MIKE ADLER madler@insidetoronto.com Scarborough’s Providence Healthcare wants to merge with St. Joseph’s Health Centre near Parkdale and St. Michael’s Hospital in downtown Toronto. The three institutions, Catholic hospitals with long histories in the city, submitted a merger proposal on April 11 to the Toronto Central Local Health Integration Network, which has 90 days to review it. If approved by the province, the new hospital network would have a budget of $1 billion a year, 1,100 beds and more than 10,100 staff. "I think we’re creating history," Providence CEO Josie Walsh said last week. "I think we’re doing the right thing for the people we care for." Walsh said each hospital’s name, services and mission won’t change after a merger, and their fundraising foundations, each with a loyal donor base, will remain independent. Funeral for East Scarborough councillor takes place on April 29 MIKE ADLER madler@insidetoronto.com Ron Moeser, a councillor who knew every corner of his East Scarborough ward, fought to establish the Rouge Park along one of Toronto’s last green river valleys. This Saturday, April 29, after losing a battle with lymphoma at 74, he’ll be buried in land surrounded by that great park, which finally has the national status he wanted for it. Moeser was a master electrician who ran the Boston Marathon three times. Born in wartime Germany, where a childhood infection burst an eardrum and left him with permanent hearing loss, he became a Canadian citizen at 13. He believed property taxes should be fair, and in preserving what Scarborough politicians call singlefamily-home neighbourhoods. After moving to West Rouge in 1981, Moeser and wife Heather founded the Coalition of Scarborough Community Associations, working side by side with Save The Rouge Valley System for a park preserving the Rouge River. When COSCA brought 42 associations to Scarborough’s city hall, politicians who dismissed "tree-huggers" took notice. "People at that time were just starting to get environmentally sensitive," Heather remembered this

The Scarborough Civic Centre set out a book of condolence in its main rotunda for the late Scarborough East councillor Ron Moeser. He died on April 18 after a year-long battle with cancer. week. "It was surprising how many people got on board." Moeser started a company, R and H Electric, with Heather doing the books but, she said, the lure of politics soon made a fulltime business impossible. "Something bit him along the way, and people really pushed." Moeser served as a City of Scarborough councillor from 1988 to amalgamation with Toronto in 1998, and a Toronto councillor afterwards. Apart from three years following a loss to Gay Cowbourne in 2003, he was in the job continuously. He prided himself on listening to people, and getting all information he could before making deci-

Ron Watson, a former City of Scarborough councillor, called him "a real gentleman." Former ScarboroughGuildwood MPP Margarett Best extended her condolences online, saying Moeser "embodied what it meant to belong to a community and working diligently to improve it." A woman named Lisa McGhee wondered in the late 1990s whether a local industrial site could have caused her son’s breathing problems. She relayed this to Moeser, who "within the hour" was at her door. "I was not only struck by his immediate attention to my concern but also by his incredibly sensitive, caring nature," McGhee wrote. "I am so sad to hear this great man is gone." The councillor’s funeral is 10 a.m. Saturday at St. Joseph’s Catholic Church on Morrish Road, followed by burial at Christ the King Cemetery on Steeles Avenue.

The RBC Foundation has given the Kennedy House youth shelter a $20,000 grant to fund its Life (Lessons In Future Employment) program. The program, created two years ago, gives shelter residents hands-on paid experience and education in culinary arts and/or maintenance and repair management. Five positions are filled every 12 weeks following an interview process. Youth work with qualified employees for 25 hours a week at $12 per hour. "This program gives youth the experience of building their resume, having an interview as well as the day to day structure of a job," the shelter said in a news release. "Through this program, we mentor these youth and

