A 23-year-old Scarborough m a n w h o d r ow n e d i n Pigeon Lake, northwest of Peterborough, has been identified as Spencer Dunn. Ontario Provincial Police said Dunn and two friends (a man and a woman) set out to retrieve a pedal boat that had drifted from shore when the
canoe they were in capsized at about 5 p.m. Sunday. Though none of the canoeists were wearing life-jackets, a 19-year-old man managed to make it back to shore. OPP search E m e rg e n c y s e r v i c e s, including officers from OPP’s City of Kawartha Lakes detachment, were called to the scene at about 7:30 p.m. Officers with the Underwater Search and Rescue Unit and an OPP helicopter took part in the search. Dunn’s body was recovered at about 3:45 p.m. Tuesday. The search continues for the second missing canoeist, a 28-year-old woman from Halton. Anyone with information on the incident is asked to call OPP’s City of Kawartha Lakes detachment at 1-888310-1122.
Take Crosstown LRT to UTSC by 2021: councillor mIKE ADLER madler@insidetoronto.com The Crosstown East can easily be built to the University of Toronto Scarborough by 2021, says a prominent councillor asking the city to do just that. Through amendments approved by Toronto Council last week, Joe Mihevc directed city staff to make plans for completing, “by 2021, if at all possible,” proposed eastern and western extensions of the Eglinton Crosstown Light Rail line. Senior staff had told a February public meeting in Scarborough an
eastern Crosstown extension from Kennedy Station to UTSC would take at least eight years to build, the same as an “optimized” one-stop subway to Scarborough Town Centre. But Mihevc, a mid-town Toronto councillor, said the east and west extensions are “very, very easy,” compared to the rest of the Crosstown, because they are at-grade. Without the need for underground tunnelling, there’s no reason why the extensions cannot be opened along with the rest of Crosstown in 2021, he said this week. “That would be one heck of an accomplishment for us all.”
Reports on the Crosstown East, along with several other transit projects, will be presented to Mayor John Tory’s Executive Committee on June 28. Mihevc’s call for an “expedited” construction schedule for the Crosstown East and West was added at a previous committee meeting. Scarborough residents have been told relatively little about the Crosstown East, which would travel along Eglinton Avenue to Kingston Road, and then north on Morningside Avenue and directly through the UTSC campus. The university has centred plans
for development and expansion of the campus on a light-rail line serving as focal point for a new Campus Core district. The province did, however, shelve a previously-proposed LRT route to the campus in 2009. Campus officials, knowing most Scarborough councillors have been hostile to surface LRT routes in the past, are privately worried funding for the Crosstown East will ultimately go towards another city transit project. Former Mayor Rob Ford, with local political support, blocked the imminent construction of
the Sheppard East LRT through Scarborough in 2010. The project, though still funded, is now described as “paused” and delayed until sometime after 2021. There’s speculation it will never be built. Until 2013, the city also planned another LRT line to Scarborough Centre, but that project was cut in favour of the now-”optimized” subway extension. Mihevc said he understands pessimism about the Crosstown East, but believes council has achieved a consensus on projects it wants to do.

Rob Ford’s seat must be filled through byelection

hen it comes to how the Toronto council seat belonging to the late Rob Ford will be filled, there should be no debate. Obviously, the city must call a byelection for Ward 2 Etobicoke North. Ford, the former mayor between 2010 and 2014 and before that Etobicoke North councillor from 2000 to 2010 and then again from 2014 until his death last month after a battle with cancer, would have wanted it that way. The man believed in the power of the people and the voice of the voter as being supreme. To do anything but call a byelection, would be a serious error on the part of Toronto council. The first step for councillors our view will be to declare Ford’s Ward 2 seat vacant, and that is expected Ford would to happen at the May 3 meeting. That’s a legal requirement have wanted under the City of Toronto Act: that the seat be declared vacant it that way within two council meetings of a councillor’s death, resignation or other reason why it can no longer be filled by the previously elected councillor. Since there’s already been a council meeting, late last week after Ford’s funeral took place March 30, next month’s council meeting is when his seat must be declared vacant. At the May 3 meeting, councillors can consider one of two options as to what they can do to fill the seat – either they call a byelection or they appoint someone to be a ‘caretaker’ councillor for the ward until the next municipal election in 2018. The City of Toronto Act gives councillors a lot of leeway as they are actually only required to appoint if it is fewer than 90 days prior to the next municipal election. There is no maximum amount of time left in a term that requires a byelection over an appointment. The decision is at council’s discretion. Given that there are more than two years left on this term, it seems clear councillors should decide to call a byelection. It’s the right thing to do. Once called, the byelection must be held within 60 days of the seat being declared vacant. We look forward to a vote for the Ward 2 Etobicoke North council seat taking place in late June or early July. That’s what’s best for democracy, the people of Etobicoke North, and Toronto council as a whole.

