a year from the gas tax, for transit in Toronto, by 2021.

It doesn’t take a great deal of insight to understand the motivation for Wynne’s flip-flop. There is an election coming up next year, the Liberals are polling rock bottom, and Progressive Conservative leader Patrick Brown has signaled his opposition to a plan that does impact 905 voters/motorists in the pocket book.

His candidates might well prevail in some of those ridings - enough of those ridings to - gasp! - defeat the government.

So of course - fast as you can say "move that gas plant!", Wynne’s Liberals shifted their support from a sensible plan and replaced it with an inadequate one.

It is in character, and to give Wynne and her predecessor credit for cunning if not statesmanship, it is a strategy that’s worked well for them in the past. Support for the ill-advised Scarborough subway extension cemented wins in Scarborough Guildwood in 2013. And moving the aforementioned natural gas plants in Oakville and Mississauga helped bring about a Liberal win in 2011.

But what works for politics doesn’t necessarily do the job for policy. For once, Toronto Council had gathered the strength to get the policy just right, and as usual, the province played cowardly politics.

Alternate reality beckons at Bathurst-Wilson I’ve always believed reality is bad enough.

It’s bad enough Oswald shot Kennedy and terrorists drove airplanes into the World Trade Center. It’s awful that human beings are affecting the climate on a planetary scale and bringing on a mass extinction.

But there are people here in Toronto who want, or perhaps need, something other than the reality we have.

A billboard now sits on top of Steve’s Restaurant - a place at Bathurst and Wilson which serves a great breakfast - broadcasting a strange message.

On it, a man with roundframe spectacles pokes at airplane contrails with a weirdly elongated index finger. "Are you kidding me," the caption says. "Water vapour?"

Why this would happen is vague, and the evidence for chemtrails is nonsense, but believers in "geoengineering" expand their alternative reality to include things people like me justifiably fear, such as Alzheimer’s and Monsanto Corporation.

Maher, who also arranged chemtrail ads on the Yonge-University subway in 2015 and 2016, says many in Toronto are open to what her group, ByeByeBlueSky, can teach.

"Once you find out about it," she says, "you can’t unlearn it."

I asked if she’s ever doubted the truth of what she’s learned, even for a moment, and no, she hasn’t. Neither have others who believe in chemtrails.

I’m afraid for them. The

shattering "truth" they’ve embraced - governments are poisoning them for profit takes hold of their lives. How could it not?

In a world of "alternative facts" and weakened traditional media, we can expect more of this.

This April, Maher’s group has a booth at Toronto’s Green Living Show for the first time.

Back on Bathurst, there’s no telling how many people coming in for eggs benedict or carrying bags from the No Frills across the street will fall down the rabbit hole by then.

Privitizing Scarborough trash pickup put off DAVID NICKLE dnickle@insidetoronto.com Mayor John Tory has persuaded council to send a controversial report on privatizing garbage collection back to staff for more work.

The move marks a major shift for Tory, who had been supporting a staff plan to explore contracting out garbage collection in Scarborough.

Tory had promoted the plan from the moment the staff report was released itself, a revision of a report that had originally come to council in 2015. That report had recommended against contracting out garbage collection any more than it already is in the city’s west end.

Tory maintained that passing the plan was a fulfilment of an election promise, and that it made sense to try and wring as much savings as the city could from its garbage col-

On Jan. 31, Tory characterized the issue as having become "one of the most contentious issues that this term of council has faced. The report has raised more questions than answers, and I think if we were to move forward on the basis of this report it would lead to a divisive debate at council."

Tory: "Is it intentional to move a motion that says I can’t get the votes on Council so I’ll move a referral so it makes me look better?"

Tory insisted that was not so. But other councillors disagreed.

"I’m glad we had the votes to win the issue today," said Ward 9 Councillor Maria Augimeri, adding that she was disappointed that council didn’t have the opportunity to actually debate the issue.

The debate itself was cut short and council voted 40-4 to refer the matter as Tory had opposed asked.

Only councillors Michael Ford (Ward 2), Gary Crawford (Ward 36), Stephen Holyday (Ward 3) and Jaye Robinson (Ward 25).

Ward 37 Councillor Glenn De Baeremaeker, who serves as a Deputy Mayor to Tory, insisted that the vote was not a defeat for Tory, but a sign of unusual unity for Toronto Council.

York, UTSC servers walk off job over wages "Poverty wages" on Toronto campuses are unfair: union MIKE ADLER madler@inside toronto.com Most food servers at University of Toronto Scarborough make $11.50 an hour, a dime above Ontario’s minimum wage, and their colleagues at York University Downsview aren’t doing much better.

