Ninety per cent of parents coming to this room, four days a week, are newcomers to Canada, learning skills they can take home, says Koroneos. "It demystifies the whole Canadian school system for them." The Byng Avenue school, and Samuel Hearne Middle School next door, function as community resource centres, not just for children but their parents too. They need whatever help they can get. Raising the Village, a new City of Toronto initiative, ranks Oakridge - a pocket in Scarborough of modest houses, apartment towers and auto-related businesses north of Danforth Avenue - at the top of its list for neighbourhoods with the most "inequities" when it comes to raising children. Oakridge’s family poverty rate is nearly 55 per cent. In Etobicoke’s very affluent Kingsway South neighbourhood, at the other end of the rankings, it’s just above five per cent. Toronto divides into rich and poor areas. Raising the Village is meant to show authorities where surgical investments in

"It’s a mammoth program that’s going to take years to fine tune," James Pasternak, a North York councillor, said last month. "I think this mayor and this administration is prepared to develop it and invest in it," Pasternak said, but adding those resources to build a more child-friendly city won’t be cheap. The two Oakridge schools, with 1,200 students between them, already get extra funding to cover costs of field trips, free eyeglasses, pediatric clinic referrals, hearing and dental screenings. They have a settlement worker, teaching and

learning coaches. They host meetings for parents, and stay open until 10 p.m. as subsidized community spaces. They hire parent volunteers as lunchroom supervisors and clerical staff; many were teachers or administrators back home, said Oakridge’s principal, Heather Groves. After years of effort, Oakridge and Hearne just got artificial turf laid on the field between them. The neighbourhood lacks recreational green spaces for children, and so many were on the field, grass wouldn’t grow. Parents said, "Our kids have to stay home in the buildings because there’s nowhere to play," said Sohail Shaikh, Hearne’s principal. Many Oakridge parents, now predominately South Asian, arrived in Canada with one or more university degrees, though
those may not be recognized here. They’re dedicated to their children, Shaikh said. Kingsway South, between Dundas Street West and Bloor Street West, is a very different place. It’s an "extraordinarily homogenous" neighbourhood of single-family households led by professional couples, and blessed with parks and good neighbourhood schools within walking distance, said Pamela Gough, the area’s public school trustee. Kingsway’s children, she said, are well-supported by families attentive to their needs, and emerge from schools having had high-quality education and guidance. "You’ve got the basics for success right there." Raising the Village notes only three per cent of children in Kingsway South were not participating in either arts or sports,
compared to 54 per cent in Glenfield-Jane Heights. Public school trustee Tiffany Ford, who represents that North York neighbourhood, said many parents along Jane Street and other marginalized communities find it hard to get children into arts and sports programs. Sometimes lack of information, transportation or the costs of programs can be a barrier, said Ford. "As a resident, I can see there’s a lot of programming here, especially in Jane-Finch, but it’s still not enough." Toronto’s six-year-old Child and Family Network (which includes school boards, United Way and Ontario’s education ministry) based Raising the Village’s "inequities score" on five factors (see sidebar), chosen "because they are known social determinants of child health." Family poverty is given the most weight, but parental unemployment, low parental education, lack of knowledge of English or French, and housing "below adequacy, affordability or suitability" standards count too. Neighbourhoods with the least "inequities" get a negative score. Oakridge is highlighted as the one with greatest inequity, but the score "doesn’t do justice to the whole story," said Parthi Kandavel, its public board trustee. Some poverty in Oakridge spans generations, and social problems result, but many are recent immigrants or refugees working hard to make their way out of social housing, Kandavel said. "The supports are there and should help. Will it change the outcome?"