Will councillors go for a ranked ballot system? You don’t want to make judgements on character based on a single vote or action. We humans are more complex creatures than just one vote and we do things for all sorts of complicated reasons. But it’s hard to not draw some pretty firm conclusions about the character or at least motive of councillors who don’t support ranked ballot voting in Toronto. The system, not currently in use anywhere in Canada but applied in countries throughout the world, allows voters to rank their choices on a ballot. If their first choice candidate fails to get more than half the votes, their second choice is counted instead. This goes on until some candidate or another gets half of the total first, second, third and quite possibly 15th-place votes. The point is that only candidates who can appeal to half the voters in their jurisdiction get to be councillors. In the last term of council, a majority of councillors
david nickle the city voted to ask the provincial government to give Toronto the option to use ranked ballots rather than the firstpast-the-post system currently in place. Then a couple of things happened. The first was the 2014 election. In total, 29 councillors were elected with more than 50 per cent of the vote, and 11 of these 29 were elected with less than 60 per cent of the vote. Mayor John Tory had just 40.3 per cent of the popular vote. The second was a latenight vote in 2015, when Ward 5 Councillor Justin Di Ciano, elected for the first time in 2014 with 54.1 per cent, put forward a motion to tell the province council didn’t mean what it said and was very happy with firstpast-the-post system. If the province puts the ranked ballot system
in place, his motion said, Toronto should be able to opt out or require a referendum to impose it. And that won, 25-18. But the province didn’t listen, and this week announced that despite Toronto’s second thoughts, a municipality can select its representatives using ranked ballots if council agrees. No need for a referendum; just a vote of council. And we’ll see how that goes when this inevitably comes before council again. I’m not optimistic it will go any better. A council chamber populated only by very popular councillors would not be the same one we have today. It’s not to say that the 14 councillors and one mayor who couldn’t get 50 per cent plus one on the first ballot would all be gone; they might well have made it up in second- and third-place choices. But some, like vote-poor Ward 16 Eglinton-Lawrence Christin Carmichael Greb
would have had a real challenge parlaying her 17.4 per cent of the vote into a majority. But broadening her base of appeal, she might have. Who could say? From a campaign strategist’s point of view, particularly one working for an incumbent, that uncertainty makes for a real problem. Simply feeding one’s political base doesn’t ensure a lifetime in municipal politics under a ranked ballot system. In fact, what it does do is ensure that catering to one vocal minority in a ward will pretty much guarantee defeat at the polls, because that leaves one a first choice of that minority, and a second choice for no one. For politicians worried about their careers, that’s terrifying. For voters and taxpayers, that’s empowering. It’s a ray of hope.

Veteran Councillor Moeser announces he has lymphoma Ron Moeser, a veteran councillor for Scarborough East, says he has cancer. The Ward 44 has represented his area almost without a break since the late 1980s, serving on the former city of Scarborough council for nine years before Toronto’s amalgamation. Elected a Toronto council, he was defeated in 2003, but returned in 2006 and has held his post since. On Wednesday, March 30,
Moeser sent a brief statement to his council colleagues and Mayor John Tory saying he had been recently diagnosed with lymphoma. “I am currently undergoing testing to determine the extent of this illness and the course of treatment that will follow,” says the statement, which included Moeser’s pledge to continue his duties to the city and his constituents “as my condition permits.”