teach responsibility, budgeting, problem solving skills, social skills and so much more." The shelter said 72 per cent of youth who go through the program go on to permanent employment and independent housing. "I’ve learned so much beyond cooking skills in this program. My mentors are truly preparing me for the real workforce," said a Life program participant who was identified only as a Natalee in the news release. "After I get more settled and back on my feet with proper photo ID and documents, I hope to attend George Brown (college) for culinary arts. This program will help make that goal possible." gion. Second Base, which was Scarborough’s only youth shelter, closed due to lack of funding in October 2015. Kennedy House also runs after-school programs and five group homes in Scarborough. The Life program is run out of the shelter location. The shelter said the program helps equip youth with the right tools for future employment, "leading them to a healthy and secure housing situation." With the help of the Life program and other employment and life skills programs at Kennedy House, the shelter has helped house 16 youth since January. There are about 2,000 youth who are homeless in the Greater Toronto Area every night, the shelter said.

Centennial College gets $2.25 million capital investment Scarborough’s Centennial College will receive a $2.25 million boost from the province to mark the 50th anniversary of Ontario’s college system. Centennial president and CEO Ann Buller said the money will be used to develop a renewable energy micro grid that will connect the college’s "clean energy assets," including its solar powered electric vehicle recharging system. "It’s a unique project that will give us a stake in an emerging technology for our students to work on," she said in a news release. Ontario’s college system was founded in 1967 by then education minister Bill Davis. To mark the milestone,

the province is distributing a one-time $50 million "capital investment" among the 24 public colleges in Ontario. Education minister and Scarborough-Guildwood MPP Mitzie Hunter announced the funding recently at Centennial, which was the first college of applied arts and technology to open with Davis’ approval in October 1966. About 220,000 students are currently enrolled full time at publicly assisted colleges in Ontario. The colleges educated and trained nearly 2 million students over the past 50 years. About 84 per cent of Ontario college graduates found work within six months of graduation last year.

Amalgamated Toronto remains a work in progress Twenty years ago this month, then-Ontario premier Mike Harris officially introduced the law that would erase the historic municipal borders in Metropolitan Toronto, and create the new city in which we live. To say that Bill 103 was unpopular in the six former municipalities in the 416 area code would be an understatement. When it was all settled, the Progressive Conservative government found itself persona non grata in the new Megacity that they’d built. And for decades afterwards, the residents of North York, Scarborough, Etobicoke, East York, York and the old City of Toronto glared suspiciously at one another across the old borders, dreaming of better days long past. It’s not to say that the old, preamalgamation days in Toronto were entirely perfect. There were a lot of nooks and crannies for corruption to hide and flourish in all those little councils. And the relationships between some of those little councils and the larger regional Metropolitan Toronto council led to some absurd bylaws. But if corrupt dysfunction sometimes ruled the day well at least it was our corrupt dysfunction. Communities gathered around common values and a shared urban esthetic had their own accountable municipal governments. If they failed to hold them to account, well, it was on them. When amalgamation descended, that was lost in the Megacity of Toronto. It’s hard to say what’s improved for Torontonians. Amalgamation was sold as a money-saver and a way to cut the size of government. And while there were some savings identified at amalgamation, they were swallowed in the immense cost of amalgamating seven governments, and in the new cost of downloaded services like housing and transit. Amalgamation may well have aided in cleaning up local government, but it took its time. A hotbed of corruption surrounding bad computer leasing deal was uncovered in the early years of the new city, and a public inquiry led to a suite of accountability offices in place to look over councillors’ shoulders - to often good effect. But 20 years later, amalgamation remains a work in progress. We’re getting along better than we had in the beginning, but not all that well - witness the ongoing suburban/urban battles over subways in Scarborough and elevated highways downtown. We’re beginning to get a handle on municipal finance but we still can’t quite balance the cost of our needs with our capacity to raise revenue. To put it another way: Toronto may be grown, but it’s not yet grown up.