Tougher penalties could curb distracted driving The symbolism was perhaps a bit heavy handed, but the message was crystal clear. In the continuing effort by police to convince drivers that texting or talking on cellphones while behind the wheel can be disastrous, Toronto police recently put a hearse into service as an unmarked vehicle. The grim visual, part of a weeklong effort to combat distracted driving in the city, was intended to convey the message to motorists that using mobile hand-held devices could land you or someone else in that sombre vehicle, so common to funeral processions. If the approach seems dramatic, it’s important to point out that authorities are fighting an uphill battle when it comes to ending distracted driving, as they are with impaired driving, despite decades of powerful messaging and RIDE campaigns. This month the OPP held its own distracted driving campaign and laid more than 2,400 distraction-related charges over the period of a week. The OPP say deaths linked to distracted driving are outpacing those due to speed, so far in 2017. Last year, police observed the phenomenon become even more common than drunk driving. By the end of August last year, there were 38 distracted-driving deaths, compared to 19 impaired-related fatalities. Overall, 2016 saw 309 traffic fatalities on OPP-patrolled roads, up from 301 the year before, and distracted driving was one of the main causes. In Ontario, texting, talking into a hand-held mobile device, even eating while driving, can result in a fine between $490 and $1,000, plus the loss of three demerit points. A ticket can also result in a $200 or more uptick on your insurance bill. Distracted driving has been illegal in this province since 2009. Insurance Bureau of Canada statistics show that a driver is 23 times more likely to be involved in a collision if texting while driving and four times more likely if talking on a cellphone. Eighty per cent of collisions involve some sort of driver inattention. But drivers continue to do it. A Canadian Automobile Association survey, conducted late last year, revealed that 33 per cent of Canadians admit to texting at red lights. If stiffer penalties are what’s required (Transport Minister Marc Garneau is calling for national standards on fines) then they should be implemented. We can’t allow distracted drivers to continue to make our roads more dangerous.

On poverty, Toronto listens to experts Years ago, Cassandra Chambers was in a parking lot in Scarborough’s Bay Mills area talking to six youths who, like her, were West Indian. They believed their only option was playing basketball or rapping, things "the whole society and media told them they were good at," she remembers. To them, high school "was an elaborate daycare." Chambers took those kids to Union Station, then randomly stopped people "who looked like us," on their way to accounting, media and marketing jobs. One man did mineral trades. Two youths got placements with him, and Chambers, trained as a legal assistant, became a social worker, running a program called Youth Outside

erty strategy. The group is diverse in cultures, ages, levels of poverty. Hearing what other members struggled through inspired Chambers, showing her, "One, you know you’re not alone, and two, you can help." How do you interview for a job when you’re missing teeth, or don’t have a phone? Chambers has asked around to find clothing for people seeking jobs. "That helps one or two, but the reality is the number of people in poverty that want to work is in the thousands," she says. LEAG will focus on getting over the obstacles keeping people poor. Many LEAG members are experts in this, surviving addictions, criminal charges,
post-partum depression as single mothers, sudden unemployment; some used the city’s shelter system, says Pam McConnell, downtown councillor and Toronto’s poverty reduction advocate. The group’s not an experiment, she says. "It’s the way in which we should do business." Chambers, who lives in Malvern and recently became an artisan baker, believes the anti-poverty strategy is "on a good path." The vote affirms the subway plan will progress with planning and design work, along with a plan to build an expanded bus terminal at Scarborough Town Centre. Council did not support a motion from Josh Matlow seeking a study comparing cost benefits of the subway extension with a previously approved but now cancelled plan, voting against the councillor’s motion 17-27. Following the vote, which ended a full day of often rancorous debate, May-

The subway extension project has escalated in cost to $3.35-billion and all but exhausts the existing budget for the previously approved Scarborough network plan that now leaves an eastern extension of the Eglinton Crosstown LRT unfunded. Rather than derail the subway plan, Tory said council critics of the plan should focus on convincing other levels of government to fund the full plan. "I hope that maybe we can move forward from this continuous re-deciding of the question of LRT versus subway," said Tory flanked by fellow subway supporters Tuesday evening following the debate. "If they could devote 10 per cent of the energy devoted to fighting (the subway) to help me fight for (better funding) they would be doing a far greater service to the people of Toronto." "I believe we need to move forward with facts, not hearsay," said Matlow. "If the mayor and some members of council don’t even want to look at that then why do we pretend we want the facts in front of us?" During the debate, Tory was called out by Matlow
and others for citing unproven contentions the new subway station will save travel time, something he admitted he had heard from Scarborough residents. In response Tory seemingly took a page from U.S. president Donald Trump, angrily accusing critics of the plan, of which he includ-
ed some journalists, of questioning his integrity. "I take offense at a journalist who tweeted I was basically being dishonest by simple r˚eciting what people had told me (at a public meeting)," he said. As per the original approval, city staff will update council on designs for the subway station, likely in spring of 2018. Council has debated the matter 10 times now, something which should be expected given the cost of the project and the complexity of transit infrastructure, said Councillor Shelley Carroll who supports the LRT plan. Council also supported a motion from Scarborough cou˚ncillor Paul Ainslie seeking a firm timeline and funding plan for the Crosstown extension with a report due next year. Construction on the subway station is expected to take at least six years and not likely to begin until at least 2020.