2009: TAMILS IN PROTEST
Toronto demonstrations shaped the lives of many young Tamils, says author MIKE ADLER madler@insidetoronto.com Tamil families in Scarborough and Markham can’t forget 2009. In that year’s first months, the Liberation Tigers of Tamil Eelam (LTTE) were losing a 25-year-long civil war in Sri Lanka. Thousands of protestors blocked Toronto’s University Avenue. On May 10, one week before the war ended, hundreds ran onto the Gardiner Expressway. The Gardiner occupation was called spontaneous, an act by people who had lost relatives in the fighting and didn’t know how else to get their government’s attention. It was a mistake. People inside and outside the protests immediately saw the highway occupation made Canada less likely to do what Tamil-Canadian activists wanted: sanctions on Sri Lanka, diplomatic ties cut, and a ceasefire somehow arranged. Pain, Pride, and Politics, a recent book by Amarnath Amarasingam, concludes storming the Gardiner “was a very alienating event” for most Canadians. But Amarasingam says
whatever strategic errors demonstrators made, the protests and collective grieving of 2009 were a watershed moment for youth of the Tamil diaspora, a kind of “founding event” for a generation that “shaped their Tamil identity, changed some peoples’ life direction.” Many youth at the protests were learning about the conflict in their homeland for the first time, the post-doctoral fellow at Dalhousie University added last month in Scarborough, where his father once owned a furniture shop. “A lot of these kids (down on University Avenue) didn’t even know what was happening” when they first joined, said Amarasingam, who did 130 interviews with the protestors and Tamil-Canadians who supported them. Protest leaders – Amarasingam said many were with the Tamil Youth Organization or being advised by former leaders of the then-banned World Tamil Movement – “didn’t do a very good job of explaining to Canadians what was going on.” There was an effort, however, to frame the struggle in Sri Lanka as a humanitarian crisis, comparing the killing of Tamils

there with the Holocaust or to genocides in Rwanda and Darfur. But the LTTE and its money-collecting arm, the WTM, had by then been banned in Canada as terrorist groups. Signs and chants at protests praising the Tigers and their leader Vellupillai Prabhakaran, and particularly the LTTE flag, were a strategic blunder during the war’s final months, Amarasingam argues.
Though he adds it “was largely outside the control of many of the organizers” to keep the flag (which shows a tiger between two rifles and a circle of bullets) out of protests, Amarsingam says “organizers realized they needed it to attract some participants from the Tamil community.” Some who were there, he added last month, said putting the flag away would have been like put-

ting aside their own Tamil identity. By early May, Torontonians became desensitized to the downtown protest, which lasted so long “It began being talked about as part of the morning traffic report.” Amarasingam says the Gardiner event was likely planned as a way to get the protest back in the news. “There was talk of taking over some major highway as early as February,” he remembered. But the May 10 occupation was “somewhat spontaneous” because an LTTE hospital was bombed the night before. Amarasingam says Pain, Pride, and Politics is the first book about Tamil diaspora politics in Canada, one attempting to answer the question of “how we got here.” He summarizes the brutal conflict in Sri Lanka, including events (such as the Tigers’ ruthless elimination of rival Tamil groups or its expulsion of Muslims from the island’s north and east) he says were not well known to many in the community. Born on Sri Lanka’s Jaffna Peninsula, Amarasingam said before the war ended, TamilCanadians couldn’t really
write about organizations like WTM. The book recounts how some WTM agents, “young men with big egos equipped with dangerously short fuses,” lobbed a half-empty bottle of apple juice through frontdoor glass of his father’s shop. “Almost every older Tamil person has a story about those LTTE money collectors,” Amarasingam says, explaining such incidents were once “just part of our day.” He adds, “The vast majority of us” supported the effort to build a Tamil Eelam and wanted to contribute. “There were people who would give away 60, 70 per cent of their income.” Now that the LTTE is gone and the government in Sri Lanka has changed, there’s a new diversity of opinion among Tamil youth in Canada, “a generation reading new things, thinking new things,” Amarasingam said. Many “want to talk about development (in Tamil areas of Sri Lanka), helping people in the north and east,” and issues involving caste, he says.