Their union, UNITE Here Local 75, staged a one-day strike by servers at UTSC on Tuesday, and will do the same thing at York’s main campus on Thursday.

Members say they’re paid “poverty wages” on the campuses for the same job servers do at U of T’s St. George campus downtown, where most earn $20 an hour. “We need to get the same; we deserve it,” said Jemilie Adajar, who earns

underway with the union are between Aramark and its employees, and the university isn’t involved.

David Sanders, the local’s organizing director. said UTSC and York have responsibilities as “anchor institutions” to ensure everyone on their campuses makes a living wage. “The university could fix this tomorrow,” he said.

It has been a bad week for our mayor.

Within the space of five days, John Tory was defeated on two signature policies, both of which had cost considerable political capital to pursue but fell apart anyway.

The first came Friday, when Ontario Premier Kathleen Wynne announced that despite Toronto council’s approval, she would not allow Toronto to impose a road toll on the Gardiner Expressway and the Don Valley Parkway.

Supporting road tolls was probably the biggest risk that Tory has taken in a relatively cautious term of office, and getting councillors to stand behind it was a powerful assertion of mandate. Tory hadn’t supported road tolls historically, and they are unpopular in parts of the city. Doug Ford, who came in second to Tory in 2014’s mayoral race, was already using it as a talking point.

have the support of his own council. But it wasn’t for lack of trying. Tory announced his support for the plan the moment it was released, and maintained it even in the face of high-profile opposition and information suggesting that Scarborough was well served by city workers and had waste-diversion rates that were the envy of the town.

Tory insisted that wasn’t the problem - that he simply understood the matter needed more study, and so moved to refer the matter back to staff for another report - that everything was fine.

It sure didn’t seem that way.

DAVID NICKLE The City But the plan would help support the costly unfunded infrastructure program that Tory inherited and then added to, with a subway in Scarborough and an elevated highway downtown. It was a linchpin in a fiscally-sustainable city not the only element, but a major one.

And then on Tuesday, Tory retreated on what might have been another element in that sustainability: a plan to contract out garbage collection in Scarborough, or at least test it in the marketplace.

Last week’s shocking rejection of Toronto’s road tolls plan by the Wynne government evoked some ineffable truths about this city’s place in the provincial pecking order.

First, Queen’s Park shows no sign of ending its parental relationship with City Hall. Second, with an election a year away, the Ontario government seems to care more about 905 votes than the 6ix.

All of this is to say John Tory, who has banked his legacy on the building of pricey mega-infrastructure, now has a severe cashflow problem on his hands.

With the Premier shutting tolling as an option, there is no real way to pay for everything on the city’s extensive shopping list.

Barring a last-minute bailout, Tory and Toronto council will have to shed some items.

But what to cut? It won’t be SmartTrack, the signature plank from Tory’s 2014 winning election campaign. And the Scarbor-

RAHUL GUPTA TO in Transit ough subway extension seems safe as well despite a ballooning price tag, thanks to strong council support.

But the Gardiner Expressway? That is a totally different story.

Despite Tory’s consistent championing of the Gardiner "hybrid"- rebuilding and extending the crumbling, elevated portion of the expressway to save motorists a handful of minutes on their commutes - he has no long-term funding plan in place now that road tolls are off the table for what has morphed into a billion dollars-plus project for construction alone.

FRANCHISE OPPORTUNITY

With decisions looming for essential transit projects like the Relief subway line, the TTC’s No. 1 expansion priority, something’s gotta give.

Doing away with 1.7-kilometres of antiquated expressway not only saves the city billions in construction and maintenance costs, it frees up prime waterfront land long held hostage. Given the plan to save the Gardiner received a bare majority of approval the first time around, it’s unlikely to expect a severe outcry if it gets scrapped.

As he showed with his unprecedented pivot in support of tolls, John Tory has shown the capacity for thoughtful reconsideration of policy decisions. He should do the same with the Gardiner, and endorse its teardown.

One who didn’t is Hratch Aynedjian, Cho’s former executive assistant, running with his blessing.

Aynedjian stressed the need for a "fast, efficient transit system," and while the city has no plan to do it, said he’d work to extend the Sheppard subway east to Malvern Town Centre.

He wasn’t alone in saying the ward needs rapid transit, though for now the so-called Scarborough Subway, originally planned to reach Sheppard Avenue, will dead-end south of Highway 401.

A proposed Eglinton East light rail line to University of Toronto Scarborough, meanwhile, is unfunded, while a Sheppard East light rail line east to Morningside Avenue is funded but stalled by the province.