I live in Toronto Community Housing, a very old, a very run-down building," said Line, adding the elevators are frequently out of service, leaving her stranded either in the lobby or in her eighth-floor unit. Line said she’d like to see "better care of Toronto Community Housing because if I’m going to be in poverty then at least I won’t have to live like a dog. Scarborough residents split at meeting over transit Despite claims, Scarborough isn’t united behind subway plan MIKE ADLER madler@insidetoronto.com Murto Hilali is 14. He doesn’t control Toronto’s purse-strings. But the young East Scarborough resident has a stake in which set of transit projects for the area goes forward: by the time one is built, he said, he’ll be looking for a job. Toronto City Council this week was set to advance a one-stop subway extension to Scarborough Town Centre, plus a nowunfunded Eglinton East light-rail-transit line - unless opponents managed to derail the subway, and try building the Eglinton East plus a seven-stop Scarborough LRT in its place. At a public meeting in Scarborough Village, Hilali said he’d prefer not to look for a job downtown.
"In my opinion, the LRT will bring development into Scarborough, where the subway will just help people get out," he said. Others in the overflowing crowd Monday offered different opinions, of course, but the meeting seemed to disprove Mayor John Tory’s argument Scarborough residents are united behind the proposed subway because their political representatives are. Scarborough East Councillor Paul Ainslie, the area’s lone political holdout, called light rail "a proven off-the-shelf technology" and said it’s a "huge concern" the subway budget keeps going up and projected ridership down. Before council opted for a subway in 2013, the province offered to fully fund and pay to operate the seven-stop Scarborough LRT for 60 years, Ainsilie added. "That’s a lot of money we quickly said no to." Scarborough Centre Councillor Glenn De Baeremaeker, however, said the new Scarborough

Baeremaeker said, and replacing it with a new LRT (which would also continue north of Highway 401) would do no better. Scarborough subway is now the only major proposed transit project in Toronto that’s fully funded; not building it would be
"craziness," said De Baeremaeker, who suggested Hilali may not have to work downtown if Scarborough Centre is successfully developed. Tricia Wood, a panellist at the meeting, argued swapping the original LRT plan for a one-stop subway is "a terrible loss of local transit" for Scarborough. The subway extension won’t give people an alternative to driving, while two LRT lines would spread development on Scarborough’s major boulevards and help more people, said Wood, a geography professor and Torontoist columnist. Council previously voted for a package that included the subway and 17stop Eglinton East line. "If it’s really both, and not a bait and switch, then build the Eglinton East first," Wood said. "You’ve got at least to 2020 to find money for the subway too." De Baeremaeker, though, said the tax increase supporting the projects specifically says "for the Scarborough Subway."
MS Society looking for gaming centre volunteers

Volunteers needed for one or two shifts a month The MS Society of Canada is looking for people to volunteer and help people diagnosed with multiple sclerosis (MS). MS is an auto-immune disease that affects the central nervous system; brain and spinal cord. People who are affected by this disease often have mobility issues and find it difficult to walk without equipment. When Janet MacNeil was diagnosed with MS over 15 years ago, she found it difficult to leave home due to unpredictable symptoms that affected her strength and balance.
After the MS Society encouraged her to see an occupational therapist, MacNeil was given a walker to use. "I’ll never forget going out for lunch that first time, after two years at home," MacNeil said in a press release. "My freedom was back and I was able to go out into the community again." Despite new treatments, people with MS can still experience relapses or longer term symptoms which can severely impact mobility. These mobility issues can be solved with equipment, but equipment can be expensive and government programs are limited. "This is a tremendously important volunteer role, because with every shift that a person volunteers at the Dolphin Gaming Center," said Michelle Kingson, who helps with community partnership and events at MS Society, in a press release. "They help to raise about $400 toward equipment purchases." The city expects to award a construction contract this fall, and to start work next spring or summer. The entire project should be completed in 2020.

The cast includes: Haley Brown as the author, Barb McDermott as her assistant, Sarah Brown as their neighbour, Barb Johnson and Nancy Crabb as the unexpected guests, Elaine Brown as a magazine interviewer and Liz McMulkin as the maid.