Scarborough Civic Centre fantastic The Scarborough Civic Centre received a visit in December from its original architect, the legendary Raymond Moriyama, and The Scarborough Mirror ran a piece chronicling his visit and his thoughts on the evolution of the building. That story can be found at bit.ly/1V4oNks and it outlines Moriyama’s thoughts on how the ultimate use of the Scarborough Civic Centre may not have met his vision in certain instances. Despite Moriyama’s concerns, having worked at the Scarborough Civic Centre for more than 10 years, and recently transferred to the North York Civic Centre, one thing has become crystal clear to me: The Scarborough Civic Centre is an absolutely fantastic space to work, use and play. Not that the North York Civic Centre is really all that bad. It’s got location going for it. Mel Lastman Square is a happening space with a bustling farmers’ market, skating rink and the plain old Yonge
john lyon LYON AROUND Street vibrancy of the area. It has a warm red brick interior and functions well enough, I guess. It’s just that the Scarborough Civic Centre is so, well, fantastic. It has been described by co-workers as light, airy, spacious, well-designed, open; it has good air circulation and more overlook than a Canadian senator’s expense claim. Apparently operating at a loss, although subsidized, the cafeteria closed its doors after many years of service to city workers and visitors. It provided a valuable service to staff, and employed some special needs adults. The décor was straight out of the psychedelic ‘70s complete with orange seating; I kept expecting a crew to move in to film restaurant scenes from Starsky and Hutch 2. In terms of public use, it appears the Scarborough Civic
Centre is thriving. Locations of various departments are well signed. The oddly named, but centrally located rotunda hosts numerous events, from blood donation clinics, to graduations, to science fairs. Seniors enjoy the Sunday Serenade concert series and can be seen dancing precariously near the fish pond. Very old school. And very cool. Perhaps the space is best used when local councilors host job fairs. These events are teeming with employers and job seekers, and this can only provide an excellent service to the community. Many new Canadians attend. A new library has just opened its doors and adds vibrancy and function to the front doors of the civic centre. The Scarborough Civic Centre is functioning well in the 21st century and is just a fine space to use. John Lyon is a longtime Scarborough resident. Ford’s impact on the city undeniable Toronto lost a polarizing yet undeniably much-loved public figure March 22. Whether you benefitted from Rob Ford’s enthusiastic, hands-on “customer service” approach to politics or not, whether you forgave his personal failings and embraced his bottom-line good intentions or not, it’s impossible to deny Ford’s dizzying and altering imprint on Toronto. There is even a rip-roaring debate about whether he should be immortalized with his own statue. Devoted supporters and razor-tongued critics all had a bit of an obsession with Rob Ford during his intense four years as chief leader of our city. He will be memorialized differently by both camps. If a consensus is to be found, it’s that Ford genuinely cared about people in his way, set the bar high for personal contact with the public, but failed to make the “structural changes” through municipal laws and budgeting that would have truly improved the quality of life for struggling

Toronto residents. Top journalists produced rational lists of Ford’s shortcomings and trespasses to counteract the loyalty of Ford Nation. Yet that gut-level, visceral, personal connection to him – love, in a word – would not be denied, much to the bewilderment of those who hadn’t experienced (or sought out) Ford’s human touch for themselves. I’d never met Rob Ford personally. I wasn’t a fan of his closed-mindedness on certain social issues or his tendency to spout offensive comments. I was angry he had cancelled the Transit City RT plan. He’d visited Scarborough many times, was familiar with our cul-de-sacs, highrises and workers, and to the exasperation of critics, enjoyed huge popularity here. True to legend, he’d given his cellphone number to one
of my close family members (a nurse from the Philippines) at a community event. And yes, he called her back. “I was frustrated with an issue relating to my driving test and licence, so I called Ford. I left a message at about 8 p.m. one night. After about an hour, he called me back personally. I couldn’t believe it. Even after business hours, he called me. It made me feel so important – someone as busy as Rob Ford, took the time.” The kicker? “He followed up after three days to check up on how things were going. I was amazed. He asked, ‘What can I do for you? Would you like me to come to your ward and help?’” Many believed Ford was a man who brought the underrepresented “edges” of The 6 to the forefront. The history books will sort it all out. Rest in peace, Rob Ford.