Downtown businesses offer the homeless respect In downtown Toronto, on the busiest part of Canada’s busiest street, handing out tickets to homeless people doesn’t work. But respect works. Knowing each street person’s name works. Mark Garner learned that. He wants us, and particularly the city’s business communities, to learn it too. The Downtown Yonge Business Improvement Area (BIA) that Garner leads is "the front line support team" for a top tourist destination, a growing neighbourhood getting a flood of people each night. Some stay on the street. New faces appear daily. Garner and his Clean Streets Team - half its members once lived on the street - tell newcomers at

approach them with compassion, Garner argues, and "you can then have a different conversation." Garner, who grew up in Scarborough and walked this part of Yonge in the 1970s and 1980s, isn’t trying to gentrify it. He wants social housing, real affordable housing, to be part of every development the city okays, because homelessness isn’t just a downtown problem. The BIA’s infographic, "One Night in Toronto," makes a point: if 5,253 people on a given night wind up in city shelters, jails, or hospitals, that costs us maybe $421,386,000 a night. If they’re in social housing, it’s $34,512 a night. Many street people don’t want housing. Mental illness is one reason.

One man we’ll call Howard was on the street more than 20 years, selling flags and key chains at Yonge and Dundas. Refusing housing, Garner says, was Howard’s right. But after 18 months of work by the BIA and several agencies, plus lots of hand-holding, Howard got clean, and now makes guitars for a living. "You can’t save everyone, but if you tackle them a case at a time, you have more of a chance," says Garner. Imagine if Toronto’s other BIAs committed to pursuing the same plan. It was 20 years ago this month that Ontario Premier Mike Harris introduced Bill 103, the legislation that would finish the job of amalgamating the new City of Toronto. But it was much sooner, in the fall of 1996, when we first got an inkling that the Tory leader wanted to amalgamate the six local municipalities – Toronto, North York, York, East York, Scarborough, Etobicoke – and the regional Municipality of Metropolitan Toronto into one giant city: Toronto, or as it became known, the Megacity. I saw the news stories in the morning as I was getting over jet lag – just back from a solo trip to England that had cost too much – and looking forward to going back to work at the North York Mirror, where I’d been covering North York City Council for the past five years. Well, I thought as I read the tidings: This is it. It wasn’t just the twice-a-week garbage collection that would go. An amalgamated Toronto meant no more North York Council, no more North York itself. I needn’t have worried. By the time the City of Toronto was cobbled together and hastily organized, more than a year later, North York was doing just fine. But up until North York Mayor Mel Lastman’s election, and the movement of his North-Yorktrained bureaucracy downtown to Metro Hall ... We worried.

In 1997, he organized a grassroots campaign to fight the Ontario plan to amalgamate North York, Etobicoke, Scarborough, York, Toronto and East York with Metropolitan Toronto into one municipality. *** John Filion was a councillor in North York when it happened. He represented a similar geographic area in North York’s Ward 11 to the one he represents now in Toronto’s Ward 23 (Willowdale). But it is about twice as big, and to his mind, a lot more cumbersome. Filion tells the tale of a former North York commissioner who was walking through the North York Civic Centre not long ago, and commented: "We were small, but we knew what we were doing." "You could have replaced the ‘but’ with an ‘and,’" said Filion in his Toronto City Hall office. "We knew what we were doing because we were small. Here, try to get something done – everything is so complicated to get anything done."

On the wall of his office, he has framed a collection of anti-amalgamation buttons, collected during the campaign he organized to support the no-vote in a non-binding North York referendum on the subject. North York’s vote was one of six held in the soon-to-be former

municipalities, and like the rest of them, the ‘no’ votes prevailed. It didn’t matter. Premier Harris maintained that an amalgamated Toronto would be a leaner, cheaper Toronto – where duplicate bureaucrats could be culled, purchasing could be streamlined and libraries and fire stations near one another could be closed. It was a notion that fit snugly within the parameters of the Tories’ cost-cutting Common Sense Revolution and Queen’s Park wasn’t going to let non-binding referenda stand in the way. "We actually naively thought that if you had an overwhelming majority of Toronto that overwhelmingly said they didn’t want it, the Premier would have to listen," said Filion. The Premier didn’t listen, and after the referendum, North York backed away from its opposition – more so, as its long-serv-