Lease expiring, but Birkdale Residence’s fate uncertain Toronto Council prepared to expropriate Ellesmere Road land MIKE ADLER madler@insidetoronto.com With days to go until its lease expired, talks were said to be continuing on how to save a mid-Scarborough emergency shelter for women and children. Birkdale Residence has been renting space in an Ellesmere Road building since 1996, and on Jan. 31, Toronto Council authorized the city to expropriate the property, if that’s necessary to keep the shelter running. Council was told the shelter, housing up to 65 families led by women, enjoys strong community support, but the owner asked the city last August to close Birkdale by Sept. 30. The owner agreed to ex-

An elderly man’s death in their neighbourhood has residents wondering why Toronto police don’t ask community groups to help find missing people. Members of Rosewood Taxpayers’ Association say police were in their North Scarborough area searching for Shou Ren Luo, 84, but few residents knew until it was too late. The senior went miss-
ing the night of March 15 near Brimley Road and Finch Avenue East. Police asked for help finding him several times on Twitter, then reported he was "located" on March 19 and thanked the public "for their assistance." People in Rosewood, however, heard the man was found dead, a fact police won’t confirm. "We don’t go into the condition of people when they’re located," unless a death is considered suspicious, said Cons. David Hopkinson. "That person or their
family have the right to their privacy." Had police tapped the association’s resources for a search, the outcome could have been different, said Courtney Fisher, a board member. "We can contact 900 people in our neighbourhood, and we can do it in both Chinese and English," he said. Alura Moores, the group’s president, called the case "a missed opportunity," and added there may be more. Many people in the neighbourhood don’t use Twitter, she said.

Janet Davis said. "We have to be there now and seize the opportunity," the vocal advocate for child care said. "Right now, we are experiencing a crisis that needs to be addressed because of the shortage of spaces and the high cost of these services. We need action now. Toronto families need action now." This year’s federal budget allocates $500 million toward a national child
care program that works with the provinces and territories to address affordability, accessibility, inclusivity and flexibility. The funding is set to rise slowly year over year until it starts ramping up faster by 2022 or 2023, and reaching $870 million per year by 2026 or 2027. Jane Mercer of the Toronto Coalition for Child Care calls the Liberal government’s budget good news, but the money could be coming faster. "It’s not coming quite as fast as we’d like, because parents are desperately waiting for child care in Toronto and more affordable child care," she said. She hopes Ottawa and the province can start flowing significant money to the city to create child care

Davis calls on the province and the city to join Ottawa at the table to both plan and fund a "made-inToronto" strategy that is sustained for expanding child care. She said capital money, operating money and subsidies are needed to create a system that serves all families. "Child care is critical to the healthy development of young children and the financial well-being of families, and the economic vitality of this city." Toronto’s Community Development and Recreation Committee will consider a city staff report on growing child care at its April 13 meeting.

’The better way’ the only way for some Sigh. Eye roll. Urge to throw (or possibly break) something. This is my reaction nine times out of 10 when I come across a Toronto transit story. The words "Scarborough subway" combined with "delay" or "debate" are obvious triggers. Beyond that though, there’s a deeper frustration. Along with articles about reports not being done, I keep reading about the ballooning costs of the proposed (more like mythical) subway, and about its less than impressive expected ridership. As such, its "value" is being brought into question. I get it. Everyone involved wants more money. Join the club. But where were these questions of its value when the proposed 25-stop LRT plan for Scarborough morphed into a one-stop subway? So, it may not be attracting new riders - not much of a surprise given it hasn’t exactly had the most positive of PR campaigns - but

what about the people who have been riding all along? The people for whom riding the TTC is not a privilege they are exercising on days when they "feel like" giving the car a rest or when they want to do good by the environment. The voices often missing from the table are the most important ones, those of the people for whom the so-called better way is the only way.

Peacefully at the Muskoka Shores Care Community Nursing Home in Gravenhurst on Wednesday, March 22, 2017. Marion Kuebler (nee MacLeod) in her 92nd year. Beloved wife of the late Helmut Kuebler who predeceased Marion on Sept. 1, 2016. Dear mother to Paul and his wife Pat Kuebler of Port Sydney. Much loved grandmother to Eric Kuebler and Andrew (Stacey) Kuebler. Great-Grandmother to Nathan and Benjamin Kuebler. Beloved sister to Victor MacLeod (Christel Neumann) and Mildred Stuparyk. Marion was predeceased by her siblings; Garfield, Patricia, Donny, Beatrice, Ruth, Cecil, Charlie, Dot (Dorothy) and by John. In keeping with Mrs. Kuebler’s wishes, cremation has taken place. A gathering for family and friends to celebrate Marion’s life will be held in the chapel of the CavillTurner Funeral Home in Gravenhurst on Saturday, March 25, 2017 at 1:00 p. m. with visitation one hour prior to service time. In lieu of flowers, if so desired, donations in memory of Marion maybe directed to the Alzheimer’s Society of Muskoka. The Kuebler family would sincerely like to thank the staff and doctors at Muskoka Shores for the loving care and attention Marion received during her stay.