New program provides emergency mortgage loans to homeowners On November 1, 2013, Expert Mortgage launched the “85-Alive” program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 per cent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been s successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.
Licensed Mortgage Agent Andre Ouimet, Expert Mortgage’s “85-Alive” representative for the Scarborough, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners like Anita P. don’t see a prob-
lem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debts. We also had $25,000 left over that we put in the bank for emergencies. reviving a proposed merger that fell apart two years ago – as an alternative. They also proposed studying “enhanced regional governance,” perhaps leading to a single hospital corporation controlling sites from Scarborough and all of Durham, including Oshawa’s Lakeridge Health. But RVHS CEO Andree Robichaud and others told Scarborough councillors the province’s hand-picked experts misunderstood data showing most patients in western Durham head west for health services, not east. “Unfortunately, their analysis was flawed,” said Robichaud. “It’s about market share,” said the CEO, adding since money from Ontario’s health ministry “follows the patient,” a separate hospital corporation in Durham will lose some of that money. Graeme McKay, vicechair of the RVHS board, said the hospital presented Health Minister Dr. Eric Hoskins last week with a third-party analysis of the data, as well as 1,000 signatures from a group, Save Our Hospital. In February, Scarborough councillors voted 4-3 to support all of the panel recommendations, including the ones on mergers. Ainslie, whose wife is a board member of the RVHS Foundation, tried to intro-
duce a motion Tuesday stating Scarborough councillors believe RVHS “should remain whole” and undivided by municipal boundaries. Ainslie stated his wife’s position was unpaid, and therefore not a conflict of interest. Chin Lee, Scarborough Community Council chair, who had championed the earlier resolution sent to the province, ignored objections from other councillors who argued community council had already taken a position. One of these was Norm Kelly, who said two-thirds of Scarborough councillors – seven out of 10 – had to agree to re-open the issue. Only six were in the chamber at the time, and Kelly made it five by walking out, with the parting words, “Mister Chair, you do not have quorum.” All this was seen by representatives from the Central East Local Health Integration Network and the Ministry of Health, which has yet to comment on the panel report. Before the meeting ended, Pat Sherman, chair of a community advisory group for TSH, urged councillors to continue their support for the panel’s plan. “Let’s not screw this up, and throw away promises of good money that we haven’t had in the last 40 years.”

Frog Watch volunteers sought Frogs are waking up in the Rouge River watershed, and volunteers are needed to keep track of them. People participating in the annual Rouge Park Frog Watch don’t usually see the frogs they count, but record the distinct calls of each species. Participants may be lucky enough, for example, to hear a leopard frog, whose call sounds a bit like fingers rubbing a wet balloon. Park management says this year’s three Frog Watch evenings are on Tuesday,

The creamy white sauce was a layover from Kailey’s mother’s days as a vegan and a throwback to the Italy her mom had left behind when she was seven. But over time, the creamy cashew concoction became a pet project for both Kailey and her mother. “She and I had always been obsessed with cooking together, that was how we bonded and spent all our time,” says Kailey.
Mom’s Secret Recipe Earns Vegan Entrepreneur Fans Amongst Toronto Carnivores As Well No matter the occasion, a holiday or visit during spring break, Kailey Gilchrist knew that when she made that drive from university in Toronto back home to Barrie, she’d be greeted by a familiar smell – that secret family recipe, her mom’s cashew sauce. “She had been making this cashew sauce for years,” she says.
So when the theatre major went vegan, her mom followed suit and they took to evolving the cashew sauce into a vegan alfredo. It was a work in progress when her mother died. “I was finishing up my degree and cooking like crazy to deal with the grief,” she says. The rest of her time was devoted to working her job demoing products at a health food store. “And my sister was like ‘hey, you should sell some of the stuff that you’re making.’ ” It was an a-ha moment for Kailey. The entrepreneurial theatre major set out perfecting the sauce and launched NONA Vegan Foods, expanding to include two more vegan sauces – carbonara-style and cheesy-style. She’s grown from local, independent shops to over 50 stores including Loblaws and Whole Foods throughout Ontario especially the Greater Toronto Area. To help launch her business, Kailey took advantage of groups like Enterprise Toronto and Futurepreneur, which Kailey received both a loan and mentorship from.“I’m blown away with how many resources there are in Toronto – all these little hubs and networking events and the little communities that just want to support small businesses,” she says.