Neethan Shan, a candidate who’s also the area’s public school trustee, said without respect from City Hall, "we’ll never get our subway" or a northward extension of the light rail line to UTSC into the ward.

"Without respect, we’ll continue to receive less funds per capita than other wards for community infrastructure," Shan added.

Mohammad Shabani, another candidate, said "respect" means equal treatment by the city, including an "equal share" of transit services, construction projects, and community services.

Stella Kargiannakis said the city’s "neglect" left the Scarborough-Rouge River ward with "a dearth of library and recreation facilities," plus a lack of rail

David Nissan said the area has "one of the lowest number of infrastructure projects," as well as "an effective brain drain of our youth," leaving for elsewhere. Long-term planning is what’s needed most, he said.

Knia Singh said a lack of resources and jobs for young people "is at the forefront" of the ward’s problems. The Malvern library’s SPOT Centre is "no longer accessible to the youth in the area, and as a result the youth are in public spaces with nothing to do," he added.

Dipika Patel, another candidate, said changing the community must start with engaging its youth, "to make them good citizens by

providing them required skills sets which will allow them to have decent earnings and living standards."

Tebat Kadhem also said civic engagement, is "without a doubt," the ward’s most important municipal issue. "It’s not just the young adult voters but also the aging population who feel disenfranchised," she said.

Bev Dixon said residents were most concerned about youth unemployment, and promised to create "a program for excellence," including partnerships with schools and community-based groups, to help. "They will be our future leaders, entrepreneurs and teachers," she said.

Khamy Ganeshathasan

emphasized the ward’s rising senior population needs "access to activities they wish to pursue," and she is aware of their cultural and economic needs.

Kingsley Kwok said local people "are concerned about planned cuts to city services," including hours at libraries and community centres.

Talk of privatizing city services like garbage pickup "shows a lack of long term thinking, and will mean residents in my ward getting a worse deal down the line," he said.

Zuhair Syed said lack of urban planning resulted in ward neighbourhoods "that are underserviced by parks, business enclaves and gathering places for people."

Deborah Dale said area development must focus on smart growth principles "that will provide more local employment, walkable neighbourhoods, and protection for natural spaces."

Ferduse Bari said the ward’s most important municipal issue is its finances, and pledged to bring his 30 years of experience "into the city chambers to find a comprehensive way to fill the gaps" in the budget.

Sandeep Srivastava said his number 1 issue is keeping municipal taxes low and finding "efficiencies" in service delivery. "Like all Torontonians, our area residents are overburden by taxes from all levels of government."

Sarah Chung said it’s unfair for the city to add

new taxes, and should focus spending on "core services" needed for day-today lives. "We cannot tell people we are exercising good governance when we ask them to pay more but refuse to correct our own irresponsible spending," she said.

While infrastructure investments are important, Jobin Jose said, multiple construction projects at the same time "creates more congestion and frustration."

He’d work to widen Steeles Avenue east of Markham Road, he said, and Tapscott Road south of Steeles.

"The current congestion is a nightmare and something needs to be done to relieve it."

Lucky for those in positions of power, they have a cohort of ’70s, ’80s and ’90s babies - children of immigrants brought in largely under policies of Trudeau senior - who grew up in communities like Malvern, with an endless amount of lived experience.

Government officials and community leaders should privilege our intelligence. What works, what doesn’t. What it’s like to be a racialized Canadian born here or abroad. What it’s like to enter and stay in the workforce.

In many cases, my gen-

eration’s parents struggled through the immigration experience when there were far fewer resources than there are today. And, as we see from the many reports of what life is like for Syrian refugees after one year in Canada, the system is still very flawed.

Many applauded Justin Trudeau’s recent decision to appoint Ahmed Hussen, once a refugee himself, as the new Minister of Immigration, Refugees and Citizenship, saying no one could understand the experience of a refugee or immigrant better than someone who’s lived it themselves.

Twenty years from now, immigrants and children of immigrants are expected to make up nearly half of the Canadian population.

A recent Statistics Canada report highlighted this among other projections: racialized people will make up a growing percentage of the workforce, 50 per cent of immigrants will be from an Asian country, and 13 to 16 per cent of the population will practise a nonChristian religion.

Immigration is expected to greatly impact the cultural landscape of Canada across the country - and not just in Toronto, Montreal and Vancouver.

Having grown up in a pocket of Scarborough where 90 per cent of the population self-identified in the national household survey as "visible minority", this Canada of the future is one I’ve always been immersed in.

The way the media tells it, this immigration forecasting means there’s a lot of work to do across Cana-