ing, in fact, founding Mayor Mel Lastman prepared to run for mayor of Toronto, going up against Barbara Hall, who was the single-term mayor of the former City of Toronto. After a shaky campaign he prevailed in the fall of 1997, thanks in large part to a swell of support in North York. It seemed for awhile that North York would simply be moving south to City Hall. The provincially appointed transition team, which included former North York Councillor Paul Sutherland, took care to bring senior bureaucrats from Lastman’s North York. Treasurer Wanda Liczyk, Economic Development director Joe Halstead, Fire Chief Al Speed, Chief Librarian Josephine Bryant ... North York seemed to be taking over. And for awhile, North York stopped worrying. *** That may have been premature. Filion noted that while it might have seemed that North York took over Toronto, in fact it was Metropolitan Toronto – the regional government that oversaw big-ticket items like transit, housing and policing – that became the model for governance in Toronto. David Shiner, another councillor who took his North York Council shingle and hung it at Toronto City Hall, noted that within a year, North York had in fact lost many of the services that had set it apart. "In 1997 there were seven municipalities," he said. "In January 1998 there was one new government for all of Toronto but no real plan for how it was to work. I still have a lot of residents that call my office ... many of them who’ve been around before amalgamation, call up and remind you of the way the city was run."

Abdul Patel appointed Ward 21 trustee Retired imam Abdul Patel has been appointed as Toronto District School Board trustee for Scarborough-Rouge River (Ward 21). The longtime Scarborough resident, who helped develop TDSB’s first Faith Accommodation Guide, was among 91 people who sought the position after trustee Neethan Shan won a byelection to Toronto City Council in February. The TDSB said a selection committee made up of trustees and working with executive search and recruitment firm Phelpsgroup reviewed each candidate "against established criteria including demonstrated community engagement, demonstrated interest and passion for publicly-funded education, prior or current involvement with the TDSB, demonstrated knowledge of key TDSB priorities, connection to Scarborough’s communities, and evidence of a sense of account-

Patel, who was appointed by trustees Wednesday evening (April 19), has been a commissioner for the Ontario Human Rights Commission, a police chaplain, a member of the national Board of Governors for Scouts Canada, and a board member on a number of other non-profit organizations. "As a full-time community volunteer, I am ready to bring my energy and

time to this important role and serve the residents of Ward 21 with integrity, and ensure that the same opportunities my children received in the public system are there for future generations across our great city," Patel said in a news release. The Education Act requires trustees to appoint someone to fill a vacancy within 90 days of the office becoming vacant. The appointment is for the remainder of the current trustee term, which ends Nov. 30, 2018. "Abdul has experience, strong Scarborough community roots, and is an advocate for public education. He’s perfectly suited for the job," TDSB chair Robin Pilkey said in the release. Patel, a father of three, is fluent in four languages and is the recipient of the Queen’s Diamond Jubilee Medal and the Governor General’s Award for Community Service, the TDSB said.

Scarborough Village children meet Scientists in School Charity has now involved eight million students in workshops

In the classroom, "Scientist Liz" - or Liz Parry, a Toronto system design engineer - led the workshop, "Looking at Liquids." She asked for a show of hands: how many people noticed ice in the blue cups, which was mixed with salt, is colder than ice in the purple cups? The children, checking with thermometers, had noticed. "I get to work with the next generation of potential scientists," Parry said later. "I get people to discover new things." The charity now has 400 presenters like Parry, 15,000 parent volunteers and community workshops which get whole families talking about science,

Scientists in School sessions are also inclusive, giving classes of children with developmental disabilities a chance to experiment alongside their peers, Doyle said. The program got high marks from Ontario Education Ministry Mitzie Hunter, who also watched the workshop. The 8-million milestone is a remarkable achievement, she told the charity executives. "Your focus on reaching out to schools that are most in need is really admirable."

