The group, Canadians for Syria, is holding a Ride for Refugees in which Lal will be biking 2,500 kilometres from his Scarborough home to St. John’s with the aim of raising $30,000 in order to sponsor a refugee family of five from Aleppo, Syria, and support them during their first year in Canada. Lal, 20, is set to leave today for his 22-day journey to the East Coast. Scarborough man with autism missing eight times this year MIKE ADLER madler@insidetoronto.com Duane Montaque is missing again. Montaque is 31, and lives with autism, a lifelong, neurological disorder. He frequently runs away and can’t understand the danger he’s in when he vanishes to explore the world. A job, something "just to let him feel like a man," is what he wants most, says his mother, Claudette Bailey, who thinks Montaque, missing for the eighth time this year alone, leaves home in search of work. "It doesn’t matter what." Montaque was found at a Barrie men’s shelter on Wednesday, June 7. On Saturday morning, June 10, he left again but turned up in Oshawa on Monday. Once again, he was unhurt. Twice in the last few weeks, he left by leaping from the second-floor balcony of their apartment in east Scarborough. Early yesterday, he simply opened the apartment’s front door. "I don’t know how he opened the door and I didn’t hear," Bailey said afterwards. Friendly and often smiling, Montaque has no money, but stowed away on a train to reach Montreal, walked for hours to get to Brampton. Last month, someone found him in Ottawa. Sometimes, his mother believes, it starts out like a

Montaque collects business cards and transfers from places he’s been. She does her best to look for him, but Montaque has become skilled at disappearing and traveling, and it’s happening more and more often. He had a phone, and when she could reach him on it, he would return. But he lost the phone. Bailey believes police no longer look intensively for her son when he goes missing, thinking Montaque "will show up, because that’s what he always does." "I need help. I really need help. I called them so many times," she said.

Montaque started life in Montreal, and Bailey said he was normal and talking until he was three. Then, a babysitter suddenly saw him "starting at the TV like he’s frightened." The child didn’t respond to his name. A doctor said he might be fine the next day, but he wasn’t. Autism was the only name for this people had. Montaque didn’t speak again until he was in his 20s. He first ran away in Montreal, for a few hours, at age eight. "He would go to the subway and he would look. He would stand there and look," Bai-

ley said. Once, she put him in a home, which she remembers as "a room with a tiny little window" where staff wanted to try medications on him. "I said no, that’s like a guinea pig." Bailey got Montaque back, and they moved to Scarborough, but Montaque, whose speech improved, soon told her he wanted to work and take the bus on his own. He wants a job at Walmart or a grocery store, boxing things and stocking shelves. Bailey thinks if he did something he liked, he wouldn’t go miss-

ing anymore. "He told me he didn’t want anybody to babysit him, because he’s a big man." Bailey’s struggle is one faced by many parents of autistic adults in Ontario, where needs of such families far outstrip resources, and "the situation is dire," said Tobi Muntaz, Austim Ontario’s adult services coordinator. For people on the autism spectrum, services available in childhood disappear in adulthood, and people with IQs higher than 75 - such as Montaque - often aren’t eligible for supports, "which is a huge,

huge barrier," she said. For those who are, the province’s system "manufactures crisis" for families as people wait for help, often in poverty, chronically worried about what will happen to their adult children, Muntaz said. Those that do qualify for 24-hour supervision may face hard choices as parents. "We don’t want to see institutionalization or segregation, which sadly are many of the options now," said Muntaz. Many times, Bailey’s need to take care of Montaque caused her to lose her job, but fortunately her current employer at a Scarborough bakery understands, and has let her take time off. Montaque, for the past year, attended a day program at Sunflower Developmental Services, a small Bellamy Road facility which gets no government funding. Sunflower struggles with its small space wheelchairs can’t get past the front door, for example - but mid-Scarborough is especially short of programs for developmentally delayed and autistic people, said Tanya Lewis, founder and program manager. "If they weren’t here, where would they be?" Lewis, who’s determined to expand Sunflower, recruits more volunteers and opens on Sundays. She describes Montaque as high-functioning, smart and playful. He’s keen to visit places he’s seen on maps - Winnipeg is one - and is so friendly he’ll invite strangers home. "When he’s playful, he’ll run," said Lewis. "It’s scary, because he’s vulnerable."

A Superior Court decision went against the owners last fall, however, and so did a panel of three Appeal Court judges who heard arguments last week. The businesses "may continue to sell shisha. What they cannot do is to permit the smoking of hookah pipes on their business premises," noted Justices Karen Weiler, Katherine van Rensburg and Grant Huscroft. "There is no doubt that many hookah lounges will suffer economic harm as a result of the bylaw and may no longer be economically viable, but it does not follow that this is the bylaw’s purpose." The decision prompted Toronto Public Health to say the city’s tobacco enforcement staff will start investigating compliance with the hookah use prohibitions. The lounge owners, whose businesses continued hosting herbal shisha-smoking during the two-year-long legal challenge, have maintained the ban would devastate their businesses and force many to close. The lounges sell food, but not alcohol, and are said to make most of their income from shisha. "We’re obviously disappointed," Ryan Zigler, a North York lawyer representing several owners who took the case to the Appeal Court, arguing the city was unlawfully trying to prohibit and close their businesses.

"Zero chance," said Soknacki June 13, just moments after he announced via Twitter that he had registered for the appointment to replace the late Councillor Ron Moeser for the remainder of the term. "I see this as a public service, a stewardship, and once the term is over I see myself returning to private life. If other opportunities in

public service open up I’m happy to consider them but I don’t see it as a stepping stone for anything." Soknacki served on Toronto council under mayors Mel Lastman and David Miller, and was Miller’s budget chief in the 2003-2006 term. He retired from municipal politics in 2006, when he returned to his private business and served as a federal appointee chairing the board overseeing the Downsview Lands. During this time, he also wrote a column for The Scarborough Mirror. Soknacki attempted a return to municipal politics in 2014, running a self-financed campaign for mayor against incumbent Rob Ford, but he withdrew in the summer after gauging his support too low to continue.

Is TO Council losing its civility as election looms? There have been some rough patches at Toronto City Hall this term, but on balance, the months and years following the 2014 election have been remarkably civil. It seems as though Mayor John Tory has fulfilled that much of his promise at least: bringing a measure of civility to Toronto, after four years of bad politics and worse behaviour under his predecessor, the late Mayor Rob Ford. Meetings are cordial. Clean-living is the rule of the mayor’s office. And hot-button issues have largely been kept from the floor of council. And it would be nice to believe that Toronto Council could maintain that agreeable trend. Alas, it appears not. Last month, nearly a full day of Council was spent on a toxic debate over city funding for the Pride parade and Pride Toronto, given that the organization had asked that police not march in uniform in this year’s parade. Led by Etobicoke Centre Councillor John Campbell, the debate dragged anyone who was watching into an ugly game of dog-whistle politics. It recalled earlier sociallyconservative pushes against the parade and the city’s active LGBTQ community: complaints about the public nudity in the 90s, or Queers Against Israeli Apartheid more recently. It set us back. And last week, Etobicoke North Councillor Michael Ford kicked off another blast-from-the-past debate. At the Public Works and Infrastructure Committee June 8, he persuaded committee-members to vote for a $500,000 study to look at replacing the streetcar service on Queen Street with buses. This brings forward an idea that his late uncle Rob Ford floated in the 2010 election, and that found some traction with some of his supporters: get rid of streetcars, which often frustrate motorists with their frequent stops and loading and unloading rules, and replace them with buses. This will not save money, it should be noted. Because of track and overhead work, buses are running on Queen Street now. And because those buses have less capacity than streetcars, there are more of them-and they are costing the TTC an estimated $1 million a month extra. What the motion - or at least its debate - will do is help remind Councillor Ford’s constituents that he is indeed his uncle’s nephew. It will keep the Ford name alive going in to election year 2018 - much the same way that Campbell’s political theatre will remind his socially conservative constituents where he stands. PEACH shows Jane-Finch youth they matter Community agencies change programs, change purposes, if they pay attention to the people they serve. They lose funding, but the best hang in, because not to have them is unthinkable. That’s true of PEACH, a Jane-Finch centre which has filled many roles over a quarter-century, and just went through the heartache of losing one. Its School Away from School education program, after 10 years, was cut because PEACH couldn’t afford one worker the public school board thought it needed. But PEACH – Promoting Education And Community Health – re-purposed its classrooms and is moving forward. Like the

Or a place where they can be left alone. "A lot of them don’t share what’s banging around in their heads, and here they do, at least some of it," Lafontaine says. PEACH’s music program has been steady for 10 years. Terrence Penny started coming at 16. He’s now 22, and working four jobs, but still coming. Penny recorded an EP here, then performed at the Sony Centre. "Every song I’ve ever made has come out of PEACH," he says.

"The support here of everybody is crazy." Youth come from as far as Rexdale or Scarborough to learn music, says Dave Clarke, mentor and chef here, who DJs CIUT’s The Masterplan. "Kids respect you when they see you grab a broom," he adds. But programs get funded, not the $12,000 a month PEACH needs to stay open. "Right now, we’re in more than a pickle as far as that’s concerned," Clarke says. Lafontaine says PEACH, which needs creative ways to cover costs, gets few donations. What could they use? Humane society rescues more than 70 cats from hoarders CYNTHIA REASON creason@insidetoronto.com When Becca Gordon first laid eyes on Arnold, he was lying calmly on a towel on the floor of a twobedroom Scarborough apartment, while his brother and sister cats more than 70 of them in total - scurried about all around him. As the cat care co-ordinator for the Etobicoke Humane Society (EHS), Gordon and three other volunteers were summoned to the apartment on May 25 after receiving a request for help from an elderly couple facing eviction due to their large brood of feline companions. "All of the other cats were running around some curious, some scared and scurrying - but Arnold was just laying there," Gordon recalled. "One of the other volunteers pointed him out and said she thought there might be something wrong with him; that his leg looked bent. So I went up to him and picked him up. He didn’t cry out, he was just quiet and very sweet." It wasn’t until Gordon and the EHS team got Arnold to a vet that they discovered his front right leg was fractured and required surgery to insert a plate. Luckily, Arnold’s leg was the worst of the ailments suffered by the total of 68 cats Gordon and her fellow EHS volunteers removed from that Scarborough cat hoarding case over the course of three days late last month. Most, if not all, of those rescued cats have now received initial treatment for various respiratory, eye and ear infections at the South Etobicoke

The event is being held under the auspices of the Canadian Tamil Arts and Culture Organization.