Since 2010, the UPS Foundation has partnered with BGCC to fund UPS Road Code, an interactive program that uses classroom instruction and virtual driving simulators to prepare 13 to 18 year olds for the real roads. "It’s really aimed at teens before they go to get their licence," BGCC spokesperson Jared Morrow said in an interview. "We consider it sort of like a pre-driving training course." The UPS Foundation has provided more than $1 million to run the program since its inception; more than 1,300 youth have graduated from the program across Canada. "Especially in this age of distracted driving, it’s a big deal to prepare kids ahead of time for the realities of driving," Morrow said. "A big part of that is just letting them under-

As far as TTC board meetings, last week’s convening of commissioners was a tame affair. There were the usual concerns registered about flatlined ridership, a typical number of procurement authorizations rubber stamped by the board, and the whole process was over in a couple of hours. Nothing out of the ordinary. But there was one announcement which caught this friendly neighbourhood transit watcher’s eye, if only because it’s a rare occurrence, like Haley’s Comet rare. Starting in May, the TTC will unveil a customer awareness campaign designed to address transit delays. Not delays created through service unreliability or operator error - which the TTC says are way down by the way but those caused by customers. What’s the big deal you say? Doesn’t the TTC already address bad rider behaviour? Aren’t there fre-

Doesn’t TTC senior management regularly appear now and then in lighthearted yet informational web videos? How will another awareness campaign, even one according to TTC chief of customer care Cheryl Thoun crafted directly from rider feedback, change anything? Well, chances are it won’t. But this is the first time I can recall the TTC publicly acknowledging there’s an issue with rider behaviour, one that’s wors-

ening. In the past, the TTC has refrained from fingering customers as culprits in downgrading the transit experience on the grounds it has no moral authority to police behaviour. This is in contrast to other transit agencies equivalent in scale making a point of educating riders on etiquette. Seattle for example used animal cartoons to illustrate bad behaviour for a recent campaign. But this might be the first time the TTC has identified a direct link between customer behaviour and service delays. With measurable increases in customercaused delays, a new line of thinking is warranted it appears. For those of you out there convinced there is a major ongoing issue with transit etiquette, it looks like the TTC is finally acknowledging some truth to that view point. sees health care for the three hospitals, and its territory includes part of southwest Scarborough where Providence has its campus. Another LHIN, the Central East, supervises the rest of Scarborough, but Walsh said Providence - a rehabilitation hospital with palliative care, longterm care, and an adult day program - will continue after the merger to get 40 per cent of its patients from Scarborough. St. Joe’s and St. Mike’s "are just obvious partners," said Walsh, since all were originally owned and operated by the Sisters of St. Joseph until they became separate corporations in the 1990s. The Sisters opened the first Houses of Providence, in what is now Toronto’s downtown, to care for orphans, the poor and the ill 160 years ago. In 1962, they

relocated the hospital to what had been farmland in Scarborough. The three hospitals share a commitment to "care for the disadvantaged" in Toronto, a challenge that is growing, Walsh said. St. Joe’s and St. Mike’s said last September they were starting merger discussions. It wasn’t until February that Providence was identified as a partner which "will be joining them as a founding member of a potential health network." Boards of all three hospitals have approved the merger in principal, but each will also have a final vote. Providence has 1,201 employees and a budget of $91 million a year. St. Mike’s has 6,066 employees and $672-million budget, while St. Joe’s has 2,851 and $280 million. The proposal suggests the merged hospital can

questions. Kingsley Kwok, a spokesperson for the Scarborough Health Coalition, said he’s concerned that the hospitals haven’t done more to share their plan with the general public. "I don’t even see a notice

on their websites about their new website (OurSharedPurpose)," Kwok added this week. Providence spokesperson Emily Dawson promised "greater public engagement" in the months ahead.

"We’re really trying to connect to the community and see what they have," said John Beers, co-ordinator of Crossroads of the Danforth Business Improvement Area (BIA), which will display Oakridge memories during the annual Wheels on the Danforth Festival.