Tamils stage mass dance out of love for Canada MIKE ADLER madler@insidetoronto.com Dancing to an ancient rhythm, more than 1,000 Tamil-Canadians will form a giant Canadian flag on a soccer field in Agincourt this month. It’s their way of saying thanks to the country which took them and their parents in. Groups of dancers performing the Bharatha Mile at 4 p.m. on June 24 at the L’Amoreaux Sports Complex haven’t met before but have practised their routines for months. The huge effort shows Canada’s Tamil community - many of whom arrived as refugees - is eager to continue its culture, says organizer Nirothini Pararajasingam, a Scarborough dance teacher and director of the Canadian Tamils Arts and Culture Organization. "I called 50 dance teach-

ers," said Pararajasingam. "I said, ’Let’s go for 1,000 dancers, and we’ll make history.’" Around 1,100 performers are expected at the event, plus a choir of 150, with participants contributing to buy dialysis machines for the Scarborough and Rouge Hospital. Their style is Bharathanatiyam, a classical dance form from South India and Sri Lanka, but one composition will have English lyrics and was written to celebrate Canada’s 150th birthday. "The fact that Canada opened their arms and welcomed us to their home is really big for us," said Pararajasingam’s daughter, Swetha, 18, who’s helping train her mother’s students for the performance. Of 1,100 dancers from small children to adults over 40, only a handful are expected to be male, she said, "but in 2017, a lot of

things are changing." One male participant, Rohit Tyagi, danced behind closed doors in New Delhi. Once he entered a dance competition with his cousin, but when his family found out, Tyagi was "scolded and beaten up," the Toronto man recalled this week. "After that, we didn’t dance back home." Gay, shy, and trained as an engineer, Tyagi watched YouTube videos of the Bharathanatiyam after he came to Canada in 2009. In this country’s more open environment, he worked up the courage to enrol in nursing school and started classes in the Bharathanatiyam, which Tyagi understands through his love of mathematics. "My whole life changed after that," he said. "It’s like a meditation for me. When I dance, I forget everything."

Major University hearing study seeks participants. The SMART Lab under the direction of Frank Russo, Professor of Psychology at Ryerson University, in partnership with Connect Hearing, seeks participants for a hearing study investigating the factors that can influence better hearing. All participants will have a hearing test provided by Connect Hearing at no charge*. Qualifying participants may also receive a demo of the latest hearing technology. The data collected from this study will be used to further our understanding of hearing loss and potentially improve hearing healthcare across Canada.

Why Research Hearing Loss? Deep inside our ears are several thousand microscopic “hair cells.” These cells are arranged in rows and each cell is responsible for hearing a specific pitch, similar to the keys on a piano. As we age, some of these cells become damaged… from loud noises, chronic conditions, or the

treatment right away. In fact, the average person with hearing loss will wait ten years before seeking help.2 This is because at the beginning stages of hearing loss people often find they can “get by” without help, however as the problem worsens this becomes increasingly harder to do. By studying those people having difficulty in noise or with television, we hope to identify key factors impacting these difficulties and further understand their influence on the treatment process.

He found hosts to stay with by contacting churches in the towns he’ll be passing through. "I just reached out to them and asked if they would be able to take me in or if there was anyone in the community who they knew who could take me in," he said. Lal found other hosts by reaching out to friends, and through a website that helps travellers find a free place to stay. "I got a really positive response from people who want to take me in and support me," he said. He also garnered support from companies such as Canadian Tire, which gave him a free bike. Lal is a political science student, and his parents were refugees in Spain after they left Poland before communism fell. They then settled in Canada. "They’ve always instilled the idea in me that Canada is a place of immigrants, and that as immigrants they had a lot of people who helped them along their journey," Lal said. "There’s really that kind of idea in my

family that now it’s our turn to give back to people who are going through the immigration process, be they immigrants or refugees." Lal founded Canadians for Syria just over two weeks ago. "I learned how to make a website, got some corporate sponsors . and we’ve just been collecting funds for the past little bit," he said. Lal said many people don’t have the time or the money to commit to a sponsorship on their own, so he’s creating a "community of donors" to sponsor the refugee family; the group would stay connected with the family throughout the resettlement process. "What I want to do is to be able to bring people together who have always wanted to sponsor a family but they’ve never been able to," Lal said. Lal is working with the Scarboroughbased Islamic Foundation of Toronto, which has already brought in more than 200 Syrian families. "I’ll be a co-sponsor with them," he said, noting the refugee family would likely arrive within a year. More than $8,000 has already been raised.
